GOLDEN OPPORTUNITY’ FOR BILLINGHAM AS TOWN RECEIVES £20MILLION FROM THE LEVELLING UP FUND
Billingham has been awarded £20million from the Government’s Levelling Up Fund in a major boost to the Council’s regeneration plans for the town centre.
The bid formed part of the ongoing town centres investment programme led by the Council, with a masterplan for Billingham currently being prepared to explore potential redevelopment opportunities in the town.
The masterplan will build on the previous findings from the ‘Let’s Talk About Our Towns’ public consultation in 2020, assess potential opportunities for future development and how they can be delivered alongside the owners of the town centre.
The Levelling Up Fund is designed to invest in infrastructure that improves everyday life across the country, supporting town centre and high street regeneration, local transport projects, and cultural and heritage assets.
Councillor Nigel Cooke, Cabinet Member for Regeneration and Housing at Stockton-on-Tees Borough Council, said: “I am absolutely delighted to hear that Billingham has been awarded £20million of funding, this is exactly what we have been waiting for and is long anticipated.
“We welcome this huge investment; it is vindication for our ongoing commitment to Billingham and aligns with our ambitions to bring about redevelopment alongside the town centre’s owners.
“We’ve got a strong track record for investment in the town and we’re working on a masterplan which we committed to in the summer to guide any future investment decisions.
“This is the first step in a journey for Billingham. It is a fantastic town with huge potential and we now have a golden opportunity before us to bring about real transformational change.”
Billingham Town Centre is currently privately owned and the Council has worked in partnership with the owners over the last ten years to fund and create high-quality public facilities and spaces.
This includes the likes of the refurbishment of Billingham Forum and Theatre, a new library and improvements to public spaces and paving.
Last year Stockton Salvation Army helped brighten the lives of 379 children in our local area.

The documentary will explore the daily operations of over 500 officers stationed in Middlesbrough, addressing the challenges of policing in an area with the highest crime rate, leading in fi****ms offenses, and second-highest in knife crime. Episodes will capture intense moments, such as a confrontation with a knife-wielding assailant, an attempted murder involving a teenager, and a drive-by shooting at a residential property.

Teenagers Arrested in Connection with Norton Burglary
Three teenagers were arrested in connection with a 2 in 1 burglary in Norton, Stockton last week which resulted in a Toyota Yaris being stolen from the property.
The incident occurred during the early hours of Thursday 2nd November.
Two females aged 16 and 15 were arrested on suspicion of burglary and have been released on bail pending further enquiries.
A 19-year-old male was arrested on suspicion of the same offence and has now been recalled to prison.
The stolen vehicle was located damaged, and officers seized it.

XL Bully type dogs to be banned
From 31 December 2023 breeding, selling, advertising, rehoming, abandoning and allowing an XL Bully dog to stray will be illegal.
New laws banning XL Bully type dogs have been laid in Parliament today, as the Government adds the breed to the list of dogs banned under the Dangerous Dogs Act.
The announcement fulfils the Government’s pledge to put in place laws to ban the breed by the end of the year and protect the public following a concerning rise in fatal attacks.
Under the new rules, which come into force at the end of the year, it will be illegal to breed, sell, advertise, exchange, gift, rehome, abandon or allow XL Bully dogs to stray in England and Wales.
From this date, these dogs must be kept on a lead and muzzled in public. Owners of XL Bully dogs are recommended to start training their dog to wear a muzzle and to walk on a lead ahead of the legal restrictions coming into force.
Breeders have also been told to stop mating these types of dogs from now in preparation of it being a criminal offence to sell or rehome these dogs.
From 1 February 2024 , it will then become illegal to own an XL Bully dog if it is not registered on the Index of Exempted Dogs. By staggering these two dates, current owners of this breed will have time to prepare for these new rules.
Owners who wish to keep their dogs will have until the end of January to register them and will be forced to comply with strict requirements. As well as being muzzled and kept on a lead in public, these dogs must also be microchipped and neutered.
Dogs under one year when the ban comes in must be neutered by the end of the year, older dogs must be neutered by the end of June.
From 1 February, owners without a Certificate of Exemption face a criminal record and an unlimited fine if they are found to be in possession of an XL Bully type, and their dog could be seized.
Environment Secretary Thérèse Coffey said:
"We are taking quick and decisive action to protect the public from tragic dog attacks and today I have added the XL Bully type to the list of dogs prohibited under the Dangerous Dogs Act.
"It will soon become a criminal offence to breed, sell, advertise, rehome or abandon an XL Bully type dog, and they must also be kept on a lead and muzzled in public. In due course it will also be illegal to own one of these dogs without an exemption.
"We will continue to work closely with the police, canine and veterinary experts, and animal welfare groups, as we take forward these important measures."
Owners may choose to have their dog put to sleep by a vet, with compensation provided to help with these costs. Further details on how to apply for compensation and the evidence required to make a claim will be provided soon.
As part of the process, the definition of the ‘XL Bully’ breed type has also been published today. This follows meetings of an expert group, convened by the Environment Secretary and made up of police, local authority, vets and other animal welfare experts to help define the breed. The definition provides clear assessment criteria for owners and enforcement authorities and is a requirement under the Dangerous Dogs Act in order to deliver the ban.
Owners can access the most up to date information on what action they need to take and when on this dedicated page, Prepare for the ban on XL Bully dogs - GOV.UK (www.gov.uk).
Owners whose dogs are dangerously out of control are already breaking the law, and the enforcement authorities have a full range of powers to apply penalties to them. Under the Dangerous Dogs Act, people can be put in prison for up to 14 years, be disqualified from ownership or their dangerous dogs can be euthanised.

