*Kishtwar, 21 Dec*: Union Minister of State (Independent Charge) for Science and Technology, Minister of State (Independent Charge) for Earth Sciences, MoS, PMO, Department of Atomic Energy, Department of Space, Personnel, Public Grievances and Pensions, Dr Jitendra Singh today called for expediting the speed of ongoing hydel power projects, saying that upon their completion, the electricity produced by these plants will touch 8000 MW. He said with this mammoth power generation capacity, J&K will catapult into becoming the biggest power hub of North India. Dr Singh was speaking while chairing the District Development Coordination and Monitoring Committee Meeting (DISHA) here with the entire district administration led by Deputy Commissioner, Sh Rajesh Kumar Shavan, and attended by local MLAs and representatives of Panchayati Raj Institutions (PRIs).

The Union Minister called upon the National Hydro Power Corporation Limited (NHPCL) to undertake capacity building of local unskilled labour to increase their employability for projects requiring specific skills and specialised training.
Reviewing the status of projects aimed at boosting connectivity in the district, Dr Singh, in particular, called for expediting the construction of a full-fledged airstrip in the district under Ude Desh Ka Aam Nagrik (UDAN). The facility aims to improve connectivity for the population living in tough terrain. Dr Singh said efforts must be synergised so that the airstrip sees light of the day.

While reviewing the status of works under Pradhan Mantra Gram Sadak Yojana (PMSY) and Jal Jeevan Mission, the Union Minister urged that the concerned departments, including R&B, need to work in close coordination with the public representatives for speedy and better ex*****on of projects. Calling for bridging the communication gap, Dr Singh stated that the District Administration must follow a Standard Operating Procedure for sharing of information with the PRIs during field visits conducted by officials. He added that inputs of PRI representatives should be taken by the officials for effective implementation of the works.

Noting the negative impact of some of infrastructure projects on the health of common citizens due to pollution and land degradation, the Union Minister instructed that an arrangement must be made for carrying out a dynamic exercise as regards environment clearance granted for these projects. The Minister added that it must also be ensured that the best practices are adopted for the protection of the environment and public health.
Expressing concern over some public servants, such as doctors and teachers, quiting their jobs without following due procedure, Dr Singh stated that a uniform policy needs to be firmed up under which if these civil servants, relinquish their posts, they must be made to provide hefty compensation to the government for putting citizens to inconvenience. He underlined that the proposed policy is the need of the hour to avert a crisis across departments emanating from dearth of staff in future.

Dr Jitendra Singh directed the district administration to organise mass awareness camps highlighting the benefits of lavender, Ayushman Bharat scheme and PM Surya Ghar Mutt Bijli Yojana. In a similar vein, he called for promoting Sansad Khelkud Spardha to develop sporting talent among the local youth, and also pitched for branding of local products, such as cumin seeds and saffron. He informed that a saffron park will come up in Kishtwar soon, and Union Minister of Agriculture and Farmers will inaugurate it. Dr Singh also called for further exploration of the world’s finest sapphire discovered in the mines of Paddar area in the district for generation of additional revenue and creation of more employment opportunities for the local youth.

*DC Kishtwar reviews Implementation of PMJVK Scheme*

The District Development Commissioner DDC/DC Kishtwar, Sh. Rajesh Kumar Shavan, JKAS, chaired a District Level Committee (DLC) meeting today to review the implementation of the Pradhan Mantri Jan Vikas Karyakram (PMJVK) scheme in the district.

The meeting focused on reviewing various initiatives aimed at the socio-economic development of minority communities.

During the meeting, key directives were issued to ensure the timely initiation and effective implementation of key projects.

The DC reviewed the status of various key projects under the PMJVK scheme (education department), including the construction of schools such as HS Lopara (Marwah), HS Tipri (Drabshalla), HS Sranwa (Kishtwar), MS Gulabgarh (Paddar), MS Bonda (Inderwal), MS Hindgam (Inderwal), and HSS Mughal Maidan (Inderwal).

