Gangtok, November 10th: The Sikkim Athletics Association proudly informs that Ms Sabina Rai of Sikkim has won a silver medal in 2000 Meters steeplechase run in the ongoing Junior Nationals at Coimbatore.

Ms Sabina Rai is also a student of the Khelo India Centre of Excellence for Athletics, Gangtok.
All of us would like to congratulate her on her huge achievement.

One-way traffic to Namchi District opens at Sirwani via NHPC Teesta Stage VI barrage slab bridge. The slab bridge is open for LMVs, two wheelers and pedestrians only.

The timings for the bridge are as follows:

9 pm to 9 am open
9 am to 1 pm closed
1pm to 2pm open
2pm to 5pm closed
5 pm to 7pm open
7pm to 9 pm closed.

Rules and regulations to use the bridge have been mentioned in the order issued by SP Gangtok district Tenzing Loden Lepcha.

Gangtok, October 18 (IPR): Chief Minister Shri Prem Singh Tamang flagged off Amrit Mitti Kalash Yatra under the 'Meri Maati Mera Desh' campaign, here at Samman Bhawan today.
The programme was organised by the Rural Development Department, Government of Sikkim.

The Chief Minister flagged off NSS volunteers from various parts of Sikkim carrying 34 Kalash (earthen pot) filled with Mitti (soil) collected from 33 blocks and one urban local body to New Delhi for their participation in the national-level culmination program of the campaign, where Mitti collected from across the nation will be installed in a symbolic Amrit Vatika later this month.

Extending his best wishes to the participating students, the Chief Minister encouraged them to make the most of this enriching experience in the national capital. He also stressed the importance of being responsible citizens, as this campaign promotes love and respect for the nation and instills a sense of unity, motivating everyone to work diligently for the betterment of the nation.

Terming it as a powerful concept of national integration, Commissioner-cum-Secretary, RDD, Shri D. Anandan, highlighted that the State Government has extended its full support to the campaign, with active participation from both the Governor and the Chief Minister.

सिक्किम सरकारलाई हाम्रो निवेदन साथै स्पष्टिकरण।

नमस्कार

हाम्रो समूहलाई सिक्किमे टाँगेदार भनेर चिन्निन्छ। हामी राजाका समय देखि बसोवास गर्दै आएका हौ। सिक्किममा सन् 1900 साल देखि फोरेस्ट विभाग( Forest Department) स्थापना भएको हो। राजाको हुकुम अनुसार साथै जनसंख्या कम भएको अनि फोरेस्ट ब्यवस्थापन( forest management) लाई प्रारम्भ गर्न टाँगेदार समुदायको पहिचान उत्पन्न भएको हो।

त्यस समय सबै क्षेत्रमा आधुनिकरण( modernization) हुदै थिए। फोरेस्ट क्षेत्र देशको आर्थिक उन्नतीका निम्ति एक खजना भेटियो यदि यस क्षेत्र सुनियोजित र सुशासित भए। यसै क्रममा टाँगेदार सिक्किममा बसोवास गर्न थाले। पछि सिक्किमा सिक्किमे पहिचान को निम्ति सिक्किम सब्जेट वितरण गरियो ( sikkim subject regulation Act 1961) कानुन मार्फत र सिक्किमका टाँगेदार जसले सिक्किम सब्जेट प्रमाण पत्र बनाए तब देखि यस समूह अरू जस्तै खाँटी सिक्किमे बने।

सन् 1973 सालमा जब भारतले सिक्किम नियन्त्रण गरे अनि सन् 1975 सालमा सिक्किमलाई पूर्णरूपमा भारतको अंग बनाई सिक्किममा प्रजातन्त्रको घर बनाई दिए तब देखि सिक्किममा पुरानो कानुन सँगै भारतको कानुन लागू भई रहेछ।

त्यसरी नै भारत सरकारले ( Forest Rights Act 2006) कानुन मार्फत साह्रा भारतका फोरेस्ट लेण्डमा बसोवास गर्दै आएकाहरूलाई न्याय दिन विशेष 4 हेक्टर सम्मको जमिन आफ्रनो निजी नाममा स्थानान्तरण गर्नुपर्ने भन्दै यो कानुन सबै राज्यमा लागू गर्नुपर्ने दिशानिर्देश दिए।

दुर्भाग्यवश सिक्किममा तत्कालीन सरकारले सिक्किममा यस्तो फोरेस्ट लेण्डमा बसोवासो गर्ने छैन भन्दै गलत रिपोर्ट भारत सरकारलाई पठाई खाँटी सिक्किमे टाँगेदार समुदायलाई अन्याय गरेका छन्।

यस कानुन अनुसार टाँगेदारहरूले 13 Dec 2005 देखि अघि 75 वर्ष देखिनै बसोवास गर्दै आएका प्रमाणपत्र पेश गर्नुपर्ने हुन्छ। अब सिक्किममा सिक्किम सब्जेट प्रमाणपत्र (SSC/COI) ले यो मापदण्ड पुरा गरि हाल्छ।

