ALTERNATIVE JUSTICE SYSTEMS IN ISIOLO BOOSTED AFTER CHIEF JUSTICE MARTHA KOOME OPENED AJS COURT ROOM

The Alternative Justice Systems (AJS) in Isiolo County received a boost after the launch of the Isiolo County AJS action plan and model, in an event that was presided over by Chief Justice Martha Koome who was accompanied by Isiolo County Governor Abdi Ibrahim Guyo, High court Judges and other stakeholders.

Koome had earlier led the team in the installation of Isiolo high court judge, and the opening of a building that will be used to host AJS hearings at the Isiolo court grounds before the official ceremony where she oversaw the launch of the AJS Action plan.

According to the Chief Justice, the judiciary will keep devolving justice systems by extending judicial services where they are limited due to the marginalization of previous approaches.

The CJ said that the judiciary aims to establish a high court in all the counties and a magistrate court in every constituency in the country to increase access to justice for citizens.

The Chief Justice emphasized the importance of people-centered solutions to solving disputes through the AJS which she said has always been used since time immemorial and was the way to go.

Isiolo County Governor Abdi Ibrahim Guyo said that the county government would partner with the Judiciary to establish courtrooms in Garbatula and Meri. The governor said that the county was ready to donate land for the establishment of magistrate courts for the two sub-counties which are far distances from Isiolo town.

Winfrida Mokaya who is the Registrar to the Judiciary said that the Isiolo AJS initiative has solved 180 cases during the period between January 2022 and August 2024, of which 164 cases were resolved reflecting a commendable settlement rate of 91.1%.

According to DR. Steve Okoth from the national steering committee on the implementation of AJS the justice system should continue embracing the traditional and cultural aspects of communities in the implementation of justice.

Hajj. Abdulahi Gonjobe who is the chairman who is the chairman of the Isiolo Councils of Elders urged for the creation of incentives to motivate elders to continue the AJS work which he said has been done since time immemorial but is now being done in a more mainstream manner to help courts solve the backlog of cases.

RESIDENTS DERY OVER STATE OF INSECURITY DURING BURIAL OF A NATIONAL POLICE RESERVIST OFFICER SHOT DEAD AT HIS HOME

Mugae Residents at the border of Meru-Isiolo have decried over the state of insecurity at the burial of a national police reservist (NPR) who died by the bullet a week ago when assailants believed to have been from Samburu stormed his home, shot him, and fled with his gun.
Benson Mbaabu Kaimenyi who was recently recruited to the service died on the spot after the shoot-out at his home that has three houses one belonging to his parents.
A somber mood engulfed mourners at the burial ceremony as residents turned up in large numbers coming to terms with losing one, they considered their own. A dozen police reservists (NPR) were also present as they who came to send their last respects to one of their fallen colleagues.
Kaimenyi Nabea the father to the deceased said it was not the first time for such a happening, but the assailants have been paying the village frequent visits of late and causing havoc. He explained that just a month ago in an attack, they killed a person and stole livestock.
The assailants managed to steal a gun belonging to the deceased, and two heads of livestock, with the animals being recovered three days later in archers post, making the residents believe that the attackers were from Samburu County.
Nabea said that the raiders seemed to have been on a mission to steal the gun since they attacked him after he had departed from the rest of the crew of (NPRs) who had come from a mission.
He called for a thorough investigation to be conducted on the incident to arrive at concrete conclusions on why insecurity is on the rise, who the attackers are, and if they are being helped by some residents to conduct crime in the area.
Musa Maitai resident of the area said that he arrived at the scene on Sunday morning when he was informed of the happening. He called on the government to increase security surveillance since the incidents were on the increase.
According to Maitai the government should dig deep into the motives of the attackers who are being reported to come from as far as Samburu County to carry out raids in the area.
Pastor Kaburia Mung’athia said that over fifty head of cattle were recently stolen from another homestead recently. He said that the people causing havoc and insecurity have been seen by residents.
He explained that they were coming in drones and armed and wondered how the insecurity will now be tamed. The pastor called on residents to remain vigilant.
He said that he was aware that security officers were following up on the matter but urged that NPR officers should work closely with the police to tame insecurity.
He also wondered whether there could be attempts to sabotage existing security systems that were being used before in the area to prevent cattle rustling.

Men from pastoralist communities in Isiolo have been sensitized to support their wives with household chores like fetching firewood and water for their households to give them room to breastfeed after delivery.

Speaking in the Oldonyiro ward of Isiolo Barnabas Kimotok the Assistant County Commissioner who accompanied health officials during a breastfeeding sensitization said that some cultures were detrimental to breastfeeding and needed to be overlooked for mothers to have ample time with their babies.

Kimotok rallied men to support the calls by health officials on six months of exclusive breastfeeding and told the men to be part of the support system for their wives.

Jokingly the administrator said that men should not breastfeed as it has been heard of in some areas that men usually breastfeed due to certain misleading beliefs.

Sadia Ali a health promotion official working with Isiolo County said that women in pastoralist communities face different challenges while breastfeeding because they sometimes have to leave their homesteads to graze animals and also fetch water and firewood.

