Mark W. Frankson, aged 56 and hailing from Lakewood, found himself facing a series of charges in the early hours of Monday following an incident. The charges against him include unnecessary noise, resisting arrest, second-degree criminal possession of a weapon, DWI (Driving While Intoxicated), and several vehicle and traffic violations.

This all unfolded when officers, along with the Stop DWI Unit, conducted a traffic stop involving a motorcycle on North Main Street at approximately 12:04 a.m. The reason for the stop was excessive noise due to loud music. Subsequent investigations revealed that Frankson was operating the motorcycle despite having revoked state driving privileges and being under the influence of alcohol.

Upon being informed of his impending arrest, Frankson resisted the officers' efforts and was eventually taken into custody. During the arrest, a loaded 9mm pistol was discovered concealed in Frankson's rear waistband, and it was determined that he did not possess a valid pistol permit.

Frankson was subsequently transported to the Jamestown City Jail, where he awaited arraignment on the various charges brought against him.

Arrest of Jamestown Residents Occurs Amidst Suspicious Circumstances

Jamestown – The Jamestown Police Department’s K9 Unit observed Steven D. Schrecengost, aged 28, riding a bicycle through residential backyards, and it was discovered that he had multiple active warrants within the city. Upon tracing his whereabouts to a residence, officers encountered Lisa M. Tibbetts, aged 47, who initially denied Schrecengost’s presence. Subsequently, with permission from the homeowner to enter the house, Tibbetts obstructed the officers’ entry and was subsequently arrested for obstructing governmental administration.

A subsequent search of the residence led to the discovery of Schrecengost in a bedroom, where he was attempting to conceal himself. He was arrested without further incident. Tibbetts was booked on charges of obstructing governmental administration and released with an appearance ticket, while Schrecengost faces additional charges and is currently held pending arraignment.

Pair Faces Trespassing Charges

Jamestown – On the evening of September 1st, 2023, officers from the 2nd platoon encountered a trespassing incident in the city of Jamestown. In the stairwell of the Cherry Street Ramp, Lisa M. George, 41, and Kimberly E. Phanco, 35, both Jamestown residents, were found without authorization. As a result of their unauthorized presence, they were each issued appearance tickets, mandating their appearance in the City of Jamestown Court at a later date.

It should be noted that the individuals were not customers of the ramp at the time of the incident.

Fatal Roadway Collision on RT394 Results in Loss of Lives

Chautauqua County Sheriff’s deputies were called to a harrowing scene on September 3, 2023, at 12:43 PM, at the intersection of RT394/Woodlawn. This incident involved a pickup truck making a left-hand turn, intersecting the path of an oncoming motorcycle. In a tragic turn of events, both the motorcycle’s driver and passenger sustained fatal injuries in the collision.

The victims, a male and a female, have yet to be identified with addresses pending confirmation. Despite the swift response of law enforcement and emergency medical services from various fire departments, their valiant efforts proved futile, and the victims tragically succumbed to their injuries.

Traffic Stop Leads to Arrest

On September 4, 2023, at approximately 0012 hours, officers from the Jamestown Police Department’s Third Platoon, along with assistance from the Stop DWI Unit, conducted a traffic stop on a motorcycle in front of the Wine Cellar bar located at 309 N Main Street. The reason for the stop was excessive noise from the motorcycle’s music. Upon investigation, it was determined that the operator, Mark W. Frankson, a 56-year-old resident of Lakewood, was operating the motorcycle despite having revoked NYS driving privileges and being under the influence of alcohol.

During the arrest process, Frankson resisted the officers but was ultimately taken into custody. A loaded 9mm pistol was recovered from Frankson’s rear waistband, and he did not possess a valid pistol permit. Frankson was then transported to the Jamestown City Jail and is facing charges that include Unnecessary Noise, Resisting Arrest, Criminal Possession of a Weapon in the 2nd degree, Felony DWI, Aggravated Unlicensed Operation of a Motor vehicle in the 1st Degree (Felony), and other vehicle and traffic violations. Frankson will remain in the Jamestown City Jail until his arraignment.

Child Endangerment and Assault Charges Stem from Domestic Dispute

Jamestown – At around 11:28 pm, the Jamestown Police 2nd Platoon received reports of a domestic dispute and promptly responded. Following their investigation, it was determined that Ashley Matthews, a 40-year-old resident of Jamestown, had used her forearm to apply pressure to the throat of a male victim while several children were present.

As a result of these findings, Matthews has been apprehended and is presently in custody, awaiting arraignment in Jamestown City Court. The charges against her encompass three counts of endangering the welfare of a child and the crime of obstructing breathing or blood circulation.
