The Manipur police, along with other security forces, recovered a huge cache of arms, ammunition and explosives from different parts of the state.

The arms, ammunition and explosives were recovered during search operations conducted by security forces in the “fringe and vulnerable areas of Kangpokpi, Bishnupur, Kakching, Thoubal and Churachandpur districts” of Manipur.

Three (3) arms (SLR with magazine-01, 12 bore country made SBBL -02), twenty (20) ammunitions (12 bore rounds-20), 15 (fifteen) Tear Gas shells and 01 (one) 40mm Lathode Gun and 05 (five) Pompi guns were recovered from Champai in Kangpokpi district of Manipur.

On the other hand, 2 (two) arms (A1(AB) rifle-01, G3 rifle-01), 51 (fifty-one) explosives (HE hand gr***de- 32 nos, 2-inch (twins) mortar shells – 04 nos, handmade mine bomb- 11 nos, WP smoke bomb – 04), 20 (twenty) Tube Launchers, Arming ring – 20, detonator/ fuse – 02 and 01 (one) BP Jacket were recovered from Gelbung village in Bishnupur district of Manipur.

Meanwhile, 13 (thirteen) arms (AK 47-01, SLR-05, .303 modified Rifle-01, Insas Rifle-01, .303 Rifle -03, SBBL-02), 06 (six) ammunitions (Ballistic Cartridge-06), 16 (sixteen) explosives (HE hand gr***de- 11 nos, Chinese hand gr***de- 01, WP gren MK-I – 03, local made pipe bomb – 01 ) including small amount of suspected PEK along with fuse , 15 (fifteen) Gr***de Launching Tubes, Detonator – 06, Detonator box- 02, ballistic cartridge – 06, empty case of 12 bore – 03, Empty AK -47 magazine – 01, Empty Insas rifle magazine – 01, Empty .303 rifle magazine -04, Empty SLR rifle magazine – 05, 01 (one) BP vest, and 02 (two) Walkie Talkies (Baofeng) were recovered from Wangoo Laiphum in Kakching district of Manipur.

01 (one) arm (12 bore single barrel rifle-01), 04 explosives, 01 (one) 40 mm local made gr***de launcher and 01 (one) 40 mm gr***de launcher (tear gas gun) were recovered from Lamjang in Churachandpur district of Manipur.

Months after the alleged abduction and murder of the two Meitei students in Manipur, the Crime Bureau of Investigation (CBI) on 13 October said they had arrested a 22-year-old man.

This is the fifth arrest in the case, that took place on 6 July.

Officials said that Paolun Mang was arrested on Wednesday (October 11) from Pune in Maharashtra and produced before a CBI court, which sent him to police custody until 16 October.

“Mang’s role was prominent behind the abduction and murder of the two students.

Mizoram Police have made a significant seizure of rare methamphetamine, known as Crystal M**h, at Lengpui Airport, Aizawl on October 4.

Police seized 10.4 kilograms methamphetamine, worth around Rs. 31 crore in the international drug market.

The contraband was discovered during security screening at the airport.

Airport authorities apprehended a 38-year-old woman named Lalremthangi, who was attempting to transport the illicit substance from Myanmar to Delhi.

Lalremthangi, a Myanmar citizen residing in Delhi and employed at a spa there, was taken into custody.

A case was registered against her under the Narcotic Drugs and Psychotropic Substances (NDPS) Act and the Foreigners Act at the Special Narcotics Police Station.

As per reports, the accused had recently visited Myanmar and was carrying the substantial quantity of drugs with her on her return journey to Delhi via Aizawl.

Manipur Chief Minister N Biren Singh said that several culprits were arrested in connection with the “kidnapping and killing” of two Manipuri youths, which led to violent protests in the north eastern state last week.

Biren Singh didn’t mention the number of people held.

The CM added that the government will ensure maximum punishment, including death penalty for the accused.

Two students, a 17-year-old girl, Hijam Linthoingambi, and a 20-year-old young man, Phijam Hemjit had gone missing on July 6, photos of whom surfaced on social media last week, after internet ban was revoked in the state.

The state government later confirmed that the two were dead, and the photographs, purportedly of their bodies, had been widely shared on social media.
The CBI is currently investigating the case.

The CBI said that it has detained four people in connection with the case, which was undertaken in a joint operation with Army and Manipur Police.

External affairs minister of India S Jaishankar blamed ‘migrants’ for the ‘problem’ of violence in the Northeast state of Manipur.

Jaishankar made this remark on Tuesday (September 26) while answering a question on the situation in Manipur at the council on foreign relations in New York.

Jaishankar has said that efforts are on to bring back a sense of normalcy in strife-torn Manipur.

He also said that both the central and Manipur government are working to find a way to ensure return of normalcy in the state.

Manipur has been on the boil since May 3 after ethnic clashes broke out between the Kuki and Meitei communities in the state.

The ethnic clashes and large-scale violence in Manipur left at least 175 people dead and thousands of other homeless.

