The polling schedule will be approved by the PNGEC and gazetted very soon. We have noticed fake posts circulating on social media which claim to share approved polling dates. We remind the public that polling schedules need to be gazetted as per the law prior to publicizing. Please watch the PNGEC page and the PNGEC website for polling schedules.

Fifteen people are dead and several others nursing serious injuries in the Mt Hagen General Hospital after a truck loaded with people form Tambul-Nebilyer turned over at Tomba, outside Mt Hagen town in the Western Highland Province on Sunday night.

Western Highland Provincial Police Commander Superintendent John Sagom said, โ€œAt approximately 9pm yesterday, a FSR truck loaded with people returned from a campaign rally hosted by an intending candidate from Tambul-Nebilyer. From the initial report the driver was allegedly under the influence of alcohol and over speeding that resulted in the vehicle overturning at a road corner causing 15 deaths and injuring several others.

โ€œThe mass casualties were evacuated to the Mt Hagen General Hospital by the locals and PNG Defence Force officers engaged in election security operations in the highlands region.

โ€œDue to the mass casualties the PNG Defence Force officers assisted the medical staff in treating the casualties and moving the dead into the morgue this morning.โ€

PPC Sagom said as of 1am this morning 15 people have been confirmed dead while police investigation is still continuing.
He issued a stern warning to candidates and supporters to control their emotions and movement of people, adding that police will be out in full force to deal with such reckless behavior during this election period.

Intending candidate for Kavieng Open, Henry Penni visited Kavieng hospital on Thursday 3rd June 2022 and was accorded an inspection accompanied by the hospital staff.

People of New Ireland, especially Kavieng District, don't be fooled with the rice, tinfish, roofing irons, wheelbarrows your receiving from the current sitting MP Hon. Ian -Ling Stuckey.

The short answer is YES.

Following the return of writs (29 July 2022) the candidates declared the winner(s) will attend Parliamentโ€™s first day of sitting, a date set by the Governor General and usually in the first week of August.

The first order of business will be to swear into office those elected, with each elected member called to make a declaration of office and declaration of loyalty as required by the PNG Constitution.

Once all members in Parliament are sworn in second order of business is the election of new Speaker of Parliament. The Clerk of Parliament acting as Chairman of Parliament will conduct the election of Speaker by calling for nominations. The practice has been that the nominee(s) for Speaker are usually decided in the respective political camps the evening before the first Parliament sitting. Nominations are called, seconded and voted on to decide on the new Speaker.

Parliament is then suspended to allow the newly elected Speaker to be sworn into office by the Governor General at Government House.

Based on the election of the Speaker it will also become evident which camp has the numbers to elect the next Prime Minister.
Parliament will then resume chaired by new Speaker, first order of business being election of the Prime Minister.

National Parliament Standing Orders ( Order 7) states that election of the Prime Minister shall be by invitation by the Governor General. This invitation is normally given to the Party with the highest elected Members following the election. This invitation may also be extended to one or more parties.

Where one or more parties are invited, the Speaker will call for them to nominate their candidate. Where a party declines or fails to nominate a candidate the Speaker shall call on the other parties to nominate a candidate for the election of Prime Minister.

Why will Pangu be invited to form the next Government?
They are expected to return highest number of winning candidates.

Pangu Party has endorsed 39 sitting Members of Parliament including a further 41 non-parliamentary candidates. After a close assessment of its sitting Members I noted that 16 have a very strong footing in their electorates. This assessment is based on previous election results as well as a general view of their strong work ethic in the past 5 years.

There is a further five who sit just above the 50% mark and may also be returned. Based on this assessment I expect Pangu to return 20 plus sitting MPs , add to this their non-sitting members contesting under PANGU and the best case scenario would be for them to return up to 30 candidates.

Historically, Pangu maintains the highest record of seats won following a general election, in 1982, the party won 51 seats.
The party(s) that secured the highest number of seats following general elections are as follows:

1977 -Pangu wins 39 seats; Somare (PANGU) elected PM.
1982 -Pangu wins 51 seats; Somare (PANGU) re-elected PM.
1987 - Pangu wins 26 seats; However, Paias Wingti leader of
Peoples Democratic Movement Party (PDM) with only 17 seats is re-elected PM.
1992 -Pangu wins 22 seats; However, again Wingti (PDM) with just 15 MPs was re-elected PM.
1997 -PPP wins 16 seats; However, Bill Skate (PNC) with just 5 MPs is elected PM;
2002 -National Alliance (NA) wins 19 seats; Somare (NA) elected PM.
2007 -NA wins 22 seats โ€“ Somare (NA) re-elected PM.
2012 -PNC wins 27 seats โ€“ Peter Oโ€™Neill (PNC) elected PM.
2017 -PNC win 29 seats โ€“ Oโ€™Neill (PNC) re-elected PM.
2022 -Pangu expected to win 20-30 seats; PM (?)