He directed the concerned officials to proceed with the construction of one additional room for the Health and Wellness Centre at Sigdi Bhata, the assessment of the old block and multipurpose hall at HSS Kishtwar, and the remodeling of NTPHC Inderwal.

The meeting was attended by PO ICDS Rishi Kumar Sharma, CPO Kishtwar Shahnawaz Bali, DSWO Kishtwar Zubair Ahmed, CEO Kishtwar Javed Ahmed Kitchloo, LDM Kishtwar, BMO Chatroo, along with representatives from ITI Kishtwar, NGOs, and other staff from the concerned departments.

In continuation to ongoing enforcement drive, a joint team led by Assistant Commissioner Revenue, ACR Kishtwar, Sh. Idrees Lone (JKAS), alongwith Tehsildar Kishtwar,Nirbhay Sharma and Officials of Traffic Department ,Police, NHIDCL,GREF conducted another crackdown on unauthorized street vendors and traffic violations in the town area alongside the National Highway.

These drives are aimed to ensure the smooth flow of traffic and hassle free movement of pedestrians in the township of Kishtwar.

The vehicles besides stalls were removed to clear illegal occupations along the National Highway in the town area.

The vehicles were challaned and seized besides a total fine of over ₹20,000 was realised from violators.

ACR Kishtwar issued a strict warning to the public, emphasizing that violations, including illegal parking, will attract stringent penalties.

The DC Kishtwar Sh. Rajesh Kumar Shavan-JKAS has declared the stretches from DC Office to Malipeth and Girinagar to Kuleed Chowk, alongside the National Highway, as no parking zones and appealed to the public and shopkeepers to use designated parking spaces.

Additional District Development Commissioner (ADC) Kishtwar, Sh. Pawan Kotwal (JKAS), today chaired a meeting of the District Environment Committee to deliberate on the District Environment Plan 2024 and review its implementation strategies. The meeting focused on critical environmental issues, ongoing projects, and compliance with regulatory guidelines to ensure sustainable development in the district.

During the meeting, directions were issued to the Chief Medical Officer (CMO) Kishtwar for the identification of suitable land for the establishment of a Bio-Medical Waste Treatment Plant in the district. This initiative aims to ensure the scientific disposal of bio-medical waste in adherence to prescribed environmental standards.

To monitor and implement the National Green Tribunal (NGT) guidelines effectively at dumping sites associated with various ongoing Hydroelectric Power Projects (HEPPs) and NHIDCL projects, the ADC instructed the District Officer (DO) of the Pollution Control Board, District Mining Officer Kishtwar, and Assistant Director Fisheries to conduct a joint site visit. They were tasked with furnishing a detailed status report on compliance with environmental norms at these sites.

The Executive Engineer (ExEn) Jal Shakti Department was directed to provide an updated status on the completion of the Filter Plant and ensure the availability of clean drinking water facilities for the township. This step aims to enhance the water supply infrastructure and promote public health in the district.

The ADC also reviewed the progress of key projects, including the establishment of a Modern Slaughter House, Cattle Pond, and Waste Plastic Management system in the district. The Executive Officer (EO), Municipal Council (MC) Kishtwar was instructed to furnish the latest progress report on these initiatives.

Furthermore, the Divisional Forest Officers (DFO), Kishtwar and Marwah were asked to provide comprehensive details of various activities being undertaken under the Bio-Diversity Management Plan in the district. This plan seeks to preserve and promote ecological balance and protect the district's unique biodiversity.

The meeting emphasized the need for collaborative efforts among various departments to address pressing environmental concerns. The members also discussed strategies for enhancing waste management, afforestation drives, and public awareness campaigns to foster environmental conservation.

The ADC underscored the importance of maintaining transparency, accountability, and timely action in implementing the District Environment Plan. He urged all committee members to prioritize sustainable development goals and ensure compliance with environmental guidelines in all ongoing and upcoming projects.

The meeting was attended by all members of the District Environment Committee, including senior officials from various departments.

