Medical Ma*****na Keeps Sacramento Woman From Heart Transplant

(CBS) Waltman is in need of a transplant but was denied. Another option, a medical pump which could extend her life from days, to years was also denied.

“It’s devastating, for the whole family,” said Babcock, getting emotional.

Waltman uses medical ma*****na for pain management and comfort. Her family says it’s her cannabis use and potentially other factors that led to the denial.

A 2015 state law prohibits discrimination against medical cannabis patients in the organ transplant process, but the doctor has the final say determining if a patient’s cannabis use mixed with other factors could impact a transplant.

Virginia House subcommittee tables medical ma*****na bill

(Cavalier) Senate Bill 1298, which was introduced by Sen. Jill Vogel (R-Winchester) last month, would have enabled patients with diseases such as cancer, Crohn’s disease, glaucoma, HIV, AIDS, hepatitis C and multiple sclerosis to possess cannabidiol oil or THC-A oil with written approval from a physician.

The proposed bill listed a total of 12 diseases that would be covered by the “affirmative defense.” Currently in Virginia, only patients with intractable epilepsy are protected by affirmative defense against the possession of medical ma*****na oils.

The bill passed the Virginia State Senate last month with a vote of 29-11, but the House of Delegates Criminal Law Subcommittee voted for a motion to table the bill by a voice vote.

Although it was tabled, Bell said the Joint Commission on Health Care will review the bill and come back to the subcommittee with recommendations. The Joint Commission is a year-round body that specializes in healthcare legislation.

“Everyone — even the people who voted for the motion to table and the people who voted against the motion to table — wanted some guidance from the Joint Commission,” Bell said. “We can handle the legal side, but the medical side is not our focus.”

Georgia lawmakers work on conflicting changes to medical ma*****na program

(Cannabist) This week, the Senate approved a bill cutting the level of tetrahydrocannabinol, or THC, allowed in the oil to 3 percent, down from 5 percent. Senators who favored the move said it would put Georgia more in line with other states that allow medical ma*****na but that use lower levels of THC, the psychoactive compound in ma*****na that makes users feel high. The bill ultimately passed with a vote of 41-12.

Cotte, who uses the 5 percent solution to treat his son, said the Senate failed to justify its decision.

“They are playing games with our kids’ lives,” said Cotte. “The Senate is trying to create a solution to a problem that does not exist.”

Across the Capitol, House members are working on legislation to allow patients with post-traumatic stress disorder, AIDS, HIV, chronic pain, or autism to qualify for medical ma*****na. It would also remove some restrictions on patients with cancer, multiple sclerosis, or Lou Gehrig’s disease.

The bill’s sponsor, Rep. Allen Peake, championed the 2015 creation of the medical cannabis program, which has enrolled 1,300 people with no reported problems. Peake acknowledges the Senate is unlikely to agree to the proposal without changes and expects both chambers to wind up in negotiations before the session ends.

Peake’s bill also removes some residency restrictions and eases reporting requirements on prescribing physicians. It will be heard in the House Judiciary Non-Civil Committee on Tuesday.

W**d delivered to your front door could be reality under new Colorado bill

(Cannabist) Senate Bill 192 would allow for medical ma*****na dispensaries and recreational pot shops to apply for a license to deliver ma*****na products to the private residences of Colorado adults or qualifying medical ma*****na patients. The legislation is modeled after Oregon’s newly launched ma*****na home delivery regulations, said Rep. Jonathan Singer, D-Longmont, who co-sponsored the bill with Sen. Tim Neville, R-Littleton, and Rep. Jovan Melton, D-Aurora.

“This hopefully solves some of the problems as it relates to people concerned about ma*****na DUIs or sick patients who don’t have access to dispensaries,” Singer told The Cannabist in a phone interview Friday.

Colorado’s bill goes a step further to also try to put in place a Plan B should there be a major change in federal enforcement policy — or local or state, for that matter.

SB 192’s language calls for single-instance transfers of product from a retail ma*****na store to a medical dispensary — effectively creating a “safety valve” for the state’s operations, Singer said.

For example, if a municipality were to ban recreational ma*****na or federal crackdown occured, affected businesses would be allowed to transfer their inventory to a medical dispensary.

Pennsylvania Now Accepting Apps for Medical Ma*****na Program

(NBC) People interested in becoming growers, processors or dispensary owners can submit applications through the Pennsylvania Department of Health Medical Ma*****na Program website now through March 20.

Cultivator and processing applicants are required to pay a nonrefundable $10,000 fee and a refundable $200,000 permit fee. People interested in opening a licensed dispensary should be prepared to pay a $5,000 nonrefundable fee and a $30,000 refundable permit fee.

