Naisubasta sa halagang katumbas ng P36 milyon o EUR 630,000 sa isang auction house sa abroad ang antigong Bulul na mula sa Ifugao. Ang artifact, tinaguriang masterpiece of Ifugao Art.

Sa ulat ni Sandra Aguinaldo sa GMA News “24 Oras” ngayong Huwebes, sinabing naisubasta ng kilalang auction house na Christie’s ang Bulul na may taas na 31 inches o tatlong talampakan.

Ang Bulul ay mula raw sa koleksyon ni William Gumbook Beyer, na anak ng Amerikanong tinaguriang Father of Philippine Anthropology na si Henry Otley Beyer.

Paliwanag ni Dr. Nestor Castro ng UP Department of Anthropology, mahalaga sa kulturang Pinoy ang Bulul o diyos para sa kasaganahan ng palay.

Aniya pa, maaaring naibenta nang mahal ang Bulul dahil sa pagiging antigo nito, at nakakabit ang pangalan ni Henry.

“Si Beyer ang unang-unang nagturo ng anthropology sa Pilipinas. Noong 1914 nagturo siya sa UP Manila at noong 1917 ay itinayo naman niya ang UP Department of Anthropology,” ani Castro.

Sa page ng National Museum, makikita ang larawan ng iba’t ibang uri ng Bulul kabilang na dito ang mula kay Henry.

Binanggit din ni Castro na nakapag-asawa si Henry ng taga-Cordillera, kaya isang Filipino-American ang anak nitong si William.

“Sa paniniwala kasi ng Ifugao, ang mga namamatay na ninuno ay eventually nakasama sa roster ng mga anito. Ngayon, si Beyer ay china-chant na rin ng ilang Ifugao bilang isang anito o isa sa mga ninuno na yumao na,” dagdag pa niya.

Gayunman, nanghihinayang si Castro na maaaring manatili sa kamay ng mga dayuhan ang isang bagay na mahalaga sa kultura ng mga Pinoy.

“Nangingibabaw ang mga market forces sa pagkolekta ng ating mga artifacts, specimens at parte ng ating cultural heritage. Something na sana maiwasan in the future,” pahayag niya.

Samantala, sinabi ni Lisa Guerrero Nakpil, Board Member ng National Historical Commission of the Philippines, na ang mataas na halaga ng Bulul sa auction ng Christies’ ay nagpapakita rin ng kahalagahan ng kultura ng mga Pilipino.

“All Filipino objects of cultural importance must remain in the Philippines. The other school of though is that it should be shared with the world,” diin ni Nakpil

STRASBOURG, France – The European Parliament on Wednesday recognized Russia as a “state sponsor of terrorism”, accusing its forces of carrying out atrocities during its war on Ukraine.

The move by the European legislators is a symbolic political step with no legal consequences, but MEPs urged the governments of the 27-nation EU to follow their lead.

“The deliberate attacks and atrocities carried out by the Russian Federation against the civilian population of Ukraine, the destruction of civilian infrastructure and other serious violations of human rights and international humanitarian law amount to acts of terror,” a resolution approved by EU lawmakers said.

The parliament said it “recognizes Russia as a state sponsor of terrorism and as a state which uses means of terrorism”.

Kyiv has been calling on the international community to declare Russia a “terrorist state” over its invasion of the country, and the Strasbourg parliament’s decision will likely anger Moscow.

Ukraine’s President Volodymyr Zelensky hailed the vote.

“Russia must be isolated at all levels and held accountable in order to end its long-standing policy of terrorism in Ukraine and across the globe,” he said in a social media post.

The European Union — unlike the United States — does not have a legal framework to designate countries as a “state sponsor of terrorism”.

Washington has so far steered clear of putting Russia on its list, a move that triggers more sanctions and would remove the state immunity of Moscow’s officials.

The resolution, backed by 494 MEPs and opposed by 58, calls on Brussels to put in place the “legal framework” to take the move and consider adding Russia.

“We called a spade a spade. Russia is not only a state sponsoring terrorism, but the state, which is using means of terrorism,” said Lithuanian MEP Andrius Kubilius, who spearheaded the push for the resolution.

“The recognition of this fact by the European Parliament sends a clear political signal. Europe, Europeans do not want to remain passive, when their big neighbor violates all humanitarian and international standards.”

Lawmakers in several eastern EU countries have already voted to condemn Russian “terrorism”.