In 2017, PNC contested the General Election with 54 sitting MPโ€™s the party endorsed a total of 98 candidates. However, it only won 29 seats, of the 54 sitting PNC MPs only 24 (44%) were re-elected and party only returned five new PNC members.

While PNC is again endorsing 98+ candidates in 2022, they are going into the election as an opposition party with only 15 sitting MPโ€™s and extremely unpopular. They no longer enjoy the power the influence of being in charge of Government or the backing of sitting Prime Minister; of 15 sitting MPs I expect only 7 to be re-elected.

How many candidates do I expect PNC to return out of 98 endorsed candidates? I will explain in my next article.

In Papua New Guinea Election Season, this is what happens...

Campaign house mentality is one of the sin holes in PNG election.

I stayed overseas and witnessed the elections and I have never seen any single campaign house.

When Du30... Philippines President was elected, every single citizen walked over to the polling boot set-up and they cast their votes peacefully and the entire election is done within 5 minutes.

Across the country in Philippines, almost 100 million citizens cast their votes and the Central Tally Room automatically generated the result instantly and declaration was done automatically by the automated system without any single bribery, corruption, lamp flaps, alcohol party, huge gatherings, campaign house, campaign mumu, dancing/singing.

In Philippines, Voters did not ask candidates for any single help for dead bodies, Haus krai, sports tournament sponsorship and more and more bribery and illegal sinful activities that are practicing during national general election period.

In sinful activities, PNG conducts campaign with so much money floating around and more evil activities voters in PNG engaged and with this much evil activities, they voted Political Leaders and these politicians turned out to be criminals within 18 months practicing mismanagement of public development funds and their Administrators, Treasurers and Project Managers misappropriate the appropriated development funds that was PASSED by Act of Parliament during November Budget sitting.

Once the DSIP/PSIP funds and Government Agency PIP Funds hits the Government Departments, they don't follow general orders and established procurement processes but entertain their their own business network while the stupid voters who give them powers continue to suffer for 5 years.

Every NGE in PNG, voters practice sinful act and practice so much sorcery, sanguma and pulipuli to vote politicians into Parliament who lacks the Quality Leadership attributes.

Even the entrusted Electoral Commission Officers are the WORST corrupt citizens who facilitate the weakest election process in PNG every election.

PNG we are known for the WORST most corrupt election in the world.

So the overall growth of PNG Economy is the reflection of the input the Voters put into election process to nominate Leaders.

Every year we have history of getting bribery, lamp flaps, alcohol, Xmas games, coffin box, Haus krai, school fee assistance and more and more you can name...these are all evil inputs we put into election process to vote leaders who clouded our instinct and decision make consciousness so people voted in bad politicians who are so selfish, fraudster, mismanaged managers and all the bad things happen.

The end result is that...the poor voter suffered for 5 solid years and then New Election, this stupid voter continue again getting bribery and the same s**t continue again.

This is how Papua New Guineans think their voting POWER is that cheapest and they sell and traded for alcohol, lamp flaps and Haus krai and more you can think of...

Upper Highlanders they sell their votes for Quality Leadership but Eastern Highlanders we sell and traded our Power to make someone Honourable in exchange of Money, Hauskrai, lamp flaps, alcohol Xmas games, coffin box etc...

When anybody who is nobody becomes somebody with the Honourable Title, they ignore the poor voter for the 5 years.

EHP and PNG, spread this words to your family to vote for a quality leader who can put people's interest before his own interest and make rightful decision in the best interest of the country to manage the massive wealth PNG own to translate into tangible development that can transform every citizen of PNG for now and for tomorrow's generation.

I wish all the voters to think of the child's future for the next 30 years and cast their votes.

Pray that NGE 2022 will be more transparent and honest election 2022.

"There is also our very popular and famous WFA Buying Point purchasing fruit and vegetables from 1 7,000 plus registered local farmers on our data base. They receive and share K 7.8 million each year.

Our local economy has also increased 1 00-fold since 201 7 thanks to Newcrest Mine Ltd and landowner company NCS Ltd who has come on board purchasing our fresh produce meeting their social obligations stipulated in the Lihir MoA.'

