Latest and hot cake in the city is Tenzin Lekphel's nomination to the Secretary General of BIMSTEC. And more amazing to hear is that the long served civil servants kicked out by the party co-founder and supporter.

7 THINGS YOU DID NOT KNOW ABOUT EARN & LEARN PROGRAM IN JAPAN

Welcome Atsaras. This is the place where caring citizens come to get informed and inspired. As shared to you few days earlier that today we will be discussing on the most sensational case in the country recently, the "BEO CASE", of earn and learn program to Japan.

If you are not following me, let me give you a brief background. The earn and learn program was launched in 2017, while the agent named BEO proposed its idea of human resource development of the country (particularly an employment and study opportunity for youth) and helping them make financial gains through the program. In addition, the program is said help youth explore the culture and values of Japan. Since then, our youth starting flying to Japan. The program is designed in such a way that the youth are required to undergo certain level of Japanese language training here in Bhutan and pursue higher level of language training in the institutes across different regions of Japan. And the cherry on the cake is, our youth were required to study and at the same time do part time jobs in various restaurants, factories, companies, the jobs were daunting and manual.

Well, we have heard from numerous angles and dimensions on the on-going earn and learn program and the case, and many have already made some culprits and some victims; having said that, there are mysteries and hidden facts on the same. Atsara might shock you or put you in question after this. To begin with 7 THINGS THAT YOU DID NOT KNOW ABOUT EARN & LEARN PROGRAM, here we go.

1. SILENT PARTNER IN BHUTAN
If you have had closely followed the BEO case, the mastermind and the referee of the match is none other than a Japanese Lady "Ms. Aoki" in Bhutan. She is married to Mr. Jurmey Tshewang one of the proponents of the program. Note that this is my absolute observation not on any evidence but on so many commonalities!
The initial idea of proposing the earn and learn program came from her. I tried digging Mr. Tshewang's profile, he was a noble businessman, his ally Mr. Tenzin even was a kind of learned man. I even learned that Mr. Tenzin was one the recipients of the gold medal from His Majesty the King, on the CICCC in 2008 in Changlimithang, he was than the CEO of the Bhutan Times.

Discussing back on the topic, let me tell you some more inferences and coherence of the lady's works to earn and learn program.
The lady after marrying to Mr. Jurmey, opened a Japanese Language Training Institute named "Bhutan Centre for Japanese Studies", and if you are aware, all the youth who traveled to Japan had studied in her language school. If you get me! Her intention was to promote and magnify her school (in the past her school taught the interested guides and very few), so finding a way out to promote and earn quick she chose to advise her husband to propose the program to Ministry of Labour. This way, she got her work done in a discrete and silent way. So, as per my observation she is the mastermind in this play.

2. SILENT PARTNER IN JAPAN
If you have followed the debates and discussions on the program last year, one of the key players, and also spoiled the whole system is none other than Mr. Endo in Japan. This man is also said have allied with Ms. Aoki, and very interestingly another 2 big silent sharks on this case are Mr. Mizuno and later Mr. Lee. These couple of guys promoted the program in Japan and when the time to implement the program came, they were busy hunting the employers and house owners to grab commission. These guys promoted the program and promised so many seats and good paying jobs, our helpless youth were convinced and so did the Mr. Jurmey and Mr. Tenzin, without realizing that they were defeated by their selfish motives at the very start. This in the long run led to very minimal monitoring, aid and support to the youth in Japan. This also resulted many to complain over social media and gradually mushroomed into so called sensational BEO CASE. I do not want to talk on this people since many do not know of them and I also did not feel god to dig their asses though.

3. The BASANTI of the Drama
If you want to talk about selfishness, cruelty and ass licker, (somebody even posted him being a leech in the case) is Mr. Tandin Wangchuk. Truly sad to see our Bhutanese youth cheated by a fellow countryman. Our youth in Japan who had such high hope and trust on him and he turned out to be so selfish and greedy. Let me unclothe this man. If you remember in the posts last year, Mr. Tandin was a scholarship recipient to Japan some years before. And he thereby underwent the language training in Ms. Aoki's institute, he performed to be best of the best and was on her eyes. Later as he went to Japan, instead of bringing back home good culture and knowledge, this guy looked at how the Bhutanese can be cheated there, how to ally with Japanese and get money and so on and so forth.
His return was not only a blessing in disguise for the Bhutan actors but also Japanese counterparts. Ms. Aoki employed him for some months in Bhutan and occasionally made him attend to her Japanese guests in Bhutan, as a part-time guide. Mr. Endo asked him to stay in Japan and look into well-being aspects of the Bhutanese in Japan, Ministry of Labour seldom asked him to be their Japanese language interpreter and pay him. What is this! this guy is a serpent! his smiles are not smiles when he will be cluttering his teeth inside. This guy is said to make many of our youth avail a scheme of letting buy phone "apple 8", and he is claimed to have received commission of 5000 yen from each purchase. Not to forget, this leech was the one to go for commission collection to the landlords, and institutes and employers. What a shame! when someone works, you get paid from that too? Common Atsaras! you have to listen to this, may the case drag this big fat rat too!

