Pedestrian Critically Injured in Leesburg Morning Collision
Leesburg, VA – Early this morning, a serious crash involving a pedestrian and a Ford pick-up truck occurred at the intersection of Catoctin Circle SE and S. King Street. Leesburg Police responded to the scene at around 6:36 a.m.

First responders found the pedestrian critically injured and immediately transported them to a local hospital. The driver of the truck stayed at the scene and is cooperating with the investigation.

The Leesburg Police Department’s Crash Reconstruction Team is leading the inquiry and is urging anyone who witnessed the collision or has additional details to reach out. Contact Officer Dan Troxell at 703-431-8416 or the department’s main line at 703-771-4500.

Final Community Input Meeting for W&OD Trail Lighting Project Slated for November 14
Leesburg, VA – The Town of Leesburg is holding a community meeting on November 14 to gather resident feedback on the W&OD Trail Lighting project. This project, which proposes new lighting along a 1.25-mile stretch of the Washington & Old Dominion Trail through downtown Leesburg, aims to enhance safety for pedestrians traveling in the evening. The section planned for lighting runs from Catoctin Circle SE by Flagship Carwash to Catoctin Circle SW near Loudoun County High School.

The meeting will take place from 7:00 to 8:30 p.m. in the banquet hall at Ida Lee Park Recreation Center (60 Ida Lee Drive NW). The agenda includes a presentation covering the project’s background, proposed lighting standards, and details on three potential lighting fixtures. Following the presentation, attendees can visit designated discussion stations for focused conversations about specific parts of the trail. These stations are designed to give residents a chance to understand how the lighting might impact their properties and to share their preferences.

This will be the final opportunity for public input on the project’s conceptual design. Feedback gathered will be summarized in a report and presented to the Leesburg Town Council in the coming months, helping to shape the final direction of the project.

Leesburg Man Sentenced to 8 Years in Prison for Road Rage Incident
A Leesburg man, Ricardo Osiel Avilez Blanco, has been sentenced to eight years in prison following a violent road rage incident that escalated into an attempted malicious wounding. Judge Matthew P. Snow of the Loudoun County Circuit Court handed down the sentence on October 24, 2024, without any time suspended, meaning Avilez Blanco will serve the full eight-year term. Additionally, he must pay $7,274.11 in restitution for damages.

The charges stem from an October 2023 incident in Leesburg, when Avilez Blanco aggressively pursued another driver and his juvenile son in a white Camaro. As traffic congested, Avilez Blanco began a series of dangerous “burnouts” around the victim’s vehicle, creating an atmosphere of intimidation. The pursuit continued into the parking lot of Heritage High School, where the victim stopped. Avilez Blanco pulled in behind, bumped the Camaro’s front bumper against the victim’s vehicle, and performed another burnout. When the two drivers exited their vehicles, Avilez Blanco threw both a metal U-hook and a drill battery, damaging the victim’s vehicle.

In the most serious escalation of the confrontation, Avilez Blanco then got back into his vehicle and drove directly at the victim at an estimated 25 miles per hour, striking him and injuring his elbow, knee, and hands. Avilez Blanco fled the scene but was later identified by Leesburg Police Department detectives. He was located in Arizona’s Pinal County Detention Center on unrelated charges, and the Loudoun County Commonwealth’s Attorney’s Office arranged his extradition back to Virginia.

During the hearing, Senior Assistant Commonwealth’s Attorney Thomas Rock emphasized the deliberate and dangerous nature of Avilez Blanco’s actions, stating that the incident was “terrifying” for the victim and warranted a lengthy prison term. The defense noted the presence of an ICE detainer on Avilez Blanco, adding that it served as an additional measure of punishment. Judge Snow, however, highlighted the multiple points at which Avilez Blanco could have de-escalated the situation and concluded that his actions were “terrorizing” and merited a substantial sentence.

This case highlights the Loudoun County Commonwealth’s Attorney’s firm stance on violent road rage incidents, with Commonwealth’s Attorney Bob Anderson commending the Leesburg Police for their careful work in bringing Avilez Blanco to justice.

Tragic Hit-and-Run on Rt. 15 Bypass Claims Lovettsville Woman’s Life
The Leesburg Police Department is actively investigating a fatal hit-and-run crash that took place on October 23, 2024. The incident, which occurred at around 1:45 p.m. at the Leesburg Bypass and Fort Evans Road NE, involved a tractor-trailer that struck a Chrysler 300 before fleeing the scene.

Officers later found the abandoned tractor-trailer nearby on Edwards Ferry Road NE and are currently pursuing leads with the help of persons of interest tied to the truck. However, the individual responsible has not yet been identified.

The three people inside the Chrysler 300 were taken to a hospital for treatment. Sadly, on October 26, Monica Lee, 93, of Lovettsville, VA, succumbed to her injuries. The other two occupants, including the driver, have been released.

Leesburg police are asking anyone who witnessed the crash and hasn’t already spoken to investigators to reach out to MPO D. Troxell at 703-771-4500.

Veterinary Volunteers in Ukraine to Receive Equipment from Leesburg

In a show of support for humanitarian efforts abroad, Leesburg has once again taken action to aid those in need. Mayor Kelly Burk and Leesburg Police Lt. Bob Thompson gathered with Worldwide Vets, a nonprofit group, to commemorate the recent decision by the Town Council to donate 17 pieces of surplus police equipment. This donation—12 vests and 5 helmets—will be put to use by volunteer veterinarians working in Ukraine.

The Town Council voted on October 21 to approve the donation after both the Town Attorney and the Chief of Police signed off on the plan. The equipment, while no longer meeting U.S. standards for police use, remains functional and will help protect those providing veterinary care in a conflict zone.

This marks the second time Leesburg has donated surplus police gear for humanitarian causes in Ukraine. In June 2022, the town contributed 80 pieces of equipment to the International Society of Equine Locomotor Pathology for use by equine workers abroad.

“I’m thrilled that we can donate again to aid in humanitarian efforts,” said Mayor Burk. “We hope this equipment helps keep those working in Ukraine safe while they deliver much-needed care.”

Leesburg Police Arrest Takoma Park Man for Multiple Retail Thefts at Outlet Mall
Leesburg, VA — The Leesburg Police Department arrested a man from Takoma Park, Maryland, following a series of retail thefts at the Leesburg Premium Outlets.

On October 17, 2024, around 3:49 p.m., officers responded to a theft at the Burberry store, located at the Leesburg Premium Outlet Mall on Fort Evans Road. Two individuals had reportedly stolen merchandise, with one fleeing by car and the other on foot. Police tracked down the person in the car and recovered stolen items from Burberry. The second individual is still being sought.

Further investigation revealed additional stolen goods in the suspect’s vehicle from other stores in the outlet mall, including Adidas, Nike, and Sunglass Hut. Following this discovery, police filed additional charges against the suspect on October 22, 2024.

The arrested man, 27-year-old Cleiderson Requena Ramos, faces multiple charges, including:

Two counts of felony conspiracy to commit larceny

Two counts of felony larceny over $1,000

Two counts of misdemeanor larceny under $1,000

Ramos is currently being held at the Loudoun County Adult Detention Center without bond.
