MAQUASSI HILLS IS PART OF WASTE-TO-ENERGY PROJECT

LEEUDORINGSTAD - Maquassi Hills Local Municipality is part of two other municipalities in Dr Kenneth Kaunda District who will manage a sustainable development, Waste-To-Energy Project. The project focus on converting waste into renewable energy. A Pledge and Memorandum of Understanding, have been signed marking final preparations for the transformative project

The District Municipality said, this is a monumental step towards a sustainable development for waste management, the Dr. Kenneth Kaunda District Municipality's Executive Mayor, Cllr Nikiwe Num, led a delegation that included investors from Hitachi Zosen INOVA Technologies to make a presentation on how the project will work for municipalities involved

City of Matlosana & JB Marks are two other municipalities in the district that are part of the innovative project. The project will also curb the influx dumping sites in towns & townships

A new waste-to-energy plant will be constructed soon to address waste mismanagement in affected areas

"Accompanied by representatives from the Provincial Department and the Executive Mayors from the District's three local municipalities— Maquassi Hills, City of Matlosana, JB Marks & also the neighboring district from the Free State ,the Fezile Dabi District and it's 4 local Municipalities, the group visited the landfill site where a cutting-edge waste-to-energy plant will soon be constructed" - Dr Kenneth Kaunda District Municipality

The site visit, which took place just before the signing of a Pledge and the official Memorandum of Understanding (MOU), marked the final preparations for this transformative project. Once completed, the plant will convert waste into renewable energy, significantly improving waste management practices and contributing to environmental sustainability.

Cllr Nikiwe Num emphasized the importance of this partnership, highlighting the economic and environmental benefits the project will bring to the region

"This initiative is not only about managing waste more effectively but also about creating jobs and ensuring a greener future for our communities" - Dr Kenneth Kaunda District Municipality Executive Mayor, Nikiwe Num

With support from the Provincial Government and collaboration with local municipalities, the waste-to-energy plant is set to be a game-changer for the district, reducing landfill waste and advancing the region's clean energy goals.

The signing of the Pledge and MOU will solidify the commitment between the District and Hitachi Zosen INOVA Technologies, paving the way for a brighter and more sustainable future

POLICE ACCUSED OF WORKING WITH CRIMINALS

TSWELELANG - Residents in Tswelelang have accused the Wolmaransstad Police Station Commander, Colonel Itumeleng Koloane in front of his superiors of working with criminal gangs that are terrorising them day & night

Accusations were thrown during a heated Rural Safety Imbizo that was organized by his office at Tswelelang Youth Centre. Residents who were angry at the police threw hard words for being unable to stabilise the situation. Residents say crime happens under police's watch & do nothing about it

Their accusations came as they lamented that, they continue to face criminal activities which don't seem to minimise in their areas

"I want to say this and it is not a speculation or an accusation, Colonel Koloane is working with gangsters and it's fact, he's working with gangsters" - concerned community member

The community also accused the police of doing nothing about the increasing incidents of crime in their area

"Police are doing nothing about crime that is happening in our area. Crime happens under their watch & they will do nothing. They always report that, there are no vehicles to respond to emergency calls. These vehicles are used for personal gains by these officers, but they will report that they have no vehicles at the station" - concerned community member

Criminal activities such as: common assault, business robberies, house break-ins, murder, possession of illegal fi****ms, r**e, hijacking inclunding GBV have increased although police have lamented that, there are other cases which occur daily but are unreported due to the community losing trust in the police. R**e, house break-ins, hijacking & GBV are amongst some of those cases that go unreported, if you as a community see som**hing report to the police not social media, that way we would know what to do, that's according to the police

Residents have been requested to refrain from reporting criminal incidents on social media which causes often causes a scare

" We plead with our residents not to report criminal incidents on social media especially when they have just witnessed them, because we monitor social media, you'd find that, a person has seen crime taking place & they would quickly run to social media to report it, that causes the community to panic" - Police

The Community Policing Forum - CPF Chairperson in Tswelelang has lamented loopholes in the protection of their members especially when dealing with criminal incident or having to face criminals themselves

"The safety of our CPF members is under a threat when they respond to criminal incidents because the people we approach are heavily armed with sharp knives, pangas & other dangerous weapons. These members are not even paid but they risk their lives for their community.Now I'm being targeted, these criminals say, I'm the one informing the police abkyt they are doing, they say I'm the one who send the Tactical Response Team - TRT in Wolmaransstad & Tswelelang. Ever Friday, my house is broken into, every Friday" - CPF Chairperson

Frusted community members also say, their safety is compromised as these criminals use force & sharp weapons to execute their criminal duties. Cases of armed robbery, murder, r**e, GBV & common assault are the highest ranking on their list