तर सिक्किम सरकार किन तयार छैन यो कानुन लागू गर्न? किन सिक्किम सरकारले खुल्ला फोरेस्ट शोषण ( forest exploitation) गर्दै छ? आजै सिक्किम सरकारले यो क्षेत्रलाई संघठित गर्न केहि पहल नगरे भोली सिक्किम एक सङ्कटमा पर्ने छ।

हामीले सिक्किम सरकारलाई यस विषय
कैयौं चोटि जानकारी गराउने कोशिश गरिरहेका छौ। हामी सरकार प्रति अझ पनि आशावादी छौ।

1. The Chief Minister announced the 'Punarwas Awas Yojana' or 'Rehabilitation Housing Scheme,' which aims to construct 2100 houses for flash-flood victims in Gangtok, Sikkim.

2. Eligible victims must have a Sikkim Subject Certificate, Certificate of Identification, or land ownership in their name, or in their father's/grandfather's name, or possess a Voter Card in Sikkim. Their fully or partially damaged houses will be replaced with new ones under this scheme. For those without land, the government will acquire suitable land for construction.

3. Owners and tenants of damaged houses will receive rent support of Rs. 5000 per month for three months to help them return to normalcy.

4. Victims staying in rented rooms with the required documentation will receive housing units free of cost for the initial three years in 'Janta Housing Colony,' followed by rent.

5. Basic household items will be provided to help victims settle in their rented accommodation, including kitchen utensils, gas stoves, gas cylinders, mattresses, blankets, and other daily necessities.

6. Students affected by the flash flood will receive Rs. 10,000 each for their uniform and notebook expenses, and the education department will supply required textbooks.

7. Affected business owners will be supported with loans up to Rs. 10 lakhs, with interest covered for 24 months, to help them reestablish their businesses.

8. Vehicle owners impacted by the disaster will receive assessments and relief, including managing EMI payments and extending moratorium periods.

9. District Collectors will set up camps at affected areas to issue various documents such as Voter Card, Aadhar Card, Land Parcha, Ration Card, Birth Certificate, Certificate of Identification, Community Certificate, and Trade License for victims who lost these documents.

10. After clearing debris and muck at affected areas, the Building & Housing Department will conduct a stability study to determine if damaged houses are suitable for habitation. The Roads & Bridges Department, along with the Rural Development Department and Border Road Organisation (BRO), will assess the stability of affected bridges and initiate necessary repair work.

Pakyong, October 17 (IPR): The Indian Air Force Chinook and MI-17 helicopters successfully completed a second sortie from Lachen and Lachung, further advancing the ongoing evacuation efforts, and arrived at Pakyong Greenfield Airport.

In total, 61 individuals were evacuated, including 15 civilians and 56 labourers from Lachen and 2 civilians and 18 Army personnel from Lachung.

Additionally, Pawan Hans Ltd. transported 05 locals from Pegong.

विगत पाँच वर्षमा, सिक्किम सरकारले 'फेर वेदर रौड' निर्माणको लागि विशेष गरी पाँच वर्ष पुरानो बिलहरूको लागि तोकिएको रकमको पूर्ण आवंटन रोकिएको छ। यो समस्याले ठेकेदारहरूलाई ठूलै दबाब दिएको छ, उनीहरूलाई उनीहरूको बक्यौता बिलहरू तिर्न र सडक निर्माण परियोजनाहरूमा गरेको खर्च फिर्ता गर्न गाह्रो भएको छ।

हामीले सडक निर्माण परियोजनाहरूको जिम्मेवारी सुम्पिएका र सिक्किम सरकारको सडक र पुल विभागमा विधिवत रूपमा आफ्नो पूरा बिलहरू पेश गरेका धेरै स्थानीय ठेकेदारहरू भेटेका छौं। अफसोसको कुरा, सरकारको आंशिक भुक्तानीका कारण उनीहरूले आफ्नो खर्च धान्न संघर्ष गरिरहेका छन्, जुन उनीहरूलाई बाँकी रहेको कुल रकमभन्दा कम छ, र सडकहरु बिचल्लीमा छन्।

बीजेपी सिक्किम दृढताका साथ यी स्थानीय ठेकेदारहरूसँग ऐक्यबद्धतामा खडा छ जसले राज्यभर आर्थिक कठिनाइको सामना गरिरहेका छन्। यस वर्षको दशैं चाडपर्व अगावै उनीहरूको बक्यौता बिलको पूर्ण र समयमै भुक्तानी सुनिश्चित गर्न हामी सरकारलाई आग्रह गर्दछौं।

हाम्रा सहकर्मीहरू र ठेकेदारहरूलाई न्याय दिन असफल भएमा भाजपा सिक्किमलाई कानुनी सहारा लिन बाध्य पार्छ भन्ने कुरा सरकारको लागि आवश्यक छ। आवश्यक परे यो मुद्दा अदालतमा लैजान हामी तयार छौँ र पीडित पक्षलाई न्यायको खोजीमा सडकमा उत्रन पूर्ण रूपमा तयार छौँ ।

हामी आशा गर्दछौं कि सरकारले यो दबाबपूर्ण समस्या समाधान गर्न द्रुत र जिम्मेवारीपूर्वक कार्य गर्नेछ र राज्यको पूर्वाधार विकासमा महत्त्वपूर्ण योगदान पुर्‍याउने यी ठेकेदारहरूलाई समर्थन गर्नेछ।

Mangan District Update.

