MANILA, Philippines — The Department of Agrarian Reform (DAR) has invalidated the certificate of land and ownership awards (CLOAs) distributed by former president Rodrigo Duterte to members of the Ati community in Boracay.

In an interview with The STAR, Agrarian Reform Secretary Conrado Estrella III said the CLOAs covering 1,300 square meters were awarded to members of the Ati in June 2019 while the Comprehensive Agrarian Reform Law or Republic Act 6657 ended on June 30, 2014.

“Nothing was revoked. First, the CLOA that was awarded has no legal leg to stand (on), no legal basis,” Estrella said.

Estrella added that the lands cannot be covered under CARP unless a notice of coverage was issued after the June 30, 2014 deadline.

Members of the Asosasyon sang Boracay Ati Tribal Organization have accused the DAR of revoking the CLOAs awarded to them during the Duterte administration.

Estrella said the Bureau of Soils and Water Management declared the property as not suitable for farming.

He added that the 1,300-square meter lot cannot be covered by Executive Order 75 issued by Duterte, as it is a private land.

“You can only invoke EO 75 if the lands are owned by the government. Those who are priority of EO 75 are graduates of four-year agriculture courses, retired PNP and AFP personnel and rebel returnees,” he said, referring to retirees from the uniformed services.

According to Estrella, the CLOAs were issued in 2018 while EO 75 was issued in 2019.

EO 75 issued by Duterte requires all unclassified public lands and government-owned lands held by government instrumentalities that are suitable for agriculture or no longer needed to achieve their original purpose to be turned over to the DAR for distribution.

Estrella said President Marcos has already directed DAR to find alternative areas where the Ati community can be relocated.

“I already met with Defense Secretary Gilbert Teodoro and he cited a former military reservation where we can transfer the members of Ati,” he said.

Alice Guo or Guo Hua Ping, a Chinese national, does not deserve to be a Philippine Mayor. She should have been stripped of that title immediately after we confirmed that she was not Filipino.

Wala siyang karapatang magsilbi sa sambayanang Pilipino. At dapat mapanagot na siya sa paglabag niya sa ating mga batas. I trust that our law enforcers are working double time to catch this fugitive.

All these cases against Alice Guo are well and good pero habang hindi siya nahahanap, hindi magiging ganap ang ating paghahanap ng hustisya.

That's for sure. Then once they get what they want, they won't even stay there because of the strict rules. They'll move to Western countries again, and once they're in the Western countries, they'll insist on the culture they were used to, which is the reason they left their country in the first place. LOL, they're so narrow-minded.

Torre made this statement on Wednesday evening to reporters who went to his office in Camp Quntin Merecido, where he presented two “blue blotter books” from Calinan Police Station during a routine “blotter validation” his personnel conducted shortly after he assumed his post in PRO-11 since June 17.

Torre said the two blotter books for this year showed different entry reports, as one is said to be for record-keeping purposes, while the other appeared to be “sanitized” to display a significantly lower number of crime reports.

He cited an incident on March 4 which was reported in the blotter as “lost item” inside Beer Plaza which he said should have been classified as “theft”.

The regional director mentioned another discrepancy as the first logbook recorded 19 cases for the month of November 2023, including theft, robbery, and physical injuries, but the second logbook submitted to the Davao City Police Office only reported three cases for that month.

It was for this reason that Torre decided to relieve the 19 station commanders in Davao City last July 8.

The low crime rates in Davao City in the past months are result of manipulation of statistics and inaccurate classification of cases, according to Davao Region's Police Regional Office (PRO-11) Director General Nicolas Torre III.

It’s amusing that the Catholic Church is being blamed for the failure to pass the divorce bill, even though the church isn’t involved in the legislative voting process.

The church’s stance against the divorce bill is based on their concern for the moral implications it might have on society. However, this doesn’t mean that lawmakers can’t pass it if they believe it would benefit the majority.

It’s simple—lawmakers should stand firm, like Senator Risa Hontiveros, who supports the bill despite the church’s opposition. If they have data showing the necessity of this law, they should stand by it and pass it.

The problem is, many lawmakers lack the courage to take a stand.

JUST IN: The Supreme Court finds anti-poverty czar and disbarred lawyer Larry Gadon guilty of gross misconduct.

Gadon was penalized again by the High Court for perjury and making accusations based on hearsay.

This stemmed from a disbarment case against him for his "falsehoods" in the impeachment case he filed against ex-chief justice Maria Lourdes Sereno.
