Borno state governor, Prof. Babagana Umara Zulum has assured the National Drug Law Enforcement Agency, NDLEA of his commitment to bolstering the current partnership between his government and the anti-narcotics agency to achieve the goal of a drug free society across all 27 local council areas of the state.

Prof. Zulum gave the assurance when he hosted the Chairman/Chief Executive Officer of NDLEA, Brig. Gen. Mohamed Buba Marwa (Retd) who was in Borno for a three-day war against drug abuse, WADA, advocacy visit to mobilise relevant stakeholders to take ownership of the fight against substance abuse and illicit drug trafficking.

While commending the governor for his remarkable achievements in office, Marwa briefed him on the purpose of his visit as part of his ongoing social advocacy sensitization efforts across the country to engage with stakeholders with a view to cascading WADA efforts at the national level down to the grassroots and communities. He said everything must be done to drastically reduce demand for illicit drugs and cut down access and availability of psychoactive substances because of the nexus between illicit drugs and the security challenges facing the state and the country as a whole.

Governor Zulum in his response acknowledged Marwa’s inspiring leadership qualities everywhere he had served including Borno as the state’s former military governor and his commitment to the drug fight. He assured the NDLEA boss of the readiness of his government to strengthen and enlarge the existing collaboration in the interest of law and order as well as humanity.

While on his advocacy visit to the palace of Shehu of Borno, Abubakar Ibn Umar Garba Elkanemi, the NDLEA chairman urged the respected monarch to continue his support for the fight against illicit drugs while calling for drug test for intending couples as part of conditions for the conduct of weddings. He said this will discourage a lot of young people from going into substance abuse. In his response, the Shehu assured Marwa that all the 59 district heads under his emirate and the Chief Imam of Borno, Alhaji Zanna Laisu Ibrahim Ahmad present at the meeting will go back to their domains to implement the idea including setting up of drug control committees in their communities.

The same understanding was equally reached in another engagement with the Council of Ulamas led by the Chief Imam, Zanna Laisu Ibrahim Ahmad. The idea was equally endorsed by the Christian community in another meeting held with leaders of the Christian Association of Nigeria, CAN, in Borno. Chairman of CAN in the state, Most Rev Dr. John Bogna Bakeni while commending Marwa’s integrity, hardwork and selfless service to humanity said “the Christian community in Borno is ever ready to partner with you and your agency on this course because government alone can’t fight the drug scourge.”

Marwa and his delegation also made a stop over at the Headquarters Joint Task Force (North East) Operation Hadin Kai, where he encouraged the Theatre Commander, Major General Gold Chibuisi and his commanding officers to continue their support, patriotism and sacrifice for the nation. He called for more collaboration with NDLEA to cut off access to illicit drugs by insurgents as well as drug test and sensitization lectures for troops on the dangers of illicit substances to their wellbeing. Major Gen. Chibuisi in his response promised to make the drug fight part of the counter-insurgency efforts while increasing partnership with the anti-narcotics agency.

In his meeting with chairmen of local government areas in the state, Marwa charged them on collaboration as the agency prepares to establish presence in all the local councils across the country in the coming year. The state Commissioner for Local Government and Emirate Affairs, Hon. Sugun Mai Mele and the LGA bosses assured of their preparedness while offering suggestions on how the synergy will work.
Also speaking during an advocacy visit to the Vice Chancellor of the University of Maiduguri, Prof. Aliyu Shugaba and his management team, the NDLEA boss called for drug test for fresh and returning students to discourage those with disposition to abuse illicit substances. While asking that the school’s counselling unit be strengthened to be able to respond to early signs of drug abuse, Marwa also assured that “we’ll like to work with the university to fish out members of the university community selling illicit drugs.”

In his response, Prof. Shugaba said “drug test is a great idea. We share and buy the idea and believe it will reduce drug abuse. The drug problem is of a serious concern in the university because most of those arrested for theft and other vices are found to be on drugs. As such, we will take your suggestions and implement them immediately.” He called for the setting up of an NDLEA Post on the campus and a Memorandum of Understanding between the university and the agency.

A stakeholders meeting was later held at the Indimi Hall of the university where Marwa and his team had interactions with members of other security agencies, students, transport unions, women groups, Youth Corp members, civil society organisations and many others.

