DAYON ANG TULAY |"Groundbreaking of Davao-Samal Bridge in last quarter this year"- IGACOS Mayor Uy

Island Garden City of Samal Mayor Al David Uy confirmed that the Davao-Samal Bridge project will continue despite the coronavirus pandemic, adding that in fact its grounbreaking is rescheduled "in the last quarter of this year" per new information given by DPWH-XI Regional Director Allan Borromeo.

Earlier, the groundbreaking activity for the project was scheduled on July 1 in time of the founding anniversary of Davao del Norte.

Mayor Uy, in a virtual conference on Facebook hosted by PIA-XI, said he is happy to have learned recently that Flagship Programs and Projects Secretary Vince Dizon informed that the Davao-Samal Bridge and the Mindanao Railway Phase 1 projects will push through.

Uy said that in fact there is already a Japanese contractor who would do the detailed engineering for the project.

He said that in the coming Regional Development Council (RDC) meeting this June 17 the exact date of the groundbreaking will be known. (Mindanao Sun Chronicle/Cha Monforte)

3rd confirmed COVID-19 case in Davao de Oro

The 3rd case is an OFW who arrived in Nabunturan through sweeper flight. The purok or barangay of the COVID-19 infected was not mentioned in the post of Nabunturan Facebook.

It would be recalled the province's first and 2nd COVID-19 cases had recovered.

The first case is also an OFW and resident of Pantukan, while the second case is Mawab resident, who had joined the cockfighting derby last April in New Matina Gallera in Davao City where many sabungeros were infected by COVID-19 that caused for the spread on the deadly virus in many places in Mindanao.

Si Matt duna nay negative certification sa COVID19 basi sa PCR test. Naabot siya sa miaging semana ug gipaestar og hotel pinaagi sa OWWA sulod sa 5 ka adlaw, igo sab nga mapasabot sa mayor ngadto sa mga barangay officials nga maabot ang OFW sa brgy. Panalipan ug ipa-home quarantine nalang kini.

Matod ni Garcia dili lalim ang giagian sa mga OFW nga naghatag og dakong remittances sa nasod, busa angayan lang nga sila hatagan og respeto.

Apan dihang gikuha na gahapon (Lunes) sa ambulansya sa Catmon, gibabagan kini kagabii nila ni Panalipan Captain Marlon Rule ug kagawad Nelson Nilo Pono sa dihang mosulod na sa Purok 5, sitio Ylaya sa Panalipan kay gusto nila nga dalhon pa sa isolation.

Ang OFW nanawag ni Garcia ug samtang giestorya sa gobernador ang kapitan, nadunggan niya nga gibalikas ni Pono ug gikusokuso sa pagkasaba ang OFW. Gitawag pa kini nga "animal ka".

Nasuko kaayo si Garcia, samot na nga si Kapitan Rule wa motug-an nga kagawad ang nangasaba ug giingon lang nga volunteer.

Hinungdan nga gimandoan niya si Rule ug Pono nga moatubang niya ugma.

CONG. DUJALI PLEDGES FUND SUPPORT FOR ANTI-COVID-19 NEW NORMAL OPERATIONS OF DRMC

Congressman Alan "Aldu" Dujali (2nd district) has pledged to work out for congressional fund support in the coming years for Davao Regional Medical Center in Tagum City to better operate as a sub-regional hospital under new normal conditions in combatting the COVID-19 pandemic that is also affecting Davao del Norte.

He said he would do it in close collaboration with first district Congressman Pantaleon Alvarez as well as Davao de Oro Congressmen Ruwel Peter Gonzaga and Manuel Zamora as Davao del Norte and Davao de Oro are DRMC's service catchment areas although patients from neighboring provinces and from as far as Caraga Region have also been streaming to be admitted in DRMC through the years.

Cong. Dujali made his pledge as he turned over to DRMC Chief of Hospital Dr. Bryan Dalid on Friday his donation for use of the hospital frontliners comprising of 10,000 pieces of surgical masks, 500 pieces of KN95 masks, 2,000 pairs of gloves, 100 pieces of eye goggles, 100 pieces of PPE suits and 2 boxes of aerosol alcohol.

Dr. Dalid, for his part, said that the DRMC as main quarantine facility of the province converted some parts of its wing for testing, isolation and treatment of COVID-19 suspects and positive cases, while not compromising much of its spaces for other illnesses and medical problems of the people. Agusan Norte barangay captain found dead, tied with rope floating at mining firm wharf

BUTUAN City- Missing for four days, barangay captain of Tubay, Agusan del Norte was found dead at the private wharf of mining firm San Roque Metals Inc. (SRMI) in Purok 6, Barangay La Fraternidad on Saturday, May 30, around 1:00 PM, report from Tubay Municipal Police Station said.

