Sometimes ago I wrote on the SouthSudanNation website and made the conclusion that “the SPLM must be saved from itself lest it plunged the country into the abyss.” The events of the last two weeks seem to vindicate this prophetic statement. South Sudan is on the brink.
The current crisis started last year when Dr. Riek Machar, the SPLM first vice Chairman, declared his intention to contest for the SPLM Chairmanship – itself his democratic right, and was soon joined by Pagan Amum the SPLM Secretary General and Madame Rebecca Nyandeng de Mabior member of the SPLM Political Bureau.

Instead of taking charge of the emerging situation as the SPLM Chairman Salva Kiir allowed matters to slide taking their course until the country was woken up to a presidential decree withdrawing delegated powers from Dr. Riek Machar.

Sooner thereafter more presidential decrees followed dismissing Dr. Riek Machar as Vice President, dissolving the cabinet and suspending the SPLM Secretary General and subjecting him to criminal investigation over corruption charges.

In the intervening period, two opposing trends emerged in the SPLM. The group in the government and that outside made up of most of the dismissed ministers and two unconstitutionally dismissed governors of Lakes and Unity states respectively. Efforts to reconcile the different trends came to nothing.

Finally, Dr. Riek Machar and group called the shots and on December 6th called a press conference in the SPLM House in whey they outlined the main differences and called on the SPLM Chairman Salva Kiir Mayardit to convene the Political Bureau in order to set the agenda for the anticipated National Liberation Council.

Dr Riek Machar also announced the public rally the group would hold on Saturday December 14th on Dr, John Garang Memorial Grounds. The SPLM General Secretariat also scheduled that day for the opening of the session of the National Liberation Council. The two SPLM groups seem gearing towards a collision.

This prompted the Dinka elders’ and the Church leaders to appeal to the two sides to postpone both the public rally and the NLC meeting and to give dialogue between the two a chance in order to reach a consensus on the contentious issues. Dr. Riek Machar et al acquiesced and released a statement to that effect.

The NLC meeting, however, started as scheduled on Saturday morning. His Grace Paulino Lokudu Loro, the Catholic Archbishop of Juba reiterated the appeal the Bishops had made earlier and called for calm and harmony.

In his opening speech, the SPLM Chairman made no reference to the internal contradictions that hampered the party functions since March and how to resolve them amicably.

On the contrary, he was bellicose, ignored the appeal of the Archbishop and deliberately referred to the 1991 split within the SPLM/SPLA as a reminder. In this context, I quote the following:

“in the light of the recent development in which some comrades have come out to challenge my executive decisions, I must warn you that this behaviour is tantamount to indiscipline, which will take us back to the days of the 1991 split.”

Chairman Salva Kiir apparently referred to Dr. Riek Machar ostensibly to put him in unfavourable light among the membership of the NLC and to discredit his demands for democratic reforms in the SPLM. This perhaps prompted Riek, Rebecca Nyandeng, and others to boycott the Sunday meeting incensing Salva Kiir into a frenzy, which became the most tragic incident in post war South Sudan.

On Sunday afternoon as the meeting of the NLC was winding up, President Salva Kiir Mayardit, the Commander in Chief of the SPLA, ordered Major General Marial Ciennoung, the commander of Tiger Battalion to leave the meeting venue in Nyakuron back to his H/Qs and to disarm his troops. Marial went and implemented the orders.

However, after dispersing the troops, he ordered the Dinka elements rearmed. The ensuing argument between him and his deputy, a Nuer, attracted the attention of some Nuer soldiers who happened to be nearby. A fistfight ensued between the storekeeper and some Nuer soldiers.

In the confusion, the Nuer soldiers broke into the store and armed themselves. This was the trigger of the fighting in Juba. It was a fight between the elements of the same Tiger Battalion, which makes the presidential guards, that lasted from Sunday night till Monday afternoon.

The rest of the fighting in other parts of Juba, which lasted until Wednesday was the presidential militia terrorising and butchering the Nuers, other Dinka elements presumed to be supporters of Riek Machar, Rebecca Nyandeng and Majak de Agoot.

