Akbayan Rep. Perci Cendaña today criticized NLEX Corporation and its parent company, Metro Pacific Tollways Corporation (MPTC), for their failure to manage flooding on the toll way, leaving vehicles stranded overnight due to heavy rains triggered by the Southwest Monsoon.

Rep. Cendaña, one of those who spent the night on NLEX, said: "Saan ka nakakitang binabaha ang expressway? Kung gaano kataas ang toll fee ng NLEX, ganoon naman kabagsak ang traffic at flood management. Ang lakas maningil, pero palpak naman ang serbisyo."

"Puro post lang ng updates sa page, pero walang contingency plan para sa mga na-stranded? The NLEX corporation's response was ill-prepared, poorly coordinated, and ineffectively implemented," he added.

Last night, the NLEX corporation issued an advisory that three parts of the expressway was no longer passable to all types of vehicles.

Rep. Cendaña also said that this is "symptomatic" of the administration's overall response to the typhoon: "People getting stranded on our expressways due to flooding is symptomatic of the Marcos administration's poor disaster response. This is a part of a bigger picture — a deeper failure within the administration — one marked by the lack of preparedness, inadequacy, and apathy to the immediate needs of Filipinos during these critical times."

"Our government, especially the MMDA and DPWH, should get its act together and ensure the safety of our communities from the persistent flooding," he emphasized.

PET RELIEF MISSION
Volunteers from the Philippine Animal Welfare Society (PAWS) braved the rains over the weekend as they delivered aid for pets affected by Tropical Storm Crising and the enhanced southwest monsoon.
About 200 relief packs were distributed Sunday across three communities in Quezon City to help families care for their cats and dogs amid ongoing flooding and evacuation.
PAWS said all goods came from its shelter stock. More teams are being prepared to reach other affected areas. The group is calling for donations of pet food, canned goods and rice, which may be dropped off daily from 8 a.m. to 4 p.m. at the PAWS Animal Rehabilitation Center in Loyola Heights, Quezon City.

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) is tracking a newly formed low pressure area (LPA), bringing the total number of weather systems under observation to three.

In a Facebook post on Tuesday morning, PAGASA reported that the third system, designated LPA 07i, was spotted outside the Philippine Area of Responsibility (PAR), approximately 2,850 kilometers east of Eastern Visayas.

PAGASA senior weather specialist Rosalie Pagulayan said the agency is monitoring whether the newly detected LPA will intensify into a tropical cyclone or bring direct impacts to the country.

For the two earlier LPAs already inside the PAR, Pagulayan noted that both systems could strengthen into tropical depressions within the next 24 hours.

In its latest satellite report, PAGASA said the closer system, LPA 07h, was located about 225 kilometers east-southeast of Basco, Batanes, and has a “medium” chance of developing.

Pagulayan clarified that this LPA is not expected to make landfall but is enhancing the Southwest Monsoon, which has been bringing heavy rains in recent days.

“When there is an LPA in the upper part of the country, it pulls in the Southwest Monsoon,” she said. “This has been responsible for the rains over the western section, including Metro Manila.”

Meanwhile, the second system, LPA 07g, was located around 1,140 kilometers east of Central Luzon and has a “high” chance of developing into a tropical depression.

Pagulayan said an updated weather bulletin will be issued within the day to detail the expected movement of the LPAs. PAGASA will also release rainfall advisories as needed.

“Stay alert for warnings and information from PAGASA,” she added.