4. SELF INTEREST OF A FEW
Let me tell you, the BEO CASE came up with truth! Absolutely, our youth being promised wrong and financially deprived. Yes, our youth cried and yelled at the promoters but "a few, in the name of right and law made their hey in the daylight sunny day", Mr. Tshering, Mr. Lawyer (Ngawang) and Ms. Yumiko in Japan. Let’s see if their intentions were pure;

1. Mr. Tshering, who even do not know how to speak dzongkha (if you have seen him speak during penal discussion live on bbs), why the hell does he care about Bhutanese, this is purely a fame game. He wants to rebuilt his long lost past, a dirty past. Later as we know, he gave up on the case, I heard him of even visiting BEO office whilst the case was on. Moreover, he had a cold war with the lawyer. See his post on this, if he did not delete. This is fairly false! The intention of the case at first was to get all the youth's loan waived off, but what did they do, filed a criminal case. No question of loan waive off.

2. Mr. Lawyer, without a proper BAR license, this guy acclaimed to be lawyer in the picture. Questioned many, traveled and got popular, but I tell you, his hard work paid off well. Right after this he became CEO of film association of Bhutan. What a luck and what a try.

3. Ms. Yumiko, she had worked as a Japanese volunteer for some NGO in Bhutan in the past and later upon completion of her term she went back to Japan. While, this moment not only helped her study Bhutan but also Bhutanese, she in the name of being a social worker got benefit. WOW as a high level guest she was here in Bhutan, with all our petty bootlickers around. Her intention is not kind in nature. Yes! labour exploitation exists in Japan, why didn't she do the same for other countries? why only Bhutan? The mystery remains but the truth, all these people are selfish and greedy.

Financially, the youth's parent's fed these people, fed very well, starting from tea and snacks of every meeting in Bhutan to flight and luxury in Japan. All they did was nothing. With the inspiration and generous kidu from His Majesty the King all the youth in Japan were blessed by loan interest waiver. This was what we wanted to see! rather than dogs barking in the street of this game, absolutely they did nothing, but claimed high.

5. Bank statement and pay slip alteration known by both the parties
If you agree with the fact that only the BEO forged the documents without the knowledge of the youths you are very wrong, god is not going to be happy with you. I exactly could sense why most of the youth claim not to have known that their documents were forged, because as the case surfaced they saw greener and shinier patches to graze. This was selfish of the youth by the way! In no way, any one can ignore his/her documents and leave it to others and fly abroad to work for 2-3 years. If we ever tell our wives, that she is the most beautiful lady that you have ever loved than that will be a big lie.

6. Earn and Learn program is always negative and wrong is wrong and negative eyes, if you are aware 40-50% people have already been granted working visa, who will tell about this? none. Despite so many hitches and problems many are doing well in Japan, but credit goes to them the youth they have worked hard and they deserve.

7. Over millions around the world work in Japan on a similar schemes and Japan's their dream land. Why Bhutan could have been an exception? Looks like the too many mouths to feed, too many middle men worsened the program with Bhutan.

Overall observation:
Despite the case going on with the court I feel there are many things that should be known for fair and just verdict, I fear if some who are real troublers be free and unnoticed and some poor helpless gets netted. Your thoughts and opinions will be highly appreciated; it’s not about the case, it’s about justice! The choice is yours!

The names and people mentioned here is not make my debate right and known, it is not personally attack. These observations are non-evidence based but upon logical examination of all the incidences and actions mapped.

4 THINGS ON WHY WE DON’T NEED BANKS

Since the dawn of civilization and formation of society and community there were no money, no banks and even the concept of money was out of picture. Instead there was so called the barter system -a culture of give and take, a culture of exchange of goods and services. But when this crazy thing called money in the form of cash and coins appeared in the world, it started creating differences, inequalities, rich and the poor, it is the money that empowered certain sections of the society and led to racism, devastation of the mother earth to earn wealth, rich got richer and poor poorer. And now as we know money is power, money will give you wings, support, pride & prestige and authority. This in the long run, so happened that it led to the creation of banks and financial institutions.

As rightly acclaimed by Bill Gates one of the richest men on earth that “we need banking but we don’t need banks anymore”. Let us all discuss on 4 THINGS ON WHY WE DON’T NEED BANKS?