On Monday, President Salva Kiir called a press conference. Clad in complete military attire, the President declared it was a coup and that the loyal forces has crushed it and were now pursuing the remnants.

The linkage of the fighting among the presidential guards to an attempted coup against the state carried by the president’s press briefing makes an incredibly clumsy story.

The absurdity of the coup story comes out clearly, with the deployment of the presidential militia hailing mainly from Warrap and Northern Bahr el Ghazal, who indeed are killing unarmed Nuers soldiers, civilians including women and children in Juba, on the presumption that they were Riek Machar’s supporters, that Salva Kiir inadvertently is pushing the country to the brink.

In Juba, many innocent Nuers, some of them government official, members of the NLC, but the majority are civilians women, youths, students and persons from other ethnicities have been executed either in their own houses or are taken under guise of being arrested and killed in ghost houses run by the National Security and Intelligence Service elements in the town. Their bodies buried in several mass-graves secretly by night.

Many people, including the Hon. Speaker of the National Legislative Assembly, whose children missed death by a whisker having been saved by a Dinka woman MP shocked by the killings in the neighbourhood, have run to the UNMISS compound for protection.

Many Nuers have left their homes and have gone to UNMISS or are hiding in the hotels in Juba.

In Jonglei, Upper Nile and Unity states reprisals against elements of the Dinka nationality have been reported targeting those hailing from Bahr el Ghazal.

In Warrap state those who were calling for the removal of Governor Nyandeng have been branded coup plotters linked to Dr. Riek Machar.

There is a direct link between the events now unfolding and Salva Kiir’s power perceptions. When he toured the four states of Bahr el Ghazal in September, Salva Kiir made hate speeches against his former deputy Dr. Riek Machar and the former ministers.

In Akon, his hometown, speaking in Dinka, which SSTV aired, Salva had this to say, “…look, this power which I have belongs to you. You fought and died for it… now some people want to sn**ch it from me… we you accept it?” “Aci ba gam” meaning we will not accept, shouted the people back.

It was in this context of retaining power that he ordered Paul Malong Awan to recruit and bring to Juba three thousand young men, which now constitutes his presidential guards.

Now putting together the pieces, a clearer picture begins to emerge.

President Salva has been planning to forestall any democratic reforms in and institutionalization of power relations in the SPLM soon after July 23rd when he dissolved the cabinet and dismissed Riek Machar.

The recruitment of presidential militia from Warrap was to send home the message that power belonged to the people of Warrap and so they should protect it. The story of the coup was just a stratagem to cover his rejection of the appeal by the Church leaders and Dinka elders, and a ploy to arrest Riek Machar and close the chapter of dissent against his leadership.

The arrest of the former ministers was also to accelerate their removal from the government houses they are occupying in Hai Amarat. It is a very simplistic but dangerous game.

In a matter of a few hours, Salva Kiir succeeded to erode the social capital that bounded together our people for centuries.

Now Salva Kiir has come up with another story that it was not a coup attempt but that Dr. Riek and others had wanted to exploit the fighting in the Tiger Battalion for their political ambitions.

Salva Kiir has shot himself in the foot. This is incredible, President Kiir who on Monday was on TV screens worldwide announcing that his forces had crushed an attempt coup is now saying that it was not a coup.

Who again will ever believe Salva Kiir, the president of the Republic of South Sudan? God save South Sudan!!!!

The leadership of SPLM/A (IO) would like to acknowledge the receipt of a letter from Hon. Tut Gatluak Manime, Presidential Advisor on Security Affairs and Chairman of the National Transitional Committee (NTC). The letter, dated March 20th, 2024, invited the NTC and High Level Committee for the Implementation of Security Arrangements—it is unclear whether he meant JDB or the High-Level Committee for Allocation of Portfolios—to an emergency meeting to be convened today, Thursday, March 21st, 2024.

While we appreciate Hon. Manime's invitation, it should be clarified that the agenda of the meeting was not specified. Nevertheless, our leadership is committed to participating in this important meeting and is looking forward to discussing and addressing any urgent matters related to the implementation of the R-ARCSS.