The EU has imposed eight rounds of unprecedented sanctions targeting Russia’s key oil exports and top officials since President Vladimir Putin ordered his troops to attack in February.

European diplomats say work is underway on preparing a new package of sanctions after Moscow unleashed a ferocious missile and drone blitz against Ukraine’s energy infrastructure following losses on the battlefield.

The European Parliament resolution also urged the EU to include the Wagner mercenary group and troops loyal to Chechen leader Ramzan Kadyrov on the bloc’s sanctions list of “terrorist” organizations. — Agence France-Presse

WASHINGTON – The US Justice Department is seeking to question former Vice President Mike Pence as a witness in connection with its criminal investigation into former President Donald Trump’s efforts to stay in power after losing the 2020 election, the New York Times reported, citing people familiar with the matter.

Pence is open to considering the request, recognizing that the Justice Department’s probe is different from the investigation by a House of Representatives committee that has also probed the Jan. 6, 2021, attack on the Capitol, the newspaper reported on Wednesday.

Thomas Windom, a lead investigator examining the efforts to overturn the election, reached out to Pence’s team in the weeks before Attorney General Merrick Garland appointed a special counsel on Friday to oversee the Jan. 6 investigation and a separate probe into Trump’s handling of classified documents, the report added.

The office of special counsel declined to comment when contacted by Reuters.

The discussions about questioning Pence are in their early stages, according to the newspaper. Pence has not been subpoenaed, and the process may take months, because Trump may seek to block, or slow, his testimony by trying to invoke executive privilege, it added.

Pence has said he thinks Trump was wrong to believe the former vice president had the power to reverse the outcome of the 2020 election. The election results were being certified by Pence and lawmakers when the Capitol was attacked by supporters of Trump, a Republican, after weeks of false claims by the former president that he had won the vote.

Pence previously said he would consider testifying before the congressional committee probing the Capitol attack if asked but added later that he also considered the panel to have “a partisan taint.” — Reuters

BEIJING — Schools and businesses closed, restaurants empty, and the fear of being locked down at any moment—the Chinese capital is a cauldron of dread and fatigue as COVID-19 curbs tighten nearly three years into the pandemic.

As infections in Beijing surge, residents are increasingly fed up with navigating vague, shifting restrictions and exhausted by the uncertainty of how long they might last.

“I’m sick of everything now, there is no one on the street,” Elaine, an office worker in her twenties, said.

“I want to eat out and socialize with friends, but it’s impossible,” she told AFP.

One French expat living in Beijing was unexpectedly locked down in her boyfriend’s apartment Monday morning after staying the night—one of his neighbors got infected, causing the entire building to be sealed for five days.

“Every time we go to sleep, we’re not sure whether the next morning we’ll be trapped in our own apartment,” the woman, who asked to remain anonymous, said.

“The only thing we have left is the freedom to walk down the street and breathe fresh air.”

Testing queues now routinely stretch around blocks, while businesses struggle to manage often unclear red lines.

The fact that information often comes by word of mouth—oral instructions to close restaurants and businesses that are filtered through the sub-district or neighborhood committee level—has only compounded the misery.

Empty streets

Beijing’s tightening restrictions come as the city is reporting its highest-ever number of daily infections, but at around 1,500 cases, the figures remain low by international standards.

And almost three years into the pandemic, the reaction by health officials appears out of proportion as the rest of the world has learned to live with the virus.

Residents fear a similar shutdown to the one that was imposed on China’s biggest city, Shanghai, in the spring, which led to food shortages, protests and scenes of chaos as people fled snap lockdowns.

Beijing’s downtown shopping hub of Sanlitun, with its now-closed malls and Western boutiques, and the densely populated central business district of Chaoyang are deserted.

Hairdressers, spas and other services deemed not essential for daily living have also been closed.

One former staffer at a Chaoyang gym left Beijing after her workplace closed down during an outbreak in May, the last time restrictions were this strict.

“The latest COVID-19 wave has had a big impact on people’s lives, especially those working in the service sector and fitness enthusiasts,” the woman surnamed Xu told AFP.

“Random closures of some PCR testing booths have also affected people who need a 24-hour test result to go to work,” she added.

“Many of my former gym colleagues have left Beijing due to lack of salary.”

Meanwhile, in Dongcheng district, the capital’s historical heart, chock-full of imperial monuments and government ministries, restaurants are barricaded by tables laden with takeout bags.

