Coming in full circle, Hon. Garcia has a panoramic understanding of the COMELEC and the way the institution operates inside out: from grassroots challenges to broader policy issues that are part and parcel of election management and administration. With this, Hon. Garcia’s first year in leadership was devoted to providing the COMELEC with a blueprint that sketches the implementation of innovative policy and legislative reforms and imbeds the principles of transparency, inclusivity, and accountability in its institutional processes.

As the Chairman of an organization described as the bastion of democracy, Hon. Garcia’s transformative leadership is focused on recognizing and navigating complex institutional barriers of the COMELEC and providing feasible and transparent solutions consistent with his commitment to Constitution and the rule of law. His leadership hinges on his ability to make swift yet firm decisions that align with only the best interests of the Commission, the Filipino people, and his own sense of integrity. He recognizes that his role is built on trust and accountability, both individual and collective, within the Commission En Banc.

Hon. Garcia’s transformational practices are mapped out clearly in the blueprint of his chairmanship. In the first year of his tenure, he formulated a framework with policy and legislative reforms attuned with the current developmental needs for a thriving democracy. The template for Hon. Garcia’s framework is designed to endure any interest except the will of the Filipinos. In line with this, Hon. Garcia pursued the codification of all the provisions of the Omnibus Election Code with all other election laws and guidelines into a Revised Code of the COMELEC to ensure stability in the processes of the COMELEC despite changes in its administration.

The structural and management reforms introduced by Hon. Garcia set out the implementation of data-driven and measurable improvements to elevate the performance and efficiency of the Commission. Currently, the COMELEC implements an overall high-impact operations in the conduct of elections and democratic exercises. In the age of information, Hon. Garcia prioritized the integration of science and technology in its operations to materialize an impactful and accessible voting and registration processes to all qualified Filipino voters, including those abroad.

In demonstrating Hon. Garcia’s belief in the power of voter education, he continued to harness the expertise of the Education and Information Department (EID) to amplify the impact of the COMELEC information drive and voter education campaigns in the pursuit of an informed and engaged electorate. In his daily series of interviews, Hon. Garcia is in the front line of providing timely updates on the latest electoral rules, disseminating information about the innovative strides of COMELEC, and addressing pressing questions from the public with utmost transparency. Recognizing the potential pitfalls of misinformation, he takes it upon himself to clarify intricate areas of election law that might be vulnerable to confusion or misinterpretation.

Moreover, Hon. Garcia’s blueprint sketched out avenues to foster an environment of open dialogue and deliberation and to harness the collective resources of the EID.

Rising Tigers Magazine received the official statement of the COMELEC Lawyers supporting the honorable Chairman George Erwin M. Garcia

The the eighty-two (82) Provincial Election Supervisors and proud lawyers of the Commission on Elections, stand in solidarity with the entire COMELEC community as they publicly express their full and unwavering support to the Honorable Chairman GEORGE ERWIN M. GARCIA.

According to them, the allegations against the Honorable Chairman are patently baseless and unfounded, amounting to nothing more than malicious slander. Even though the accusers themselves admit that their so-called evidence are from unknown sources and speciously unverifiable, they continue to insist on their absurdity. Thus, one cannot help but suspect that the vile design of all this is not merely to malign the reputation of the Honorable Chairman, but as well as to sabotage the preparations for the 12 May 2025 Automated National and Local Elections.

July 20, 2024 - The DLSU-USG Judiciary held their annual flagship event “Law and Politics Youth Summit 2024” at De La Salle University - Manila in partnership with the most distributed business and leadership magazine in the country, Rising Tigers Magazine. Law and Politics Youth Summit 2024 is the Judiciary Department's flagship event for 2024 which aims to discuss the specifics of legal advocacy and how it is important for the Filipino youth to engage in politics and the study of law. Further, it also has the goal of portraying the benefits of being politically aware in modern society. The speakers of this event are also encouraged to present the different ways of how they can inspire the youth to participate in their legal advocacies.

The speakers are Atty. Erwin Argues, the Legal Consultant and Representative of Cong. Margarita Nograles, and Atty. Lambert Yancy Garganta, Professor under the Department of Commercial Law at the De La Salle University.

The Chief Magistrate of the DLSU-USG Judiciary Matt Dylan Geli gave his opening remarks.

“You are not just the future of this nation; you are its present. Your thoughts, your actions, your dedication can shape the laws that govern us and the policies that guide us. You have the power to ensure that our legal and political systems evolve to meet the needs of our changing world.”

The Chief Marketing Officer of Rising Tigers Magazine shared the importance of understanding Law and Politics.

“The legal profession demands courage to defend the voiceless and challenge injustices, It is about understanding complexities of human behavior, morality, and the dynamics of power. And above everything else, it demands empathy and integrity to comprehend the struggles of others, to connect to them, and to uphold the truth.” Andria Terese Nicolas, Chief Marketing Officer of Rising Tigers Magazine.

