मानसून / जयपुर, अजमेर, टोंक सहित 𝟒 जिलों की 𝟗𝟎 लाख आबादी के लिए अगले साल तक पानी की टेंशन दूर

जयपुर. त्रिवेणी, बनास और उसकी सहायक नदियों के कैचमेंट के भीलवाड़ा, चित्तौड़गढ़ व देवली में भारी बारिश से बीसलपुर बांध में पिछले 24 घंटे में 2 मीटर से ज्यादा पानी आया है। शुक्रवार देर रात बांध का लेवल 313.10 आरएल मी. से ज्यादा हो गया है। बीसलपुर में इस सीजन में यह पानी की सबसे ज्यादा आवक है। शुक्रवार देर रात तक बांध 58% तक भर गया है। बांध में 22.445 टीएमसी पानी है। अब जयपुर, अजमेर, टोंक में अगले मानसून तक पेयजल का इंतजाम हो गया है।

चार बार लबालब हो चुका है बांध
बीसलपुर 2004, 2006, 2014, 2016 में लबालब होकर ओवरफ्लो हो चुका है। 2016 में बांध 45 दिन तक ओवरफ्लो चला था। इस दौरान बांध के चार बार भरने जितना पानी बनास नदी में छोड़ना पड़ा था।

शुक्रवार सुबह त्रिवेणी पर गेज 7.30 मीटर
बांध में पानी लाने वाली नदियों के कैचमेंट एरिया में शुक्रवार रात को हुई तेज बारिश के बाद बांध में शुक्रवार तड़के 4 बजे से पानी की तेज आवक होने लगी। शुक्रवार सुबह तक त्रिवेणी पर गेज 7.30 मीटर हो गया। शाम तक यह 6.30 मीटर हो गया। पानी की आवक इसी गति से रही तो अगले दो दिन में बांध का लेवल उच्चतम स्तर पर आने की संभावना जताई जा रही है। बांध का जल स्तर बढ़ने के बाद जलदाय विभाग के इंजीनियरों ने राहत की सांस ली है। वहीं विभाग के प्रमुख सचिव संदीप वर्मा व चीफ इंजीनियर आईडी खान लगातार मॉनिटरिंग कर रहे हैं।

दस दिन के लिए बंद रहेगी जयपुर व चंडीगढ़ जाने वाली एक्सप्रेस ट्रेन

कुरुक्षेत्र से दिल्ली रेल ट्रेक पर शुरु हुए नॉन इंटरलॉकिग के कार्य को लेकर आज से ट्रेन संख्या 197़17 जयपुर से चंडीगढ़ व ट्रेन संख्या 197़18 चंडीगढ़ से जयपुर जाने वाली एक्सप्रेस ट्रेन अगले दस दिनों तक बंद रहेगी। अब यह ट्रेन 27 अगस्त को चलेगी। जिस कारण अब जिला के लोग रात के समय रोहतक, रेवाड़ी और जयपुर नहीं जा सकेंगे। इसके साथ ही ट्रेन के बंद होने से सुबह के समय अंबाला और चंडीगढ़ तक ट्रेन के माध्यम नहीं जा सकेंगे। इससे पहले भी कुरुक्षेत्र में ही नॉन इंटरलॉकिग के कार्य के चलते 25 से 28 जुलाई तक पेसेंजर व चंडीगढ़ जयपुर और दिल्ली जाने वाली डेमू ट्रेन बंद रही थी। हालांकि अब पसेंजर व दिल्ली जाने वाली डेमू ट्रेन बंद हुई है।

सुबह के समय चंडीगढ़ व रात को चंडीगढ़ जाती है ट्रेन :

ट्रेन संख्या 197़17 जयपुर से चंडीगढ़ कैथल में सुबह के समय 3.50 पर कुरुक्षेत्र, अंबाला व चंडीगढ़ के लिए कैथल से रवाना होती है। इसी प्रकार से ट्रेन संख्या 197़17 जयपुर से चंडीगढ़ के लिए कुरुक्षेत्र से रात 8.50 बजे चलकर कैथल से 9.50 पर जींद, रोहतक व जयपुर के लिए रवाना होती है, जो अगले जयपुर पहुंचती है।

