Slight rant: I understand that times change and language usage changes. But, when I was a young broadcaster, I was taught when the temperature was below zero, you said "10 below zero" or "10-below" rather than "minus 10" or especially "negative 10". This was as egregious as reading sports scores as "21-to-zero". And, reading tennis scores takes a PhD. Just an old man rambling.

DEAL IS DONE!! Greg Hoskins’ Better Newspapers has closed a $1.7 million deal to buy five stations and an FM translator from Ozark Radio Network. The stations include country KKDY, West Plains, MO (102.5); classic country KUKU, Willow Springs, MO (100.3); hot AC “The Fox 96.9” KUPH, Mountain View, MO; classic rock “Q-94” KSPQ, West Plains, MO and news-talk KWPM (1450). The deal also includes the West Plains, MO-licensed translator K286CK at 105.1 FM which simulcasts KWPM. The sale includes a $1 million, five-year promissory note. Based in Mascoutah, IL, Better Newspapers is a family-owned company now operating 26 publications in Illinois and Missouri. It currently does not own any radio stations.

Missouri – The University of Northwestern-St. Paul has filed a $1.25 million deal to buy 15 full-power FMs, eight FM translator signals, and six construction permits from Lake Area Educational Broadcasting Foundation. LAEBF currently airs the Christian AC “Spirit-FM” format on the majority of the signals and its religious teaching “Elevate-FM” format on seven signals, all of which are located in Missouri.

The full-power FM stations included in the sale are KCKE Chillicothe (90.3); KCKF Cuba (91.9); KCKH Mansfield (95.9); KCKP Laurie (100.9); KCKV Kirksville (91.9); KCKZ Huntsville (103.5); KCVJ Osceola (100.3); KCVK Otterville (107.7); KCVO-FM Camdenton (91.7); KCVQ K**b Noster (89.7); KCVX Salem (91.7); KCVY Cabool (89.9); KCVZ Dixon (92.1); KSJI St. Joseph (91.1); and KVSR Kirksville (90.7).

The FM translators include St. Robert, MO-licensed K207AY at 89.3 FM; the Warsaw, MO-licensed K208BO at 89.5 FM; the Sedalia, MO-licensed K211FV at 90.1 FM; the Marshall, MO-licensed K254BU at 98.7 FM; the Rolla, MO-licensed K274CD at 102.7 FM; the Lebanon, MO-licensed K281AT at 104.1 FM; the Jefferson City, MO-licensed K285FC at 104.9 FM; and the Jefferson City, MO-licensed K293AX at 106.5 FM.

The six construction permits are for KBMA Albany, MO (88.3); KCKG Richland, MO; KCKI Marshall, MO; KCKQ Ravenwood, MO; KCKU Rosebud, MO; and KCVA College Springs.

Better Newspapers Inc. has agreed to purchase the five station cluster in the Ozarks currently owned by Missouri Ozarks Radio Network Inc. for $1.7 million. Edit: plus $300,000 for land and such.

The deal will include Classic Rock “Q94” 93.9 KSPQ West Plains, CHR “96.9 The Fox” KUPH Mountain View, Classic Country 100.3 KUKU-FM Willow Springs, Country “102.5 KDY” KKDY West Plains, News/Talk 1450 KWPM/105.1 K286CK West Plains, and the OzarkRadioNews.com platform.

Edit: Radio Online has KWTO-FM as "All Sports". All Access has the correct formats listed. . Even so, I have a bunch of questions about this set of ratings.

The FCC this morning (9/29) updated it's EAS rules to require that EAS endecs prefer a CAP version of an emergency message, if there is one. This is very much oriented toward TV broadcasters. In fact, during the discussion, I don't think I heard
the commissioners refer to radio at all. They want EAS messages to be more visual, and less dependent on the audio portion of the message. The EAS unit favored by many TV broadcasters (Monroe's DASDEC) already does this. But, Sage does not. So look for a software update for the Sage units sometime soon.

Best Broadcasting of Brookfield, MO gets USDA grant to put in solar panels.

According to a release from the USDA, "Best Broadcasting Inc. will use a $9,720 REAP Grant to install a 19.4 kW solar array. Best Broadcasting Inc. is a radio station (KFMZ/KZBK) in Brookfield, Missouri. This project is expected to save $1,742 per year. It will replace 25,297 kilowatt hours (kWh) (89 percent of the business's energy use) per year."

