In early 1940, moderate Navy Admiral Mitsumasa Yonai was selected by Emperor Hirohito in a final effort to head off military conflict with the Anglo-American powers. However, N**i Germany’s rapid defeat of France soon undermined Yonai’s authority by convincing Japanese militarists that the nation was losing a historic opportunity for changing the international order.

For a short period in 1939-1940, little-known Imperial Army General Nobuyuki Abe took over leadership of the nation just as World War II broke out in Europe. Abe kept Japan out of the war but was unable to establish a firm political foundation for his government.

In 1939, rightwing ideologue Kiichiro Hiranuma came to power, but he refrained from attempting to institute any major policy changes. However, he soon presided over a series of disasters, each of which clearly indicated that Japan’s military-led foreign policy had miscalculated fundamental realities.

From 1937-1939, the nation was led by rightwing aristocrat Fumimaro Konoe, regarded by many as a man of destiny who might lead to nation to glorious future. Konoe, however, proved to be a rudderless leader and soon allowed himself to be dragged into an all-out confrontation with nationalist forces in China.

With the selection in early 1937 of General Senjuro Hayashi to become prime minister, the Imperial Japanese Army was excited to have one of its own in charge of the nation for the first time in decades; but his first political moves alienated almost everyone and he was out within a few months.

From 1934-1936, Keisuke Okada became the second consecutive moderate admiral to serve as prime minister, though on a weaker political footing than his predecessor. Still, he managed to stay on top of the situation until Imperial Army radicalism led to a violent uprising by junior officers.

It has been one of Japan’s worst-kept secrets. It has shattered lives and caused enormous international embarrassment to Japan’s reputation as a nation of laws. It has caused untold misery to countless children and families worldwide. And among all the G7 “developed” nations, it only happens like this in Japan. I’m talking about Japan’s issues with child custody and access after divorce.

From 1931-1932, veteran politician Tsuyoshi Inukai served as prime minister, attempting to manage the multifaceted international crisis. While he made significant progress in coping with the Great Depression, the military slipped entirely out of control. A group of young officers effectively ended this period in Japanese democracy with direct political violence.

Jon Heese is becoming an old hand in Japanese politics, having served thirteen years at various levels of government. He is presently one of five assemblymen representing Tsukuba (60 kilometers northeast of Tokyo) in the Ibaraki Prefectural Assembly—similar to a state or provincial legislature. After winning four terms at the city level, Heese leveled up in December 2022. He is the first foreign-born politician to ever serve at the regional level. He sat down for an interview with Debito Arudou for his Visible Minorities column earlier this month.

In 1931, Reijiro Wakatsuki again took over the post of prime minister from a stronger predecessor, but this time the deck was in any case stacked against any prospect for political success. The nation was sinking into the depths of the Great Depression, and the government lost control of young officers in the Imperial Army, who launched a conquest of Manchuria which had never been authorized by Tokyo.

From 1929-1931, the Lion Prime Minister Osachi Hamaguchi brought strength and determination to the more liberal forces in Japan, effectively staring down a challenge from radical officers in the Imperial Navy. His economic policy regarding the Great Depression was equally strong and decisive, but unfortunately quite mistaken. Before his error had become entirely clear, however, he was wounded and ultimately killed by an assassin’s bullet.

From 1927-1929, Imperial Army-officer-turned-politician Giichi Tanaka attempted to guide Japan with a firm hand, aiming to crush radicalism at home and to use the iron fist in China. This hardline turn was resisted on many fronts, but the biggest problem emerged from the Army itself, which was slipping away from political control.

From 1926-1927, Reijiro Wakatsuki led Japan’s ruling party, but his tendency to shy away from confrontations helped put him in a weaker position than his predecessor. As the new Emperor Hirohito began his reign, a careless comment by the finance minister triggered a run on banks.

History is replete with examples in which one side won a war and benefited from doing so, but it also includes examples like the First World War, in which all sides lost far more than they gained. Two years into the Russia-Ukraine War, it is apparent that this conflict will be counted among the latter cases.

From 1922-1923, Admiral Tomosaburo Kato led the Japanese government. While in principle it was a clear setback for democracy to have a military man and not an elected politician running the administration, Kato skillfully carried out the sensitive tasks of cutting defense budgets and ending some internationally controversial military deployments.

The United Nations continues to urgently proclaim to the world that the civilian population of the Gaza Strip is being “stalked by hunger, disease, and death.” But these desperate pleas fall on deaf ears in Washington, both its political class and the mainstream media, which continues to be deeply beholden to the Israel Lobby, and to provide money, weapons, and political support to the ongoing mass murder.
