Kupwara, Aug 3 (munsifkupwara): Police and army during a joint naka at Madmadave Kalaroos Kupwara crossing on Monday intercepted a vehicle and found 70 bottles of liquor, officials said.

They said soldiers from 41RR and Police during checking of the Xylo vehicle (No: JK01S- 2525) found the illegal liquor and recovered 70 bottles. The driver Ghulam Mohammad Ganie (35) of Dogerpora Kalaroos Kupwara has been arrested and the vehicle seized, they said.

A senior police officer confirming the recovery and the arrest of the driver told GNS that further investigations are going on. He said that a case (FIR No. 276/2021) under section 48 Excise Act stands registered in this connection. (Munsifkupwara)

*J&K: Shia Community Split Over Admin's Decision to Allow Muharram Procession After 30 Years*

Srinagar: Divisions have appeared in the Shia community in Kashmir over the administration's purported decision to allow symbolic Muharram procession in the Lal Chowk area here after a gap of three decades. All Jammu and Kashmir Shia Association has claimed the administration has decided to allow the procession after 30 years and has welcomed the move, but prominent Shia leader and former minister Aga Syed Ruhullah Mehdi said the decision raises more questions than it answers.

President, All Jammu and Kashmir Shia Association, Imran Reza Ansari said they welcome the decision to allow Muharram procession in Kashmir after a gap of three decades. InshAllah (God willing) AJK Shia Association will lead the procession this year as per past practice, he wrote on Twitter.

Ansari invited president of Anjuman-e-Sharee Shian Aga Syed Hassan Al Moosavi — who has been associated with separatist politics for nearly three decades — to join the procession. The traditional Muharram procession used to pass through many areas of the city, including from Lal Chowk to Dalgate area, but has been banned since the eruption of militancy in 1990 as authorities maintain that the religious gathering has been used for propagating separatist politics.

Mehdi raised questions over the administration's intention to allow the symbolic procession from Abi Guzar to Lal Chowk. There is list of decisions-taken in circulation, in which, if my reading of this order is correct, the administration has decided to allow the 10th Moharram procession from Abiguzar to Lal Chowk (a temporary and alternate route proposed in 2018) after a gap of 30 years, Mehdi, who represented National Conference from Budgam assembly constituency for three terms, said.

In a series of tweets, he said the decision has come at a time when the administration has called off the annual Amarnath yatra and the Eid prayers this year were not allowed at Jama Masjid and other important places by imposing the Disaster Management Act in the wake of the Covid pandemic. Only a few days ago the IGP Kmr (Kashmir) told people to celebrate Eid 'at their homes' invoking Covid protocols. The Friday prayers at Jama Masjid have not been allowed for the last more than 100 Fridays and continue to be banned, again invoking Covid-19 protocols. The list goes on, he said.

Mehdi said given the fact that all other major religious gatherings, with no exception to any particular religion, continued to be banned, this sudden isolated decision about 10th Moharram procession from Abiguzar to Lal Chowk, after a gap of 30 years, raises more questions than it answers. To answer those questions and to make it clear that there are no nefarious designs behind this decision, this 10th Moharram procession should be preceded by Friday prayers at Jama Masjid before this 10th Moharram. Friday prayers before this year's 10th Moharram should precede, he said.

The Shia leader said if the Friday prayers and other major religious functions — across all religions — continue to be banned and this particular procession suddenly encouraged in isolation, I see nefarious designs behind it. The people should not fall for this bait and into this trap, he added.

Mehdi said the responsibility lies with the administration to come clean over the issue. Now, that the time for Eid prayer this years has passed. Lift the ban on Friday prayers at Jama Masjid too, like you suddenly took this decision and prove that there are no nefarious designs, he said.

While efforts to reach Divisional Commissioner, Kashmir, K Pandurang Pole did not fructify, Deputy Commissioner, Srinagar, Mohammad Ajaz Asad said he cannot comment over the issue as the district administration has not issued any such order.(MUNSIF KUPWARA)

*SCERT’s workshop on review of JKBOSE textbooks concludes//Review necessary in the light of recommendations of NEP-2020*

SRINAGAR, AUGUST 01(KN) : A 4-day workshop on review of various textbooks prepared by the Jammu and Kashmir Board of School Education (JKBOSE) concluded here on Saturday.

Around 35 subject experts from the School Education Department participated in the workshop which was organised by the J&K State Council of Educational Research and Training.

The experts painstakingly analysed chapter-wise reports prepared by various DIETs of Kashmir. Apart from English, Mathematics, Social Science and Science, language subjects like Urdu, Punjabi, Dogri and Sheena textbooks came under the review.

The participants, who were divided into different subject groups, held many review sessions over a period of four days. The changes in the textbooks shall be effected once the reports are submitted to the Board of School Education.

Speaking in the valedictory session, Joint Director, SCERT, Kashmir Division, Shams-ud-Din Bhat, said the review and revision of school curriculum was necessary in the light of recommendations of National Education Policy 2020 (NEP-2020).

“The purpose of revising the curriculum is to provide quality education to the students based on experiential learning,” Bhat maintained. He said a curriculum should address the needs of students and contain a variety of themes to make it interesting and vibrant.