Spring '22 ratings are in for Springfield. KTTS remains the leader 12+, but also a good showing for 101.3 (now KWTO-FM-Zimmer).

PD Tom Oakes at KTTS notes that Nielsen has a problem. "Younger targeting stations continue to be greatly affected by Nielsen’s inability to secure enough in-tab diaries across 18-24 and 25-34 Men & Women. This will be on-going issue with Nielsen as 18-34’s continue to be challenge to get involved in participating in the surveys. "

You can see that reflected in the ratings of the stations that target that demo.

Former (and founding) engineer of KRPS-FM Pittsburg, Kansas (Joplin area).

Keith Moody Retzer was born February 15, 1944, at Albert Lea, MN. While he was a preschooler, he and his family lived in Brazil. He attended two years of High School in Mexico City. He graduated from High School in North Riverside, IL.

He attended & graduated from Ottawa University, in Ottawa, KS and DeVry Technical Institute in Chicago, IL. While at Ottawa, he met and married Vi. He worked as engineer and sometimes announcer at various radio stations throughout IL, NE, IA, OR, & MT. 1979-1980 the family served as short term assistants with Wycliffe Bible Translators at Yarina, Peru, where Keith repaired electronics and radio equipment for the missionary airplanes. In 1988 he moved his family from Missoula, MT to Pittsburg, KS, where he took the job of chief engineer at KRPS at Pittsburg State University. When he retired, he became Chief Engineer Emeritus of PSU. An avid stamp collector, his other main hobby was HAM radio.

He operated under the call signs W7KEU, OA8AX (while in Peru), and after returning to Kansas, W0KEU. Keith was preceded in death by his parents, Eldon and Opal. He is survived by his wife of the home, Vi; his brother, Kent Retzer (wife Jeanne) of Rockford, IL; his daughter of the home, Faith; his daughter Joy Stahl of Elkhart, KS, and grandsons Wesley Stahl and Kelson Stahl. A memorial service will be scheduled by the family at a later date. (No flowers or other plants, please.)

A test that wasn't a test.
The National Weather Service conducted its statewide tornado drill today. No one heard it, at least not on radio & TV.

According to Missouri State EAS chair Bob Moore, the higher-ups at the NWS decided that they didn't want to use the "live tornado' EAS code (TOR) for the test. Last year, it set off everybody's phones and they were deluged with panicked members of the public.

So this year, they decided to use the Weekly Test code (RWT) which is NOT automatically relayed by any radio or TV station. So, few heard the test, at least not on radio & TV.

MIssouri Broadcasters Association attempted to advise their membership of this change, but since 99% of radio and TV stations are automated, no on-air notices were given by most stations.
Bob said he tried to advise the 'higher-ups' that the test would be meaningless, but his advice was not heeded.

Additional: in many communities, sirens were tested. Sirens are operated by local police departments and local EMS officials. Almost all of them are operated manually.
One additional thought: We had enough 'real' bad weather last week to demonstrate the system actually worked in real practice.

Those of us of a certain age who lived in the middle of the USA remember KAAY as the "Mighty 1090". During the 60's and 70's, there were few more influential stations in the middle of the country than KAAY. Their 50kw signal, a 3-tower blowtorch eminating from a site south of Little Rock was a 'figure-8' pattern with the main lobes north and south. The signal could easily be heard in Canada and Cuba as well as most of the midwest and mid-south. "Beeker Street" comes to mind for many.
Cumulus has owned it for several years, and it's been a gospel/preaching station for many years.
In 2018, Cumulus spent a boatload of money rejuvinating the transmitter site. New Nautel transmitter, new ground system, etc. The station hadn't been in that good shape since the days of longtime engineer Felix McDonald.
Last year, a storm knocked down one of the 3 towers. They've been operating on an STA since then.
A few days ago, Cumulus filed to downgrade the station from Class A (former Class I) to Class D. They've proposed 50kw daytime and 80-watts non-directional nightime. That will effectively remove the station from the nighttime airwaves except right around the tower.
As a person of that 'certain age', it really breaks my heart. But I certainly can understand why Cumulus wouldn't want to spend any more money on it. The ROI just isn't there.
