*NWOKO SEEKS ENFORCMENT OF BAN ON DAYTIME MOVEMENT OF HEAVY-DUTY VEHICLES*

Sen. Ned Nwoko, (PDP-Delta), has called on the Federal Government to enforce a nationwide ban on movement of heavy-duty vehicles during the daytime.

Nwoko said this was in view of the alarming surge in Road Traffic Crashes (RTCs), resulting in a staggering annual death toll exceeding 40,000 individuals as reported by the Federal Road Safety Corps (FRSC).

Nwoko, who represents Delta North Senatorial District, made the call in an interview with the News Agency of Nigeria (NAN) on Tuesday in Abuja.

He also said that the statistics revealed a concerning trend, with a 6.01 per cent increase in road traffic crashes in the fourth quarter of 2022, escalating further by 6.16 per cent in comparison to the same period in 2021, as documented by the FRSC.

He noted that the distressing figures persisted into the third quarter of 2023, with Nigeria recording 2,187 road accidents, as verified by the FRSC and substantiated by the National Bureau of Statistics (NBS), in its latest NBS Road Transport Data for Q4 2023.

He further said that the FRSC had elucidated that articulated vehicles, tankers, and trailers were responsible for the deaths of 3,200 persons in road accidents between 2015 and 2018.

He added that the corps said that this was with Nigeria incurring a staggering loss exceeding N39 billion to tanker and trailer-related road crashes in 2018 alone.

The lawmaker said that with the staggering statistics, it was very imperative to enforce a nationwide ban on movement of heavy-duty vehicles during the daytime across the country, and the time to do that was now.

He disclosed that his motion on the subject matter, titled “Compelling Need to Enforce Nationwide Ban on Movement of Heavy-Duty Vehicles in Daytime” was already before the Senate.

He noted that states like Lagos and Abia, have implemented prohibitions on the daytime movement of trucks and trailers on state roads, confining their operations to nocturnal hours as a proactive measure to mitigate the escalating carnage on daytime roads, there is the need for others to do same.

He said that recent weeks have borne witness to a succession of tragic incidents involving fuel-laden tankers, trailers, and cement trucks, precipitating ghastly accidents with alarming casualty rates.

“ I was informed about the grievous incident that happened in Rivers on April 26, wherein a fuel-laden tanker erupted in flames, claiming the lives of four individuals and engulfing approximately 100 vehicles at the Eleme section of the East-West Road.

“This followed a collision with another vehicle, catalysing a catastrophic explosion that rapidly spread to adjacent tankers and vehicles ensnared in the ensuing traffic impasse.

“I was also informed about another harrowing incident that occurred at Okene Bypass on the Okene-Lokoja expressway in Kogi on April 28, involving a cement truck which tragically claimed the lives of no fewer than 19 individuals, epitomising the perils posed by heavy-duty vehicles.

“I am concerned that it has become all too commonplace to encounter fuel-laden tankers, heavily laden cement trucks, and articulated vehicles hauling perilous cargo jostling for space alongside passenger vehicles during daylight hours and early evenings.

“This exacerbate the risk of collisions and calamities on the nation’s roadways.

“I therefore call on tbe Federal Ministry of Transportation to collaborate with the FRSC to incorporate a nationwide ban on daytime movement of heavy-duty vehicles into its Safety Requirements/Guidelines for Articulated Lorries (Tankers/Trailers) Operations in Nigeria

“They should be permitted to carry out their operations only between the hours of 12 midnight and 6 am.

“I equally call upon the FRSC to exercise greater diligence in their operations, upgrade traffic and vehicle standard regulations where necessary, and ensure strict enforcement.”

Nwoko noted that failure to uniformly enforce such regulations nationwide portends a continuation of road accidents involving heavy-duty vehicles, characterised by an alarming fatality rate and the sustained hemorrhaging of billions of naira in economic losses.

SENATOR NWOKO TAKES PART IN SENATE HEARING on DENIAL OF MEDICAL TREATMENT TO VICTIMS OF GUNSHOT WOUNDS FOLLOWING HIS CALL ON COLLABORATIVE HEALTHCARE-LAW ENFORCEMENT

Senator Prince Ned Munir Nwoko, representing Delta North senatorial district, took part in the investigative hearing by the joint committee on Health, Federal Capital Territory, and Police Affairs on the denial of treatment to victims of gunshot wounds and other emergencies on Tuesday, February 6.

