Borno Is Not A War Zone, Says Justice Commissioner

The Attorney-General, A-G, of Borno, Hauwa Abubakar, says the state is not a war zone contrary to insinuations in some quarters.

Mrs Abubakar made the remark in an interview with the News Agency of Nigeria at the sideline of the 4th Cycle of the Universal Periodic Review, UPR, National Validation Conference in Abuja.

She stressed that contrary to a media report that there was escalation of Boko Haram atrocities in Borno lately, the state had been peaceful.

She said though there were challenges inhibiting against tackling the issues of human right abuse in the country, the state government was not resting on its oars.

“The state government is up to it to tackle all the issues.

“For instance, there was a recent news by one of the newspapers reporting an incidence of escalation of Boko Haram atrocities (in Borno).

“But the truth is that Borno has been peaceful. Of course, we are still in the insurgency, it hasn’t stopped.

“So it is inevitable for us to hear one or two attacks here and there,” she said.

The A-G recalled that few years back, there were lots of internally displaced persons, IDPs, in Maiduguri camps but that the state government had been able to relocate many of the IDPs back to their communities while some of the IDP camps had been closed down.

“That’s to tell you that we are on top of it and all that we need is support, especially from the media, to show the effort the state government is doing in tackling all these issues because Borno State is not a war zone as a lot of people think,” she said.

She said the government was making effort to uphold the rule of law, especially the provision of Chapter 4 of the constitution about fundamental human rights, in its effort to bring back peace to the state.

According to her, the Borno State government is making a lot of efforts; a lot of bills were passed into laws in upholding rule of law, human rights protection, to make Borno better.

“The policy

Palliatives: Zulum shares N125m, food to 40,000 families in Konduga

Borno State Governor, Babagana Umara Zulum, on Thursday supervised the distribution of N125m cash, food and non-food items to over 40,000 families in Konduga Local Government Area as part of the ongoing palliative exercise.

The distribution which took place in three (3) centres was aimed at reducing the hardship faced by residents as a result of fuel subsidy removal by the federal government in May this year.

The beneficiaries comprised 15,000 male heads of households each of whom received a 25 kg bag of rice and 10 kg bag of beans and there were 25,000 females who received N5,000 cash and a wrapper each.

“In continuation of our efforts to distribute palliatives to vulnerable persons in Borno State, we are here in Konduga. In today's distribution, about 25,000 vulnerable women, each received a wrapper and N5,000 translating to about N125m. In addition to this, we also distributed a bag of 25kg rice and 10kg beans each to 15,000 male heads of households”, Zulum said.

Zulum began the distribution of fuel subsidy removal palliative in July targeting about 300,000 households across Borno State with priorities on communities most affected by insurgency.

Zulum later scaled up the distribution from 300,000 to 400,000 households.

Over 2,000 vulnerable families have benefited in each of the 27 wards from Zulum’s palliative in Maiduguri Metropolis and Jere Local Government area. However, every head of households living in the rural communities of the LGAs affected by the insurgency will benefit.

Beside food distribution, Zulum introduced other measures including 80 buses conveying farmers for free to and from their farms, 30 buses for subsidized transport of civil servants to their offices and back as well as provision of subsidized metro city buses.

Zulum: Moving Railway coaches from Borno suspicious, unfair

Governor Babagana Umara Zulum has said the recent attempt to relocate railway coaches from Borno to other parts of Nigeria was done in suspicious and unfair manner, noting that the State Government was not informed until residents intercepted movement of the coaches.

Zulum remarked that Borno State Government will follow all legal means to ensure that infrastructures meant for the state are not moved to any other place.

The governor spoke on Tuesday when he paid a visit to the railway terminus in Maiduguri where security agencies foiled an attempt by some people claiming to be staff from Nigerian Railway Corporation to move railway infrastructures including coaches and rolling stocks.

“About 5 months ago some of the rolling stocks were conveyed to other states of the federation without the knowledge of the security operatives and Borno State Government, Zulum said.

He added: “This time around the community raised alarm when they saw the movement of these rolling stocks from Maiduguri to other parts of the country. When we contacted the management of Nigerian Railway Corporation, they said the rolling stocks would be moved to Jos for a complete overhaul and be dispatched elsewhere.”

Zulum argued that the decision to relocate the rail infrastructures was crudely pursued by Nigerian Railway Corporation.

“On this note, I want to announce that nobody will move out any of the rail infrastructures here in Borno State without recourse to the rule of law. I urge you (members of the community) to remain calm and not to take laws into your hands. I want to, once again, note that these infrastructures will not be moved anywhere, insha’Allah. Borno is one of the states in Nigeria and we have equal rights” Zulum reiterated.

The governor also noted that with recent developments where the management of railway was removed from the exclusive list of the Federal Government, Borno State will explore means