CPF Chairperson said, these groups walk around with more than 50 individuals just to rob a business or execute a criminal activity. Residents have also called for removal of the Station Commander, Colonel Itumeleng Koloane

PAVE LAYERS ON DUTY AFTER COMMUNITY DIVISION

TSWELELANG - A source has told Wolmaransstad Link that a small group of pave layers from the Ward 4 that had halted a paving construction for a day is now on duty effective from November 2024 as their disputes have been resolved. The construction was delayed by a day due to disputes between the Ext 5 residents and the group which picketted at the Khoisan Corporate Company

The group demanded clarity after they had picked up that some of them who became victorious in the ID stir-hiring system were on duty before the right time, however construction management explained to the group that a contractor needed some of the employed to assist excavators during the excavations

The group demanded that a project be halted altogether until their desputes are dealt with. Their demand came as they believed they were hired but not on duty. The contractor handling the paving project has been excavating the area to prepare for pave laying which it's phase will begin

The residents of the Ext 5 in Tswelelang have defended the project stoppage due to what they said were unreasonable disputes

Pave layers questioned & lamented that some of their own were called for duty without their knowledge. The contractor was said, he needed only 2 of the employed which caused confusion that halted operations for a day

The ward consists of Ext 5, Setlhabantoni area & a half of the Old Location. A small group that consisted of only youth from the the Old Location & Setlhabantoni areas picketted at the construction site in the Ext 5, Tswelelang which is responsible for the project

Operations were halted on Wednesday - 16 October 2024 by the group demanding to begin working. According to the process of hiring, members of the community were invited for the ID stirring system by the Maquassi Hills Local Municipality which in it, individuals throw in their ID's to be stirred, if it is picked up by an official, the candidate for the pave laying phase is hired. It is a system that has been used for community projects across the municipality

Some community members of the Ext 5 reiterated that the project will resume no matter what

The group demanded the Mayor of Maquassi Hills & members related to the project processes to come to party to explain the working process further

The group came back in the morning of Thursday - 17 October 2024 to demand further clarity. The site manager briefly explained to them how the process of the construction is working and that if they have any further queries they should direct them to the Maquassi Hills Municipality, however the group did get in contact with municipal officials to convey their disputes. Despite their return to the site, excavation & other operations resumed

The site manager explained that, only a two of the hired community members had been roped in to assist excavator, TLB & tipper truck operators & the rest will be on duty when paving blocks are being laid which it's phase is still yet to come

This is yet another project that has been threatened to be halted in Maquassi Hills. In Kgakala, the community members stopped the paving project after they misunderstood & believed it was done through tendering. Meanwhile in Lebaleng, community members & road project employees also stopped it from proceeding due to underlying issues. The municipality & the provincial government made interventions to resolve those underlying issues & ordered that the operations be allowed to resume as disputes will be resolved

Operations in Ext 5, Tswelelang have been in full swing since Thursday - 17 October 2024

COMMITTEE VISITED MOKOTO BROILER FOR OVERSIGHT

MAKWASSIE, LEBALENG - Portfolio Committee on Agriculture and Rural Development chaired by Sipho Dial visited the Mokoto Broiler in Maquassi Hills Local Municipality. The visit formed part of the Legislature Oversight programme in the Dr. Kenneth Kaunda District

Recently, the delegation for Office of the MEC for Agriculture Department in North West, Madoda Sambatha alsi visited Maquassi Hills Municipality to donate with livestock for deserving recipients involved in the agricultural sector. The office made announcement before it's visit

The Maquassi Hills Council made deliberations on the handover at the municipal chamber handover

The process of handing over the livestock by the department was led by it's HOD in the absence of the MEC. Lebaleng livestock recipients expressed joy after receiving an agricultural package

Amongst the dignitaries in attendance was MMC for DR Kenneth Kaunda District Municipality, W. Matsepola who stood for the Executive Mayor of the District, Nikiwe Num, the Mayor of Maquassi Hills Local Municipality Mzwandile Feliti, the Speaker of Council, Alderman S.S. Nkatlo, department officials and MEC support team

The MEC through his Office made arrangements to donatindonateg livestocks to the deserving beneficiaries. The Agricultural Department's donation comes as a result to harness the growth of animal farming in Maquassi Hills

The Mayor of Maquassi Hills Local Municipality thanked the department for considering small scale farmers

The Mayor also requested that the department expedite the process of land redistribution and other departmental programs that will up-speed it's farmers to merge the gap between their counterparts and grow to expand their business that will also create employment for our people

Farmers in the Municipality have already produced fresh milk & they have also began to make financial means to survive through the production. The donation has been welcomed by Farmers Association in Maquassi Hills

DEPTS ACHIEVED GOOD AUDITS DUE TO PERFORMANCE

The Portfolio Committee on Cooperative Governance, Human Settlements and Traditional Affairs chaired by Hon. Kgalalelo Makgokgowa held oversight meetings with the Department of Cooperative Governance and Traditional Affairs; Department of Human Settlements and North West Housing Cooperation over the 2023/24 Annual Performance Reports.