Report Policemen Who Forcefully Collect Your Phone, FPRO Advises Nigerians

The Force Public Relations Officer, Olumuyiwa Adejobi, has advised Nigerians to report any policeman who forcefully collects or searches their phones.

Adejobi made this known on his X page on Tuesday.

He wrote, "Report any policeman who forcefully collects and searches your phones or electronic equipment. It's not proper, not professional.

"They can only scrutinise your phone when such is subject to an investigation and already marked exhibit, and such is not done on the road.

"So, any policeman who searches the phone on the road is deviant and violates the order of the IGP and negates our SOP. He should be sanctioned."

President Bola Tinubu has appointed a top prosecutor for the EFCC, Rotimi Oyedepo, and six individuals as new aides.

President Tinubu deployed the new appointees to the Federal Ministry of Justice, Abuja, where they will work under the Attorney-General of the Federation (AGF) and Minister of Justice, Lateef Fagbemi, a Senior Advocate of Nigeria (SAN).

A list of the appointees was seen by PREMIUM TIMES on Sunday.

Treat all g„nshĂŽt victims without Police report — IGP orders medical personnel.

The acting Inspector General of Police, IGP, Olukayode Egbetokun, has directed medical personnel across Nigeria to treat g„nshÎt victims without asking for Police reports.

Egbetokun issued the directive while urging health workers to sensitize Nigerians about the issue.

The IGP’s directive, based on the Compulsory Treatment and Care for Victims of Gunshot Act, 2017, was contained in a Police internal memo dated October 25, 2023, and signed by the Force Principal Staff Officer, Olatunji Disu.

The memo reads, “I forward herewith a copy of letter HMSH&SW/IG/CTCV/ 10/2023 dated 3rd October 2023, received from Federal Ministry of Health & Social Welfare on the above-underlined subject, and write to convey the directive of the Inspector-General of Police that you comply with and enforce the provisions of the Compulsory Treatment and Care for Victims of G„nshĂŽt Act 2017 without any hesitation.

DSS Releases Ex-EFCC Chairman Bawa After Over 100 Days In Custody

The Department of State Services (DSS) has released a former chairman of the Economic and Financial Crimes Commission (EFCC) Abdulrasheed Bawa after over 100 days in custody.

This is according to a late Wednesday statement by the secret police.

A video of the former EFCC chief being welcomed by his wives and children has also gone viral on social media in the aftermath of his release.

His freedom came months after President Bola Tinubu suspended him as the chairman of the anti-graft agency.

Bawa’s suspension was due to hefty allegations of abuse of office levelled against him, according to the office of the Secretary to the Government of the Federation (SGF).

The Director of Information at the SGF office Willie Bassey said the move was to allow for a thorough probe into the allegations.

In the wake of his suspension and his June 14 arrest by the DSS, a former Governor of Zamfara State Bello Matawalle also accused Bawa of seeking a $2 million bribe from him.

But the ex-EFCC chief denied the Minister of State for Defence’s allegations.

While Tinubu directed the Commission’s Director of Operations Abdulkarim Chukkol to step in as the acting chair of the EFCC, the Nigerian leader on October 12 named Ola Olukoyede as the agency’s chief.

Olukoyede’s appointment is for a renewable term of four years in the first instance, according to presidential spokesman Ajuri Ngelale.

Ajuri said the appointment followed Bawa’s resignation with Olukoyede’s confirmation coming in about a week later.

IGP CONVENES STRATEGIC SECURITY CONFERENCE, RETREAT FOR SENIOR POLICE MANAGERS IN IMO

The Inspector-General of Police, Ag. IGP Kayode Adeolu Egbetokun, NPM, Ph.D., as part of his firm commitment to ensuring internal security stability and creating a secure environment conducive for the implementation of the Federal Government’s policies, has sanctioned the organization of the Fourth Edition of the Conference and Retreat for Senior Police Officers. On the 18/10/2023 at about 1800hrs one Adamu Alhaji Ibrahim 31yrs of Dikechiri Bayan Gidan Dambe area Maiduguri went to Gwange Division accompanied by one Bukar Wadiya 39yrs with a Honda Vehicle Reg. No MAG 230 AP and CHASIS NO ANR742256679821 conveying the body of a woman who the said Adamu Alhaji Ibrahim claimed to be his wife and sought for an emergency help from the police. The woman was later identified as Fatima Alhaji Bukar. The husband stated that he is a staff of UBA BANK and came back from work at about 1700hrs and found her lying down in pool of blood.

