This is a classic example of a poor person's mentality!

How did the rich people become rich? One of the main reason is because they are willing to SUPPORT their associates business, taking care of one another's interests thus naturally they get back more.

Cabinet Ministers- P36 638 per month
Assistant Ministers- P30 891 per month
Speaker of the National Assembly- P36 638 per month
Deputy Speaker of the National Assembly- P30 891 per month
Leader of the Opposition- P30 891 per month
Chief Whip- P24 5I5 per month
Opposition Whip- P23 563 per month
Members of Parliament- P22 205 per month

Plus allowances i.e; Sitting allowance, housing, communication, hospitality e.t.c

The salaries are effective 1st April, thus after 6% increase.

RE: ‘’LIONS ON THE LOOSE IN FRANCISTOWN” SEARCH CONTINUES

The Department of Wildlife has cautioned members of the public that a lioness along with her cubs is believed to still be on the loose in the bush area adjacent to Francistown. The lions were spotted at the Francistown golf course yesterday and subsequently disappeared into the bush around the Donga area.

The search for the lions by relevant authorities remains ongoing. In the meantime the public is advised to be continue to be cautious.

Orange announces winners of the Orange African Social Venture Prize -...

Thuto Paul Gaotingwe a Motswana youngman is this year's Orange African Social Venture 1st prize winner. His project Modisar scooped first place in the competition.

Modisar, is a livestock farm management application (desktop, web and mobile) that makes it easy for a farmer to manage his\her farm. The application is designed to stimulate development of the livestock industry in Botswana and cultivate interest in livestock farming among younger generations by associating modern technologies with the nation’s passion for farming. Modisar aims to ensure the continuity and sustainability of the livestock sector, a major contributor to the Gross Domestic Product in Botswana.

I have listened to a number of comments over radio stations about the current impasse relating to the endorsement of the Vice President as well as election of Speaker and Deputy Speaker. During the 9th and 10th Parliament (2004 to 2014), I served in the Standing Orders Committee and wish to share information that may be helpful.

There is an impression that has been created suggesting that towards the end of the 10th Parliament, the standing orders were amended to introduce a secret ballot for for the election of Speaker, Deputy Speaker and the endorsement of the VP. This is not correct. For as long as I was MP, the clause on secret ballot for these elections was part of the standing orders. In 2004 Patrick Balopi was elected Speaker and Mma Kokorwe Deputy Speaker through a secret ballot. Ian Khama was endorsed as the VP through a secret ballot and so was Mompati Merafhe in 2008 and Ponatshego Kedikilwe.

The standing orders were amended in 2014 to introduce a voting booth in Parliament to facilitate for the holding of a secret ballot. Previously, MP would complete their ballot papers to endorse the VP and elect both Speaker and Deputy from their seats. Those who have been to Parliament will know that the seating arrangement is not most conducive for the conduct of a secret ballot. The introduction of a voting booth, in our view, was necessary to allow for a truly secret ballot.

It appears to me that the issue before the courts is as to whether there should ever have been provision for a secret ballot. Standing Orders are rules of Parliament and meant to give guidance and order to the conduct of Parliamentary business. They are crafted so as to facilitate the conduct of business in the House. The constitution is the parent law and where it refers to the endorsement of the VP as well as election of Speaker, it does not state how that process should be carried out. It is normal for subsidiary legislation (the standing orders are subsidiary legislation) to add meat to the provisions of the constitution or a parent law.

The issue, as I understand it, seems to be that since the constitution does not state that the ballot shall be secret, it should therefore be by show of hands. It is not being suggested that the constitution directs that the voting be by show of hand. As I indicated above, voting has never been by show of hands in the last 10 years.

I am not a lawyer and will wait for the lawyers to present their arguments in court and for the judges to decide. I just wanted to shed some light on the issue so that we can all appreciate the dynamics that have brought the wheels of government to a standstill.

The public is hereby informed that the swearing in of the 57 newly elected members of Parliament plus the 4 specially elected Members of Parliament is set to take place at the Parliament Buildings on Thursday 30th October 2014 at 1400hrs.

Members of the public who wish to witness the swearing in ceremony are encouraged to come early and be seated by at least 1300hrs as there is limited sitting space. Otherwise, big plasma screens will be mounted on Parliament Grounds on the day of the event to allow for alternative live viewing of the swearing in ceremony.

Parley case Postponed

The case which was to be heard this morning in which the Attorney General is contesting against recently revised standing orders that allows for a secret ballot in nominating the Vice President, Speaker and Deputy Speaker of the National Assembly has been postponed to the 6th of November. This was after the applicant lawyer and those of Botswana Congress Party (BCP) , Umbrella for Democratic Change (UDC) and Botswana Democratic Party (BDP) drafted a consent order seeking postponement so that the respondents could file their responding affidavits.