A staffer at a noodle shop in the district surnamed Wang told AFP that profits had gone down “by 99 percent” since restaurants were ordered to offer only food for takeaway.

“We now only make a few hundred yuan through takeout deliveries per day,” he said.

“I hope the city reopens soon, otherwise we won’t be able to recoup the losses.” — AFP

CHISINAU — Moldova said Wednesday that it was suffering from widespread blackouts that were caused by a fresh barrage of Russian strikes on energy infrastructure in neighboring Ukraine.

“As a result of Russia’s bombardment on the Ukrainian energy system, within the last hour, we have massive electricity blackouts in the whole country,” Moldovan deputy prime minister Andrei Spinu wrote on Facebook.

He added that the country’s national energy provider Moldelectrica was working to restore supplies.

Ex-Soviet Moldova, which is wedged between Ukraine and EU-member Romania, also experienced widespread blackouts earlier this month following another barrage of Russian missiles.

Ukraine previously provided for 30 percent of Moldovan electricity demand, with the remaining 70 percent coming from a thermal power station in Transnistria, a small breakaway region.

Russian-backed separatists there have also cut deliveries to the rest of the country, but Romania has stepped in to sell gas, electricity and firewood to Moldova at reduced prices.

“Russia left Moldova in the dark,” Moldova’s EU-friendly president, Maia Sandu, said Wednesday after the latest round of Russian attacks.

“We can’t trust a regime that leaves us in the dark and cold, that deliberately kills people,” Sandu said on Facebook, she said, vowing to restore energy.

Russian energy giant Gazprom this week accused Ukraine of diverting natural gas supplies transiting to Moldova and threatened to cut supplies.

Moldova dismissed the Gazprom allegations, saying “all the gas delivered to Moldova ends up in our country.”

Isang overseas Filipino Worker ang dumulog sa programang “Sumbungan ng Bayan” dahil wala umano siyang napakinabangan sa kooperatiba na pinaglagyan niya ng kaniyang pera bilang investment sana sa San Jose del Monte, Bulacan.

Ayon kay Celia, hindi niya tunay na pangalan, nag-invest siya sa kooperatiba dahil sa alok na maaari silang makautang nang doble ang laki sa kanilang naging investment, at nasa 2.7% lang ang interes kada buwan.

“Kasi po dito po sa abroad, maski malaki ‘yung sahod parang break even lang po eh, wala rin pong maipon. Kaya ang ano ko po sana diyan sa Pilipinas, magkaroon ako ng investment para na rin sa future,” saad niya.

Umabot umano sa P81,000 ang pera na naipasok ni Celia sa kooperatiba ngunit wala raw siyang napakinabangan dito.

Ipinaliwanag ni Atty. Conrad Leaño, na ang kooperatiba ay isang asosasyon ng mga tao na ang layunin ay maiangat ang buhay ng mga miyembro nito.

“So primarily, ‘yan talaga ang purpose ng kooperatiba, sama-sama, asosasyon ng mga tao para sa ganon ang kanilang mga buhay ay umangat. Dahil ang kooperatiba ay maaaring pumasok sa iba’t ibang ventures or negosyo,” ani Leaño.

Binanggit rin ng abogado na kasama sa mga ventures ng kooperatiba ang pagpapautang.

“Ngayon isa sa mga pribilehiyo ng kooperatiba ay magpapautang ang kanilang member beneficiaries pero ito ay hindi automatic. Just like any other lending companies, siyempre not because you are a member beneficiary ay automatic na papautangin ka,” aniya pa. “So mayroon pa rin mga screening na dadaanan ‘yan, mayroon pa ring mga credit investigations.”

Ayon pa kay Leaño, layunin din ng kooperatiba na kumita at kaulauna’y makikinabang din ang mga miyembro nito sa kita.

“So, gaya ng isang, korporasyon na kumikita, na kapag kumita ay nagpapamahagi ng dividendo sa mga stockholders, ganoon din ang kooperatiba. Kapag kumita ang kooperatiba in a form of interest, kung sakali ito ay nagpapautang ang mga member beneficiaries ay entitled sa parang dibidendo nila,” diin pa niya.

Samantala, sinabi ni Celia na pinipilit raw silang mag-recruit ng mga bagong miyembro ngunit nang umutang siya wala raw mailabas ang kooperatiba.

