Driving While Intoxicated: Crosstrail Blvd / Kincaid Blvd., Leesburg VA

Leesburg Police Welcome Captain LaBarca, Unveil New Leadership Structure
Leesburg, VA – February 24, 2025 – The Leesburg Police Department has brought on a new leader and made structural changes aimed at improving service to the community. Captain Loriann LaBarca, a law enforcement veteran with 27 years of experience, officially joined the department today.

LaBarca spent 25 years with the Fairfax County Police Department, where she retired as a Major. She brings a wealth of experience, having led teams in organized crime investigations, narcotics enforcement, and district station command. Her background in crisis response and officer development makes her a key addition to Leesburg’s law enforcement team.

“We are excited to welcome Captain LaBarca to the Leesburg Police Department,” said Chief Thea Pirnat. “Her vast experience and leadership will be a tremendous asset to our department and the Leesburg community. We look forward to working together to uphold the highest standards of public safety and service.”

Department Restructuring

With LaBarca’s arrival, the Leesburg Police Department is restructuring its leadership into three bureaus:

Investigations and Operational Support Bureau – Led by Captain LaBarca, overseeing criminal investigations and specialized units.

Professional Standards Bureau – Led by Captain Jaime Sanford, handling training, accreditation, and internal affairs.

Field Operations Bureau – Led by Captain David Smith, managing patrol and emergency response.

The goal of this new structure is to improve crime prevention, streamline response efforts, and strengthen ties with the community.

“I am honored to join the Leesburg Police Department and to serve the Leesburg community,” LaBarca said. “I look forward to working alongside the dedicated men and women of this department as we continue to build trust, enhance public safety, and serve with integrity.”

LaBarca was sworn in today by the Honorable Gary Clemens and is now officially part of the department’s leadership team.

Leesburg Family Displaced After Electrical Fire Destroys Home

No Injuries Reported, But Fire Claims Pets and Causes Nearly $500K in Damages

A Leesburg family of nine is safe but displaced after an accidental electrical fire tore through their home Friday evening, causing nearly half a million dollars in damage.

Loudoun County fire and rescue units from Leesburg, Lansdowne, Lucketts, and Purcellville responded to the fire just before 6:15 p.m. on February 14 in the 800 block of Wage Drive. When crews arrived, flames and heavy smoke were pouring from the first floor of the split-level home. Fortunately, all family members had made it out safely and were waiting outside when firefighters arrived.

Crews quickly attacked the fire, which had spread from the first floor into the attic. While they were able to knock it down, firefighters spent additional time salvaging belongings and ensuring no hot spots remained.

One firefighter was taken to the hospital with a minor injury and later released. Tragically, the family lost a cat and a reptile in the fire. Loudoun County Animal Services assisted at the scene.

Fire marshals determined the fire was accidental, caused by an electrical failure in a power strip that powered a reptile tank. Smoke alarms in the home worked properly, alerting the family in time to escape. The home sustained an estimated $480,000 in damage—$300,000 to the structure and $180,000 in lost belongings.

The American Red Cross is assisting the family as they navigate the aftermath of the fire.

Leesburg, VA — Leesburg Town Manager Kaj Dentler presented the proposed Fiscal Year 2026 budget and Six-Year Capital Improvements Program (CIP) to the Town Council on February 10. The proposed $158.1 million budget aims to maintain current service levels while addressing new priorities in public safety, infrastructure, and cybersecurity.

No Change to Real Estate Tax Rate—But Assessments Are Up

The proposed budget keeps the real estate tax rate at 17.74 cents per $100 of assessed value. However, due to an average 6.7% increase in residential property assessments, many homeowners could still see higher tax bills. The “equalized rate” (which would offset the assessment increase) is calculated at 16.62 cents. If the Town Council adopts this lower rate, the General Fund would need to be cut by about $1.5 million.

Where’s the Money Going?

The $88 million General Fund focuses on key enhancements:

Cybersecurity: A new Cybersecurity Officer to protect town data, including sensitive systems like the 911 center and water treatment facilities.

Public Safety: Two new Police Lieutenants and an IT Manager for the police department to support growing tech demands.

Infrastructure:

A Senior Engineer for development plan reviews

A Transportation Engineer to support public works projects

Preliminary studies for traffic safety improvements on Plaza Street, Edwards Ferry Road, and Dry Mill Road

Personal Property Tax Relief: A program in the works, pending state approval

Big Plans for Capital Improvements

The proposed Six-Year CIP totals $308.57 million and covers 79 projects, including 12 new ones. Major highlights:

Street Paving Boost: Increased funding, plus a new position for a Pavement and Bridges Manager

Infrastructure Upgrades: A mix of transportation, public facility, and utility improvements

Utilities: Rate Increases Continue

The $39.7 million Utilities Fund includes $8.1 million for capital projects. Residents will see a 4.1% increase in their average utility bills, part of a five-year rate plan approved in 2024. The budget also adds a Utility System Technician to support ongoing operations.

What’s Next?