कार्य के चलते बंद रहेगी ट्रेन :

स्टेशन मास्टर रणधीर सिंह ने बताया कि कुरुक्षेत्र से दिल्ली रेल ट्रेक पर नॉन इंटरलॉकिग के कार्य अगले दस दिनों तक चलेगा। जिसके तहत दिल्ली व लुधियाना की तरफ जाने वाली कई ट्रेनों को बंद किया गया है। इसी कड़ी में जयपुर चंडीगढ़ और चंडीगढ़ से जयपुर जाने वाली ट्रेन भी 26 अगस्त तक बंद रहेगी।

Jaipur: Section 144 has been imposed in the entire area following the communal riots in Jaipur, the capital of Rajasthan. According to the police, Section 144 is in force from Monday night at Galta Gate, Ramganj, Subhash Chowk, Manak Chowk, Brahmpuri, Kotwali, Sanjay Circle, Nahargarh, Shastri Nagar, Bhatta Basti, Adarsh Nagar, Moti Dungari, Lal Kothi, Transport Nagar and Jawahar Nagar in Jaipur.

In the capital Jaipur, two communities came face-to-face on Monday night and brick-stones were pelted from both sides. A total of 24 people, including nine policemen, were also reported injured in the communal incident.

Internet service in 10 police station areas has been suspended till Wednesday night as a precautionary measure following the blaze. Five persons have been arrested in the case so far. The blaze erupted when people from one side were jamming the Delhi Highway near Galta Gate. Meanwhile, a bus plying from Haridwar was reportedly stoned by someone.

While some bus passengers were injured in the incident, a rumour emerged and people from other sects also started landing on the road. In no time, stone pelting started from both sides. Police rushed to the spot after receiving information about the incident and was not spared by the mob. Police said the tension started on Sunday when passengers allegedly travelling on religious trips to one sect were mistreated by people of other religions near Galta Gate.

Jaipur: Rajasthan High Court has directed the Jaipur police to keep operational traffic lights at night as well. The division bench order of Justice M Rafiq and N S Dhaddha followed a petition by Rizwan Hussain on the traffic problems in the city.
The court said, the practice of non-operational of the traffic light from 11 pm to 8 am be done away with. Traffic lights should function round-the-clock to regulate traffic which would help to reduce accidents which have been on the rise. It directed the authorities to set up speed monitors and CCTV cameras so that speeding vehicles could be identified and punished.
The court also directed to deploy interceptors for checking drunken driving and speeding at various roads in the city.
The removal of encroachment on footpath and free the roads of beggars could also help the smooth flow of traffic, it has observed.
The court also suggested that illegal booths functioning on road side be removed urgently to make space for the pedestrians. The court directed the authorities to fully comply with the Supreme Court directions on the road safety council recommendations. The apex court had given detailed directions on regulating traffic but not been implemented in its earnest, it was found.
The court expressed its surprise that the Jaipur Traffic Control Board after its first meeting in July 23, 2017 hold its second meeting only after two years in July this year and said a committee of experts be constituted to suggest measures to address the traffic problem in the city.
The court suggested that speed breakers like rumblings be set up at important intersections to regulate speed of vehicles
The petition said that during a survey alleged serious irregularities in the traffic system which included traffic lights are not properly working, sign boards are covered by advertisement, etc. Public transport in the city is very poor as the mini and government buses are in a poor condition, beggars on the traffic lights, CCTV cameras not working among other things.

Seventeen people, including policemen, were injured when members of two communities threw stones at each other in Jaipur, prompting the police to used teargas to control the mob, a senior police official said on Tuesday.
Mobile Internet services have been suspended in some areas of the city and additional policemen deployed following the clash.

