’s dire budget forecast for the current financial year has led the authority's leader to warn of trouble ahead unless the Government takes action.

Ian Courts, the leader of , recently joined the leaders of six other local authorities in the to declare there is a “real risk of the whole region declaring itself as financially unsustainable”.

The stark reality of the situation for the borough has been laid out in a report set to be presented to the latest resources and delivering value scrutiny board's meeting this week.

It shows the current revenue forecast to the end of the financial year (April 2025) is showing a hole in the council’s finances of £7,694 million.

This includes a forecast deficit of £2,162 million in education; £949,000 in children's social services care and £4,311 million in corporate and business rates.

Officers also highlight that if the dedicated schools grant - ring-fenced money from Government for schools and services to pupils - is included the deficit rises to an eye-watering £14,576 million.

The report says “the outlook for local government finance continues to be particularly challenging” but points out “Solihull is not unique in its financial challenge”. Officers add the authority is identifying “each and every viable savings opportunity and there continues to be no filtering through this process so far given the scale of the challenge”.

The leaders of the metropolitan councils of , , , , and - as well as - wrote in their joint letter to deputy Prime Minister Angela Rayner about the challenging financial situation.

The letter, seen by the BBC, said there was currently a collective forecast funding gap of £161m for the 2025/26 period.

It adds that the councils “cannot meet all the demands placed upon them, and the current position is unsustainable”.

In a recent personal letter, sent out by Solihull Council on 30 August, Cllr Courts wrote: “Our resources and delivering value scrutiny board will receive a report on our budget forecasts for the current financial year.

“This shows a sizeable budget deficit which will not be resolved without further government support. I and my fellow leaders from the other metropolitan councils wrote to the deputy Prime Minister offering some constructive solutions to how the position of local government finances can be improved and requesting an urgent meeting.

“We have not received a response to that letter but we are ready to (and need to) sit down and talk as soon as possible.”

The meeting, which will be open to the public, is being held at the Civic Suite in Solihull at 6pm on 4 September.

Single-word headline judgements for schools will be scrapped immediately, the Government has announced.

Previously, Ofsted awarded a one-word headline grade to schools it inspects: ‘outstanding’, ‘good’, ‘requires improvement’ and ‘inadequate’.

The announcement follows engagement with the teaching sector and the family of headteacher Ruth Perry, after a coroner’s inquest found the Ofsted inspection process had contributed to her death.

Mrs Perry took her own life after an Ofsted report downgraded her Caversham Primary School in Reading from its highest rating, “outstanding”, to its lowest rating, “inadequate”, over safeguarding concerns.

Mrs Perry’s sister, Professor Julia Waters, welcomed the move, saying the family were "delighted and relieved".

The one-word judgement will be replaced by school report cards, set to be introduced from September 2025, which will “provide parents with a full and comprehensive assessment of how schools are performing and ensure that inspections are more effective in driving improvement”, it added.

In the meantime, parents will see the four grades – outstanding, good, requires improvement and inadequate – given across the existing sub-categories: quality of education; behaviour and attitudes; personal development; leadership and management, the Department for Education ( ) said.

It is understood the removal of single-headline grades for other settings inspected by Ofsted – independent schools, early years settings, colleges, children’s social care providers and initial teacher training – will follow.

“Single-word headline judgments are dangerous and reductive. They are unpopular with parents and teachers, and their simplistic impact has made the daily job of improving school standards harder for everyone except the bureaucrats," Mrs Perry's sister, Prof Waters said.

“The shame, injustice, and high-stakes consequences of an ‘inadequate’ judgement, together with the rude and intimidating conduct of the inspection itself, were the cause of my sister’s mental deterioration and su***de.

“Single-word judgments are just the most visible feature of a fundamentally flawed inspection system. Ofsted’s reign of terror has caused untold harm to headteachers and school staff for too long, with a negative impact on children’s education.”

Single-phrase grades “fail to provide a fair and accurate assessment of overall school performance across a range of areas and are supported by a minority of parents and teachers”, the DfE said.