Chief of Police Police Lt. Jay Bayeta identified the deceased as Elmer P. Jerita, 51, married, punong barangay of Barangay La Fraternidad.

According to Police Staff Sgt. Benjie S. Makiling who sent the Tubay PNP report to this writer, Tubay cops responded to a call for assistance regarding dead body floating at the shore of said private wharf.

Tubay Municipal Police Station then sought assistance from the Philippine Coast Guard and the Tubay Emergency Response Team (TERT).

When they responded, the dead body of Jerita already in the state of decomposition was “floating tied with a rope connected to a container”.

Based on the police initial investigation, Barangay Captain Jerita “has not been in his home for four days after a quarrel with his wife over an alleged affair with another woman”.

The Jerita household told police investigators, they have no idea where the barangay official went until a person found a dead body floating at the private wharf of the mining firm SRMI.

Immediately also the Tubay police sought the assistance of the PCLO-SOCO Team for the conduct of autopsy examination to determine the cause of Jerita’s death.

Police Staff Sgt. Benjie S. Makiling told MSC in a mobile phone brief interview that Tubay police is still on the thick of its investigation on the case. (MSC/bs)

Under Executive Order No. 42, Series of 2020 signed by Governor Edwin I. Jubahib, placing all cities and municipalities in the province under Modified General Community Quarantine (MGCQ) effective 12:01 AM of June 1, 2020 until June 15, 2020, for one, it allows:

Kuya Gov Edwin Jubahib lifts liquor ban in Davao del Norte

Davao del Norte Governor Edwin "Kuya Gov" Jubahib has lifted the liquor ban in his province but is allowing only a selling window from 8:00 AM to 5:00 PM for liquors or any alcoholic drink. Besides, drinking of these in public places is strictly prohibited.

This is one of the new provisions in the Executive Order No. 42 he signed on Sunday, placing all cities and municipalities in the province under Modified General Community Quarantine (MGCQ). It becomes effective 12:01 AM of June 1, 2020 until June 15, 2020.

It is provided in Section 3, Number 17 which states: "Purchase of liquors or any alcoholic drinks is allowed under MGCQ except to minors. However, consumption is strictly prohibited in public places, such as restaurants, cafeterias, bars, and the likes. Selling of liquors or any alcoholic drinks is only allowed from 8:00AM to 5:00PM;"

Other new provisions of the MGCQ executive order are the issuance of electronic contact tracing card to anyone going inside the province, either riding in public or private transport vehicles; allowing of mass gatherings, such as but not limited to movie screenings, concerts, sporting events, and other entertainment activities, community assemblies, and non-essential work provided it is 50% of the venue or of the seating capacity; allowing of dine-in service in food retail establishments such as supermarkets, grocery stores, and food preparation establishments at a maximum of 50% seating capacity; and others.

Religious gatherings shall be allowed under such guidelines as may be declared through subsequent issuances from the IATF, it stated.

EXECUTIVE ORDER NO. 42
Series of 2020

AN ORDER PLACING ALL CITIES AND MUNICIPALITIES IN THE PROVINCE OF DAVAO DEL NORTE UNDER THE MODIFED GENERAL COMMUNITY QUARANTINE (MGCQ), PROVIDING FOR ITS POLICIES, REGULATIONS AND SANCTIONS

WHEREAS, in light of the declaration of a State of Public Health Emergency and State of Calamity by President Rodrigo Roa Duterte, the Provincial Government of Davao del Norte has issued several directives and executive issuances to localize measures in the provincial level to combat the spread of Coronavirus Disease (COVID-19) in the Province;

WHEREAS, the Provincial Government has issued Executive Order No. 31, series of 2020 to place the entire Davao del Norte Province except the Island Garden City of Samal under the Enhanced Community Quarantine, which is further extended until May 15, 2020 by virtue of Executive Order No. 34, series of 2020;

WHEREAS, the Inter-Agency Task Force for the Management of Emerging Infectious Diseases has lifted Davao del Norte Province from the list of areas to remain under the Enhanced Community Quarantine until May 15, 2020; thus, the Provincial Government has issued Executive Order No. 37, series of 2020 to place the entire Davao del Norte Province under General Community Quarantine (GCQ) except for the City of Tagum, which was later included in the GCQ by virtue of the issued Executive Order No. 40, series of 2020;

