The city of San Diego plans to transform an empty warehouse in the Middletown neighborhood into a homeless shelter with space for 1,000 people, moving away from a controversial idea to build a large shelter for up to 700 people at H Barracks, across the boat channel from Liberty Station. But a revised plan for H Barracks has local residents wary.

The mayor's new proposal is for a 1,000-bed shelter in an empty warehouse in the city's Middletown area. H Barracks instead could be used as a 'safe parking' site.

The outright ban is a shift in direction for city officials, who previously explored a formal permitting process.
