In 2015, the office of the Prime Minister announced that Al Warraq Island - a landmass on the Nile known for its extreme poverty, located just a few kilometres away from Zamalek in Giza - will be fully developed. Now the Egyptian government released their development plans for the island, revamping it entirely and going so far as to give it a new name: Horus City.
With an allocated budget of EGP 17.5 billion, the 6,360 square kilometre island will house eight residential areas, two harbours, a central park, and a number of commercial areas and shopping districts overlooking the Nile. As a result of these developments, the Egyptian government estimates that Horus City’s annual income will be EGP 20.4 billion after 25 years.
While this may sound ambitious, this project is part of a larger initiative to develop poverty-stricken areas all around Cairo, such as the transformation of Greater Cairo’s Ain el-Sira area into a tourist hub. Last June, The Ministry of Housing, Utilities, and Urban Communities announced the completion of flat buildings in the Ain el-Sira neighbourhood.