The hearing arose from the motion moved over the alleged denial of treatment to late Miss Greatness Olorunfemi at Maitama General Hospital, Abuja. Olorunfemi was reportedly stabbed and thrown out of a moving vehicle on September 26, 2023, along the Maitama-Kubwa Highway. It was reported in a viral video that the medical team at Maitama General Hospital, Abuja, requested a police report and denied her treatment.

During the hearing, the management of the hospital denied the allegation, adding that CCTV footage obtained during an independent investigation set up by the Minister of FCT proved the deceased was attended to immediately she was brought in and declared dead on arrival by the medical team on duty. However, the testimony from YALINETWORK, a group of which Miss Olorunfemi was a member, was opposite to what the hospital stated. The management of the hospital further noted that they are open to any further investigation by the Senate.

Executive Assistant on Communication and Orientation to Delta State Governor, Dr Wilfred Latimore Oghenesivbe, Esq, has debunked fake news trending on social media, published by an online newspaper, alleging that the state government paid upfront contract sum of N78B to Julius Berger Nigeria, for the construction of three flyovers and road expansion projects in some parts of the state.

The EACOGOV in a statement on Saturday and made available to newsmen advised citizens of the state and the general public to ignore the fake news which emanated from a relatively unknown group of indigenous contractors, adding that no amount of propaganda would derail the ongoing deliberate efforts of the governor, Rt Hon Sheriff F.O. Oborevwori, from advancing Delta through meaningful development and high quality infrastructure projects.

Oghenesivbe recalls that the governor personally disclosed recently during the inspection of some projects at Boji Boji Owa in Ika North East Local Government Area of the State, that the contractor, Julius Berger Nigeria Plc, had been fully mobilised with 25 per cent of the total contract sum, adding that the ground breaking event for the projects would be carried out between November and early December, after all preliminary works would have been concluded.

"We have mobilised Julius Berger with 25 percent of the total contract sum and they are doing the drawings, soil tests and all the necessary preliminary works now.

"Very soon, between now and first week of next month (December), we will have the ground breaking ceremony because everything is in top gear and we are going to keep to all our promises," Oborevwori said.

Oghenesivbe wondered why some group of persons decided to mischievously peddle misinformation calculated to mislead Deltans and the general public over a transparent transaction between government and Julius Berger Nigeria, without seeking to know facts from the appropriate authorities in government, adding that governor Oborevwori will not indulge in any unscrupulous transaction that is against the interest of the people throughout his administration.

"Delta State Government could not have paid the entire N78 Billion contract sum upfront to Julius Berger Nigeria. It's unimaginable and can never be true.

"The governor personally disclosed recently that 25% was released to the contractor. This reliable piece of information is in public domain and widely published by the mass media.

"Secondly, the state government and the governor could not have ignored Indigenous contractors, because there are several projects handled by some credible and capable indigenous contractors in the state.

"Thirdly, Julius Berger Nigeria is a Corporate Citizen of Nigeria by virtue of it's status as a juristic person, duly incorporated with the Corporate Affairs Commission, CAC and a major player in the Nigerian Stock Exchange, as a Public Liability Company. The company's Corporate Social Responsibility, CSR, to Nigerians is second to none spanning several decades.

"Julius Berger Nigeria has the required technical and engineering expertise to deliver solid and durable infrastructure projects promised by governor Oborevwori under the MORE agenda, and no amount of blackmail and/or media propaganda will reverse the trend of ongoing quality projects across the three Senatorial districts," Oghenesivbe assured.

Ahead of the 2027 elections, the Senate is set to amend the Electoral Act to allow for diaspora voting, at least for presidential elections, to enable citizens to vote, especially those on essential service abroad, such as military, paramilitary, and other security personnel abroad, Embassy staff, and other citizens.

The Senate in a communiqué issued at the end of its retreat in Ikot Ikpene, Akwa-Ibom state also resolved to also, make electronic transmission of results mandatory from the next general elections in 2027, including the uploading of polling unit-level results and result sheets used at different levels of result collation.