Trouble started when members of one community blocked the Delhi highway in front of Eidgah near Galta Gate on Monday night and threw stones at a Haridwar-bound bus, leaving some passengers injured.

This led to tension in the area and members from both communities clashed and threw stones.

"When policemen reached the spot to control the situation, they were also attacked. The situation was later brought under control," the police official said.

The mob vandalised 15 vehicles. Windowpanes of cars were broken and one motorcycle was torched.

"17 people, including two policemen, were injured in the clashes," Additional Police Commissioner Ajaypal Lamba said.

The police had to lob tear gas shells to disperse the mob.

On Sunday, some members of the minority community had allegedly misbehaved with Kanwariyas (devotees of Lord Shiva) near Galta Gate and there was resentment among the majority community members over the matter.

"Primary information is that a minor accident was the cause of the blockade last night. However, the matter is being probed to ascertain the exact cause," Police Commissioner Anand Srivastava said.

He said some of the accused have been identified.

Mr Lamba said mobile Internet services have been suspended in ten police station area.

For a week now, around 100 forest and district administration officials in Rajasthan’s Karauli district have been spending almost 15 hours every day to track a tiger. The hunt is for the big cat - a man-eater - who has strayed out of the Ranthambore Tiger Reserve in neighbouring Sawai Madhopur.

It begins at 6am and ends at 9pm -- in vain!

The tiger, which lost its territory in the reserve to a rival tiger, came dangerously close to Karauli city on July 31 and killed a man. When forest officials were informed, they set out to look for pug marks and set up camera traps. It was caught on camera three days later, on August 3, when forest officials identified it as T-104 from the radio collar around its neck.

The predator is moving from one village to the other, taking refuge in ravines and thickets, with forest officials close on its heels. On July 31, it was in Durgeshi Ghata, from there it moved to Badwala Talab the next day. Its pug marks were found in ravines in Khoobnagar village on August 2, and the tiger was in Makanpura when it was caught on camera trap on August 3.

On August 4, the tiger sat in ravines and killed the bait but did not eat it. On August 5, it came within 2km of human habitation in Chainpur village, and was closeted in a thicket between Gurjar Baoli and Narayana villages the next day. On August 7, it was localized in the forests around a cow shelter in the Masalpur area.

“Even during nights, a team of five forest officials, including those with radio receivers, follow the tiger in a Gypsy even as they try to localize the big cat,” Deputy conservator of forest (DCF) and deputy director of Ranthamore National Park, Hemant Singh, said.

He added that the team shot two darts on Tuesday to tranquilize the tiger but missed hitting it.

A conservationist from Ranthambore said T-104 killed a 40-year-old woman in February this year when she was defecating in the open.

“The tiger has killed two humans and eaten parts of bodies so it is a threat to humans in areas where it is moving. At the same time, the tiger also faces threat from humans as it may get attacked and killed,” added the conservationist, who did not want to be named.

“T-104 had a territorial fight with T-64 in May this year and was injured. When it was tranquilized for treatment, a VHS radio collar was put around its neck,” Singh said.

Earlier, a GPS-enabled collar was fitted on the tiger but it dropped it a few days later, said another Ranthambore official on condition of anonymity.

Ranthambore field director Manoj Parashar said they were unsure if the tiger had killed the man in Karauli because villagers said the tiger was not wearing radio collar.

Soon commuting in state transport Volvo buses may become cheaper for three days in a week. As per a new proposal for Volvo buses commuting from Jaipur to Delhi, the fares may be decreased to Rs .700 from the existing fare of Rs. 900 for every Tuesdays, Wednesdays and Thursdays. As per the Rajasthan State Road Transport Corporation (RSRTC), the passenger traffic in the Volvo buses is less on Tuesdays, Wednesdays and Thursdays and the proposal has been designed in order to attract more passengers who choose to board private buses instead of RSRTC Volvo on these three days.

