Director of Research and Programs
The Department of Global Health and Social Medicine seeks a Director of Research and Programs to coordinate and oversee the core activities of the Harvard Medical School Center for Global Health Delivery - Dubai. The Center has three concurrent missions: to conduct and publish cutting edge health delivery research on innovative approaches to addressing health problems of critical importance to the region and world; to train the next generation of scholars and practitioners from Dubai and the region in global health delivery; and to enable Dubai to serve as an important regional hub for discussions and policy formulation on health problems of critical importance to Dubai, the United Arab Emirates, the region, and the world. This position is employed by Harvard Global Research and Support Services Inc. (Harvard Global) an affiliate of Harvard University or by another affiliate of Harvard University. The Center is scheduled to open fall of 2015 pending final approval of funding.
This position offers a unique and exciting opportunity to lead programs in the Center's core topics, which include global surgery, infectious disease, mental health, and non-communicable diseases. The responsibilities of this position are broad, spanning multiple institutions and continents.
Reporting to the Director of the Center, the Director of Programs & Research will play a key role in guiding the health-delivery research activities of the program and assisting with the development and implementation of the teaching and training activities. The ideal candidate will possess the ability to provide leadership skills necessary to create effectively functioning operations, work productively and collaboratively with a wide variety of people including clinical investigators, clinical and administrative support staff, local government authorities, colleagues and supervisors. The Director of Research and Programs needs to understand and provide leadership to staff regarding the issues and regulations important to translational and human subjects research. The position works collaboratively with the Department of Global Health and Social Medicine and Harvard Global on programmatic, administrative and financial activities to ensure that the Dubai operations are in compliance with relevant regulations, policies and procedures.
This position is located in Dubai. Candidates should be eligible for employment sponsorship in Dubai.

The Director of Administration is part of the leadership team responsible for the creation and management of the Center and reports directly to the Faculty Director. This position will assume the role of General Manager with responsibilities that include, banking, contract management, human resources, application for and renewal of licenses and permits and will represent the organization and its sub-contractors in written or oral communications with Dubai Healthcare City Authority, local partners, vendors, and all other government bodies in Dubai and the UAE. The Director works collaboratively to perform a wide range of complex and confidential administrative and communication related duties to support the Center’s administration, programs, special projects, and office management. The responsibilities of this position are broad, spanning multiple institutions and continents. The position communicates effectively and efficiently with a wide range of internal and external contacts and coordinates the administrative services and support for the Center. S/he anticipates and resolves problems and updates the Director of the Center and the Director of Research and Programs on status of projects and day-to-day activities. The Director works collaboratively with the HMS DGHSM and Harvard Global on programmatic, administrative, and financial activities to ensure that the Dubai operations comply with relevant regulations, policies, and procedures.
Specific duties include:
- Coordinates and has direct responsibility for several key administrative functions/operations and office management of the Center.
- Manages and provides leadership on strategic staff recruitment, performance and salary management, and staff development.
- Maintains applications and renewal of licenses and permits to ensure the Center remains in compliance with the Dubai Health Care City.
- Provides for smooth flow of administrative and financial operations, systems, and procedures.
- Works with Center leadership to streamline administrative processes and leads process improvement projects.
- Responsible for, banking and contract management in Dubai; Center communications, public relations, and outreach; human resources management-identifies training needs and implements training; and budget and forecasting
- Serves as the first point of contact to resolve employee relations issues and will work with Human Resources to address further when necessary.
- Represent organization with DHCA, government bodies, local partners, and vendors.
- Supervises Center’s administrative staff.
- Serves as the principal source of information on established office policy/procedures, advises, and communicates with staff.