The department of health will issue no more than 25 growing/processing permits and no more than 50 dispensary permits. The dispensaries and cultivation sites will be spread throughout the state according to zones.

Full implementation of Pennsylvania’s medical pot program is expected to take between 18 and 24 months, the health department said. It will be available for patients with one of 17 serious medical conditions, including autism, cancer, Crohn’s Disease, epilepsy, HIV/AIDS and multiple sclerosis. See the full list here.

Indiana House unanimously passes CBD bill

INDIANAPOLIS (Cannabist) — People who have epilepsy could be treated with a ma*****na-derived oil under a bill approved by the Indiana House.

The bill passed the chamber Tuesday on a 98-0 vote. The state Senate previously approved a similar measure.

Indiana’s legislature has long resisted efforts to allow the use of medicine derived from ma*****na, but that appears to have changed this year.

Medical ma*****na could be legal in SC if advancing proposal becomes law

COLUMBIA, SC (State) — A House panel on Tuesday advanced a bill that seeks to legalize the use of ma*****na for medicinal purposes, over the objections of South Carolina’s top cop and other law enforcement representatives.

The hearing, which was contentious at times, lasted for more than three hours, with the majority of speakers advocating for the legislation. More than a dozen speakers addressed the panel.

The bill calls for allowing those with debilitating or chronic diseases to buy up to two ounces of ma*****na from a licensed dispensary if physicians certify in writing that their patients could benefit from the medical use of ma*****na.

(W**dBlog) Oklahoma may finally OK medical ma*****na and patients may have access a year or so earlier than expected, if Representative Eric Proctor (D-Tulsa) gets his bill passed before voters get to decide on State Question 788.

The big difference is the breadth of ailments covered – critics of the new bill complain that the scope is too narrow, covering only a handful of ailments.

Rep. Proctor says his bill comes on the heels of some of his constituents became medical ma*****na refugees, to other cannabis-legal states, in order to get the medicine they needed. Meanwhile, Oklahomans for Health, which OKNews reports is backed a petition drive to get the measure on the ballot, is suing Oklahoma Attorney General Scott Pruitt over his rewrite of the ballot title.

House Bill 1877 would allow medical ma*****na for the following list of conditions: Glaucoma, hepatitis C, amyotrophic lateral sclerosis, Tourette’s syndrome, Crohn’s disease, ulcerative colitis, post-traumatic stress disorder, severe arthritis, fibromyalgia and Alzheimer’s disease.

The bill is modeled after Arkansas’ medical ma*****na measure, which passed in 2016.

Hundreds attend sold-out wedding expo featuring cannabis

LITTLETON, Colo. (KDVR) — Hundreds of couples lined up for the Cannabis Wedding Expo in Littleton for its second year Sunday.

Although most people probably have not heard of a cannabis wedding, that’s not so for 1,000 people who are cannabis curious or already connoisseurs. At the Cannabis Wedding Expo, vendors work to marry ma*****na with holy matrimony.

The sold-out event was held at the Falls Event Center and brought together more than 70 cannabis-friendly companies with hundreds of couples who want to incorporate w**d into their weddings.

Want to weigh in on New Jersey’s MMJ conditions? You could have a chance to do so on Wednesday

TRENTON, N.J. (Cannabist)— New Jersey is holding a public forum to hear arguments for adding further illnesses and conditions to the state’s list of ailments eligible for medical ma*****na treatment.

NJ.com reports Wednesday morning’s meeting is the first time the state’s health department is considering the expansion of its medical ma*****na program since it became law in 2010.

Residents who qualify for the program must have a physician’s recommendation in addition to being afflicted with one of the accepted conditions.

Critics say the state’s list is far too limited.

The health department began taking suggestions for additional illnesses in July. The requests include chronic pain, osteoarthritis, lupus and Lyme disease among others.

The Medicinal Ma*****na Review Panel is scheduled to hold the hearing at the War Memorial in Trenton at 10 a.m.

Colorado town getting a drive-through ma*****na shop

PARACHUTE, Colo. (AP) _ The western Colorado town of Parachute is getting a drive-through ma*****na shop believed to be the first in the state.

The Glenwood Springs Post Independent reported the Parachute Board of Trustees approved a business license for Tumblew**d Express last week. It’s expected to open in March in a former car wash. The business also had to get approval from the state Ma*****na Enforcement Division.

The division says Tumblew**d Express cannot allow anyone younger than 21 on the premises, even in the back seat of a car. The business must also have security and surveillance and ma*****na may not be visible from outside the dispensary.