'In Namatanai we have also engaged in the Labour Mobility Scheme where we have sent nearly 200 of our qualified unemployed youths to work in farms in Australia. This is remitting more than K2.7 million for the year to families and this is growing.'

"We have worked very hard to keep our people safe from the COVID-19 Pandemic, and to reduce the burden this has placed on businesses, particularly our SMEs.'

"But the job is not done yet, and I humbly ask you for another five years to complete what we have started and keep building Namatanai.'

'I ask the people of Namatanai to look at all that we have achieved in this district since 201 7, and then you make your own judgment whether I deserved another 5 years.'

Walter Schnaubelt reminded the large crowd that the previous National Alliance-led government, through the leadership of the Late Grand Chief Sir Michael Thomas Somare, delivered growth and prosperity on a scale that had never been seen before in Papua New Guinea.

'Now is the time to pick up on his achievements, and elect a National Alliance led Government to bring back international investment on a grand scale and create new jobs and opportunities for our people.'

"National Alliance not only has a concept of what our country should be like five years from now, but we have action plans to make this happen.'

"We will not complain about the institutions or governments past and present, but we will bring about a People-led recovery if in office.'

"A People-led recovery means that we, as individual leaders, step up and do what we promised we would do during this election campaign.

"Our People-led recovery will deliver real change, not just talk about it, and this will be through empowering our people like I am doing in Namatanai District.'

'Now is not the time for complaining or complacency, now is the time to elect Members of Parliament who are ready to work collectively in the interest of PNG."

Deputy Prime Minister Member for Bulolo during his ward visits, visited Timing Wara bum village, ward 1 on Monday 9th of May 2022. Accompanying him was his Huon Gulf Candidate Mr Tukape Masani, Watut President Mr Waka Daimon,Mumeng President Mr Kiking Amos and Bulolo CEO Mr Joe Paru.

Timini village shares its borders with Huon Gulf District and is located along the Bulolo highway. Some of the people of this ward resides on the Huon Gulf side.

Tukape Masane in his speech said, "in my term in parliament, I operated with k500 but there was more tangible projects that today where members are given K10mil, and that was 10years ago", he has noticed that villages along the borders of Huon Gulf have been neglected in the last 2 terms".

Watut Council President Mr Waka Daimon, thanked the community for their trust and cooperation and for always standing by the leaders of the district and the Member.

Hon. Sam Basil when giving his speech, thanked the Wara bum community for allowing their area to be used for processing the travelling public in and out of the district during the pandemic
Hon. Basil said, in this term, Bulolo District allocated K20mil to Wau and of that K20mil, K15mil was for Sim to Bapi Road, 5mill was allocated to Garaina Hydro power station to resuscitate Garaina Tea, and 5mill to Garaina valley roads.

Now that the District has been divided, we will now have more funding with less people to cater for in our new district.
He said, "Straight after the 2022 NGE, we will Restructure the ward's in our Bulolo District to better manage our new district"

In the current DDA, K1mill was allocated for school subsidy for students attending tertiary institutions and education will continue to be a priority in the coming DDA and New Bayun and Buang High school will be upgraded in order to cater for all our students in our district.

Wara Bum community is the first Bulolo village people will see when traveling to Bulolo and we will work to develop this area.
On behalf of the DDA, Mumeng President and Bulolo CEO Mr Joe Publicly presented their Community Development Funds of K10, 000.

This funding is to empower the village workers at the village level. The break up is a follows, K1000 to Village Birth attendant(VBA), K1,000 to Village Recorder, K1,000 to Village Magistrate councillors
K1,000 to Community health workers and K1,000 to peace committee or village constable and the rest would be for the community to make resolutions and later to present their acquittals at the end of the year.

Our country Papua New Guinea will celebrate its 47th Independence come September 16 2022 and as we go into the National General Election we can ask this question, are we really free?

When we see such headlines on the newspaper, it should always ring a bell and prompt us to do a reality check if we have progressed through the years.

Ruling party under the leadership of Prime Minister James Marape says they want to take PNG Back, well it may to us of economic status, development growth and other sectors that affect our country.

A post by Ken Atasoa dated May 4th 2022 says and we quote,

โ€˜โ€˜Why must we come to this?

Something is seriously wrong with our country.
We romanticise so much about how we got our independence through our forefathers but is this what we can show for? Is this the grim reality of our much talked about freedom? Do we need to arm ourselves against each other and the state to ensure a free and fair election? Something is really wrong. It should not be taken as "normal."
Every time we put up pictures of our history on Independence Day we should also include the picture below. That's what we've become.โ€™โ€™

Something that we should really think about this coming election.

