Utah's HB 514, which would have allowed unlicenced chaplains in public schools, has failed.

According to live coverage by Bryan Schott, a reporter for The Salt Lake Tribune, Senator John Johnson remarked that local school districts can set their own standards to "prevent groups like the Satanic Temple from being involved in schools." However, not all Senators were in agreement with Senator Johnson's viewpoint. Senator Lincoln Fillmore articulated concerns, stating, "If we open this door, we will have literally no control who walks through it. I think we will come to really regret this bill if it passes when we see the results." Echoing a similar sentiment, Senator Kirk Cullimore added, "I agree that we need to get more spirituality in our youth. We need them to be grounded in moral values. However, we can't control what chaplains are going to be approved."
