“Bartholomew Nnaji is an Igbo scientist, innovator, and one of the inventors of the E-Design concept. He was born in Enugu State and earned a Bachelor of Science degree in physics at St John’s University, and then proceeded to the Virginia Polytechnic Institute and State University for post-graduate studies.

He joined the faculty at University of Massachusetts Amherst in 1983. After a few years, he became the director and a founder of the Automation and Robotics Laboratory at the University. He was made a professor of mechanical and industrial engineering in 1992. As a researcher, he focused on three major topics: Computer Aided Design, Robotics and Computer Aided Engineering. Using the knowledge he gained from his research pursuits, he created the term geometric reasoning, the idea that most things we operate has a geometric configuration. He is also credited as one of the innovators of the E-design concept.

He is also the founder of the first indigenous owned power generating company in Nigeria and was also a former minister for Science and Technology in the country”.

PRESIDENT TINUBU SUSPENDS MINISTER OF HUMANITARIAN AFFAIRS AND POVERTY ALLEVIATION FROM OFFICE

In line with his avowed commitment to uphold the highest standards of integrity, transparency, and accountability in the management of the commonwealth of Nigerians, President Bola Tinubu suspends the Minister of Humanitarian Affairs and Poverty Alleviation, Dr. Betta Edu, from office with immediate effect.

The President further directs the Executive Chairman of the Economic and Financial Crimes Commission (EFCC) to conduct a thorough investigation into all aspects of the financial transactions involving the Federal Ministry of Humanitarian Affairs and Poverty Alleviation, as well as one or more agencies thereunder.

The suspended Minister is hereby directed to hand over to the Permanent Secretary of the Federal Ministry of Humanitarian Affairs and Poverty Alleviation, and she is further directed by the President to fully cooperate with the investigating authorities as they conduct their investigation.

Furthermore, the President has tasked a panel that is headed by the Coordinating Minister of the Economy and Minister of Finance to, among other functions, conduct a comprehensive diagnostic on the financial architecture and framework of the social investment programmes to conclusively reform the relevant institutions and programmes in a determined bid to eliminate all institutional frailties for the exclusive benefit of disadvantaged households and win back lost public confidence in the initiative.

These directives of the President take immediate effect.

BEING AN ADDRESS BY THE NEWLY SWORN-IN GOVERNOR OF ONDO STATE , HON. LUCKY ORIMISAN AIYEDATIWA HELD AT THE COCOA CONFERENCE CENTRE, OF THE GOVERNOR’S OFFICE ON MONDAY, 27TH DECEMBER, 2023




PROTOCOL

It is with heavy heart that I accept this onerous responsibility of taking over the reins of governance and affairs of our State following the unfortunate loss and passing of our beloved Governor, leader and dear boss, Arakunrin Oluwarotimi Odunayo Akeredolu, SAN, CON.

The death of our Governor is indeed a devastating shock to us all, as we have all been praying earnestly for his quick recovery and subsequent safe return to Ondo State, having embarked on another medical leave on Wednesday, 13th December, 2023. Indeed, there is no armour against fate, death lays his icy hand on kings.

Permit me to use this opportunity to condole with the immediate and extended family of Arakunrin Oluwarotimi Odunayo Akeredolu, SAN, CON, HRM Oba Gbadegesin Ogunoye III, the Olowo of Owo, the people of Owo and indeed the entire people of Ondo State over this monumental loss.

The demise of Arakunrin Oluwarotimi Odunayo Akeredolu, SAN, CON is indeed a great loss to me as an individual as our relationship dated back to many years ago, having closely worked with him when his gubernatorial journey started in Year 2012. The loss then did not affect our relationship as we continued to maintain close political and personal relationship which climaxed in Year 2020 when he graciously picked me as his running mate for his Second Term as Governor of Ondo State.

Governor Akeredolu was a man of courage and conviction who always stood for the truth even at his own detriment. I remember vividly during the time when we had a case in court challenging our Second Term victory. He still pursued the matter of emplacing a strong security network for the people of the Southwest codenamed ‘Amotekun Corps’. The People of Ondo State and the entire people of the Southwest will be eternally grateful for this bold act which has greatly improved the security architecture in the Region and reduced incidents of kidnapping, banditry and other acts of criminalities to the barest minimum especially in Ondo State. His many legacies in the health sector, infrastructural development, education, industrial development as symbolised in the Ondo-Linyl Industrial Hub, Ore, his innovation in Ondo State Entrepreneurial Development Agency, his Tech Hub, etc will be difficult to surpass.

