On March 27, 2014, a decade ago today, the Government of the Philippines and the Moro Islamic Liberation Front signed the Comprehensive Agreement on the Bangsamoro (CAB).

The CAB served as the blueprint for the Bangsamoro Organic Law, the law that recognized the Bangsamoro people, and the law that established the Bangsamoro Autonomous Region in Muslim Mindanao.

Lethal Combination

The Covid-19 virus is right at our doorsteps in Marawi City, Lanao del Sur in patient 201. He is a 58-year-old male from Lanao del Sur who had traveled from Malaysia, admitted at the Amai Pakpak Medical Center on March 10 and expired a few days later. Covid 19 is a real and imminent danger to us all in what we normally think of our place as "isolated." It is clear, this virus respects no borders, no religion, no orientation, nor royalty. Distance is what it cannot beat. It is a troll. If you do not feed it, it does not thrive. We all know how to treat trolls online, don't feed them.

March 10 is our Day One.

Luckily for us, our LGUs and Mindanao State University suspended classes and offices and imposed community quarantine until April 14, 2020. But we have yet to see the full manifestation of this virus, and I sincerely pray we never get to see it. Much as I want to be hopeful as I seriously pray to the Almighty that He deliver us from this virus, I am not so confident.

We have a combination of beliefs, attitudes, and a different kind of religiosity that taken together could pose an impending disaster for us in the next several days considering our already saturated and one and only Medical Center in the province. Again, I may sound alarmist, but I would gladly be proven wrong.

First, patients and their relatives lie about their travel history. Hiding travel history has so far cured nobody. Besides, what is so shameful about the virus? Lying only brings danger not only to the patient and the relatives but most particularly to the medical personnel who have to combat this virus 24/7 with dwindling personal protective equipment (PPE). The threat to their lives is very real.

Second, we defy the Fatwa of several groups of ulama regarding the temporary suspension of congregational prayers. To quote our renown Aleem Hamid Barra in his FB post:

"The FATWA on the temporary suspension of Jumu'ah [Friday] prayer and congregational prayers is based on revealed [Qur'anic] and Sunnah evidences. Our renowned scholars of the world like the officials of the World Union of Muslim Scholars, the senior ulama council of Saudi Arabia, al-Azhar al-Sharif University, Fiqh Councils and Daru 'l-Ifta in Muslim and non-Muslim countries of the world have all agreed on the presence of the threat of the COVID-19 pandemic. They have seen the need to safeguard the lives of Muslims and have issued a positive approach to curve the threat."

The Muslim World saw the need to take precautionary measures to fight Covid-19, but not us. We continue with our Friday congregation prayers (some mosques) and chastise those who did not go to the mosque today as having followed the "rules of the Kuffar" and still insist that whatever happens is Allah's will. Whatever happens to the Fatwa? Have they not been issued by our local ulama as well?

Third, we are prone to believe mis/disinformation i.e., doctors are deliberately injecting lethal fluids to patients to kill them or other conspiracy theories out there that this virus is meant to cull our population. One pregnant woman refused to stay in the hospital despite being a candidate for Cesarean operation fearing that rumor to be true.

Fourth, we ignore or lack sufficient understanding of this virus as if it is merely a hoax or some propaganda that will soon become outdated. We think of it in the abstract which cannot manifest itself or as if we have some special protective shield that it cannot pe*****te us. We tend to be reckless or simply disbelieving of what this virus is capable of doing. That is also part of the reason why we do not think that it is of paramount importance that we disclose our travel history. We do not see the connection. To illustrate, patient 40 and patient 201 had been together according to some sources and both have succumbed to the virus. Feel free to expand your imagination.

LiveScience reports on March 17, 2020:

'"The explosion of COVID-19 cases in China was largely driven by individuals with mild, limited, or no symptoms who went undetected," study co-author Jeffrey Shaman, a professor of environmental health sciences at Columbia University Mailman School of Public Health, said in a statement."

The person standing next to you may look perfectly healthy-looking and even cute as one post stated, and yet he may be an unknowing carrier and may not display immediate symptoms.

Fifth, we are a communal society. In some of our households, social distancing may not be possible at all. Given all these combinations and other factors I could no longer mention, we are in grave danger of this virus spreading like wildfire.

For those who did their best to flatten the curve, we say Tawakkal. What happens is truly in God's hands as things are beyond our control. For those who knowingly, deliberately, and stubbornly did not take all precautions given all the measures and information drive taken by the LGUs, schools, and universities--blood on your hands.