Huge agitation erupted in Imphal over two missing students on September 26.

Manipur Chief Minister N. Biren Singh on Sunday (September 24) held a meeting with senior officials of the Border Roads Organisation (BRO) to erect border fencing along the India-Myanmar border in the state.

The Chief Minister said that discussions were held to construct an additional 70 km of border fencing along the Indo-Myanmar border.

Chief Secretary Vineet Joshi, Director General of Police Rajiv Singh, and senior officials of the Home Department were also present in the meeting.

Currently works are going on to erect fencing on the 100 km of India-Myanmar border in Manipur, which shares around 400 km border with the neighbouring country.

Biren Singh on Saturday (September 23) said that the FMR with Myanmar which allows people on either side to travel up to 16 km inside of both countries is suspended at the moment and that the Centre has been requested to permanently close it.

Security forces in Mizoram have successfully confiscated a significant consignment of he**in with an estimated value of nearly Rs 5 crore.

The he**in haul resulted from three separate operations conducted by joint teams of Assam Rifles and the Narcotics Department of Mizoram.

Four individuals have been arrested.

The four arrested persons have been identified as Lunginmang Haokip (32), his wife Chinneibong Haokip (26), Lyasanga Lunkim (27) and Sophia Hateitem (32), all residents of Manipur’s Churachandpur district, according to the police.

As per reports, the consignment of drugs arrived in Cachar from Churachandpur via Mizoram.

A Manipur NGO on Friday (September 22) sought the Supreme Court's urgent intervention in disarming Kuki militants to prevent possible annihilation of the Meitei population living near the hill districts and presented evidence, including photographs, of Meitei settlements which were burnt during the ethnic violence being effaced using bulldozers and earth movers.

Senior advocate Jaideep Gupta presented an application seeking disarming of Kuki militants to a bench of CJI D Y Chandrachud and Justices JB Pardiwala and Manoj Misra.

The NGO, Global Meitei Foundation, alleged a huge consignment of arms and ammunition used during the ethnic violence was supplied from Myanmar, and claimed Kuki-Zomi militant groups were openly displaying their sophisticated weapons during uniformed rallies and parades to instil fear in Meiteis.

Following the violent protests for the release of five men, including a trained cadre of a banned terror outfit, who were arrested earlier this week on the charges of extortion, curfew was imposed in the entire Imphal valley on 21 September.

The curfew was reimposed after the Imphal valley witnessed protests by self-styled vigilante groups including 'Meira Paibis' who demanded the release of five men.

Earlier in the day, when security forces fired tear gas shells on protesters for trying to storm police stations and demanding the unconditional release of the five, over 10 people were injured on Thursday (September 21).

In a press statement released September 20, the Tangkhul Naga Long , representing the Tangkhul Naga community stated its longstanding tolerance towards provocative and unconcerned behavior exhibited by the militants on multiple occasions. Despite being wronged, the community had exercised maximum restraint, prioritizing the preservation of peace and tranquility in the region.

The Manipur Government on Monday (September 18) constituted a one-man inquiry commission to ascertain facts and circumstances leading to the abduction and killing of Army jawan.

The commission will be led by IPS officer Themthing Ngashangva.

On September 17, an Army jawan's body was found at the Khuningthek village in Manipur’s Imphal East district.

The deceased Army personnel was identified as Sepoy Serto Thangthang Kom of the Army’s Defence Security Corps (DSC) platoon at Leimakhong in Kangpokpi district.

The jawan hailed from Tarung in Imphal West.

The Mizoram Police and Assam Rifles in a joint operation on Tuesday recovered a staggering 1,800 live rounds of AK-47 ammunition in the hill state’s Siaha district.

Based on specific intelligence input, the joint teams of Mizoram Police and Assam Rifles carried out an operation at the Tlangpuikawn area of Siaha district and intercepted three two-wheelers and recovered the huge cache of ammunition.

All three persons, including two Myanmar nationals, were arrested. The two Myanmar nationals, hailing from Western Myanmar’s Chin State, reportedly smuggled the consignment from the neighbouring country first to the Archung village in Mizoram’s Lawngtlai district and were then further trying to transport it to its final destination with the help of the third accused from India when they were apprehended at Siaha by the security forces.

According to the Mizoram police, there has been a sharp increase in cross-border smuggling activities in the state in recent times.

The state shares a 510-kilometre-long border with Myanmar.

Three people from Manipur were apprehended in Guwahati with drugs valued at Rs 18 crore on September 12.

As per reports, a vehicle bearing Regn No AS 01 FM 7800 was carrying drugs from Manipur to lower Assam Districts.

The accused have been identified as Khalilur Rahman from Kamrup, Inamul Ali from Darrang, Abdul Ali from Kamrup, Haopu Singson, Gogou Haokip, and Samingon Doungel from Manipur.

Doungel is a resident of Zionveng village under Tuibong police station in Manipur’s Churachandpur district, while Gogou Haokip and Haopu Singson are from neighbouring villages of the same district.