As per the proposal, an additional 10% discount will be provided on the fares for booking tickets three to 15 days ahead of the travel date. Moreover, a 20% discount will be provided on the fares for booking the tickets ahead of 16 to 30 days of travel date. The RSRTC officials also informed that the discount will also be provided to the people booking the seats in a group of six or more.

Nearly 2000 commuters travel on the Jaipur-Delhi route daily where presently 43 Volvo buses are presently operating. Officials also informed that 50% of the seats in the Volvo bus can be pre-booked under the new proposal.

U D Khan, executive director (Traffic) at RSRTC said that proposal is under active consideration and once passed the new fares will be on trail for three months. “Once we get good results out of the new arrangement, it will be followed further,” said Khan. Officials informed that the new scheme may be implemented by September 1. The scheme will be applicable for all AC, deluxe and semi deluxe Volvo buses on the route.

The University of Rajasthan has issued notices to at least seven student leaders for defacing the university property, according to the university officials.

The disciplinary action comes after plastic banners and posters bearing photographs of the student leaders were found pasted on signboards raised on the university campus, ahead of the declaration of the Rajasthan University Students Union (RUSU) elections. Besides, pathways on the university campus were also found littered with the student leaders’ pamphlets.

None of the seven student leaders have come forward to receive the notice. GP Singh, dean, students’ welfare, said that three workers, along with officials and the proctorial board members, are involved in removing the banners from the signboards. “No matter how many banners we take down, the student leaders keep sticking them again,” said Singh.

Last year, the university had spent about Rs 70,000 on removing the poster and banners during the RUSU elections. The signboards on the university campus were renewed by the authorities recently.

The posters and banners have been pasted on the administrative building and library on the university campus besides on the main entrance gate. The student information centre is also full of such posters. A special chemical is being used to stick the posters, which makes the task of their removal difficult, according to the university officials.

Presently, the notices have been issued in the name of Mukesh Chaudhary, Sanjay Chechi, Pooja Verma, Ashok Phagana, Uttam Chaudhary and Manis Safed. “A notice will also be served soon to Abhimanyu Yadav whose posters were also seen stuck on signboards of the university,” said Singh.

- The Constitution (Application to Jammu and Kashmir) Order, 2019, issued by President Ram Nath Kovind has extended all powers of the Indian Constitution to the state and with that, withdrawn the special status given to Jammu and Kashmir.

- This has been done “in exercise of the powers conferred by Clause (1) of Article 370 of the Constitution”. This means that the President has not abrogated Article 370. While this provision remains in the statute book, it has been used to withdraw the special status of Jammu and Kashmir.

- By changing the interpretation of certain terms that find mention in Article 370, Monday’s Presidential order, through Article 367, alters the interpretation of the special provision. However, the President draws the power to issue such a notification from Article 370 itself. Article 370 sub clause 1(d) empowers the President to extend provisions of the Indian Constitution to Jammu and Kashmir.

The term ‘police training’, till date, has been referred to a special type of rigorous physical and intellectual training that only candidates about to join the forces underwent. However, from now on, Indian students of classes 8 and 9 from Rajasthan state government schools will also participate in a similar kind of training programme. This decision was taken by the government of Rajasthan to make the young minds aware of basic laws and legal procedures.

The state education board of Rajasthan collaborated with the police department to train Student Police Cadets (SPC). The organizers and planners believe that the training will play a significant role in curbing adolescent violence in the state and also strengthen the students mentally and physically which will help them cope better in pressure situations.

The programme is launched in the footsteps of the National Cadet Corps practice. The training, as of now, will only be available in select 930 state government schools and 70 Kendriya Vidyalayas, stated Ranu Sharma who is an officer at the community police headquarters and the state nodal officer for the programme. After the training is over, the SPCs will also be deployed as volunteers during public functions such as the Republic Day and Independence Day.

Rajasthan has witnessed an increase of tiger population by 115% in the last 12 years, states the ‘Status of Tigers in India-2018’ report, released on Monday by PM Narendra Modi.