1. Banks are damn “money making out of money” business
Banks are nothing but an institution run by some economic geniuses and master minds to handhold common people like you and me. In the pretext of keeping your wealth safe, they rob us day and night. Also as they offer loads of services and benefits and charge and rob us. You know what? Banks themselves without us are poor. They pay their employees with our money, they earn from our money. If you are wondering on how this things happen? First of all the banks ensure that their board of members are among the top and richest people in the country, second they promote their banks and get full support from the government and gets institutionalized. As we trust them, we put our little income and wealth on them and they start promoting more SMS facility, mobile app and you name it! They use our money decide their future.

Following an update by Kuensel, last year, the five commercial banks made 2.3 billion as net profit. Going little deeper on the same, it also claimed that as of December 2019, total deposit base was 46.5 billion, and of the total deposits the banks lend and invested 44.8 billion.
Now the question is where does the profit come? It is us, if you still do not understand let me rewrite the same phrase, “as of December 2019, total deposit base was 46.5 billion, and of the total deposits the banks lend and invested 44.8 billion”. Does it make sense to you? I don’t get it well though! Using our money, they lend it to others, they invested and paid their employees salary etc. and made a profit out of it? Banks are bu****it! If you are resorting to safety or interest, I will tell you later, keep reading, it’s not. Instead these banks suck our blood every day. Had there been no banks, no such business of making money of the public money would have existed. We could have on our free will…spent, saved or invested. This is why we do not need banks in the first place.

2. Loans are but a mere Debt
This can be harsh but true. Unlike in the past colour/race is not the form of slavery, it is rather fk****ng money! And the modern day slaves are not in chains, they are in debts. Undoubtedly debt is the slavery of the free. Banks ease loan schemes and trap people who are helpless. Haven’t you heard of a saying “necessity is the mother of invention”? we could have moved on, you took advantage of our difficult financial situations. And the result is our mortgages are seized, we are taken to court, we are made to sacrifice hell lots of things, banks took our livelihood and we are slaves. This is harsh but true, this is why we don’t need banks.

3. Digital banking is for you
As shared in the very first para that we don’t need banks, we need banking, and also as featured in His Majesty’s national address on December 17, 2019 that our country should leverage on the technology, AI, Fintech, Digitization etc., the only lesson I could derive and see was digitization of banking system in the first place. The banks be closed and banking take its own course in the world of AI.

In this line, pleased to share if you are aware “CRYPTOCURRENCY” was what I thought of. Crypto is a form of digital banking system, no one will use your money to earn. Ideally in a crypto world- you can shop, buy, sell, pay for everything under the sun. Interestingly, you can invest even in a penny, you need not have millions or billions as we saw with what banks and riches did, anywhere, anytime and with anybody.

21st century is a cyber century, such an age that we are predominated by the science of AI, and as rightly pointed by professor Harari in both of his books- Sapiens and Homo Deus, this age is post-human era and we live with AI, we are but mere data. So digital banking is very very possible. Just to cite to you a relevant example, one of the most popular crypto currencies “the Bitcoin”, it costed around $1 in the start in 2007-8s and now it’s massive! it’s worth $ 9-10,000, and more on this, in 2017 it peaked to about $ 19-20,000 per coin. This is actual investment, not that bu****it FRD or FD with our banks. May digital banking be allowed, and these leeches be thrown out of the system.

4. Rich gets richer.
If the banks exist, the rich will get richer, and the poor will remain the same, the poor. Let me explain this to you on a very particle note. The rich saves and earn in lakhs, but as we invest, we get in few thousands. Let us go for the world’s richest man, Elon Mask’s net worth is $ 41.6 billion and even if he saves $ 1 billion of his net worth in a bank, he will earn $ 70 million a year and $ 5,833,333 a month, can you image? (the calculation is based on 2009 to 2020 US inflation rate of 0.1 percent, and 7% interest rate, and he is saving only $ 1 billion of his net worth).

Overall Observation
My observation is simple. We really don’t need banks; we just need the banking system which the digital banking can suffice. Your thoughts and opinions will be highly appreciated; you can decide your own financial fortune. The choice is yours!

WEEKEND THOUGHTS

WHO WINS THE BET? GOVERNMENT DRIVER OR THE FUEL STATION GUY?

Today let's look into another big mouse trap yet the great source for corruption. This is not to blame anyone featured here but yes to corruption for the good of all.

On who wins the bet? government driver or fuel station guy, have you ever wondered on how might a government driver who is paid just as much as 12000 a month and a fuel station guy who is paid quite the same survive? especially in Thimphu in this context. Of course you would have. Let me unveil some of the secret recipes to this magic.