“As an advocate or as a legal advocate or lawyer, it’s important to open up everything to the people. When we talk about in private practice to your client, you open up all of the applicable avenues where he or she can pursue his or her rights.”

“You may explore said legal advocacy or said promotion of legal advocacy through the use of social media. Because, in this way, you are one click away from disseminating knowledge. You are one click away from sharing with a wider group of people what the law is about, how they can proceed with the process, or what are the rights of said people.” Atty. Lambert Yancy Gaganta.

“For the long term, we must foster a culture of continuous learning and development. The world is constantly changing, as Cong. MIgs said earlier, and it is changing rapidly. Staying informed and adaptable is crucial. Providing opportunities for ongoing education and professional development in the fields of law can help the youth stay current and effective in their advocacy efforts, encouraging lifelong learning.” Atty. For the closing remarks, Magistrate and the Project Head for the Law and Politics Youth Summit 2024 Juleana Nuguid shared her message to the Youth about their importance in the Judicial system.

“This year, we chose the theme of Exploring the role of the Filipino Youth in the judicial system because of its critical importance in shaping the future of our societies. The active involvement of young people in the judicial system is vital for ensuring justice, equality, and human rights. It empowers the next generation to understand, engage with, and influence the legal processes that govern our lives. By focusing on this theme, we aimed to equip each of you with the knowledge, skills, and motivation to become active participants and leaders in the judicial system.”

“Allow me to cite a legal maxim, “Lex Prospicit, Non Respicit” – the law looks forward, not backward – embodies the spirit of our discussions today. It reminds us that our efforts in the judicial system are about building a future where justice prevails, a future shaped by the proactive and informed involvement of our youth.”

The University Student Government - Judiciary of De La Salle University is the sole body vested with judicial power to provide legal aid and settlements to the grievances of the student body. It stands to uphold peace, equality, and accountability among constituents of the university.

Makati City, Philippines—Aimed at catalyzing the successful implementation of the Tatak Pinoy (Proudly Filipino) Act, the Department of Trade and Industry (DTI) will host the first-ever Tatak Pinoy Act Forum on 15 July 2024.

Themed "Rekindling a National Aspiration Towards Industrial Transformation," the forum seeks to leverage the landmark act to ignite economic growth and elevate the Philippines' standing in the global market. The forum will also provide a platform for in-depth discussions on the law's essential components and their implications for various Philippine industries.

"By bringing together key champions and stakeholders, we are solidifying the foundation of the Tatak Pinoy Act and tapping its far-reaching impact on all Filipinos. Our goal is to ensure that the Tatak Pinoy Act becomes deeply ingrained within the national consciousness, and translate it into significant economic growth and enhanced global competitiveness," said DTI Secretary Fred Pascual.

DTI Undersecretary Rafaelita Aldaba further underscored the forum's significance in cultivating a deeper understanding of the law and strategically guiding an inclusive industrial transformation.

"This gathering unites key champions and stakeholders from government, industry, academia, and development partners to share insights and explore strategies for effectively implementing the law's mandate. We fundamentally hope its aspirations and provisions will not only gain momentum but also resonate with all Filipinos, as we strengthen and intensify our efforts towards industrial transformation," said Usec. Aldaba.

Undersecretary Aldaba also expressed excitement about the upcoming forum, highlighting its distinct approach compared to previous discussions on enhancing industrial competitiveness. She emphasized that the forum—redefining competitiveness, innovation, and related strategies in a way never explored before—would signify a paradigm shift and establish the cornerstone of the "Tatak Pinoy" initiative, embodying the country's ingenuity, creativity, and craftsmanship.

The Tatak Pinoy Act Forum will be livestreamed on the DTI's page (https://www.facebook.com/DTI.Philippines) and the DTI's Competitiveness and Innovation Group page (https://www.facebook.com/DTl.CIG).

Signed into law by President Ferdinand R, Marcos, Jr. on February 26, the Republic Act No. 11981, or the Tatak Pinoy Act, targets to bolster the Philippines' industrialization strategy. This law enhances the competitiveness of local industries in the global market and fosters the production of high-quality goods and services.

"With this legislation, we aim to directly address the specific challenges hindering Philippine industries. By implementing targeted reforms, we will not only enhance the quality of our products and services but also measurably increase their competitiveness in the global market. Our ultimate goal is the seamless integration of Philippine industries into the global value chain, driving economic growth and creating sustainable jobs," said Secretary Pascual.

BPI Foundation (BPIF), the social development arm of the Bank of the Philippine Islands (BPI), received recognitions for the work it has done in enabling community and enterprise development through its various financial education and livelihood programs.

BPIF’s programs were conferred different awards from the prestigious Asia Pacific Tambuli Awards 2024, an international award-giving body that recognizes successful marketing campaigns, and sustainability and corporate purpose initiatives that positively impact the world.

