Monday, October 21st, 2024, a voter at the Cedartown Precinct for Advance Voting alerted a poll worker that their ballot had a warning message with regards to the ballot being invalid in the top left-hand corner. This warning message occurred when the voter was selecting their choices on the Ballot Marking Device (BMD). Upon inspection by our poll worker and further explanation from the voter, it appeared the voter had chosen to undervote in select categories and the warning message was displayed in order to ensure that it was the voter’s intent to do so. An undervote, as described by The Council of State Governments, is when the number of selections made by a voter in a contest is less than the number allowed for that contest. This includes when a voter makes no selection for a single contest.

When a voter is selecting their choices on the BMD’s touchscreen, they are allowed to undervote in any race and leave that selection blank, if they so choose. The ballot is still valid with the voter choosing to undervote in any or all of the races. The BMD also displays a warning message in the event that the voter left a race empty on accident. The warning message appears as a red triangle with an exclamation point in the center and the following sentence: “Your ballot is valid, but there are warnings.” When there are no undervotes, the ballot instead displays a green checkmark with a circle and the following message: “Your ballot is valid.”

These warning messages are meant to assist voters and ensure their ballot reflects their choices as they intend. The Polk County Elections Office always encourages voters to review their ballot and the selections on it. Prior to casting your ballot in the scanner, always ensure it represents your selections. Poll workers are willing and happy to assist the voter in spoiling a ballot if the choices are not correct and get the voter to vote another ballot.

All ballots cast on certified and tested Polk County Election equipment are valid. There are no invalid ballots that can be produced on the BMDs. Logic and Accuracy Testing of the deployed Election equipment was conducted September 30th, 2024 and concluded October 4th, 2024 and there were no discrepancies. The BMDs performed accurately to inputs, as did all other voting equipment.