The events which culminated in today’s ceremony is a watershed in the history of Ondo State as this is the first time we are having a transition in an administration. Today’s event has placed a burden on all of us to pull together and stay together as one, because we have the onerous responsibility to continue to sustain the legacies of Arakunrin Oluwarotimi Odunayo Akeredolu, SAN, CON, which was good governance, properly called. Our leader and Governor, during his time embarked upon several landmark projects, many of which have been completed and several ones ongoing. We now have the responsibility to complete them. It is to the credit of Arakunrin Akeredolu, that the State now has a flyover in Ore, while the one in Akure is ongoing. It is necessary for us to acknowledge with pride the wonderful achievements and legacies of Arakunrin Akeredolu. His records of performance are monumental and unprecedented.

I want to assure the people of Ondo State that under my watch, this administration shall continue to advance the welfare of the people. We shall always place the people first in every decision we take. It is my prayer, once more, that God Almighty shall grant the family and the people of Ondo State the fortitude to bear this irreparable loss.

Let me use this opportunity to convey our deep appreciation to Mr. President and Commander-in-Chief of the Federal Republic of Nigeria, His Excellency, Bola Ahmed Tinubu, GCFR, the National Chairman of our party, His Excellency Alhaji Adbullahi Ganduje, the leaders of the party both at the National and State levels, the elders of our State, for providing succour and support to our State at this critical time.

Ladies and gentlemen, I want to urge the people of Ondo State to continue to remember us in their prayers as we continue to emplace good governance in our dear State.

May God continue to bless the people of Ondo State.

I MOURN MY FEARLESS BROTHER, ROTIMI AKEREDOLU: PRESIDENT TINUBU

It is a difficult task to have to pen a tribute and sing a dirge for a departed soul. It is a more difficult job in our African culture when one is compelled to do so for a younger person. Here I am with the difficult job of singing a dirge for Oluwarotimi Odunayo Akeredolu, my beloved brother, confidant, political soulmate and governor of Ondo State.

I cannot fairly capture in words Rotimi’s towering figure and his human essence. Rotimi was a man who moved our nation towards equity, fairness and justice in his strident advocacy against every form of injustice in our country through the instrumentality of the law as a senior advocate, attorney general of his beloved state, as President of the Nigerian Bar Association and Governor of Ondo State.

In a challenging moment of our statehood when marauding agents of darkness spread their tentacles across our country, Rotimi was a strong voice in wilderness calling us to rethink our security architecture so we can have a more secure nation. His unrelenting advocacy led to the birth of the local police in the South West.

Rotimi was a man of ideas and action. While he was with us, he taught us the power of action and service. In Ondo State where he had the honour to serve as the Governor in the last 6 years, he served his people with absolute loyalty, dedication and forthrightness. His footprints dot the entire landscape in the hundreds of kilometres of roads he built, the many school he built and healthcare facilities that he provided. During the dark hours when marauding agents of darkness visited the state and killed defenceless citizens where 40 worshippers of the Catholic Church of Owo were killed on June 5, 2022, Rotimi’s leadership qualities as a true statesman and compassionate leader radiated brightly to the world. He was a mourner-in-chief who guided his people through an agonising period. Today, I MOURN a fighter and fearless defender of truth and the masses.

My personal journey with Rotimi started as joint members of the progressive family. We fought many battles together to restore progressive governance in the South West, Edo State and Nigeria as a whole. During this uncertain period, Rotimi was resolute and unflinching. He showed uncommon courage as member of our legal team in our battles to reclaim our stolen mandates in Ekiti, Ondo, Edo and Osun States. A gallant lawyer and one of the finest of the legal profession. I beckoned on him to contest for the governorship position of Ondo State in 2012. Even though he didn't make it in first attempt his enthusiasm and determination to serve his people never diminished. He eventually made it to the Alagbaka Government House in his second attempt in the 2016 election, Since he was sworn-in in February 2017, he had served the people with devotion.

Rotimi has played his role well and left us untimely. We will never see his likes again. Let me tell the people of Ondo State that I am grieving with you. We will honour Rotimi's memory and make sure his legacy of service is never forgotten.

In my grief and sadness, I have telephoned his wife, Betty, and Acting Governor Lucky Aiyedatiwa to commiserate with them and urge them to take heart over this national tragedy.

Governor Akeredolu was not just a friend, ally and associate, he was a brother and soulmate.

His death is a blow to our governing APC and the progressive family as we are diminished by it.

I hope that his successor Aiyedatiwa will hold steadfast to the vision of governance left by this towering political leader.