Bhat hailed the efforts of all the DIETs of Kashmir division for their efforts towards completing a massive exercise’ in the shortest possible time. “I appreciate the dedicated efforts of all the subject experts who participated in this workshop and completed the assignment in such a short period of time,’ he said.(MUNSIF KUPWARA)

*Education Institutions To Remain Closed ‘Till Further Orders’: Govt*

Srinagar, Aug 1 (MUNSIF KASHMIR): Authorities on Sunday ordered continuous closure of all school and higher educational institutions including coaching centers in Jammu and Kashmir till further orders.

The decision was taken at a reviewing meeting chaired by Chief Secretary Arun Kumar, who is also Chairperson State Executive Committee, with the additional Chief Secretary, Health and Medical Education, Principal Secretary to Government, Home, Divisional Commissioners, Deputy Commissioners, Superintendents of Police and other officers of Jammu and Kashmir.

“All school and higher educational institutions, including coaching centers, shall continue to remain closed for onsite / in-person teaching, till further orders,” reads the order, a copy of which lies with GNS.

However, the educational institutions have been permitted to seek personal attendance of limited vaccinated staff for administrative purposes.

The government also reiterated that there shall be no weekend curfew in any district of Jammu and Kashmir. Also, night curfew shall continue to remain in force in all districts from 8 pm to 7 am.

“The maximum number of people permitted to attend any indoor/ outdoor gathering shall be restricted to 25,” it reads.

All Deputy Commissioners have been also asked to focus on the positivity rates of the medical-blocks under their jurisdictions.

“Intensified measures, related to Covid management and restriction of activities, shall be undertaken by the DCs in these Blocks,” the order reads, adding, “There shall be renewed focus on Panchavat level mapping of cases and micro-containment zones shall be constituted wherever unusual spike of cases is noticed.

DCs have been asked to keep active track of the positivity rates in the blocks and consider implementing stricter control measures in closed clustered spaces like public and private Offices, Community halls, Malls, Bazaars etc., in case weekly positivity rate goes beyond 4 percent in these Blocks.
“The three - "T" protocol of testing, tracking and treating, besides vaccination, needs to strengthened in these Blocks. The proportion of RT-PCR tests in the total mix should be scaled up, on best effort basis, to 70 % or more, excluding travelers.”

The District Magistrates, order said, shall strictly ensure that there is full compliance to COVID appropriate behavior and defaulters are firmly dealt with under relevant sections of the Disaster Management Act and the Indian Penal Code. “The District Magistrates shall constitute joint teams of Police and Executive Magistrates for enforcement of Covid Appropriate Behaviour.” (MUNSIF KASHMIR)

Baramulla, August 01(KN) : Deputy Inspector General of Police North Kashmir Range Shri Sujit Kumar-IPS chairs officers’ meeting, reviewed security scenario at DPL Baramulla. The meeting was held while following social distancing norms and other Covid protocols.

DIG NKR chaired the security review meeting with senior Police/CAPF & Army officers to assess the law & order situation and discussed different security measures for ensuring peace and stability in the district. He also hailed the role of Baramulla Police in combating drug menace in the district and appreciated the hard work of all officers in maintaining peace & exhorted upon the officers to remain cautious and alert in order to maintain peaceful atmosphere in the district as the anti-national elements are trying to disturb the peace and stability in the area. *Drug peddler arrested in Kulgam; Contraband substance recovered*

Kulgam, August 01(KN): Continuing its efforts to eradicate the menace of drugs from the society, Police have arrested a drug peddler in Kulgam and recovered contraband substance from his possession.

A Police party headed by SHO PS Devsar under the supervision of DySP PC Kulgam Shri Azhar Rashid-JKPS established a checkpoint near Chamgund crossing and intercepted a person riding a motorcycle bearing registration No. PB08CA-2340. He has been identified as Hilal Ahmad Dar son of Ghulam Nabi Dar a resident of Malwan. During checking, officers were able to recover 20kgs of Poppy Straw concealed in 02 gunny bags from his possession. He has been arrested and shifted to police station where he remains in custody. Motorcycle used in the commission of the crime has also been seized.

Accordingly, a case vide FIR No.48/2021 under relevant sections of law stands registered at Police station Devsar and investigation has been taken up.

Community members are requested to come forward with any information regarding drug peddlers in their neighbourhood. Persons found indulging in drug peddling will be dealt as per law. Our consistent actions against drug peddlers should reassure the community members that we are making efforts to keep our society free from the scourge of drug menace.MUNSIF KUPWARA

Srinagar, August 01(KN) : Continuing its efforts to curb the outbreak of 2nd wave of Coronavirus, during the last 24 hours Police have arrested 03 persons and also realized fine to the tune of ₹4,85,405/- from 4410 people throughout the Kashmir valley for violating the various guidelines/rules/SOPs regarding Covid-19. Besides, 01 shop was also sealed for violating Covid norms in Kulgam.

The special drive against the violators of Covid-19 guidelines/rules continued throughout all the districts of Kashmir Valley to ensure that people adhere to SOPs/guidelines envisaged by government to curb Covid-19 pandemic.

Community members are once again requested to cooperate with the Police in containing the spread of Coronavirus by following the SOPs/ guidelines/protocols for their own safety and for the safety of others.
