On Thursday, July 25, 2024, the Murrieta Police Department, in partnership with the Riverside County Anti-Human Trafficking (RCAHT) Task Force, conducted a proactive enforcement operation that targeted online prostitution and individuals who seek it. Prostitution is a crime, and people whose demand for these unlawful activities fuel an illicit underground economy both locally as well as across the State of California. The operation focused on rescuing victims of s*xual slavery and human trafficking, identifying and arresting their captors, and disrupting demand for these vulnerable victims.

During the Murrieta operation, one female was identified as a human trafficking victim and accepted outreach and diversion services. Additionally, 12 males and one female were arrested for solicitation of prostitution.

Arrested during the operation for solicitation of prostitution were:

• Edward Taamilo, 21, of Murrieta
• Jose Rosiles-Rivera, 38, of Lake Elsinore
• Chistopher Soto-Perez, 28, of Perris
• Andres Martinjuan, 22, of Menifee
• Jaime Garcia, 31, of Menifee
• Darwin Ramos, 51, of Temecula
• Omid Seraj, 43, of Chino Hills
• Caleb Macintosh, 39, of Montclair
• Jonathan Kwawegen, 39, of Temecula
• Khayrii Joynerdew, 26, of San Diego
• Keith Keliikoa, 32, of Moreno Valley
• Mahogany Armstrong, 21, of Long Beach

Prostitution is not a “victimless” crime. Human trafficking is the second largest criminal enterprise in the world. 95% of s*x trafficking victims are women or children. Those victimized by commercial s*xual exploitation frequently have long histories of emotional, physical, and/or s*xual abuse or trauma in their backgrounds. The National Center for Missing and Exploited Children estimates that 1 in 6 endangered runaways reported are likely victims of s*x trafficking. S*x trafficking victims are often subjected not only to severe forms of emotional, physical, and s*xual abuse at the hands of their trafficker but are also frequently physically and s*xually assaulted by those who solicit them for prostitution.

Our partners at the Riverside County Anti-Human Trafficking Task Force seek to disrupt and dismantle s*x trafficking rings operating within Riverside County and will continue to aggressively identify, pursue, and apprehend those who seek to exploit those who are most vulnerable. Through proactive enforcement operations, RCAHT and the Murrieta Police Department are working hard to reduce future demand for s*x trafficking by identifying and arresting s*x buyers, identifying human trafficking victims, and providing valuable outreach and diversion services to them.

Lieutenant Don Weller is retiring after 30+ years in this profession.

In 1991, he started his career with the Downey Police Department, where he worked as a jailer.
In 1994, he was hired by the El Segundo Police Department as a sworn police officer and graduated from the Orange County Sheriff’s Academy Class #118.

He worked for the El Segundo Police Department for 10 years, where he was recognized as Officer of the Year in 2000.

On August 23, 2004, Don lateraled to the Murrieta Police Department During his time here, he has held several positions and was promoted through the ranks.

In 2009, Don was selected as the Officer of the Year. In 2013, he was recognized by the Rotary Club as the Vocational Service Award recipient. In 2024, he received the Leanna McConnaughey Service Excellence Award and has received numerous department commendations, as well as accolades from other law enforcement agencies and the community.

This week the Murrieta Police Department concluded its quarterly active shooter training. This quarter, officers from patrol and support divisions conducted a walk through of Vista Murrieta High School and participated in several scenarios.

Officers routinely train at local schools and businesses to become familiar with the layouts in the event an emergency response is needed.

Let the countdown begin! In just 15 days, your Murrieta Police Department will be hosting the annual National Night Out (NNO) from 5-8pm at the Town Square Park. NNO occurs on the first Tuesday each August and is an annual community-building campaign that promotes police/community partnerships and neighborhood camaraderie to make neighborhoods safer, and more caring places to live. We hope to see you on August 6th!

We are proud to announce the retirement of Officer Jennifer Metoyer.

Officer Jennifer Metoyer began her law enforcement career in 1998 with the city of Huntington Beach as a Public Safety Dispatcher. She was a dispatcher and dispatch training officer for two years before she realized her true calling to become a police officer. In 2000, she graduated from the police academy and became a sworn member of the Brea Police Department. Officer Metoyer lateralled to the Murrieta Police Department in 2004. From 2004 to 2010, Officer Metoyer worked as a patrol officer where she established a reputation for her hard work ethic and traffic enforcement. In 2010, she was the first female officer selected as a Motor Officer in the Traffic Bureau. In 2012, Officer Metoyer was selected to represent Murrieta PD on the original Honor Guard team. She was a traffic reconstructionist and a motor Instructor. Officer Metoyer would become an FTO, participate in the “Every 15 Minutes Program”, and become a certified D.R.E. In June of 2015, Officer Metoyer was selected to the department’s first social media team. She was tasked with creating relevant social media content across numerous platforms for community engagement which garnered numerous followers, providing a form of communication through technology.

In 2015, Officer Metoyer teamed up with Maddi Olson, a victim of a TBI resulting from a skateboarding accident while not wearing a helmet. Officer Metoyer provided classes to students in the Murrieta Valley Unified School District about helmet safety and had Maddi as a motivational speaker. Her presentations were very impactful and displayed her care and compassion for the community.
In 2020, Officer Metoyer was selected as a School Resource Officer and eventually became the SRO at Murrieta Mesa. She is a counselor, mentor, role model, and a detail-oriented juvenile investigator.

In 2020 Officer Metoyer organized the department’s first “Trunk or Treat” which proved enormous success bringing the community back together.

Throughout Officer Metoyer’s 28-year career, she has displayed the highest level of professionalism and exceeded expectations.