Preliminary investigation reveals that before the incidence, the couple has some domestic disputes over an alleged extra marital affair by the husband at their matrimonial home. The house where the incident happened located at Dikechiri Bayan Gidan Dambe Area Maiduguri was secured and during search the following exhibits were recovered; one short pestle, a bag rope, a rug carpet stained with blood, knife, and Honda vehicle with CHASIS NO ANR742256679821, PLATE NO MAG230AP, and a mucus stained pillow.

There was no evidence of constructive breakage or entry into the house and only the husband has key to open the house from outside. The husband and one Bukar Wadiya were both arrested as prime suspects. Discreet Investigation is ongoing for diligent prosecution.

By the powers vested in President Bola Tinubu as established in section 2 (3) of the Economic and Financial Crimes Commission (Establishment) Act, 2004, that “the Chairman and members of the Commission, other than ex-officio members, shall be appointed by the President," President Tinubu has approved the appointment of Mr. Ola Olukoyede to serve as the Executive Chairman of the Economic and Financial Crimes Commission (EFCC) for a renewable term of four years in the first instance, pending Senate confirmation.

Mr. Ola Olukoyede is a lawyer with over twenty-two (22) years of experience as a regulatory compliance consultant and specialist in fraud management and corporate intelligence. He has extensive experience in the operations of the EFCC, having previously served as Chief of Staff to the Executive Chairman (2016-2018) and Secretary to the Commission (2018-2023). As such, he fulfills the statutory requirement for appointment as Chairman of the EFCC.

Mr. Olukoyede's appointment follows the resignation of the suspended Executive Chairman of the Economic and Financial Crimes Commission (EFCC), Mr. Abdulrasheed Bawa.

Furthermore, President Bola Tinubu has approved the appointment of Mr. Muhammad Hassan Hammajoda to serve as the Secretary of the Economic and Financial Crimes Commission (EFCC) for a renewable term of five years in the first instance, pending Senate confirmation.

Mr. Muhammad Hassan Hammajoda is a public administrator with extensive experience in public finance management who holds a Bachelor of Science degree in Accounting from the University of Maiduguri and a Masters in Business Administration from the same university. He began his career as a lecturer at the Federal Polytechnic, Mubi. From there, he went into banking, including successful stints at the defunct Allied Bank and Standard Trust Bank.

There is no evidence that Bola Tinubu, Nigeria’s President forged the certificate he submitted to the Independent National Electoral Commission (INEC), the BBC’s Global Disinformation Team is saying.

The BBC team made the submission in a publication Wednesday after the team looked at some of the most widely circulated claims, the publication said. The controversy erupted after Chicago State University (CSU) released President Tinubu’s academic records last week, causing a social media frenzy.

This controversy is the result of a legal case initiated in August by one of President Tinubu’s main rivals in the February presidential election, Atiku Abubakar of the Peoples Democratic Party (PDP). Abubakar sought to disqualify President Tinubu by alleging that he falsified the CSU diploma in Business Administration awarded in 1979, which he submitted to the Independent National Electoral Commission (INEC).

To gather evidence, Abubakar approached a US court in August, seeking CSU’s academic records through a legal process called discovery. President Tinubu’s lawyers opposed this, citing privacy concerns, but the US court allowed the process to proceed.

The requested documents included:
1. A copy of any diploma issued by CSU in 1979.
2. A copy of the diploma CSU awarded President Tinubu in 1979.
3. Copies of similar diplomas awarded to other students with matching font, seal, signatures, and wording.
4. Documents from CSU certified by Jamar Orr, a CSU staff member, between August 1, 2022.

In response, CSU submitted seven redacted diplomas from various disciplines, noting that these had not been collected by the students.

They stated they could not find President Tinubu’s 1979 diploma, as they do not keep copies of diplomas collected by students.

CSU did provide a replacement diploma dated June 27, 1979, and released other diplomas with a similar appearance. They also submitted other academic documents certified by Mr. Orr.