The new estimation for 2018 indicates that there are 69 tigers in Rajasthan compared to 45 in 2014, 36 in 2010 and 32 in the 2006 estimation.

International Tiger Day has been held on July 29 July every year since 2010. The day was first decided at the Saint Petersburg Tiger Summit to raise awareness about the decline of tiger numbers and encourage the celebration on big cat conservation.

India has now 2,967 tigers, a 33% increase in numbers between 2014 and 2018, according to the All India Tiger Estimation Results.

Of the 20 tiger-inhabited states in the country, Rajasthan stands ninth in terms of tiger population after Madhya Pradesh (526), Karnataka (524), Uttarakhand (442), Maharashtra (312), Tamil Nadu (264), Kerala (190), Assam (190) and Uttar Pradesh (173).

In Central India landscape and Eastern Ghats, covering eight states (Rajasthan, Andhra Pradesh, Telangana, Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra, and Odisha), Rajasthan stands third in tiger population with 69 after Madhya Pradesh and Maharashtra.

The report, prepared by the National Tiger Conservation Authority (NTCA) and the Wildlife Institute of India (WII), states that the fourth cycle of the national tiger status assessment of 2018-19 is the most accurate survey conducted. The survey covered 381,400 km of forested habitats in 20 tiger-occupied states of India. The total effort invested in the survey was 593,882 man-days.

Out of the estimated tiger count at 2,967, 83% were actually camera trapped individual tigers; 87% of the big cat numbers were accounted for by camera trap-based capture-mark-recapture and remaining 13% estimated through covariate-based models.

The rise in tiger population is observed in areas with good management inputs, complementing conservation efforts. The report suggests that while there are sufficient habitats to accommodate increasing tigers in India, they need conservation to recover prey populations. Tiger habitats outside protected areas are vital for linking source populations but are extensively used by communities. A conservation model that promotes tiger permeability of such habitats while simultaneously securing the livelihoods of local communities is the answer. Managing conflict and providing economic incentives will foster coexistence in these multiple use forests and ensure the long-term future of tigers in India.

Rajasthan forest minister Sukhram Vishnoi said the state government is committed to protecting wildlife and specially endangered species. “The increasing population of tiger shows that forest and wildlife in the state are safe and protected; there has been no incident of poaching,” Vishnoi said. He added the state government is mulling to develop more habitats for big cats.

Former IFS officer Sunayan Sharma said tiger conservation in Rajasthan has definitely witnessed progress but not up to the expectations. “STR (Sariska Tiger Reserve) is still stuck with several problems, such as village relocation and buffer zone maintenance; the core area is still under grazing. The progress is slow, which needs to be looked into,” he said.

Sharma, who is also the president of the Sariska Tiger Foundation, said developing Mukundra Hills Tiger Reserve (MHTR) and relocating tigers to the reserve are steps towards progress but villages continue to exist there. “What would have been the rightful method to revive the reserve was relocating villages first. An enclosure was made and tigers were relocated; there will be no contribution to the ecology till the big cats aren’t free,” he said.

“Similarly at Ranthambore Tiger Reserve (RTR) there has been no progress in the last two decades. RTR is a miracle; it’s a maternity home for big cats because of which the tigers are surviving but to protect them the area needs to be expanded and Kailadevi wildlife reserve needs to be developed,” Sharma said.

The state has three tiger reserves -- Ranthambore Tiger Reserve in Sawai Madhopur, Sariska Tiger Reserve (Alwar) and Mukundra Hills Tiger Reserve (Kota). Ranthambore has the maximum big cats.

In order to avoid human-wildlife conflict, relocating excess tigers and increasing the carrying capacity of reserves, the Rajasthan forest department is mulling to develop more habitats for big cats. The department is planning to introduce tigers in forest areas, such as Ramgarh Vishdhari, Shergarh, Kumbhalgarh, Rawli Toadgarh, Jhiri in Dholpur, Khetri Bansiyal in Jhunjhunu, Sultanpur in Bundi and Shahbad in Baran. Feasibilities are being examined.