WHEREAS, as provided under Inter-Agency Task Force for the Management of Emerging Infectious Diseases IATF Resolution No. 40, s. 2020 dated 27 May 2020, Davao del Norte Province is among the areas in the Philippines with low risks and is qualified to shift to the Modified General Community Quarantine (MGCQ);

NOW, THEREFORE, I, EDWIN I. JUBAHIB, Governor of the Province of Davao del Norte, by virtue of the powers vested in me by law; and in consideration with the issued Revised Omnibus Guidelines of the Inter-Agency Task Force for the Management of Emerging Infectious Diseases do hereby order:

Section 1. Declaration. All cities and municipalities of Davao del Norte Province shall be placed under a Modified General Community Quarantine (MGCQ) unless amended, terminated or repealed accordingly.

Section 2. Adoption of the IATF Omnibus Guidelines. The implementation of the Modified General Community Quarantine in the entire province shall adopt the policies and guidelines provided under the IATF Omnibus Resolution on the Implementation of Community Quarantine as amended by IATF Resolution No. 38, series of 2020.

Section 3. Policies and Guidelines. Under the Modified General Community Quarantine (MGCQ), the following protocols shall be strictly observed, to wit:

1. Minimum public health standards, such as but not limited to wearing of face masks and/or personal protective equipment, temperature checking, sanitizing, and observing social distancing shall be complied with at all times for the duration of MGCQ. All government and private offices/establishments shall ensure the compliance of the health standards;

2. Checkpoints along the boundaries of the Province will continue to operate for the monitoring of African Swine Fever (ASF), usual security checks, and for the issuance/scanning of electronic contact tracing card for travellers going inside the Province;

3. Whenever possible, checkpoints in the barangay entry points will still operate for the purpose not limited to identifying the persons entering the community who came from places with active COVID-19 cases;

4. The issuance of electronic contact tracing card to anyone going inside the Province is subject to the following guidelines, viz.

a) Upon disembarking at the public transport terminal, all passengers of any public transport shall be directed to designated booth(s) where they shall fill out a contact tracing form in exchange of an electronic contact tracing card;

b) Passengers of private vehicles are required to fill out the contact tracing form at the boundary checkpoint in exchange of an electronic contact tracing card before they are allowed entry;

c) Only one electronic contact tracing card is assigned to a person;

d) The electronic contact tracing card is non-transferrable, which means it cannot be used by another person;

e) There is no need to fill out a contact tracing form if the person has already been issued an electronic contact tracing card;

f) In case the electronic contact tracing card is lost, the person needs to fill out the contact tracing form again to be able to obtain an electronic contact tracing card;

5. Indoor and outdoor non-contact sports and other forms of exercise, such as but not limited to walking, jogging, running, biking, golf, swimming, tennis, badminton, equestrian, and skateboarding are allowed. Provided that the minimum public health standards such as the wearing of masks and the maintenance of social distancing protocols, and no sharing of equipment where applicable are observed;

6. Mass gatherings, such as but not limited to movie screenings, concerts, sporting events, and other entertainment activities, community assemblies, and non-essential work gatherings shall be allowed provided that participants shall be strictly limited to 50% of the venue or its seating capacity. Religious gatherings shall be allowed under such guidelines as may be declared through subsequent issuances from the IATF;

7. Residential or face-to-face classes may be conducted in Higher Education Institutions (HEIs) provided that there is strict compliance with minimum health standards, consultation with the LGUs and compliance with the guidelines set by the Commission on Higher Education (CHED). All HEI activities that involve mass gathering of students shall continue to be prohibited.

For K-12 Basic Education, the Basic Education Learning Continuity Plan of the Department of Education (DepEd) shall be adopted;

8. Work in all public and private offices shall be allowed to resume physical work in full capacity or under such alternative work arrangements for person who are 60 years old and above, those with immunodeficiency, comorbidities, or other health risks, and pregnant women;

9. Work in government offices may be at full operational capacity, or under such alternative work arrangements as agencies may deem appropriate in accordance with the relevant rules and regulations issued by the Civil Service Commission (CSC). Accredited diplomatic missions and international organizations may resume full operations;

10. Public transportation shall be allowed to operate during MGCQ, except for passenger vans and air-conditioned buses. Provided, that the following guidelines shall be observed, viz.

