The Global Coalition to Defeat ISIS has established a focus group to help African states build up their counter-terror capabilities according to its deputy special envoy.
Ian J MacCary told an interviewer that criminal gangs and organisations and militia groups had adopted Islamic State (IS) ideology over recent years, and were using the "brand" to enhance their prestige.
He added that an inefficient delivery of government services in regions across the continent was creating conditions of economic depravation and a lack of security that was being exploited by terror groups.
The Global Coalition to Defeat ISIS was established in 2014 as a broad international coalition to defeat IS in Syria and Iraq. It currently has 87 members and now focuses on tackling the terror organisation across the globe.