According to the police, the consignment of drugs was brought from Manipur via Mizoram and the Barak Valley region of Assam. The peddlers planned to deliver it somewhere in West Bengal.

The police claimed that the market value of seized drugs is around Rs 18 crore.

Further investigation is going on.

Manipuri filmmaker Mayanglambam Romi Meitei has won the Best Director award for his debut non-commercial film ‘Eikhoigi Yum‘ (Our Home) at the 19th Kazan International Muslim Film Festival in Kazan city, Russia.

Last month, he also won the Best Feature Film in Manipuri (as specified in Schedule VIII of the Indian Constitution) category for the same film at the 69th National Film Awards 2021.

A whopping 127 feature films from around the world competed in various award categories during the five-day-long Kazan International Muslim Film Festival, which concluded on Saturday (September 9).

Despite receiving this prestigious award, Meitei didn’t express his full elation, considering the ongoing ethnic conflict in Manipur.

Amid violence in the state, one more death was reported in the violence that broke out at Pallel in Tengnoupal district, Manipur. The recent death took the count of death due to Pallel violence to three on Saturday (September 9).

As per reports, the 37-year-old man succumed to his injures overnight during treatment at the Regional Institute of Medical Sciences (RIMS) in Imphal.

Earlier, two people were killed and fifty other were injured when hundreds of people from the majority community attempted to storm tribal villages.

Injured people also include people from the Indian Army.

Manipur Governor Anusuiya Uikey has announced that the state government will cover the fees of displaced students in the state’s government schools and urged parents to send their children to school.

She made this announcement during her visit to newly constructed temporary shelter homes in Sajiwa Jail Complex, Imphal East.

Uikey instructed officials to expedite drainage system construction to prevent waterborne diseases and improve the surrounding areas. She also called for a special ambulance and medical officer for emergencies and spaces for recreation.

Financial assistance for pregnant, lactating women, and children to access nutritious food will be provided by the Governor’s Secretariat.
The Governor interacted with the IDPs and pledged ongoing support, emphasising efforts to restore peace in Manipur.

She urged against violence and encouraged dialogue between communities.

As President of the Indian Red Cross Society (IRCS) Manipur Branch, Governor Uikey distributed relief materials to 190 families, including mosquito nets, kitchen sets, blankets, and hygiene kits, benefiting 704 inmates. She also provided financial aid and food for 227 children.

Full curfew was clamped in all the five valley districts of Manipur as a preventive measure from Tuesday evening.

The cancellation of curfew relaxation hours in Bishnupur, Kakching, Thoubal, Imphal West and Imphal East comes in the wake of the call by the Coordinating Committee on Manipur Integrity (COCOMI) and its women wing requesting people from all parts of the valley districts to remove an army barricade at Phougakchao Ikhai in Bishnupur district, a few kilometres away from Churachandpur, on Wednesday, officials said.

Currently, there is curfew relaxation in all the five valley districts from 5am to 6pm daily.

An IPS Officer from Manipur, Clay Khongsai has been appointed as Inspector General in the Indo-Tibetan Border Police for a period of five years.

Clay Khongsai, IPS of Manipur cadre (1996), is appointed as IG of ITBP against an existing vacancy on a deputation basis for a period of five years from the date of assuming the charge of the post or until further orders.

United Nations experts on Monday (September 4) said they are "appalled" by reports and images of gender-based violence in Manipur targeting women and girls, and urged the Indian government to take robust and timely action to investigate acts of violence and hold perpetrators to account.

The UN experts raised the alarm about reports of serious human rights violations and abuses in Manipur, including alleged acts of sexual violence, extrajudicial killings, home destruction, forced displacement, torture and ill-treatment.

India in the past has said that the Indian authorities at all levels, including the judiciary, are seized of the situation in Manipur and are taking steps to maintain peace and harmony and law and order.

The Manipur government has filed an FIR against the president and three members of the Editors Guild of India (EGI), chief minister N Biren Singh said on Monday (September 4), accusing the body of ‘trying to instigate more clashes’ in the northeastern state rocked by ethnic clashes since the first week of May.

Singh said that the fact-finding committee members of the EGI did not meet representatives from both communities (Meiteis and Kukis) and came to an ‘incorrect conclusion.’

The FIR was filed at the Imphal police station on the complaint of a man who claimed to be a social worker.

The complainant listed different parts of the report, which he claimed were false and fabricated.

During a hearing on violence in Manipur, a counsel told Supreme Court that some dead bodies are still lying in the morgue.

Chief Justice of India (CJI) DY Chandrachud said, "The dead bodies should be dealt with in a dignified manner."

Solicitor General Tushar Mehta, representing the Centre, said necessary steps would be taken.

Senior Advocate Indiria Jaising said food should be provided for all in the clash-hit northeastern state. CJI Chandrachud said there is a shortage of food in some areas, and one of the relief camps is seeing a chicken pox outbreak.