It also received recognition from the Nordic-Philippines Business Awards 2024 for community impact—for having shown “exceptional commitment to social responsibility and community engagement.” The Nordic-Philippines Business Awards is an acclaimed award-giving body that celebrates the achievements of outstanding individuals and companies fostering connections between regions.

“Receiving these significant awards for our programs at BPI Foundation reaffirms that our commitment to community and enterprise development is creating a meaningful impact, drawing recognition from both local and international award-giving bodies,” said Carmina Marquez, BPIF Executive Director.

“We thank the Asia Pacific Tambuli Awards and the Nordic-Philippines Business Awards for such recognition. This is a huge motivator for us to keep going and continue helping to build a better Philippines—one family, one community at a time,” Marquez added.

Various programs of BPIF received citations in the Asia Pacific Tambuli Awards’ Leaders for Corporate Purpose cluster, which recognizes “non-marketing initiatives of organizations and businesses that thrive by leading the sustainable and resilient transformation of their workplace, culture, communities, and countries.”

Its FinEd Unboxed program was awarded under the Continuing Education category for “providing equal opportunities for quality education for all.” FinEd Unboxed is a program that provides financial education to farmers and fisherfolk; nano, micro, and small social enterprises; teaching and non-teaching personnel of the Department of Education; uniformed personnel; and migrant domestic workers and their families. In 2023, the program directly empowered over a million individuals.

Meanwhile, BPIF’s Enterprise Development and Livelihood Programs were cited in the Inclusive Growth category, receiving a Bronze Award for “providing the means and opportunities for the marginalized sectors in society to be part of a company’s success.” Recognized were the Small Enterprise Acceleration Lab-Business Expansion thru Training Application (SEAL-BETA), BPI Sinag, Farm-to-Table, and TechVoc. In 2023, these programs reached more than a quarter of a million diverse beneficiaries, propelling their growth and contributing to their financial sustainability.

The BPI SEAL-BETA was again acknowledged as a finalist in the Public-Private Partnership category, for “implementing cooperative ventures or contractual agreements between public agencies and private partners to address a public or social need.” SEAL-BETA is a training program implemented through BPI Direct BanKo in collaboration with the DTI-Philippine Trade Training Center and the DTI-Regional Offices, demonstrating a real example of a public-private partnership working to achieve a shared goal. The program targets micro-enterprises impacted by the pandemic.

𝐶𝑜𝑚𝑚𝑢𝑛𝑖𝑡𝑦 𝐼𝑚𝑝𝑎𝑐𝑡

BPI Foundation was honored with the Community Impact Award at the Nordic-Philippines Business Awards 2024 for its positive community impact and innovation for social good.

BPIF was recognized for the social responsibility demonstrated by its programs that focus on financial education, enterprise development, and financial inclusion, which are all geared toward the financial well-being of its target recipients.

The award also recognized BPIF’s innovation for social good, highlighting its efforts during the 45th anniversary in 2023, including the BPI Financial Wellness Fair, which boosted market access and growth for local businesses. The achievement of Level One Certification from Social Value International further attests to its commitment to the Social Return on Investment (SROI) approach.

Sine 1978, BPIF has remained committed to empowering underserved Filipino communities. The strategic initiatives and sustainable programs it has implemented throughout the years are a testament to its unwavering dedication to community development and to uplifting the lives of the Filipino families and individuals.

For the first time as a cover leader of a national magazine, meet Pia Yanson from Bacolod. An entrepreneur, philanthropist, investor and most of all, a mother to two talented children.

The 8th Magazine signing of Rising Tigers Magazine was held at National Book Store at Gaisano Mall, Bacolod City, Negros Occidental and with the featured cover leader, Pia Yanson with her 150 family, friends and supporters that includes the spouses of Murcia and Bacolod Mayors.

The event was the biggest signing launch in National Book Store and attended by the President of Rising Tigers Magazine, Engr. Grace Bondad Nicolas. After the signing, everyone went to Sugarland Hotel for the sumptuous dinner and attended by 400 guests of Pia and enjoyed with the live entertainment.

The queen of her business empire, Pia Yanson is a mother first prioritizing everything for her children, before anything else but her powerful voice as an entrepreneur and respected personality in Bacolod has a purpose. Providing scholarships to deserving students to help them earn a tertiary degree, engaging in relief operations for the calamity-stricken, providing assistance in the form of donations to orphanages and religious projects and administering gift-giving programs in partnership with local and international organizations: these are all the profound traces of the hard work she has gifted the community. She is an avid supporter of the projects of the Philippine Humanitarian Coalition based in Washington D.C. and is an Honorary Member of the Association of Sugarlandia, USA.

Her parents likewise are very proud for Pia’s achievements, they arrived recently from New York, USA to attend the Asia Leaders Awards 2024 that was held inside the Embassy of Indonesia with a surprised from Pia that she was one of the awardees. Pia has a genuine heart to help the indigents at the same time, proving her generosity with a good heart to help out.