Deputy Commissioner Kishtwar, Sh. Rajesh Kumar Shavan (JKAS), visited the 400/132 KV Sub Station at Trigam to review the ongoing work progress of the ambitious power project being executed by Sterlite Power Ltd.

The substation is a critical infrastructure project aimed at stepping down the dedicated power supply from the Dul Hasti Power Project to Kishtwar and Doda district.

Once completed, it will significantly enhance the power supply and meet the growing electricity demands of Kishtwar and Doda districts.

During the inspection, it was noted that 60 percent of the project has been completed, and the remaining work is progressing steadily. The project is slated for completion by March 2025.

While reviewing the overall status of the project, Deputy Commissioner Kishtwar emphasized the importance of adhering to the stipulated timeline. He directed the executing agencies to expedite the work without compromising on quality to ensure the project's timely completion.

He remarked, "This substation is vital for addressing the power supply needs of Kishtwar and Doda. The timely completion of this project will augment the existing supply and bring significant relief to the people of these districts by providing a stable and sufficient electricity supply."

The Deputy Commissioner further assured that the district administration would extend all possible support to facilitate the project's smooth ex*****on.

Pertinent to mention that DC has put a lot of focus on improvement of electric and water supply in region. He has instructed the district officers of PDD and Jal Shakti to accelerate all projects . He further has directed to launch action against the illegal connection holders and given a deadline of 2 weeks to achieve the target.

Further he has instructed the ExEn PDD to charge the Hatta Grid station in 3 days failing which he will take stringent action.

*Darbar move will be restored, won't allow Jammu’s uniqueness to shrink: Omar Abdullah*

Jammu, Dec 11 : Jammu and Kashmir Chief Minister Omar Abdullah on Wednesday said Jammu’s uniqueness will not be allowed to diminish and asserted that his government will restore Darbar move.

Darbar move, an age-old practice under which the civil secretariat and other government offices used to function six months each in Srinagar and Jammu during summer and winter, respectively.

The practice, introduced by Dogra rulers nearly 150 years ago, was stopped by Lt Governor Manoj Sinha in June 2021, citing administration's complete transition to e-office which could help save Rs 200 crore per year.

However, the decision came up for sharp criticism from various quarters including Jammu business community and politicians who termed the exercise as a bond between the two regions.

“Darbar move is an issue which I fail to understand why it was not projected during campaigning for assembly polls. The issue gained momentum only after the election result although we have mentioned it in our manifesto and meetings," Abdullah said.

“We assure you that the Darbar move will be restored. Jammu has its own importance and we will not allow its uniqueness to diminish,” he told reporters after chairing over a three-hour long meeting with representatives of civil society at his official residence here.

Abdullah said the government takes its own decision which does impact the public.

“After a decision, whether its impact is right or wrong, there is a need to get a feedback…sometimes it becomes difficult to get the right feedback within the government system because mostly you are surrounded by people who only praise you. So when a meeting of civil society takes place like this, mostly the participants come without any agenda and put forth their feedback and suggestions which turns out to be beneficial," he said.

The purpose of this meeting was to get feedback and suggestions as well so that those are implemented, Abdullah said.

The chief minister said such meetings will be convened twice a year both in Jammu and Srinagar -- one in summer and another in winter.

“A lot of issues came up during the meeting. As I said in the meeting, all the issues raised were noted down and we will inform the participants about the action taken report in the next meeting,” he said. — (PTI)

The long pending issue of the bridge at Chishoti village in Machail Tehsil has finally been resolved, due to the intervention of Sh. Rajesh Kumar Shavan,JKAS, Deputy Commissioner Kishtwar; Dr. Amit Kumar, JKAS, the SDM Paddar; Tehsildar Paddar, his revenue team and PMGSY department.

The construction of the bridge was held up due to the presence of house and commercial structures at the bridge site.However, with the intervention of revenue department, PMGSY department led by Executive Engineer Kishtwar and cooperation of the house and commercial structure owners, the structures were peacefully demolished.