Parliament, one of three arms of Government, has a crucial role in providing oversight of Executive Government.

The final session of this Parliamentโ€™s term had gushing self-reviews of the achievements of the current government. What was noticeably absent was the opportunity for Parliament to look at the management of public finances in 2021.

We had a nice report from the Treasurer about his outstanding achievements and I think we can allow him to gloat about his and the Governmentโ€™s achievements.

But the people of Papua New Guinea, especially through their elected representatives, want is the statutory reports dictated by our laws and not merely political speeches. More important is the substance over the style.

The Papua New Guinea Fiscal Responsibility Act (โ€œFRAโ€) [sections 2(3) and 2(4)(c)] requires that a Budget outcome report for the previous year is to be released to the public by 31 March each year. That date set by law has come and gone over 30 days ago but still there is no 2021 Budget outcome report.

The 2021 Budget outcome report must detail (section 15 of the FRA):

โ€ข revenue, expenditure, deficit and borrowings made by the Government in 2021;

โ€ข show and explain any major variations between the revenue and expenditure budgets approved by Parliament and the outcome;

โ€ข show the difference between the budget deficit presented to and approved by Parliament and explain the causes of this;

โ€ข explain what borrowings were undertaken to fund the budget deficit; and

โ€ข show the National Governmentโ€™s debt position.

Why hasnโ€™t the Final Budget Outturn report been released? What are you hiding Mr. Treasurer?

Do the facts match your rhetoric?
It is a concern that the delayed release is an established pattern with the Treasurer. Last year the 2020 FBO was released in July. In 2020, the 2019 FBO was released in June.

The people of Papua New Guinea go to the polls shortly and they need to understand what the financial position of our National Budget and what challenges will need to be addressed by the new Government.

They should be able to make informed choices about parties and candidates on the basis of their demonstrated performance and/or on their election platforms.

Hon. Ian Ling-Stuckey has spoken forcefully about accountability and transparency for government and its dealings with public monies. He has delivered some important improvements with the budget structure, implementation and its financing but he has fallen short of the standards he likes to hold others to.

I call upon the Treasurer and the Government to immediately release the 2021 Final Budget Outcome report.

Transparency International PNG (TIPNG) is calling on all sectors of society to remind elected officials and constitutional office holders to uphold the Constitutional requirement for a National General Elections.

Section 105 of the National Constitution states that a general election to the Parliament shall be held within the period of three months before the fifth anniversary of the day fixed for the
return of the writs for the previous general election.

" Any politically motivated delay to the elections is a violation of citizens' rights and a dereliction of the constitutional requirement for an election to be held every five years. Any move to do so should be opposed by all Papua New Guineans in the strongest terms, as it is an attack on the democratic principles that underpin our country," said Peter Aitsi, Chair of TIPNG in a media statement.

"Earlier in April the Prime Minister stated clearly that the elections will not be delayed and will go ahead as scheduled, and he further stated that his office was working together with
the Electoral Commission to ensure that the elections are on time. That commitment to the people of Papua New Guinea to respect our Constitution must not be abandoned," said Mr. Aitsi.

TIPNG has written to the PNG Electoral Commission (PNGEC) requesting he issues a formal notice under the PNGEC official letterhead on this matter, so the official position of the
Electoral Commission can be clarified and not misinterpreted.

Parliamentary leader and Opposition leader Hon. Belden Namah said that PNG party will run four candidates which includes Vanimo-Green for the West Sepik seats expect for Aitape- Lumi which he believes Hon Patrick Pruaitch will retain and support him to be the next Prime Minister of Papua New Guinea.

Namah is confident that PNG Party will of cause upsets in the Greater Sepik or East Sepik seats come this General Elections.

He added that PNG Party will do well throughout Papua New Guinea this year.

People's Labour Party will announce its 50 candidates in Rivo, Madang Province with party leader Sir Peter Yama gathering all candidates for the 2-day convention.

Yama will also release its policies going into the election in five days time.

The PLP Party is fielding 50 candidates throughout the country some of whom are former MPs in Luther Wenge who will take on Morobe Governor seat and Wari Vele who is now taking on the NCD Regional Seat.

Yama told Post-Courier it will be a 2-day convention, first at Rivo village and then it will end back- to-back at the PLP Oval in Madang Town.

The party has candidates from around PNG.