The Bamboo Suspension Foot Bridge completed at Sangkalang

Mangan, October 13 (IPR): An engineering marvel 'the Bamboo Suspension Foot Bridge' at Sangkalang is completed, however the progress to strengthen it is still being carried out by the team of engineers, forest officials, Indian Army and locals.

The bridge is built under the supervision of Mangan District Zilla Panchayat and headed by DE Zilla Saroj Adhikari; AEs Zilla Karma Sonam and Tenzing Lachungpa.

It may be noted that MLA Dzongu Mr. Pintso Namgyal Lepcha is also overseeing the progress of the bridge and interacting with the District officials keeping stock of the situation.

The bamboo bridge will benefit the cutoff people of Dzongu providing them a channel to pass through and reach Mangan via this bridge.

A zipline has also been constructed to ferry essential commodities to the people of Dzongu.

The bamboo suspension bridge roughly measures 79 metres span and a height of 15 meters.

Minister Sanjeet Kharel inaugurates Kapinzal Children's Home at Ravangla,

Namchi, 15th September (IPR):
Minister for the Women and Child Development Department Mr. Sanjeet Kharel inaugurated the newly completed Kapinzal Children's Home at Ravangla, today.
The inaugural programme had the presence of Area MLA Mr. T. T Bhutia, MLA Rangang Yangang Mrs. Raj Kumari Thapa along with Secretary(Women and Child Development Department)Mrs. Ganga Pradhan, Additional Secretary(Women and Child Development Department) Ms. Hissey Choden, DC(Namchi) Mr. M. Bharani Kumar, DCPO Mrs. Pema Wangmo Bhutia, GGM (NHPC) Mr. S.K Yadav and officials of the NHPC, other officials and staff of Women and Child Development Department, local representatives and the students of Kapinzal Children Home.

Addressing the gathering, the Minister Mr. Sanjeet Kharel commended the endeavor of the department to house the children with all the basic facilities at the newly built infrastructure. He further added that the State Government has always been at the forefront to assist and improve the lives of the needy. Hence, the Minister encouraged the children to pursue their dreams and become future torchbearers for the State and the Nation.

Additional Secretary Ms. Hissey Choden spoke on the functioning of the Kapinzal Children’s Home which has been active since 2016 in the rented premises at Rabong. She informed that due to the congestion in the rented premises, only thirty numbers of children have been accommodated with limited facilities. With the completion of the new building, it can now provide accommodation facilities for upto fifty children with all facilities as per the guidelines prescribed in the Juvenile Justice Act 2015.
This new infrastructure will be enable to provide accommodation, safety, and stability for the poor victims of the society as the facility will aim towards improving the lives of these children, she added.

During the programme, a Memorandum of Understanding (MoU) was also signed between the District Collector-cum-Magistrate, Namchi and Rangit Power Station, NHPC Ltd for Provision of Furniture Items for Kapinzal Children Home, Rabangla for the FY 2023-24. Rangit Power Station, NHPC Ltd under its CSR&SD Scheme will provide a budget of Rs. 12.0 lacs for the said project. The Group General Manager and Head of Project, Mr. S.K. Yadav signed the MoU on behalf of NHPC Ltd while the District Collector (Namchi) Mr. M Bharani Kumar signed on the counterpart in the presence of the Minister.

In addition, the Chief Guest also handed over gift hampers to the children of the Institute.

It may be mentioned here that the new building built at the cost of 89.65 lakhs rupees is sponsored by the Ministry of Women & Child Development, Government of India, and under the aegis of the Women and Child Development Department, Government of Sikkim. It has two stories which include a dining hall, kitchen, separate dormitories, conference hall, recreational hall, counselling room, washrooms, and one common differently abled-friendly washroom.

Azing’s Model Farm is located in Hathidunga, Rinchenpong, West Sikkim.

The farm is inspired to make good use of waste materials in an innovative way one can clearly see the vegetables or organic fruits grown into a rubber bucket or a flower pot made up of bamboo and wood.

The person or founder, Azing Lepcha, is a great example to the youths of making good sustenance through self-reliance.

Local chickens, goats, and cows can be seen roaming the farm, which is specifically designed for farm management.

The most amazing thing about the farm is that one can have the experience of tasting a local wine prepared from fruits like guava, pineapple, oranges, and passion fruits.

Apart from all the above, one can also see a practice of sweet farming like a bee hive where one can buy it at a reasonable rate.

The farm is also open for visitors who wish to stay and have a closer experience with the farm. It offers homestay accommodation with great service and amenities.
The only drawback to the farm is that it is located down below the main roads with lots of stairs to walk up, which sometimes might not be suitable for elderly people, but it is always rewarding to reach down into the farms.
