After a hiatus of two-years (!!!) the podcast returned with its tenth episode on Dec 5th, 2022!

The early days of the pandemic weren’t a great time for a generalist politics and policy podcast in Manitoba, but now’s as good a time as any to return.

In this episode I talk to “Elmwood Guy” Michel Durand-Wood about the 2022 Winnipeg election and urban affairs. A lot of city building, sustainability, and urban design issues are discussed.

"In 2022, the City’s Public Works department conducted a review of the snow clearing policy. One recommendation of this review that Council adopted was increasing the capital budget $3 million to purchase 15 new sidewalk snow ploughs to improve clearing response times.

“We asked for that equipment and that equipment will be available to us next year” Michael Cantor, Manager of Streets Maintenance for the City said.

He added that the equipment will not be available for the 2022-23 winter. The ploughs should be available by May or June 2023, meaning improved service during heavy snowfall for the 2023-24 winter season."

“We totally understand that Winnipeg is a winter city. And last year was a brutal winter,” Kron said. “Last year, we knew of a lot of stories where people just couldn’t leave their apartments or their houses based on the snow-clearing that happened.”

“The actual policy the City of Winnipeg has on snow-clearing and sidewalks is pretty sound. It’s just having the resources to fully implement it over a bad winter,” Kron said.

"Ten candidates vying to become the city’s next mayor debated Indigenous issues Saturday, making their final push for support with just three days left before Winnipeggers head to the polls.

The mayoral forum, which was organized by the Assembly of Manitoba Chiefs in collaboration with Manitoba Keewatinowi Okimakanak, was held at the Wyndham Garden Winnipeg Airport hotel owned by Long Plain First Nation.

Various subjects including the economy, reconciliation, housing, addictions and homelessness were debated by the mayoral hopefuls."

"However, Aaron Moore, chair of the University of Winnipeg’s political science department, said it’s important to know the scope of a councillor’s power.

'It’s not to say they can’t do anything, but the role is relatively limited,' he said.

Moore said councillors might be able to get small things done on their own, such as filling potholes, but ultimately, they function as a group.

Councillors do not make unilateral decisions, even on projects specific to their ward. These projects snake through two or three levels of committees at city hall. At each level, fractions of city council vote on whether or not to recommend approval to the next committee. Finally, the whole of city council, mayor included, votes to approve or reject the motion.

When it comes to funding things like infrastructure projects, Moore said councillors often deal between themselves for support."

"Now that the first poll of the 2022 Winnipeg mayoral race suggests Glen Murray has an early and enormous lead, some voters may be tempted to conclude the remaining three months of this campaign won't matter very much.
That would be a mistake.

What happens over the summer during a Winnipeg election year does not necessarily translate into the fall, especially when the election is a wide-open race with no incumbent candidate."

This is great and long overdue, Winnipeg.

On the bus home, keeping you informed about todays EPC meeting, two important votes I moved successful ammendments on: {sidewalk snow clearing} and {eye level crosswalk lights}.

Sidewalk Snow Clearing.

The public service has come fort with a long requested budget proposal to purchase more snow clearing equipment. After being told more then two years ago there was ‘no need’ for more machines, I’m satisfied that the work of my colleagues and I in pressing for improvements to service levels. However, their plan is to use all these new funds on private contractors. In a 5-2 vote, EPC amended the report to include an option for delivery by city forces before committing to expending the funds this September. I believe that it’s in the best interests of taxpayers and those who use our services to have a public option on the table both for the sake of competition and honouring our legal obligations to the collective bargaining agreement. Ideally this should have come forward two months ago, but nonetheless I am satisfied we will find the best outcome and I’m looking forward to supporting a common sense plan to improve sidewalk snow clearing this upcoming winter.

Eye Level Lights

The long campaign to outfit all 150 remaining overhead crosswalks citywide with eye level lights took another step forward today, where EPC in another 5-2 vote agreed to debt finance another $1.5M for these urgently needed upgrades in order that we can accelerate their citywide instillation.

Thank you as always to my colleague Christian Sweryda for his years of indispensable advocacy and partnership on this file.

Vote goes to Council, in addition to my continued questions about the fate of the $5M already budgeted for the traffic safety program that remains unspent even with $7M in unfunded projects awaiting money so they can proceed.