The Town Council will hold multiple work sessions and public hearings for residents to weigh in on the proposed budget, tax rates, and CIP. The full budget review and adoption timeline will be finalized in an upcoming meeting.

Judge Hands Down Maximum Sentence in Loudoun Child Po*******hy Case

A Leesburg man, 47-year-old Eric Phillip Johnston, was sentenced this week in Loudoun County Circuit Court to 10 years in prison for possessing child po*******hy, including a second offense charge. Judge James P. Fisher handed down the maximum sentence allowed, departing significantly from state sentencing guidelines, which recommended between two and a half to four years. Johnston will also be required to register as a s*x offender for life.

The case against Johnston began in the spring of 2023, when Virginia State Police launched an undercover operation targeting an online network used to share child po*******hy. Investigators discovered Johnston had downloaded numerous illegal files. A search warrant executed at his Leesburg home in November 2023 uncovered multiple electronic devices filled with child po*******hy, along with a phone containing surreptitiously taken photos of women and children in public places like pools, daycare centers, and stores.

During the sentencing hearing, Senior Commonwealth’s Attorney C. Anthony Needham III stressed the severity of Johnston’s actions. “Over 1,300 images and videos were found of local clothed female children and adults, surreptitiously taken… the Commonwealth is unwilling to wait until he puts his hands on someone,” Needham said, urging the court to go beyond the recommended sentencing guidelines.

Defense attorneys argued for leniency, claiming Johnston’s photos, while inappropriate, were not illegal. However, Judge Fisher firmly rejected this, stating, “The total number of photos is shocking… surveillance photos of children of the community… I think that is remarkably outrageous. The public deserves retribution, and the judiciary must do its job.”

Johnston was sentenced to 20 years, with 10 years suspended. He will serve the remaining 10 years in prison, followed by 10 years of probation.

Leesburg Town Council Rejects Oaklawn Rezoning for Data Center
Leesburg, VA – January 29, 2025—The Leesburg Town Council has denied a rezoning request to add a data center and an affordable housing complex to the Oaklawn development.

The Oaklawn, LLC application proposed changes to previously approved plans. It sought permission for 450,000 square feet of data center space across two buildings in Land Bay A and up to 184 affordable housing units in Land Bay MUC 2. Pennsylvania Man Arrested for November Burglary at Leesburg Aeropostale
Leesburg, VA — A Pennsylvania man has been arrested in connection with the November 2024 burglary of the Aeropostale store at Leesburg’s Fort Evans Plaza. Police report that $6,500 worth of merchandise was stolen, along with damage to a mall bench valued at $2,276.

The incident occurred early in the morning on November 23, when officers arrived at the store to find signs of forced entry. Following an investigation, Leesburg detectives identified 58-year-old Timothy E. Root of Philadelphia as the suspect.

Charges against Root include burglary, grand larceny, possession of burglar tools, and property destruction. Leesburg Police obtained a warrant for his arrest, and on January 25, 2025, Root was taken into custody by police in Lebanon, PA. He is currently being held at the Lebanon County Correctional Facility while awaiting extradition to Virginia.

Leesburg Police Chief Gregory Brown credited the work of his detectives and the collaboration with Pennsylvania authorities in making the arrest.

Three Arrested in Leesburg for Multi-Store Retail Theft Scheme
Leesburg, VA – A swift response from Leesburg Police led to the arrest of three individuals involved in an organized retail theft spree targeting local stores. The suspects, all from Suffolk, Virginia, were apprehended on January 15, 2025, after stealing merchandise from two Leesburg businesses.

Officers were first called to the Polo Ralph Lauren store on Fort Evans Road NE at 7:48 p.m., where three individuals were reported stealing merchandise. While investigating, police received a second call from Dick’s Sporting Goods nearby, where the same suspects were seen concealing items.

The suspects were caught at the Dick’s Sporting Goods store and taken into custody.

Brooklyn Man Extradited to Loudoun, Faces Seven Charges After Leesburg Thefts
Leesburg, VA – A man wanted for a string of crimes in Leesburg, including grand larceny and assault on a police officer, is now in custody after being extradited from Connecticut this week.

Shawn C. Adito Adams, 34, of Brooklyn, New York, was brought back to Loudoun County on January 14, 2025, after serving time in Connecticut on unrelated charges. Adams is accused of two separate theft incidents at the LIDS store located at 241 Fort Evans Road NE in Leesburg, which occurred on April 2 and May 5, 2024.

During the second incident, Adams fled the scene and struck a Leesburg police officer with his vehicle. Thankfully, the officer only sustained minor injuries, but the crime escalated the charges against Adams.

Adams now faces a long list of charges, including:

Grand larceny

Larceny with intent to sell

Possession of burglarious tools

Fleeing and eluding

Assault on a law enforcement officer

Resisting arrest

Reckless driving

After being transported to the Loudoun County Adult Detention Center, Adams is held without bond.

This case highlights how local law enforcement continues coordinating with other jurisdictions to hold suspects accountable for crimes committed in Loudoun County.
