This is King Professor Odaifio Welentsi III (Nungua Mantse/Oshwe Wulormor)
He doubles as the paramount chief of Nungua and also as the Chief Priest of the Oshwe Deity ie the highest deity of the Nungua land. Oshwe is the stool deity of Nungua therefore any Mantse that sits on the stool automatically becomes the chief priest of Oshwe Yaado.
