In presenting the 2024 budget proposal, I emphasize the unique circumstances surrounding this fiscal year, as it marks the commencement of my second tenure as the Governor of Imo State. The 10th Assembly, comprised of vibrant and committed young legislators, will consider this budget, reflecting a significant moment in our history.

The theme of the budget, "Budget of Renewed Economic Growth," underscores our commitment to the economic advancement of Imo State. Out of the total budget of N592.2 billion, a substantial 82.9% is allocated to capital expenditure, amounting to N491.2 billion. This reflects a commendable 32% increase compared to the previous year, demonstrating our determination to stimulate and fast-track economic growth.

In reviewing the governance and the 2023 budget, the government achieved significant milestones in infrastructure development, security enhancement, Internally Generated Revenue (IGR) boost, and effective public financial management. Noteworthy achievements include the reconstruction of major roads, improvements in the water and power sector, advancements in the digital economy, housing and urban development, and humanitarian efforts.

The 2024 budget reinforces our commitment to sustained development, with key policy thrusts aligned with the 3R Agenda – Reconstruction, Rehabilitation, and Recovery. The budgetary framework considers macro-economic projections, including an oil price benchmark of $77.93 per barrel, daily oil production estimate of 1.1 million barrels per day, and an exchange rate of N816.96/USD.

I urged the Imo State House of Assembly (IMHA) to expedite the appropriation of the 2024 budget, recognizing its critical role in driving the envisioned economic growth and development. The proposed budget is a strategic tool to consolidate on past achievements and propel Imo State into a new era of prosperity.

AWA FESTIVAL URUALLA

Awa festival, just like Ikeji festival of Arondizuogu is a traditional festival celebrated by Urualla people.
The festival is chiefly performed by Ezeurualla the Chieke Bu Nneoti, OkwaraMbiagu,
The Overall ruler of the town, in honor of the gods and the Ancestors of Urualla kingdom, thanking them for sound health, wealth, good fortunes, and above all for given them a blossomed harvest in the last farming season.
The first ritual rites known as IIGBUAWA is performed by Ezeurualla at the mid-day of Eke day. All the eldest son in Urualla must also partake in the ritual ceremony of Ichetennam.

On the second day which is orie day, those Eldest sons of some families that did not partake in the festival due to one thing or the other, Ezeurualla kills a certain fowl known as Okuko Onumuo in their place to honor or appease the supposed grudging or angry deceased ancestors of those whose children failed to perform the rites in order to appease them.
Also, During this period of Awa festival any woman who temporarily divorced his husband or left the husbands house due to any misunderstanding, or provocation must make sure she reunites with the husband or they remain divorced forever same with people who has land Issues.
On the first Afor day before the Eke day all the masquerade in Urualla which is widely believed to be the dead spirits of the ancestors, mysteriously shows up and put on premature palmfronds known as Omu (or Agbara Mmonwu or Okpukpa) at the afor-Iro Urualla Market square this particular activity is known as Itunye Omu.
Igbuawa is performed in this week after four market days of the Itunye Omu, Osommonwu begins. Where various masquerade performs to the delight of every one.
Many sons and daughters as well as friends comes home to witness the fanfare, Pomp and peasantry that makes the memory evergreen.

26th of this month and it is on.

Ogbedu chakwaram na uzo. Asaa na elu, Asaa na Ala.