I was in Lidl and a group of 12 or so lads came in looking to buy 2 dozen eggs but were refused. As I came out I heard them saying they'd go to Tesco but only one of them was to go in so I went into Tesco and warned them what was happening and the gormless tool I spoke to still sold them eggs.
They were last seen heading down Leven Road so if you get egged you know where they got them

A man has been sentenced to 12 years in prison after he drank in a pub for hours before getting into a vehicle and driving at excessive speed, resulting in the death of 58-year-old husband and father-of-three Paul Greenfield in Norton on Thurs 8 June. Paul was on his way home from work when his motorbike was hit by driver Arron Dunlop, 30, from Stockton, in an Audi. CCTV footage shows Dunlop drinking in a pub before he gets into a car and hits Paul Greenfield's motorbike on the A1027, before fleeing the scene and heading to the airport where he tried to evade justice. Officers immediate actions meant that Dunlop was arrested at the airport and today he appeared at Teesside Crown Court for sentencing. Our thoughts remain with Paul's family and friends at this extremely difficult time.
Knife-wielding Man Injures Police in Billingham On Friday 2nd June, around 10.15pm, Cleveland police responded to a welfare concern report at an address on Corfe Crescent in Billingham. During their presence at the scene, the officers encountered an aggressive man wielding a knife. As a result, two officers from the Cleveland Police sustained puncture wounds, while a third officer received slash wounds. They were promptly taken to the hospital and received stitches for their injuries. Following the incident, a 34-year-old man was arrested in relation to the occurrence. He was taken to the hospital for minor injuries and is presently in police custody.
Network Rail issues safety warning as troubling footage emerges of children throwing railway ballast at passing cars near Billingham Footage caught on CCTV cameras shows people trespassing and vandalising nearby cars on the lines in Billingham, County Durham. Shocking footage has captured a child throwing ballast, stones that form the base of the railway, at cars on the A19 from the tracks. This behaviour poses a serious risk to road and rail users as well as the individual themselves. Since April 2022 there has been 27 recorded incidents of trespass, these risky actions may have fatal or severely damaging impacts on the individuals, their families, and everyone else involved. This behaviour also sharply increases travel times for passengers, which, in this area, adds up to just under 900 minutes of delay since April 2022. These trespassers are largely young people, as well as some dog walkers, cutting across from one area to another as a shortcut. There are a large number of videos and images of trespassers that covert cameras are picking up in this area, including of the vandalism taking place next to the A19. Network Rail community safety teams are planning school visits in the area, to talk to children about the dangerous and potentially fatal consequences of trespassing on the railway. They will also be taking images into schools, such as Red House Secondary School, to see if anyone recognises the individual throwing stones at cars. Our specialist community safety managers are working to increase public awareness of the dangers of trespassing on the railway, particularly in trespassing hotspots. Due to the sharp increase of trespass, British Transport Police and our mobile operations managers will be conducting patrols in the area. The general public is reminded that trespassing on the railway is illegal and dangerous. Offenders may face legal action and a £1,000 fine. An eye witness from the scene said “There seemed to be a strong police presence of almost 8 cars and a motorbike at one stage, the motorbike came out the red path and 10 minutes later there was a male came out in cuffs, covered in blood and his face was all grazed, they put him in the back of the van”

Would you feel intimidated bumping into a group like this in the street, and wonder why on earth, during the day on a relatively warm March day, they are wearing balaclavas, when during covid they used to laugh at you when you wanted them to wear a face nappy 😷 Well the truth is, this group have literally terrorised the Norton Green area over the last 24 hours by breaking into sheds, outhouses, vehicles and stealing motorcycles. We collectively have a huge amount of video footage and are currently piecing it all together for the police.. However, in the interim, if this is your sons, please have a word with them, as the strength of anger amongst the victims of crime is immense.. They are obviously young kids, and don't understand the impact of their behaviour, either them, or a resident is going to get hurt if this is allowed to continue.