10.1. It shall only carry half or 50% of its allowed seating capacity, viz.

buses - 50% seating capacity
jeepneys/multicabs - 50% seating capacity
tricycles - 3 passengers (one at the front, two at the back)

10.2. That minimum public health standards are observed, such as but not limited to:

• Not allowing passengers to ride without face masks;
• Temperature scanning before passengers are allowed to ride the vehicle;
• Re-disinfecting the interior of the vehicle after all passengers have settled;

10.3. Drop-off of passengers shall be from terminal to terminal only. Thus, buses are not allowed to load and unload passengers along the highway or while on transit going to the next public transport terminal;

10.4. No buses shall be allowed to operate during Saturdays and Sundays;

10.5. All bus operators are mandated to prepare passenger manifest per trip which shall be surrendered upon arrival at the public transport terminal. The information reflected in this manifest shall include the following: name of bus company, travel date, place of destination, full name of driver and conductor, plate and body number, full name of passengers and their contact number and addresses;

10.6. Bus operators shall strictly observe the minimum public health standards governing the operation of bus companies such as 50% reduced seating capacity, wearing of face masks, provision of hand sanitizer, regular disinfection of the bus, and other precautions as strictly provided under Item No. 6 of Memorandum Circular 2020-017 of LTFRB;

10.7. Any violation to the foregoing provisions shall be penalized under the existing laws, rules and regulations without prejudice to an administrative sanction by the LTFRB for revocation or suspension of their franchise as the case may be.

11. Private transportation shall be allowed to travel subject to the guidelines provided by the Department of Transportation (DOTr);

12. The movement of person across areas placed under GCQ or MGCQ for any purpose other than leisure shall be permitted.

13. Except as otherwise provided below, all permitted establishments and activities under Category I-IV of Section 4(6) of the Revised Omnibus Guidelines and in pertinent sections therein shall be allowed to operate or be undertaken at full operational capacity:

a) Barber shops, salons, and other personal care service establishments shall be allowed to operate a maximum of 50% of venue capacity;

b) Dine-in service in food retail establishments such as supermarkets, grocery stores, and food preparation establishments at a maximum of 50% seating capacity; and

c) Other Category IV and all other establishments not permitted to operate under previous issuances at a maximum of 50% operational capacity.

14. Operation of Night Markets throughout the Province is still suspended;

15. Transport of cadaver/dead human body shall be allowed, provided that a Certification of Non-COVID Patient from the hospital or City/Municipal Health Officer must be secured;

16. Curfew hours from 9:00 PM to 5:00AM is still implemented. Exempted from the curfew hours are members of the COVID-19 Crisis Management and Response Team, emergency vehicles, health workers, and those who are required to work within the curfew period;

17. Purchase of liquors or any alcoholic drinks is allowed under MGCQ except to minors. However, consumption is strictly prohibited in public places, such as restaurants, cafeterias, bars, and the likes. Selling of liquors or any alcoholic drinks is only allowed from 8:00AM to 5:00PM;

Section 4. Disclosure of Suspected, Probable, and Confirmed Cases. The Provincial Health Office shall regularly update Local Government Units, including the barangays by providing them a complete and certified list of suspected, probable, and confirmed COVID-19 cases in the Province.

Section 5. Returning and Stranded Overseas Filipino Workers (OFWs) and Locally Stranded Individuals (LSIs). All returning OFWs and LSIs who have been issued a DOH or LGU certificate of completion of the mandatory 14-day facility-based quarantine and those who are issued with travel authority upon testing negative for COVID-19 shall be granted unhampered transit to the Province or outside of the Province en route to their final destination anywhere in the Philippines.

For the purpose, LGUs shall allow maritime vessels or aircraft transporting the abovementioned OFWs and LSIs to dock or land at their ports. The LGU, in close coordination with OWWA Regional Task Force, shall provide utmost assistance to the OFWs stranded within their jurisdiction.

All returning stranded OFWs and LSIs are required to undergo a mandatory 14-day home quarantine or a facility-based quarantine to be provided by the Provincial Government. An Affidavit of Medical Undertaking shall be executed by those undergoing the mandatory 14-day home quarantine.

Section 6. Monitoring of Coastlines. The Philippine Coast Guard/Philippine Navy/PNP Maritime in the Province are enjoined to render full assistance and cooperation with the LGUs in strictly monitoring sea travels as this can be another means for possible virus spread.

Section 7. Management of the Dead. The standard process on the management of human remains for PUIs and confirmed COVID-19 cases shall be strictly observed.