“Actually, po kasi nu’ng una po hindi po ako nangungutang kasi ang ginagawa lang po nila, pinapa-capital build nila kami… tapos kailangan ng P100 a week. Tapos pinipilit nila kaming mag-recruit nang mag-recruit,” salaysay pa ng OFW.

Pero kung sakali ay hindi papautangin ng kanilang kooperatiba, they have to right to know why, especially kung naisumite naman nila ang lahat ng kinakailangang isumite, nabayaran nila ‘yung kanilang membership dues, and kung sa tingin naman nila they have the capacity to pay the monthly interest and principal loan, so they have the right to know kung bakit,” paliwanag ng abogado.

RIYADH, Saudi Arabia – Saudi King Salman has declared a national holiday after the football team’s stunning World Cup win on Tuesday over Argentina, state media reported.

The 86-year-old monarch “orders that tomorrow, Wednesday, be a holiday for all employees in the public and private sectors, as well as male and female students at all educational levels”, the Al-Ekhbariya channel said on Twitter.

The move comes in the middle of final exams in the Gulf nation, indicating that they will have to be rescheduled.

CIANJUR, Indonesia – The governor of the worst-hit province and a local official said the death toll from an earthquake on Indonesia’s main island of Java on Monday had jumped to 162.

“I regret to inform that 162 are dead,” West Java governor Ridwan Kamil said in a video seen by AFP. Adam, the spokesman for the local administration in Cianjur town in West Java, who like many Indonesians goes by one name, confirmed the toll to AFP.

Nasunog ang bahagi ng isang barangay hall sa Quiapo, Manila ngayong Lunes ng gabi.

Sa ulat ni Ralph Obina sa Super Radyo dzBB, sinabing sumiklab ang sunog sa loob ng barangay hall ng Barangay 306 Zone 30 sa Palanca Street.

Ayon sa kapitan ng barangay na si Joey Uy Amisola, bandang 8:30 p.m. nang makarinig sila ng pagputok na nasundan ng pagsiklab ng apoy.

Matapos mangako ang pamahalaan ng Saudi Arabia na babayaran nila ang backwages ng mga overseas Filipino workers (OFW) na nawalan ng trabaho sa kanilang bansa noong 2015-2016, nagbabala naman ngayon ang Department of Migrants Workers (DMW) na may mga taong maaaring samantalahin ang magandang balita.

Sa ulat ni Jun Veneracion sa GMA News “24 Oras” nitong Lunes, sinabi ni DMW Secretary Maria Susan Ople, na dapat iwasan ng mga OFW na makakakuha ng backwages ang mga taong magpapanggap at magpapakilalang mga “middleman” at mangangakong mapapabilis ang proseso ng kanilang hinahabol na sahod at mga hindi nabayarang benepisyo sa KSA.

Isusumbong daw kaagad ng DMW sa mga awtoridad ang mga taong magpapakilalang middleman na nakapasok na umano sa mga chat group ng mga claimant.

“Maawa po sana yung mga gagawa niyan,” sabi pa ni Ople.

Una nang iniulat na sasagutin ng gobyerno ng Saudi Arabia ang mga hindi nabayarang sahod at benepisyo ng mga dating OFW na nawalan ng trabaho noon mula 2015 hanggang 2016 matapos mabangkarote ang mga pinasukan nilang mga kompanya sa nasabing bansa sa Middle East.

Kasunod ito ng bilateral meeting nina Pangulong Ferdinand Marcos Jr. at Saudi Crown Prince Mohammed Salman sa sideline ng Asia-Pacific Economic Cooperation Summit sa Thailand noong nakaraang linggo.

Maglalaan umano ang Saudi Arabia ng 2 billion rials para mabayaran ang nasa 10,000 OFWs.

“The DMW is willing to send a team to the Kingdom of Saudi Arabia if this will hasten the process of consultations,” saad ni Ople.

Gayunman, sinabi ni DMW Undersecretary Hans Leo Cacdac, na pag-uusapan pa lang kung paano at kailan sisimulan ang proseso ng pagbabayad.

“Who will be on the list, I think that will be one of the topics of discussion with the Saudi side,” ani Cacdac.

Samantala, pinaalala ng DMW na sila ang mag-aanunsiyo kung kailan at ano ang mga rekisito na kailangang ihanda ng mga OFW na claimant.

“Hindi sila kailangang pumunta dito, sayang lang pamasahe ninyo at ‘yung pagod ninyo. Kami po ang lalapit sa inyo,” sambit ni Ople.