May Allah help us all.

: The 3 Imams have just been released from Enrile, Cagayan jail after the court shortly has dismissed the case filed against them after their unlawful arrest due to alleged illegal drug possession which later turned out as a frame-up and a case victim of planted drug evidence.

NCMF UPDATES REGARDING THE PASSPORT ON WHEELS (POW) FOR LANAO RESIDENTS JOINING THE 2019 HAJJ

As a public service to the intending pilgrims residing in Lanao province, there will be a mobile issuance of hajj passports from Wednesday March 13, 2019 to Friday March 15, 2019 at the Provincial Capitol Gymnasium. This partnership with the Department of Foreign Affairs was an initiative of NCMF Secretary Saidamen B. Pangarungan and Vice Governor Mamintal “Bombit” Alonto Adiong Jr.

In addition to the usual DFA passport requirements, the intending pilgrims are advised to secure a Certificate of Tribal Membership (CTM) and an endorsement from the NCMF-Region 12B Marawi Main Office only. Only those endorsed by NCMF Marawi will be accommodated for the mobile passport application.

Documentary requirements for NCMF CTM and endorsement:
1. Original copy with photocopy of PSA SECPA birth certificate
2. For married women using their spouse's name: Original copy with photocopy of PSA SECPA marriage certificate
3. Two (2) pcs passport size photo taken within the last 6 months

Mahathir meets M**F chairman Murad Ebrahim

Malaysian Prime Minister Mahathir Mohamad on Friday met a Filipino Muslim rebel leader who has become a regional governor under a Malaysian-brokered peace deal, telling him while it’s easier to shoot and kill than to develop a nation, prosperity can only happen in the absence of war.

Moro Islamic Liberation Front rebel chairman Murad Ebrahim said Mahathir pledged during their meeting in Manila that his country will help ensure the success of the peace accord that transformed him and other rebel commanders last month into administrators of a conflict-wracked Muslim autonomous region in the south.

Mahathir met Murad on the last day of his visit to Manila, where he held talks with President Rodrigo Duterte on a wide range of issues, including combatting Islamic State-linked militants in the largely Roman Catholic nation’s southern region of Mindanao.

“Prime Minister Mahathir told him it’s easy to shoot and kill, but it’s difficult to develop. Chairman Murad said ‘Yes, that is the next level of our struggle, how to develop and transform our revolutionary organization,'” said Nabil Tan, a Philippine official who joined the meeting.

Murad said Mahathir told him, “If there is peace, then everything will come … He really encouraged us.”

“I explained to him our priorities, the challenges. Part of the challenges is our transformation from revolutionaries to this governance. We want to have programs that will benefit the people,” Murad told The Associated Press.

Under the peace deal brokered by Malaysia, Murad’s group gave up its goal of a separate Muslim state in exchange for broader autonomy. The 40,000 fighters and at least 7,000 fi****ms that Murad’s group has declared are to be demobilized starting this year in three phases depending on progress in the agreement’s enforcement.

The first huge batch of about 12,000 guerrillas and their fi****ms would be demobilized in two to three months, Murad said.

Murad’s people, including fierce Muslim commanders still facing criminal cases for past attacks, were sworn in last month to comprise 41 of 80 regional administrators, who would lead a transition government for the five-province region called Bangsamoro until regular leaders are elected in 2022.

Duterte picked his representatives, along with Muslim rebels from another group, to fill the rest of the transition authority, which will also act as a regional parliament.

The Philippine and Western governments see effective Muslim autonomy as an antidote to nearly half a century of Muslim secessionist violence, which the Islamic State group could exploit to gain a foothold in the region.

Bangsamoro replaces an existing poverty-wracked autonomous region of more than 3.7 million people with a larger, better-funded and more powerful entity. An annual grant, which could reach more than $1 billion, is to be set aside to bolster development in a region that has little infrastructure and is deeply scarred by decades of fighting.

Smaller but more violent groups aligned with the Islamic State group like the Abu Sayyaf still threaten the region.
During talks with Mahathir on Thursday, Duterte thanked Malaysia for brokering the peace talks. The Malaysian leader pledged to continue helping.

A Malaysia-led team of 28 international peace monitors will remain in the south until all Muslim guerrillas have demobilized under the peace deal, Malaysian officials said. The European Union, Japan and Brunei have contributed personnel to the peacekeeping contingent, which has been credited for enforcing a yearslong ceasefire and helping ease major fighting in the past.