The departments including the entity achieved most of the performance targets and acquired unqualified audit opinions in the 2023/24 financial year with Annual Financial Statements free from material misstatements.

Post Audit Action Plans were finalized with a clear indication of the remedial activities aimed to address issues raised by the Auditor General.

Some of the Department of Cooperative Governance and Traditional Affairs’ achievements include 22 municipalities supported to comply with Municipal System Act regulations through workshop on implementation of regulation on appointment and conditions of employment for senior managers.

Municipalities were supported on the organisational development and implementation of Regulations (R21). Eight (8) municipalities were supported to resolve community concerns and there was development of generic management tools (Standard Operating Procedure, Register of Community Concerns, Spreadsheet analysis tool) to resolve community concerns.

Eighteen (18) local municipalities were supported on the review of 2023/24 credit control & debt collection policies. In terms of the municipal debt owed, a total amount of R24 710 149.87 was paid by Department of Rural Development and Land Reform to seven (7) municipalities and the Department of Health paid a total amount of R21 404 795.93 to the following ten (10) municipalities.

Housing Development at the Department of Human Settlements overachieved on number of title deeds registered (actual planned, 1761 and achievement at 2136) and number of serviced sites delivered (7634 planned and 8818 achieved) due to good contractor performances.

North West Housing Corporation received R44,7 million and some of the achievements include conducted feasibility studies for New Housing Projects; conclusion of funding agreement for student accommodation, secured approved funding and facilitation of sale of flats units and sale of vacant stands.

DEPT LED NEW PROBATION CASE MANAGEMENT SYSTEM

Department of Social Development in North West led a two-day capacity building initiative focusing on the upgraded Probation Case Management and CYCA systems.

Under the guidance of Mthetho Mqonci from the national office in the Social Crime Prevention programme, with the support of Provincial manager, Watson Seatle, managers of Probation and Social Welfare worked hand-in-hand towards the development of a system skills upgrading meant to manage minors who have encountered the law.

These systems will be streamlining the entire process of managing children in conflict with the law, from notification to rehabilitation.This is meant to enhance coordination, monitoring and information sharing among stakeholders, ultimately strengthening the effectiveness of our Criminal Child justice courts.

The initiative, comes at a time crucial in ensuring that the Department remains true in its role of providing effective support and rehabilitation for the youth and minors, aligning with both the Child Justice Act and Children's Act.

Children under the age of 18 who find themselves in conflict with the law are accommodated in two provincial institutions located in Klerksdorp and Rustenburg receiving both education and rehabilitation.

COMMUNITY SAVES KGASWANE’S WILDLIFE AFTER FIRE

Just after the disaster struck the Kgaswane Nature Reserve in late September 2024, the future seemed uncertain. A fire raged through the reserve for six long days, burning over 66% of the park, devastating key areas like Bosbok Kloof, Waterfalls Mountain, and Baviaans Krans. Huts along the hiking trails were reduced to ashes, and one zebra tragically had to be euthanised.

However, amidst this destruction, the spirit of community and collaboration rose to the occasion, showcasing the incredible potential of public-private partnerships. Thanks to the quick action of Kgaswane’s rangers and the generous response from the public, a feeding programme was rapidly implemented to support the reserve’s wildlife, especially the eland, sable, and impala — all on the brink of calving.

Jon Andrews, of the Kgaswane Advisory Committee, was quick to recognise the dire need for supplementary feeding. “The impala are about to have their young, and there’s simply not enough grazing available. Thanks to the donations, we can support these animals during this crucial time,” he explained.

The fire, coming just before the rainy season, left the reserve’s wildlife vulnerable, particularly the mothers and young antelope. The call for help was sent out through Platinum Weekly and social media, urging the public to donate to the Kgaswane Fire Fund, managed by the Pilanesberg Wildlife Trust. More than R10,000 has already been raised, with funds and feed for the wildlife continuing to pour in.

Suppliers like Obaro and Oester Voere stepped in with vital support, offering feed pellets at cost price, while Grootbos Voerkrale Pty (Ltd) and Droogtehulp donated a staggering 36,900 kg of kuilvoer, ensuring that the animals had som**hing to graze on until the natural vegetation could recover. In Touch Therapy Equine also contributed, donating three grass bales weighing 220 kg each.