In a speech before participants in the Distinguished Visitors Program at the PNPA Grandstand in Silang, Cavite, Romualdez said PNPA cadets should be given benefits in case of disability, sickness, or even death, during training.

He said there were pending measures in the House of Representatives providing for such reforms in the PNPA. He promised that these will be acted on under his leadership.

“In an increasingly globalized, highly advanced society, there is a need to modernize the PNPA and educate our police corps with new methods, so they may have the competency and expertise to deal with criminals employing new schemes and technology in the commission of a crime,” Romualdez said.

Romualdez then said that in pursuit of reforms, the police academy must be given the autonomy to build infrastructure, acquire necessary equipment, and reorganize administrative structures.

“The PNPA must also be authorized to determine exclusively its plans, policies, programs, curricula, and standards of teaching and training without any control, pressure, or influence,” Romualdez said.

Romualdez said PNPA cadets should be provided benefits in case of disability, sickness, or even death, during training.

“These measures desire to establish a PNPA corps of professors and instructors, and to create a system of faculty, placement, promotion, and development,” Romualdez said.

“Most of the bills also seek to classify PNPA cadets as state scholars and treat their period of cadetship as part of their government service,” he added.

Romualdez said Congress allocated funds for anti-criminality intelligence, case recording and tracking, detection and investigation services, case filing and arrest, capacity building, operational readiness, and disaster and emergency response.

“Let us all do our share in keeping our communities safe, and in making sure that every Filipino family is free from danger and harm,” Romualdez said.

Nasawi rin ang James Buted, 63, na sakay naman ng tricycle, na nahagip din ng SUV sa Barangay Davila.

Sa imbestigasyon ng pulisya, napag-alaman na nag-overtake umano ang driver ng SUV at unang nabangga ang tumigil na motorsiklo.

Sunod na nitong nahagip ang mga nasawi, kabilang ang naglalakad na mag-lola, at matandang lalaki na nasa tricycle.

LONDON, United Kingdom – Climate change activists occupied celebrity chef Gordon Ramsay’s three-star Michelin restaurant in London on Saturday evening, demanding an overhaul of the UK’s food system.

Fourteen members of “Animal Rebellion” entered Restaurant Gordon Ramsay in Chelsea, southwest London, at around 6:00 pm (1800 GMT) and sat at tables reserved for guests.

They held mocked-up menus detailing the environmental costs of dishes offered in the restaurant, and left when the establishment closed a few hours later.

“This luxury restaurant epitomizes the inequality we face in the UK right now, as well as denial of the severity of the Climate Crisis,” the group tweeted.

“We need a dramatic shift in the UK’s food system, and we all need to take responsibility for that,” it added.

A spokesperson for Restaurant Gordon Ramsay said: “Everyone is entitled to their opinions and beliefs.

“However, to force your way into a restaurant, disturbing hard-working staff going about their jobs and ruining the evening of guests who have waited months for their reservations is incredibly inappropriate and deeply disrespectful.”

Activist Lucia Alexander called for a “transition to a plant-based food system”.

“A plant-based food system requires 75 percent less farmland to grow food, allowing us to feed millions of additional people without the reliance on exploitative and inefficient animal farming industries.”

London’s Metropolitan Police said they had been called to the restaurant, but that no arrests were made.

“Officers attended. The restaurant was closed, and the protesters left. There were no arrests,” said a spokesman. — Agence France-Presse

The Department of Health (DOH) on Sunday recorded 1,063 new COVID-19 cases, increasing the total nationwide caseload to 4,025,917.

This is the fourth straight day that more than 1,000 new cases were recorded, with 1,122 new infections tallied on Saturday.

The department recorded fewer than 1,000 new cases on November 16 with 810 infections.

Based on the DOH’s latest data, the country’s active cases decreased to 18,647 from 18,864 on Saturday. For almost three weeks, active cases in the country were lower than 20,000.

The number of recoveries climbed to 3,942,794 while the death toll rose by 8 to 64,476.

According to the DOH, the regions with the most cases in the last two weeks were the National Capital Region with 3,551 followed by Calabarzon with 2,062 and Western Visayas with 1,587.

The Health Department said at least 10,904 individuals were tested, while 319 testing labs submitted data on November 19.

DOH also said that the bed occupancy in the country was 23.2%, with 6,544 beds occupied, while 21,610 were vacant. — DVM, GMA Integrated News