In events preceding and after the election that brought President Bola Tinubu into power, there were a lot of agitations to allow Nigerians abroad to take part in the elections.

Also, a number of Nigerians called for the electronic transmission of results from the BVAS machine.

The Senate noted that it was necessary for the Independent National Electoral Commission should be unbundled to improve its efficiency and effectiveness in the preparation and conduct of elections.

The communiqué stated, “Relating to the use of technology in elections, remove the ambiguity evident in Section 64 of the EA22. Also, make electronic transmission of results mandatory from the next general elections in 2027, including the uploading of polling unit-level results and result sheets used at different levels of result collation.

“Introduce diaspora voting, at least for presidential elections, to enable citizens to vote, especially those on essential service abroad, such as military, paramilitary, and other security personnel abroad, Embassy staff, and other citizens.

“Relating to political parties; stipulate sanctions for failure to submit the register of party members not later than 30 days before the date of party primaries, congresses, or conventions in relation to Section 77(3) EA22, which the political parties have observed in the breach in the 2023 elections without penalty

Delta commences remedial works on Old Umutu-Eku road

Delta State Government, Monday, commenced remedial works on the old Umutu/ Eku Road in Ukwuani and Ethiope East Local Government Areas of the state to provide alternative to the deplorable federal road.

The State Commissioner for Works (Rural and Riverine Roads), Mr Charles Aniagwu who disclosed this while addressing journalists in Abraka, said Governor Sheriff Oborevwori was intervening on the road because of the challenges being faced by the people in navigating the failed federal road.

Aniagwu said the State Government was desirous to provide the alternative route spanning 36.5km and appealed to the Federal Government to reconstruct the entire stretch of the Agbor-Eku-Amukpe road.

The Commissioner who was accompanied by the Chief Press Secretary to the Governor, Sir Festus Ahon, Director Rural roads , Engr Solomon Aghagba and top officials of the Ministry, said the contractor, Obakpor Engineering Limited, was expected to deliver the job within four months and appealed for the support and cooperation of the impacted communities.

Aniagwu said; "Governor Sheriff Oborevwori having seen the challenges our people are going through on account of the totally failed federal road that comes from Agbor up to Amukpe roundabout, has decided that we carry out some reasonable remedial work on the Umutu-Eku road.

"This work in particular starts from Umutu to Eku so that our people can now have another option to navigate through this corridor to their different communities such that commerce and their source of livelihood is not disturbed.

"In doing that we discovered that we also have to deflood this particular corridor and for us to do that it became very necessary for us to construct this fresh road which terminates at the Ethiope River.

"You have just walked through the over 500 meters road, which is a fresh road, where we are also going to take the drain to the Ethiope River.

"We are doing it with asphalt overlay of some places or a total reconstruction of some parts of the road and it means we are going to take away the water otherwise the road will not last and Governor Oborevwori is not interested in doing job that we will come back to do again tomorrow.

"As we are carrying out this construction work, we are also pleading with the Federal Government to take steps to repair and reconstruct the Agbor-Eku Road which is in a very terrible and deplorable state.

Speaking at the palace of the Ovie of Oruarivie-Abraka Kingdom, HRM Akpomeyoma Majoroh, Ojeta II, Aniagwu appreciated the king and elders of the kingdom for the cooperation extended to the government in the course of starting the remedial works.

"I was told you have spoken to your people to remove all obstructions on the way and we can't thank you enough. Our people cannot continue to go through very excruciating experience going through the federal road."

In his remarks, Ojeta II, lauded Governor Oborevwori and the Delta State Government for coming to the aid of the impacted communities and road users.

He pledged the cooperation of the community towards successful completion of the road project.

"I thank Governor Oborevwori for approving the reconstruction of the road. Apart from the reconstruction I was trying to put up a team to write to the Ministry of Environment because some persons have taken over parts of the road for roadside trading.

"They have built stores on top of drains and it has been an uphill battle between us and them as well as the land owners," he said.

The monarch also expressed concern over movement of heavy duty vehicles on the road and called for the construction of barriers to prevent them from plying the road.

On his part, Director of Works Delta State University, Abraka, Engr Anthony Igbeka, commended Governor Oborevwori for the road project, adding that it would alleviate the suffering of students and staff of the university as well as residents and passers-by in the university community.