SDM Paddar further directed the PMGSY department to speed up the bridge work.This development will not only connect the road of Machail, but will also extend the PMGSY road up to Machail village. This will be a significant benefit for the lakhs of Machail yatra devotees who visit the area. Next year, pilgrims will face no difficulties, and the on-foot distance will be reduced to a minimum. This positive outcome is a result of the combined efforts of the Revenue authorities, PMGSY department and the cooperation of the residents.

Assistant Director Fisheries Kulbhushan Verma today visited Model Panchayat Kundal, Block Paddar

The main focus of the visit was to raise awareness among the general public about various departmental schemes of the Fisheries Department and the saturation of key indicators across 13 Panchayats, targeted to be developed as Model Panchayats.

The functionaries of the Fisheries Department aimed to educate people about government schemes for the development of fisheries, in addition to services offered by other allied departments. During the awareness program, the Fisheries Department informed participants about the eligibility criteria, procedures, and benefits of departmental schemes. Pamphlets were distributed among all the participants. They were encouraged to establish their own fish culture units and register for fisheries licenses, availing the benefits of the departmental schemes, thereby fostering opportunities for sustainable livelihoods.

Awareness was also raised regarding various government schemes run by the department under HADP, PMMSY, and KCC for the welfare of the people. To ensure the saturation of all essential key indicators, this office has tasked all field functionaries of the department to visit the designated Model Panchayats of every block at regular intervals to assess progress and resolve bottlenecks.

The visit was accompanied by the concerned Panchayat Secretary of Panchayat Kundal, Block Paddar, District Nodal Officer, Block Nodal Officer, Circle Incharge, Beat Incharge, and field functionaries of the Fisheries Department.

*DC Kishtwar Holds Interaction with Senior Citizens to Address Key Issues*

Deputy Commissioner (DC) Kishtwar, Sh. Rajesh Kumar Shavan (JKAS), convened a significant meeting with senior citizens of the district today to deliberate on pressing concerns and developmental needs.

The meeting, held at the DC Office, witnessed active participation of senior citizens led by Sh. Roshan Lal Parihar.

During the interaction, the senior citizens raised various issues of public importance and sought immediate redressal.The delegation urged the administration to ensure priority employment for local youth in the power projects operational in the district.

Concerns were raised about unauthorised parking within the township, which contributes to frequent traffic congestion. The senior citizens stressed the need for stringent implementation of parking regulations to streamline vehicular movement.

The need for a dedicated skill development institute to enhance the employability and vocational skills of local youth was emphasized. The group highlighted the importance of regular medical check-ups for drivers to ensure road safety.

The delegation pointed out instances of unauthorised fare hikes by transport operators, urging the administration to enforce fair pricing.

To enhance the safety of schoolchildren, the senior citizens requested the installation of speed breakers in front of educational institutions.The issuance of senior citizen cards for availing government benefits and conveniences was suggested. Persistent water supply problems in Mandal, Pochhal, and Hatta areas were brought to the DC’s attention, with an appeal for prompt resolution.

The group expressed grave concern over the growing drug abuse in society and called for focused attention and effective measures to curb the menace.

Moreover, the delegation underscored the need for enhanced medical facilities, including advanced diagnostic test services, at local hospitals.

Responding to the concerns, DC Kishtwar assured the delegation that the administration is committed to addressing these issues in a time-bound manner. He informed the senior citizens that significant steps have already been initiated to tackle these challenges. On the issue of youth employment, the DC highlighted the administration’s ongoing efforts to engage local youth in skill-building programs and employment opportunities through power projects.

Addressing the water supply concerns, Sh. R K Shavan assured that necessary measures will be taken to improve water distribution in the affected areas. Regarding the drug menace, he reiterated the district administration’s resolve to collaborate with law enforcement agencies and civil society to combat the issue effectively.

The Deputy Commissioner appreciated the active participation of senior citizens in highlighting public grievances and assured them of continued dialogue to make Kishtwar a model district in terms of development and governance.

This interaction reflects the administration’s commitment to inclusive governance by involving senior citizens in policy discussions and problem-solving processes.