On 22 October 2024, the first 480 kg of feed pellets were delivered and distributed at six feeding sites throughout the reserve. These sites, located near visitor roads, offer a unique opportunity for donors and park visitors to witness the animals enjoying the benefits of their generosity.

Acting reserve manager Emelang Malefo shared her relief and gratitude: “This programme will greatly assist, and hopefully, with good rains, the grass and trees will restore themselves.” While the journey to recovery is far from over, the reserve’s management and its field rangers have proven their resilience and dedication, earning well-deserved respect from the community.

As donations continue to make a difference, Kgaswane’s advisory committee remains hopeful. “The support from the public has been inspiring,” Jon Andrews said. “Thanks to everyone who has contributed, we’ll be able to keep this feeding programme running for the next four weeks.”

Dr. Kenneth Kaunda District Municipality office of the Executive Mayor, in collaboration with the Department of Health, Aurum Institute and Phuru, held a Breast Cancer Awareness Event in Jouberton in the Matlosana Municipality

In a dedicated effort to bring health services directly to the community, the Dr. Kenneth Kaunda District Municipality partnered with the Department of Health, AURAM Institute, and PHURU to host a Breast Cancer Awareness event at the Brazil Stadium in Jouberton

The community-centered event aimed to educate and empower residents about breast cancer, as well as to address broader health issues impacting the community.

With October served as Breast Cancer Awareness Month, the event emphasized the importance of early detection and preventative care, equipping participants with essential information on recognizing symptoms, undergoing screenings, and understanding treatment options.

Health officials and advocates shared knowledge to encourage both women and men to prioritize their health and to seek support when needed.

PHURU, a leading institution in medical research, also presented on the dangers of addiction and substance abuse. Displaying items related to harmful substances like Nyaope and crystal m**h, PHURU aimed to raise awareness of addiction’s toll on individuals and families.

The displays highlighted the need for collective action and support systems to combat substance abuse, while urging the community to recognize the warning signs of addiction and to seek help.

The event underscored the commitment of Dr. Kenneth Kaunda District Municipality and its partners to make essential health services accessible to all, bridging gaps in healthcare and building awareness

GOVT & IPPs SIGN AGREEMENT TO ALLOW INVESTMENT

Government and battery storage IPPs sign on the dotted line

Two developments representing a total investment of R5.3bn will allow for the integration of more renewables into the grid.

When in operation in September 2026, the Oasis Mookodi battery farm near Vryburg in North West province will look a bit like a caravan park, but the plant – and others like it – will be a valuable tool in the hands of those operating the country’s electricity network.

The 77MW/288MWh project is being developed by Mulilo Renewable Project Development in partnership with EDF International.

It is one of the first two standalone grid-scale private sector projects procured in Bid Window 1 of government’s Battery Energy Storage Independent Power Producers Procurement Programme (Besipppp) to reach commercial close.

The other is the Mogobe battery energy storage system (BESS) that will be constructed near Kathu in the Northern Cape with a contracted capacity of 103MW/412MWh.

BESS technology plays a critical role for grid operation by storing energy during periods of less demand for electricity and releasing it when needed, such as during peak demand periods, the Department of Electricity and Energy said in a statement after a signing ceremony in Cape Town

"NOTHING WRONG WITH HIRING FOREIGN NATIONALS" - MINISTER

The Minister of Employment and Labour Nomakhosaza M**h says her department was not “hunting” foreign nationals when checking for compliance at various establishments.

M**h was responding to questions from reporters at the party’s National Executive Committee (NEC) meeting in Boksburg on Saturday.

M**h said there was nothing wrong with employing foreign nationals since there were laws regulating their employment in South Africa.

“There is nothing wrong with employing foreign nationals. Even those that come from other countries, they have a policy that allows them to work in South Africa.”

M**h said South African authorities had problems with foreign nationals who did not stick to the rules of the paper work that allows them to be in the country.

“The problem is those that have visas as visitors or as students coming to South Africa, but they end up working which is what we find.”
Compliance

M**h said the department of labour would go on inspections together with police and officials from other departments to observe compliance.

“The compliance was in relation to labour laws and other laws such as immigration laws.”

She said employers that are found on the wrong side of the law would be fined.

“We find those that do not comply with the national minimum wage act and those that do not contribute to Unemployment Insurance Fund (UIF).”

M**h said the South African government had the responsibility of protecting foreign nationals who are abused by local employers.

“It’s a balancing act to protect foreign national that come from outside South Africa.”

She said there was a law in the pipeline that will preserve certain jobs for South Africans.

The Minister of Employment and Labour Nomakhosaza M**h says her department was not “hunting” foreign nationals when checking for compliance at various establishments.

M**h was responding to questions from reporters at the party’s National Executive Committee (NEC) meeting in Boksburg on Saturday.