She educated them on how to press and store breast milk in clean containers adding that babies should not be left for long to get fed and should not be fed on any other food for the first six months but mother breast milk.

She called on men to support their wives with household chores and make time to be around women while they are breastfeeding, saying that it helps to relieve stress, which in turn leads to more milk production for the baby.

Through different initiatives, some of the women have been educated on various ways to observe proper nutrition and they have crafted songs to pass such messages to the local communities.

Acording to Gerald Mwangi who works as a coordinator to te program that brought together the county government and other partners there is a notable consistent improvent on practices geared toward behaviour change and knowlege on child upbringing roles.

He said that this has translated to lower levles of mal-nutrition among children according to a recent baseline survey that was conducted.
Mwangi said that the pastrolist communities experience eunique challenges especially during drought which translates to high maternal work load since women have to do diffficult household chores.
He said that creating the awareness on nutrition patterns has enbled many women understand how to plan the feeding of the babies whle carying out their chores and at the same time enabling male involvement in child upbringing.

GAPS IN THE LANDMARK ISIOLO'S GENDER POLICY ADDRESSED AS CALLS FOR THE PROPOSALS TO BE ENSHRINED INTO LAW CONTINUE

The Horn of Africa Institute has conducted several engagements in Isiolo County to address gaps in the Isiolo County 2025-2025 Gander policy.

Thirty women leaders selected from women groups across the four sub-counties of Isiolo were recently engaged in mainstreaming various gender issues that were identified as obstructing the swift implementation of the Isiolo Gender Policy.

In a project dubbed “Promotion of Women Empowerment and Rights” (POWER), fifteen pastoralists’ women leaders, and ten Isiolo county representatives from various departments, were also engaged as part of a task force that dissected into the barriers hindering the swift implementation of the gender proposals captured in the policy document.

According to Ms. Pasacalia Ogutu, who is the program manager of the project, the main objective was to center on sensitizing targeted communities, the legislators, and different stakeholders on the gaps identified in the way communities understand and interpret gender roles and rights.

Ms. Pascalia said that it was important for duty bearers to understand and appreciate the need to incorporate the gender approach even in the sharing of county government resources.

With the push for the implementation of the policy gearing up, Mr. Thuranira, who is the county solicitor helped participants to understand the legal frameworks surrounding the policy proposals and approaches to their actualization and realization.

Gender department Director, Madam Madina explained that many stakeholders were now in agreement on the need for FastTracking initiatives to pave the way for the Gender Policy 2021-2025 to be adopted as a gender bill by the county Assembly.

Madina said that the gender bill could help to address vices such as the social exclusion of women, participation in development agendas such as climate change, limited leadership appointments for women in decision-making spaces, and limited access to better healthcare for many women in the county.

The program which is supported through the African Women Development Fund, also aims at capacity-building rural women in Isiolo on awareness of their rights and how to take charge of their eloping opportunities due to gender stereotyping.

Njuguna an assistant county commissioner who took part in the training said he was impressed by the attempts to provide motivation for women and sensitize them to access funding from government sources like the Women Enterprise Fund (WEF), and other development enterprises.

Njuguna also called for the institutionalization of gender experts within the disciplined forces to entrench positive gender-sensitive practices among officers that would in turn lead to bettering of service delivery.

He explained that the protection of the rights and dignity of women and girls was paramount and that the program had come at a time when society needed it most.

Prevention of harmful practices like child marriages, beading, and female ge***al mutilation was identified by participants who were mostly women who accepted that such practices were still pre-dominant in their society.

Madam Norah a women leader said practices such as Female Ge***al Mutilation (FGM) are still being conducted in remote villages where there is no network and few people have formal education. These she said are major cultural hurdles that face women which she hoped that the bill would soon address.

The need for the establishment of Gender-Based Violence and Victims Support in police stations, SGBV centers as safe temporary homes, the creation of a County toll-free 24/7 telephone hotline and online service for victims/ survivors of SGBV, and free legal assistance to victims of SGBV were also given prominence during the sensitizations.

Clergy members from churches across Isiolo County have cautioned the government to adopt better ways of engaging the youths and to stop using brutal force on demonstrators.

Led by the Chairperson Pastors Association Rev. Murungi the clergy sent their message of condolences to aggrieved families in the country following deaths as a result of the ongoing country-wide demonstrations.

They called for the police to stop using unnecessary force on demonstrators while at the same time urging that the Gen Z demonstration stop to pave the way for dialogue.

According to Murungi, there is a need for public participation to be taken seriously and a Platform for continuous and fresh engagement with the youths to be normalized.

They said the government must always consult before making decisions on behalf of the citizenry.

The clergy also took the opportunity to call for the fast-tracking of the reopening of the Isiolo level four morgue which they said was closed last year October by the county government to pave the way for renovations. They said many people are currently struggling to take the bodies of loved ones to Meru where mortuary services are being offered.

Rev. Nathan Maingi on the other hand said that the pastors fully support the youth who are demonstrating as they were exercising their constitutional mandate to demonstrate.

He condemned the way that the demonstrations were met by the government leading to untimely deaths of many youths. He however called on the youth to now embrace dialogue since the fierce demos also affected businesses and the country's welfare.