As part of the announcement, where schools are identified as struggling, the government will prioritise getting plans in place to improve the education and experience of children, rather than relying on changing schools’ management, the DfE said.

From early 2025, the government will also introduce regional improvement teams that will work with struggling schools to address areas of weakness.

In cases of the most serious concern, the government will continue to intervene, including by issuing an academy order, which may in some cases mean transferring to new management.

Ofsted will continue to identify these schools – which would have been graded as inadequate.

The Government also currently intervenes where a school receives two or more consecutive judgments of “requires improvement” under the “2RI” policy.

With the exception of schools already due to convert to academies this term, this policy will change. The government will now put in place support for these schools from a high-performing school.

Education Secretary Bridget Phillipson said: “The removal of headline grades is a generational reform and a landmark moment for children, parents and teachers.

“Single-headline grades are low information for parents and high stakes for schools. Parents deserve a much clearer, much broader picture of how schools are performing – that’s what our report cards will provide.

“This government will make inspection a more powerful, more transparent tool for driving school improvement. We promised change and now we are delivering.”

The Government said it will work closely with Ofsted and relevant sectors and stakeholders to “ensure that the removal of headline grades is implemented smoothly”.

Paul Whiteman, general secretary of the National Association of Headteachers, said: “We have been clear that simplistic one-word judgments are harmful and we are pleased the government has taken swift action to remove them.

“We are equally pleased that the government intends to place a stronger emphasis on supporting schools to improve where they need help, rather than defaulting to heavy-handed intervention or knee-jerk changes of governance structures.”

NASUWT general secretary Dr Patrick Roach said: “Whilst today’s announcements are an important step in the right direction, it remains the case that in the absence of root-and-branch reform to fix the foundations of the broken accountability system, teachers and school leaders will continue to work in a system that remains flawed.”

Daniel Kebede, general secretary of the National Education Union, said: “Scrapping the headline grade is a step in the right direction. Ultimately, the NEU still thinks that Ofsted needs to be abolished and replaced."

Jason Elsom, chief executive of charity Parentkind, said: “Parents have been very clear that they want to see changes to the way Ofsted reports back after visiting a school and it is welcome to see a clear timetable being set out today for moving towards a report card that will give parents greater clarity of the performance of their children’s school.”

But shadow education secretary Damian Hinds said the headline inspection outcome is “a vital indicator for parents” and scrapping it is “not in the best interest of pupils or parents”.

He said: “Ofsted already inspects the quality of schools against four key areas and gives an accompanying narrative but the headline inspection outcome is a vital indicator for parents.

“The last Conservative government made important changes to inspections and welcomed Ofsted’s Big Listen to further evolve inspection practice, so it could continue its vital work in driving up school standards.

“While we do believe the system could be further improved, scrapping the headline inspection outcome is not in the best interest of pupils or parents.”

The move follows campaigning by the family of head Ruth Perry, after a coroner’s inquest found the Ofsted inspection process had contributed to her death. | ITV National News

A former bar famed for being a good night out is up for lease in a "rare chance" listing.

The old Council House in Solihull town centre has been put on the rental market, but most residents will know it as the former Yates bar and before that, the Assembly Rooms.

Yates in Solihull closed in March 2023 and was described by The Campaign for Real Ale (CAMRA) as having "pleasant decor" with a dancefloor and disco at the weekends.

This imposing building is one of the most recognisable venues on and was the original home of Solihull Council.

The building itself dates back nearly 150 years and features numerous ornate and decorative elements - and is being marketed as a possibility for a "wide rang of business ventures”.

Comprising a ground floor, first floor and basement, the property is available for a guide rental price of £85,000 per annum.

The premises are being marketed by property specialists Fleurets, who described the imposing building as a "a unique opportunity to lease a piece of Solihull’s rich history".

The pub itself formed a key part of nightlife in Solihull, with punters often heading to the weekend disco at Yates' before going to Popworld a few doors down or one of the town's many other bars.

Interested parties will be offered on a brand-new lease with a minimum term of 15 years.

However, they should be aware that the property is currently closed with no access to the public so viewings need to be organised through the property agents.