We remain committed to the peace process and believe that dialogue and cooperation among all parties involved are crucial for the successful implementation of the transitional period.

We look forward to a fruitful discussion and are hopeful that this meeting will lead to more progress in the peace process.

A veteran politician, Prof. Peter Adwok Nyaba, said the ruling SPLM party does not practice democracy, while lashing out at the peace partners for failing to implement the 2018 peace agreement.

"The SPLM was not a political party; it is a military organization, and in a military organization, there is no democracy. Let's be frank and clear," Prof. Adwok said on Wednesday while addressing a three-day civic and political dialogue to chart a way forward regarding the upcoming elections.

Prof. Adwok, a former national minister, said the problem facing South Sudan is that "somebody wants to be in power until he dies."

The outspoken veteran politician was referring to the country's top leadership.

"If you want to take power from him, he will cause war. So, the dialogue will be okay so that we can leave him there. But let him develop the country, or allow the formation of a government that can work and develop the country," Prof. Adwok stressed.

The South Sudanese intellectual emphasized the need for inter-party dialogue to agree on the way forward regarding the upcoming elections, underscoring the need to focus on why the parties failed to implement the peace agreement.

"People talk about elections in December 2024, which is okay, but as a ruling party, you have not met the conditions for holding these elections," he said.

Prof. Adwok called for the repatriation of refugees in neighbouring countries to South Sudan to participate in the national elections, saying the peace agreement says the refugees should be transported back home. "Also, we have people in POCs [Protection of Civilians’ Sites]. These are citizens, and when there are elections, they should be there," he said.

The Nilepet General H/Qs was successfully inaugurated but has credit been given to those who deserves it?

The Nilepet Headquarters was inaugurated yesterday, March 2nd, 2024 by H.E the President, amid cheerful jubilation and exceeding order of the protocol. It was one of the best and well organized event of the year. The program was concise and to the point. There was no much political speeches made before the President. I don’t like many speeches when the President is in the occasion. The day was for the President and it was well observed- thanks to Eng. Bernard Amuor’s organizational skills. I wasn’t in attendance, but the technology made it easy for me to attend visually.

However, there was serious omissions in recognition of many Managing Director that came and gone in the leadership of this parastatal. Yes, many speakers has spoken of the vital role played by Mr. Benard Amuor in putting the finishing touches on the Nilepet premises - a role no one can deny. But, why did the role of the founders was minimally or not recognized at all? Was this done intentionally or inadvertently? Why are we economical to the history, when at present we have the ability to tell people what we are now?

I have seen the roles played by the late Eng. Paul Adong Bith by establishing the project, then picked up by Hon. Machar Achiek Ader was not highlighted properly. Were we jealous even when the former is already dead, while the later is alive but marginalized at whim? When he was relieved and transferred to the Ministry of Patroluim as technical Advisor, replaced with Mr. Joseph Cleto Kuel, in June 2015, the late Eng. Paul Adong Bith had already taken step to acquire the land for the building of Nilepet H/Qs North of Beijing Hotel and started making partial payment.

After barely 5 months into the job as MD, and to be precise on November 2nd 2015, Jospeh Cleto Kuel was relieved together with Hon. Machar Achiek Ader as MD of Nilepet and Undersecretary of the Ministry of Patroluim respectively. While the former went unassigned, the later was appointed to take the role of the MD of Nilepet - slightly demoted for a purpose to organize Nilpet. From there Machar Achiek Ader took over the project and paid $800,000 USD towards the purchase of the Nilepet property. Machar took steps to start the building, but it was objected by the UN which borders the previous Nilepet’s plot to the East. Hence the project was frustrated for a while.

Under MD Machar Achiek’s leadership, the legal Adviser of Nilepet Counsel James Duku was delegated to contact the then Governor of CES, Gen. Augustino Jadallah to allocate the current plot on which the headquarters for Nilepet is now built. Machar Achiek was the one who built the access bridge which allows access to the building.