Burial, preferably cremation, shall be done within 12 hours after death. However, cremation or burial of human remains, to the most possible extent, shall be in accordance with the deceased person’s wish, decision of those who have the duty to make funeral/burial arrangements, and religious and culturally-acceptable norms of the deceased.

Proper burial for Muslim Filipinos shall likewise be observed. COVID-19 confirmed case must be put in a sealed cadaver bag and must be buried within 12 hours in the nearest designated Muslim cemetery in their locality.

Section 8. Maintenance of Cleanliness. All LGUs should ensure that all garbage/wastes in their respective area of responsibility are properly disposed, esteros and canals are regularly cleaned, and enforcement of ordinances regarding health, sanitation, and cleanliness remain unabated during the modified general community quarantine period.

All LGUs should enjoin their residents to allocate one whole day to conduct general cleaning and disinfecting of their homes and immediate surroundings to maintain sanitation and cleanliness.

Spitting in public places is strictly prohibited and shall be sanctioned under the law;

Section 9. Inter-Agency Coordination. There must be close coordination among all LGUs, National Government Agencies, Armed Forces of the Philippines, and the Philippine National Police of the Province relative to the enforcement of this Executive Order.

Section 10. Separability Clause. If any provision of this Executive Order is declared invalid or unconstitutional, the other provisions not affected thereby shall remain valid and subsisting.

Section 11. Penalty Clause. Any violations thereof shall be dealt with under our existing laws, ordinances, rules and regulations.

Section 12. Repealing Clause. All prior executive issuances inconsistent herewith are deemed repealed.
Section 13. Effectivity. This Executive Order shall take effect on 12:01AM of 01 June 2020 until 15 June 2020.

CEBU, MANDAUE AND LAPULAPU CITIES STARTING JUNE 1 WILL LIFT LIQOUR BAN BUT STILL NO DRINKING IN PUBLIC PLACES

We have seen online earlier Pasay City, Quezon City first lifting their liqour bans imposed during ECQ. And now these cities in Cebu Province.

But at press time, we still have to see online an LGU in Mindanao intending to lift its liquor ban as it ransitions to MGCQ on June 1.

Here's a note we spotted online.

Notes on RDC-7 meeting afternoon, Saturday with OPAV Sec. Mike Dino and tri-city LGUs:

The three mayors of Cebu City, Mandaue City and Lapu-Lapu City have agreed to adopt the following key points in their EOs:

1. Curfew shall be from 10 pm - 5 am for all three cities.

2. The same vehicle coding shall be enforced continuously. Vehicles of employees of companies allowed to operate under GCQ are EXEMPTED provided they can show a valid ID and company certificate. Please refer to IATF guidelines for the list of exempted companies.

3. The selling of alcohol is allowed, but its consumption in public spaces is not.

4. The inter city borders and those to Cebu Province will be lifted on June 1, but checkpoints will still be in place.

5. The requirement for the re-opening of businesses have been simplified but will depend on the various LGUs. Pls refer to their guidelines.

This is to answer the common questions from different sectors so that everyone can prepare ahead.

Further details will be explained in the respective EOs of the LGUs which will be released Sunday.

Declared persona non grata LTFRB Caraga Director Cassion fights back, exposes alleged discrimination acts of Surigao City officials

LTFRB Caraga OIC Regional Director Maria Kristina Cassion is fighting back with clear, written exposes on the alleged discrimination acts of Surigao City officials led by Mayor Ernesto Matugas in her long reply-press statement to the approved provincial resolution declaring herself as persona non grata in the province.

Cassion though said she does not want "to discuss anymore the legal effects of the resolution" but she went to the length of detailing "series of incidents of discrimination against Butuanons and Agusanons involving Surigao City Officials", and her citation of facts and explanations.

The following is her press statement.

"PRESS STATEMENT
May 28, 2020

It has come to my attention through media reports that I was declared as a Persona Non Grata through a resolution issued by the Provincial Council of Surigao del Norte.

Though it is an unfortunate development, but I must respect the sentiments expressed by the honorable board members in the said province. I do not want to discuss anymore the legal effects of the said resolution, or rather, the lack thereof, as legal personalities have already discussed this at length in several threads and posts.

To recall the beginnings of all of this, on May 15-16, 2020, the LTFRB Caaga Regional Office personnel fetched 543 stranded MSUans from Marawi, Iligan, and Naawan campuses, and transported them to the provincial drop off points, including the 106 students who were bound for Surigao del Norte.

