A federal judge Friday ordered the Alabama Department of Corrections to allow attorneys for death row inmate Alan Eugene Miller to visit and photograph him after a failed ex*****on attempt on Thursday evening. U.S. District Judge R. Austin Huffaker also ordered the DOC to preserve physical evidence and communications around the attempt to execute Miller. DOC Commissioner John Hamm said last night staff had been unable to establish an IV line to execute Miller.

Alabama will charge $40 to $50 a year for medical cannabis cards for patients, and $30,000 to $50,000 for cannabis business licenses. The business fees, though lower than neighboring states, are near the maximum allowed in Alabama law, and revived a debate among some aspiring state producers about their ability to get into the program.

The state allowed commissioners to set license fees between $10,000 and $50,000. They chose the higher end, reviving arguments about access.

The issue is high on lists of voter concerns but mostly absent from the Senate campaigns. That's in part because there's little Congress can do.