Simon Lalong Resigns as Minister

Minister of Labour and Employment Simon Bako Lalong has officially tendered his resignation to President Bola Ahmed Tinubu to enable him take his seat at the Senate of the Federal Republic of Nigeria as Senator Representing Plateau South Senatorial District.

In a statement by Special Adviser to the outgoing Minister on Media Dr Makut Simon Macham said in a letter submitted to the President on Tuesday, 19th December 2023, the Minister reminded President Tinubu that after exhaustive legal processes, the Court of Appeal declared him as the duly elected Senator representing Plateau South Senatorial District and directed the Independent National Electoral Commission (INEC) to issue him the Certificate of Return.

Lalong said the decision for his resignation was not made lightly because of the trust and confidence that President Bola Tinubu placed on him as a Minister in his cabinet having served as the Director General of the Tinubu/Shettima Campaign Council which delivered victory for the APC.

Wednesday, November 29, 2023


1. In furtherance of my sacred duties and obligations as President of the Federal Republic of Nigeria, it is my honour to be here today to present my administration’s 2024 Budget Proposal to this Joint Session of the 10th National Assembly. This moment is especially profound and significant to me because it is my first annual budgetary presentation to the National Assembly.
2. Distinguished Senators and Honourable Members of the National Assembly, I commend your swift consideration and passage of the 2023 Supplementary Appropriation Bills and the 2024-2026 Medium Term Expenditure Framework and Fiscal Strategy Paper. Your prompt action underscores your devotion to economic development and to the greater welfare of our people. It also highlights your desire to work in close collaboration with the Executive branch. We do not serve ourselves. We must always strive to work together to serve and benefit the people of our beloved country.
3. I am confident that the National Assembly will continue to work closely with us to ensure that deliberations on the 2024 Budget are thorough but also concluded with reasonable dispatch. Our goal is for the Appropriation Act to come into effect on the 1st of January 2024.
4. It is, by now, a matter of recorded history that my very first fiscal intervention as President of this great nation was to end the fuel subsidy regime which had proven to be so harmful to the overall health of our national economy. The second was to negotiate and subsequently present a supplementary budget to enable my government to fund the items needed to restore macro-economic stability and mitigate the harsh impact of subsidy removal.
5. The third was to secure a second supplementary budget, this time to enable us to keep our promises to promote national security, invest in infrastructure and provide much needed support to the most vulnerable households in our society.
6. In swearing-in my cabinet and reflecting on the unique challenges facing us, I invited the Ministers to imagine that we are attempting to draw water from a dry well. Today, I stand before you to present our Budget of Renewed Hope; a budget which will go further than ever before in cementing macro-economic stability, reducing the deficit, increasing capital spending and allocation to reflect the eight priority areas of this Administration. The budget we now present constitutes the foundation upon which we shall erect the future of this great nation.

PREVAILING ECONOMIC ENVIRONMENT
7. Economic conditions remain challenging both abroad and at home. Despite lingering Post-Covid supply and production bottlenecks, armed conflict in various parts of the world and restrictive monetary policies in major economies, we expect global growth to hover around 3.0 percent in 2024. This relative low rate has significant implications for our economy due to our current reliance on importation.
8. Distinguished Senators, Honourable Members: despite the global headwinds, the Nigerian economy has proven resilient, maintaining modest but positive growth over the past twelve months.
9. Inflation has trended upward due to weak global conditions. To contain the rising domestic prices, we will ensure effective coordination of fiscal and monetary policy measures, and collaborate with sub-national governments to address structural factors driving inflation in Nigeria.
10. The Budget proposal meets our goal of completing critical infrastructure projects which will help address structural problems in the economy by lowering the costs of doing business for companies and the cost of living for the average person, The Honourable Minister of Budget and Economic Planning will provide full details of this proposal.

PERFORMANCE OF THE 2023 BUDGET
11. Distinguished Senators and Honourable Members, an aggregate revenue of 11.045 trillion naira was projected to fund the 2023 Budget of 24.82 trillion naira with a deficit of about 6.1 percent of GDP.
12. As of September 30, the Federal Government’s actual aggregate revenue inflow was 8.65 trillion naira, approximately 96 percent of the targeted 8.28 trillion naira.
13. Despite the challenges, we continue to meet our obligations.