The credit should go in this to Machar Achiek, and Augustino Jadallah. Attempt to start the building by Hon. Machar Achiek was frustrated when he was relieved and Mr. Thalweng Mathiang Rok was appointed as MD. Thelweng didn’t pick up the project, but was inundated with finishing the project of building Nilepet Patrol stations- initiated and started by Joseph Cleto Kuel. After exactly 7 months since his appointment, Thelweng Mathiang was relived and Dr. Chol Deng Abel was appointed. Dr. Chol started the building - then relived in favor of the appointment of Eng. Bol Ring Muorwel who also continued with the projects of Nilepet and also relieved after one year and one month - therefore replaced by Dr. Chol who was reinstated.

Dr. Chol worked like ants to ensure he finishes the building and make sure he sits there even for an me day. Unfortunately, Dr. Chol was relived to allow the appointment of Mr. Barnard Amuor Makeny who only did a very little to finish the building. Of course, God writes our destines as humans, and Amuor is the one God has written his name to witness the occasion graced by the President. Amuor is, in fact the one written to put the finishing touches of the building and sit there until decided otherwise by the President.
Nobody did this, but God. Sitting in a building that did away with seven MDs is not to be taken lightly.

Finally, given the above narrative, amongst seven MDs that came and gone in the management of Nilepet, credit should be given to the one the credit belongs. The author have no doubt that all of the MDs that came and gone from there have contributed in the development of Nilepet facilities in one way or the other. Eng. Paul Adong (now late) have the credit of initiating the idea, Hon. Machar Achiek for buying and acquiring the land, Eng. Dr. Chol Deng Abel for starting the building, and finally Amuor Makeny for putting the finishing touches of the building. God bless South Sudan.

US Department of Justice confirms arrests of Peter Biar Ajak, Abraham Chol

The US Justice Department has confirmed the arrests of Peter Biar Ajak and Abraham Chol Keech, charging them with conspiring to purchase and illegally export millions of dollars’ worth of weapons to South Sudan, in violation of the Arms Export Control Act (AECA) and the Export Control Reform Act (ECRA).

The federal criminal complaint alleges that Keech and Ajak sought to unlawfully smuggle heavy weapons, including fully automatic rifles, gr***de launchers, and Stinger missile systems, from the United States to South Sudan. South Sudan is subject to a UN arms embargo due to ongoing violence between armed groups.

The defendants are accused of openly discussing the illegality of the transaction, expressing the need for discretion, and agreeing to pay a risk fee for the weapons due to the illegal nature of the arms sale. They also discussed disguising the weapons as humanitarian aid and paying bribes to facilitate the smuggling scheme.

If convicted, both defendants face up to 20 years in prison for conspiring to violate the AECA, up to 20 years for conspiring to violate the ECRA, and up to 10 years for smuggling goods from the United States. The Department of Homeland Security’s Homeland Security Investigations, along with other agencies, are investigating the case, with the U.S. Attorney’s Office for the District of Arizona and the National Security Division’s Counterintelligence and Export Control Section prosecuting the case.

The governor of Upper Nile State, H.E James Odhok Oyay on Monday arrived in Malakal after concluding a two-week tour to Maiut, Longochuk, Maban and Melut counties of Upper Nile State, a visit that making Ulang out of the 13 the only county for him to visit.

وكانت تلك الزيارات ضمن الزيارات الرسمية لاجل نشر السلام بين مكونات اعالي النيل في مقاطعات الشرقية و لاجل معرفة اهم التحديات التي تواجه المواطن هناك بالاضافه الي إرسال رسالة الطمأنينه لابناء الولاية .

عقب وصولهم الي حاضرة ملكال لقد زار معالي الجنرال جيمس أوضوك و نائبه أيونق و كل اعضاء الحكومة المرافقين لهم ، مطار مدينة ملكال صالة كبار الزوار بعد الإنتهاء من ترميمها.

وواصل الموكب لتصل الي الامانة العامة للحكومة حيث كانت في إستقبال رجال السلام أعضاء الحكومة بقيادة السيدة نيانوار وليم وزيرة الحكم المحلي و التي كلفتها الحكومة لتكون حاكم الولاية المكلفة أثناء غياب الحاكم و نائبه .