In line with the court’s ruling, Abubakar’s lawyer questioned CSU’s current registrar, Caleb Westberg, in a deposition. While some on social media claimed this deposition proved forgery, the BBC found no evidence to support this.

CSU had issued multiple diplomas between 1979 and 2003, including three different ones for President Tinubu:
1. The original 1979 diploma lost when he went into exile in the 1990s.
2. The second one, submitted to INEC, a replacement from CSU.
3. Another replacement diploma from the early 2000s that President Tinubu never collected.

The allegations on social media were based on comparisons between President Tinubu’s INEC submission and CSU’s 1979 diplomas. During Westberg’s deposition, it was noted that the diploma given to INEC did not resemble those from 1979 but was similar to those given in the 1990s.

Westberg clarified that CSU’s diploma template had evolved over time. A new diploma would match the template in use when it was issued, not when the student initially graduated. Diplomas from the 1990s resembled President Tinubu’s.

Furthermore, the INEC-submitted diploma had part of the university logo missing, possibly due to photocopying.

The BBC obtained a copy of the diploma from President Tinubu’s team, which was identical to the INEC submission.

Claims that CSU’s diplomas do not include “with honors” were also debunked, as this phrase was found in a diploma from the early 2000s authenticated by Westberg.

Another allegation about the gender of a student named Bola A Tinubu was dismissed, with Westberg confirming the student’s male identity through multiple records.

However, discrepancies in President Tinubu’s birth date and secondary school raised questions. CSU documents showed different birth dates, with the official birth date being March 29, 1952. Westberg suggested human error as a possible explanation for these discrepancies.

The Lagos State Police Command has confirmed that Owodunni Ibrahim Oluwatosin aka Primeboy, who was declared wanted on Wednesday, has turned himself in.

The command’s spokesperson, Benjamin Hundeyin, made this known in a post on his X handle.

The command had declared Primeboy wanted following his failure to honour the police invitation successfully sent to him since the commencement of the investigation into the circumstances leading to the death of singer, Ilerioluwa Aloba, popularly known as Mohbad.

The state command also added that the state Commissioner of Police, CP Idowu Owohunwa, would give a sum of N1 million to anyone with useful information leading to his arrest.

Hundeyin stated, “Following his being declared wanted, Owodunni Ibrahim Oluwatosin aka Primeboy has turned himself in. He has, immediately, been taken into custody for interrogation and other necessary actions.”

The spokesman also assured the public that no stone will be left unturned in ensuring a diligent investigation.

“The Command equally assures that all persons found culpable in the death of Mr Ilerioluwa Aloba aka Mohbad will definitely be brought to justice,” he concluded.

BREAKING: MohBad Died From Injuries Sustained During Fight With PrimeBoy - Police

The Lagos State Commissioner of Police, CP Idowu Owohunwa, has disclosed that injuries sustained during a fight between the late singer, Ilerioluwa Oladimeji Aloba aka Mohbad, and his childhood friend, Ibrahim Owodunni aka Primeboy, in Ikorodu, led to the singer's death

Addressing the media during a press briefing on Friday, CP Owohunwa said MohBad and PrimeBoy got into a fight after a show in Ikorodu where the 'Peace' crooner had performed.

Owohunwa added that injuries sustained by MohBad from that fight were not properly managed leading to his death.

“At the end of the show, Mohbad and Ibrahim were engaged in a violent fight, during which Mohbad was injured. The management of the injury subsequently resulted in his death. So he is being treated as a suspect."

EFCC, has secured an arrest warrant for former Minister of Petroleum Resources, Diezani Alison-Madueke.

The anti-graft agency has also initiated extradition proceedings to bring Diezani back to Nigeria.

The development was confirmed by Dele Oyewale, EFCC’s Ag. Head of Media and Publicity.

Oyewale said: “It is instructive to note that criminality is criminality, irrespective of jurisdictional differences. No crime can go unpunished. The money laundering charges for which Madueke is answerable to the EFCC, cover jurisdictions in Dubai, United Kingdom, United States of America and Nigeria.

“To bring the former Minister to trial in Nigeria, an arrest warrant has been obtained and extradition proceedings have been initiated. The Commission is on course on her trial. She will soon have her day in our courts.”