THEME AND PRIORITIES OF THE 2024 BUDGET
14. Distinguished Senators, Honourable Members, permit me to highlight key issues relating to the budget proposals for the next fiscal year. The 2024 Appropriation has been themed the Budget of Renewed Hope. The proposed Budget seeks to achieve job-rich economic growth, macro-economic stability, a better investment environment, enhanced human capital development, as well as poverty reduction and greater access to social security.
15. Defence and internal security are accorded top priority. The internal security architecture will be overhauled to enhance law enforcement capabilities and safeguard lives, property and investments across the country.
16. Human capital is the most critical resource for national development. Accordingly, the budget prioritizes human development with particular attention to children, the foundation of our nation.
17. To improve the effectiveness of our budget performance, government will focus on ensuring value for money, greater transparency and accountability. In this regard, we will work more closely with development partners and the private sector.
18. To address long-standing issues in the education sector, a more sustainable model of funding tertiary education will be implemented, including the Student Loan Scheme scheduled to become operational by January 2024.
19. A stable macro-economic environment is important to catalyse private investment and accelerate economic growth. We have and shall continue to implement business and investment friendly measures for sustainable growth.
20. We expect the economy to grow by a minimum of 3.76 percent, above the forecasted world average. Inflation is expected to moderate to 21.4 percent in 2024.
21. In preparing the 2024 Budget, our primary objective has been to sustain our robust foundation for sustainable economic development. A critical focus of this budget and the medium term expenditure framework is Nigeria's commitment to a greener future.
22. Emphasizing public-private partnerships, we have strategically made provisions to leverage private capital for big-ticket infrastructure projects in energy, transportation and other sectors. This marks a critical step towards diversifying our energy mix, enhancing efficiency, and fostering the development of renewable energy sources. By allocating resources to support innovative and environmentally conscious initiatives, we aim to position Nigeria as a regional leader in the global movement towards clean and sustainable energy.
23. As we approach COP 28 climate summit, a pivotal moment for global climate action, I have directed relevant government agencies to diligently work towards securing substantial funding commitments that will bolster Nigeria's energy transition.
24. It is imperative that we seize this opportunity to attract international partnerships and investments that align with our national goals. I call upon our representatives to engage proactively to showcase the strides we have made in the quest to create an enabling environment for sustainable energy projects.
25. Together, we will strive for Nigeria to emerge from COP 28 with tangible commitments, reinforcing our dedication to a future where energy is not only a catalyst for development but also a driver of environmental stewardship.
26. Distinguished members of the National Assembly, the revised 2024-2026 Medium Term Expenditure Framework (MTEF) and Fiscal Strategy Paper (FSP) sets out the parameters for the 2024 Budget.
27. After a careful review of developments in the world oil market and domestic conditions, we have adopted a conservative oil price benchmark of 77.96 US Dollars per barrel and daily oil production estimate of 1.78 million barrels per day. We have also adopted a Naira to US Dollar exchange rate of 750 naira per US Dollar for 2024.
28. Accordingly, an aggregate expenditure of 27.5 trillion naira is proposed for the Federal Government in 2024, of which the non-debt recurrent expenditure is 9.92 trillion naira while debt service is projected to be 8.25 trillion naira and capital expenditure is 8.7 trillion naira.
29. Nigeria remains committed to meeting its debt obligations. Projected debt service is 45% of the expected total revenue.
30. Budget deficit is projected at 9.18 trillion naira in 2024 or 3.88 percent of GDP. This is lower than the 13.78 trillion naira deficit recorded in 2023 which represents 6.11 percent of GDP.
31. The deficit will be financed by new borrowings totalling 7.83 trillion naira, 298.49 billion naira from Privatization Proceeds and 1.05 trillion naira drawdown on multilateral and bilateral loans secured for specific development projects.
32. Our government remains committed to broad-based and shared economic prosperity. We are reviewing social investment programmes to enhance their implementation and effectiveness. In particular, the National Social Safety Net project will be expanded to provide targeted cash transfers to poor and vulnerable households. In addition, efforts will made to graduate existing beneficiaries toward productive activities and employment.
33. We are currently reviewing our tax and fiscal policies. Our target is to increase the ratio of revenue to GDP from less than 10 percent currently to 18 percent within the term of this Administration. Government will make efforts to further contain financial leakages through effective implementation of key public financial management reforms.
34. Distinguished Senators and Honourable Members, in view of the limited resources available through the federal budget, we are also exploring Public Private Partnership arrangements to finance critical infrastructure.
35. We, therefore, invite the private sector to partner with us to ensure that our fiscal, trade and monetary policies, as well as our developmental programs and projects succeed in unlocking the latent potential of our people and other natural endowments, in line with our national aspirations.
36. Distinguished Senators and Honourable Members, this Budget presentation would be incomplete without commending the patriotic resolve of the 10th National Assembly to collaborate with the Executive on our mission to renew hope and deliver on our promises to the Nigerian people. I assure you of the strong commitment of the Executive to sustain and deepen the relationship with the National Assembly.
37. As you consider the 2024 Budget estimates, we trust that the legislative review process will be conducted with a view to sustaining our desired return to a predictable January-December fiscal year.
38. I have no doubt that you will be guided by the interest of all Nigerians. We must ensure that only projects and programs with equitable benefits are allowed into the 2024 Budget. Additionally, only projects and programs which are in line with the sectoral mandates of MDAs and which are capable of realizing the vision of our Government should be included in the budget.
39. As a Government, we are committed to improving the lot of our people and delivering on our promises to them. The 2024 Budget has the potential to boost performance, promote the development of Micro, Small and Medium-sized Enterprises, enhance security and public safety, and improve the general living conditions of our people.
40. In closing, I am confident that these budgetary allocations and directives will set Nigeria on a transformative path towards a sustainable and resilient energy future, fostering economic growth, job creation, and environmental preservation.
41. It is with great pleasure, therefore, that I lay before this distinguished Joint Session of the National Assembly, the 2024 Budget Proposals of the Federal Government of Nigeria, titled The Renewed Hope Budget.