Andy Tudor, divisional director for Fleurets Midlands, said: “This is a unique opportunity to lease a piece of Solihull’s rich history. The Old Council House, with its well-preserved architectural features, offers great potential.

"Whether envisioned as an upscale pub, a vibrant leisure venue, the property’s prime town centre location and versatile layout can accommodate a wide range of business ventures.

"With a long-term lease on Full Repairing and Insuring terms and the added benefit of no brewery ties, this is a rare chance for a new tenant to make their mark in one of Solihull’s most historic buildings.”

Viewings are strictly by appointment only through Fleurets Midlands Office. Interested parties can contact the office at 0121 236 5252 or via email at [email protected].

A junior doctor from the has shared how one question helped save the life of a collapsed shopper.

Doctor Zainab Hussein visited Retail Park to get some orange juice from M&S after a long hospital shift on 15 May.

However as she neared the popular shopping venue, she spotted a large number of emergency service crews. What happened next could easily form the plot-line of some of the most dramatic medical dramas - except this was real life.

Dr Hussein told BirminghamLive: "I noticed that there was quite a large crowd of people watching the scene and I was wearing scrubs with a black pullover at the time. I approached the scene."

Doctor Hussein's efforts saw the patient survive the collapse and stabilise so she was able to have an operation that day.

The question she asked next would help save the female patient's life, as Dr Hussein explained: "The police officers turned around and I introduced myself with 'I'm a doctor, is there anything I can help with?’.

"The police officer quickly shouted across to the ambulance staff to inform them there was a doctor here to help. They invited me into the ambulance."

Entering the ambulance at a critical moment, Dr Hussein found four paramedics working on a lady that had collapsed in the car park.

The patient was known to have an abdominal aortic aneurysm and recently had a repair but medics were worried it had ruptured.

Dr Hussein said: "I did an A to E examination and found she had a distended and tense abdomen. An abdominal aortic aneurysm rupture was likely due to the history. I informed the team we need to go straight to the hospital as she would require an urgent operation."

In the next moment, the senior paramedic began driving the ambulance towards Heartlands Hospital in .

"This was the first time I had stepped into an ambulance or performed CPR on a patient in a moving vehicle. I had noticed that the chest was not inflating and asked one of the paramedics to swap CPR whilst I investigated."

An incredible split-second decision helped stabilise the woman until they reached A and E, as Dr Hussein explained: "I realised there was a leak in the bag valve mask and there was not another one to swap to. Therefore, the paramedic had to create a tight seal around the leak to ensure that the patient was receiving sufficient oxygenation.

"Meanwhile the other paramedic was trying to get a cannula into the patient so that we could begin fluids. I felt this was a risk in itself trying to cannulate a sharp in a high speed moving vehicle. I then continued with CPR. It was hard to assess the rhythm from the ECG due to the interference from the vehicle moving at high speed. Therefore, we were relying on clinical assessment more than the trace.

"I did not anticipate how difficult it was to perform CPR in a high speed moving vehicle whilst you are trying to ensure sufficient depth of your compressions and without falling yourself."

What happened next was surreal, as life-saving efforts paid off:

"We felt a pulse and realised that the patient had ROSC (return of spontaneous circulation) which was great news!" said Dr Hussein.

"We repeated the A to E assessment and as we approached Heartlands A+E she rearrested. As we entered Heartlands with the patient on the stretcher, I realised this is an unfamiliar hospital with unfamiliar staff that I have never met before. I was then suddenly standing in Resus with 10 doctors, 4 paramedics, 3 nurses and 2 police officers presenting this case."

As Dr Hussein handed over to Heartlands staff she was then driven back to her car in the retail park. And a twist of fate would follow, as she said: "I had adrenaline running through my veins for the next few days. I was gutted I did not meet the family.

"[However] I have actually just newly joined Heartlands in the same emergency department which was a pleasant coincidence and surprise."

What started as a quick post-shift shopping trip would result in junior doctor Zainab Hussein doing CPR in a fast-moving ambulance to save the life of a Solihull shopper