Prior to their arrival, my staff were instructed not to disembark, and that dinner will be served to them on the bus. However, despite various coordination with the SDN focal persons and other LGU contacts, no dinner was served to the LTFRB staff and drivers, for still unknown reason, until they decided to go back to Butuan at around 11:30 PM, but not before witnessing some people on the ground taunt them, saying that the people from Butuan who were carrying the disease are finally leaving. They arrived, tired and starving, at Butuan City at around 12:50 AM.

Our LTFRB personnel reported to me while they were at the Surigao del Norte Provincial Hospital the ill-treatment and discriminatory acts they were made to suffer. I felt that the discrimination against non-SDN residents should already stop, and the treatment of my staff should be the last of its kind.

To me, the actions of the CDRRMO personnel are reflective of the views of their local officials, since the above incident, unfortunately, was not an isolated case, but rather the culmination in a series of incidents of discrimination against Butuanons and Agusanons involving Surigao City Officials, specifically:

1. The prohibition of the transport to other municipalities and provinces of fish species landed in Surigao City, thru Executive Order No. 05, series of 2020, issued by Surigao City Mayor Ernesto U. Matugas, Jr. last January 10, 2020.

It is worth noting that Surigao City is a major source of fish and other marine resources for Caraga Region.

2. The Surigao City Council, last April 2020, passed Resolution No. 99 – 2020, requesting the Caraga Regional Hospital (CRH), located at Surigao City, Surigao del Norte, to stop accepting referrals of COVID-19 patients from other provinces within Caraga Region.

Moreover, the City Administrator of Surigao City, Atty. Jerry Centro, in an interview last April 28, 2020, expressed the City’s disappointment over Caraga Regional Hospital’s acceptance of suspected COVID-19 cases from Butuan City, despite the City Council already having made known its sentiment regarding the issue by unanimously passing Resolution No. 99 – 2020.
All this, despite the fact that the Caraga Regional Hospital is a DOH-owned and managed health facility which is under the jurisdiction of the national government, and as such is mandated to cater to all patients referred to its facility especially residents of Caraga Region.

3. The City Administrator of Surigao City’s justification of his decision to order the Bachelor Bus to go back to Butuan City as it was carrying passengers from Agusan del Norte, which they he said they do not permit, aired during an interview with DXKS RPN Radio last May 4, 2020.

4. Various other instances wherein employees entering Surigao City are discriminated and shamed at checkpoints due to them being from Butuan City, where the first confirmed cases of COVID-19 in the region came from.

For instance, Armi Timon, in her public comment on my post regarding the May 16, 2020 incident, said that her husband, who works at Surigao City, was asked about his home address at a checkpoint in Surigao. Upon learning that he is from Butuan City, a lady frontliner, using a megaphone, announced to the people around them, “o, palayo mo kay nay taga Butuan, matakdan unya mo” (there is somebody here from Butuan, keep your distance, you might get infected).

This was the intent behind my Facebook post, which never generalized all Surigaonons, but only those involved in the incident and their LGU officials, in order to call theirs and the general public’s attention on the worsening case of discrimination in the said province to the point of depriving food to the LTFRB staff and drivers, who went out of their way to bring the stranded students home.
The last time I checked, nobody is prohibited from doing so as long as I am not slandering anyone. In fact, even Board Member Juan Fernando Larong, the proponent of the said resolution, has turned to social media to post his sentiments against me. In this ever-changing times, the traditional forms of communication has already evolved, to include the social media.

However, in deference to the appeal of Gov. Dale Corvera, our RTF Chairperson, and the assurance from the Surigao City LGU that an investigation will be conducted, I took down my Facebook posts, despite my belief that I did no wrong in expressing my disappointment in what happened to the Surigao del Norte leg of the Program.

Notwithstanding all that has happened, I would like to guarantee that the LTFRB – Caraga Regional Office remains committed to providing the highest level of service for the residents of Surigao del Norte, as we do with the residents from the other provinces of Caraga Region. We are one with our Local Chief Executives in expressing our strong commitment to continue to work together as we navigate the uncertainty present before us.

Thus, we assure the parents and the relatives of stranded individuals that we will proceed with the plan to fetch the stranded individuals at Davao City so that they can come back home to Surigao del Norte. We will deliver them safely up to the boundary of Agusan del Norte and Surigao del Norte.

We are one with the Regional Task Force (RTF) for COVID-19 One Caraga Shield in the belief that in these trying moments, it is not our borders that should define us but rather, our shared goal and hope of a COVID-19 free region, that will bind us stronger together.

We face this pandemic as ONE, and TOGETHER, WE HEAL AS ONE!
