Delray Beach Commission Candidate Tennille DeCoste Fired With Cause From Her Position As Human Resources Director For The City Of Boynton Beach

Boynton Beach City Manager Daniel Dugger publicly announced on February 23rd the immediate termination of the city’s Human Resources Director Tennille Decoste based on finding of an in depth investigative report conducted by GrayRobinson at the request of Boynton Beach. GrayRobinson is a national organization of lawyers and other professionals consulting to state and local governments.
The investigation documented employee complaints, use of City Hall offices for personal purposes, conducting outside business on City time, use of City purchase card for personal purposes, examination of Ms. DeCoste’s laptop hard drive, and many other
investigative matters. Over 30 individuals were
interviewed and many emails examined.
The study found that Ms. DeCoste had engaged in numerous activities that fell under the definition of
Misconduct in the City’s Employee Handbook, the authoritative employee document that the Human
Resources Director is supposed to administer.
1. Made inappropriate use of City resources and time
2. Engaged in outside employment that conflicted with her job in Boynton
3. Conducted personal and private business on City time
4. Used City purchasing card to attend events for political gain
5. Falsified documentation
6. Interfered with the investigation and violated directives to not speak with City employees
7. Used the City’s computer systems for purposes outside City business
8. Was untruthful in her investigative interview
9. Invited City employees to campaign events, to contribute funds, and work on her campaign
10. Hired City Employees and received contributions from City vendors
11. Sought assistance and endorsement of City union leaders while serving as chief labor negotiator
In the course of the investigation Ms. DeCoste threatened the City Manager with dismissal and promised harm to at least one elected official. The report concludes that the City take appropriate action based on above findings, issue new regulations to employees regarding use of “comp time” and issue regular notices to employees to prevent such misconduct in the future. The City terminated Ms. DeCoste immediately