PRESIDENT TINUBU RESOLVES ONDO STATE POLITICAL CRISIS: STATUS QUO WILL BE MAINTAINED

President Bola Tinubu, late on Friday, resolved the months-long crisis between loyalists of Governor, Rotimi Akeredolu and Deputy Governor Lucky Aiyedatiwa.

This followed marathon talks in the State House, Abuja between the President and the Deputy Governor, representatives of Governor Akeredolu, federal and state lawmakers of Ondo, officials of the All Progressives' Congress, and other stakeholders.

The President advised all opposing parties to bury the hatchet and embrace peace, eliciting commitments to this effect.

Under the agreement, Governor Akeredolu remains Chief Executive of the State, Aiyedatiwa remains Deputy Governor.

Members of the State Executive Council, the House of Assembly and the APC Chapter in Ondo State will remain in their posts.

Mr. Aiyedatiwa, who affirmed the decision to maintain the status quo and unite all the factions, said: “I want to say that I pledge to all of you that I embrace every one of you. I put behind all that has happened before now. I’ve let go and also let God, just as the President has advised us.

“And I want to say that with no offence, no guile in my mind whatsoever. All that has happened is politics. Impeachment is part of politics. If you survive it, it is also politics. It has come. I’ve survived it, and every other thing is in the past.

“It is one big family and our father has intervened to bring all the children together to remain under the same family and with the position that I occupy, I will carry every one of you along in every decision that needs to be taken and in everything that we do, we will work together; the executive and the legislature will work together to ensure that governance is on the right track."

He pleaded with all members of the State Executive Council to rally around the Governor and himself to “bring the dividend of democracy” to the people of Ondo State.

“All the Executive Council members, I want to plead with all of you to cooperate with me, with the Governor, so that we can bring the dividend of democracy to our people.

“We should respect one another regarding the offices we occupy and our age differences. So, it’s going to be mutual respect.

“And I want to assure the party structure that we will work together because the party is supreme. We will always give you your due respect,” the Ondo State Deputy Governor pledged.

The Speaker of the Ondo State House of Assembly, Rt. Hon. Oladiji Olamide, who read the details of the resolution, said, “Our resolution is that one, we shall embrace peace. Secondly, there would be no more dissolution of the cabinet, and the Deputy Governor would maintain the status quo as far as the House of Assembly leadership is concerned.

“We will maintain the status quo as far as the party leadership in the state is concerned and maintain the status quo as far as the leadership of the State House of Assembly is concerned. Thank you, Mr. President.”

The Secretary to the State Government, Princess Oladunni Odu, stated, “Our Father, the President, has taken the trouble to settle our rancour in Ondo State. We owe you all the gratitude, Sir. We will not disappoint you. We have taken every word you said. And we are going home as one united family under the party, APC.”

Ondo State APC Chairman, Ade Adetimehin, expressed delight at the outcome of Friday’s late night deliberations, affirming that the party will remain a watchdog to ensure that the new commitments are adhered to.

“Today is my happiest moment. And I know sanity has come to Ondo State. So, on behalf of the teeming supporters of our party in the state, we appreciate our leader, Mr. President.

“PDP has crumbled in the state; virtually, they decamp every day. The only problem we have is the one you have solved for us today. And that problem has been resolved permanently,” Adetimehin stated.