This is very rational and true message of corruption in our community. Let me draw your attention to so called fuel book, commonly used by GOVERNMENT organization and corporation.
The cost of fuel is pre paid or paid in installments or in the end of each financial year. Now the interesting part is when the driver has to fuel the vehicle and having to maintain the record by himself, gets in this trap.

Logic is simple yet complex to understand, the one who came up with this concept deserves a medal though.
Weekly the driver visits the fuel station. More often than not a government owned vehicle is fuelled almost every week. So whether full or empty an act of fuelling is a must. The driver visits the fuel station of course the one registered with the organization and issued the fuel book, and also to the one who the driver is comfortable to deal with, particularly the fuel station guy.

Geeting deeper into the matter. Supposing the vehicle is half full and the driver wants to fuel it as usual, timely. Now the driver takes his golden goose to the station and requests fuel worth 3000. The fuel station guy in a cheerful smile and actively fuels the vehicle.
The driver asks the guy to sign and seal the fuel book and whispers to record it as fuelled worth 6000 and the station guy does it. The story does not end here, interestingly the driver gets in hand 1500 from the station guy. If you are wondering on what was that? You deserve a benefit of this doubt. In here the driver scratches the station guy’s back and the station guy does the same to the driver. If you are still confused, it so happened that the driver instead of fuelling for 6000 full, he adjusted with 3000 worth fuel, and on the other hand he recorded for 6000 in the fuel book leaving the balance of fuel worth 3000 to the station guy, and his equal share with the station guy who helped him play this trick is 1500. As the driver leave, the station guy sells his share of 1500 worth fuel to other vehicles and pockets the amount. Wow such a clean s**t! What a concept of give and take! What a shame to learn about!

On a lighter note, if every government driver does the same every week with every government vehicle, what will be the state of the government? How much money is lost? How would a government survive? And how could the system turn their blind eye on this fact?

Having said that I am not against the driver or the fuel station guy, both jobs are skilled jobs, they deserve to be paid more. Looking at the amount adjusted every week the driver is going to get around 4000 a month from fuel and 12000 as salary, I feel government should be in a fairly comfortable position to pay them 16000 salary instead of paying 20,000-50,000 to those lazy pigs of the civil service farm. This is not only help curb corruption but also to generate a sense of motivation in them to serve better, do better for their respective organizations.

In my observation, it is not about who wins the bet? The driver or the station guy? Instead corruption took over! There is no place in our community without corruption. When His Majesty the Great Fourth himself promoted anti-corruption and on how corruption could disharmonize our country, and on the other hand our people cannot survive without doing it. Yes! We are relationship based society, we have high community vitality but is this act in coherence to what we proudly claim for? It’s public money, it’s tax payers blood and sweat! Is it fair to cheat our own innocent brother or fellow citizen?

On this note, Atsaras! I would like to leave it to you to think who wins the bet or what is better, your thoughts and opinions will matter.
NO STRESS, NO BOMBS,
NO HOMELESSNESS, NO CRIME
NO CORRUTION, NO POLLUTION,
NO DEBTS, NO PROBLEM and people called them “the PRIMITIVE” that life would have been better.

3 Richest Officials in Civil Service

Welcome Atsaras. This is the place where caring citizenry come to get informed and inspired. My very first post to kick the asses of top 3 richest officials in the Civil Service System.

3. A Procurement Officer
You might assume this that procurement officer as a profession is a boring job; no travel, no money.
But i might prove you wrong. Majority of the purchases are made with so called Spot Quotation where even the suppliers/hoteliers has a hand in this. If a laptop actual market cost for a laptop is Nu. 30,000, by the virtue of being in the system the seller gets about 40,000 out of the same laptop and more surprising thing is that even the cheap procurement officer who is paid by the government to deal and get the deal gets benefit of about a. 10,000-15,000 from a single supply first source of income. No doubt there will at least one deal a month. Not to forget the the philosophy of issue less, record more comes in the picture. More dangerous during the budget closing month of June. The remaining budget for office supply and others gets directly in the pockets of the person. To explain a bit on how, they talk to their allies (suppliers) and get bills backdated, claiming to have purchased many things when they even did not buy a single item. Now this is how the bills get costly. The book of bills which gets printed for max Nu. 300 gets about Nu. 10,000-20,000 per bill. Say every June closing approximately 100,000 is balance, and for that Nu. 30,000 goes to the supplier without supplying anything, Nu. 70,000 goes to the procurement officer which means monthly about b. Nu. 6000 he gets, second source of income. Finally the person's hard earned salary, sorry mistaken the person's cheat/corrupt service salary is Nu. 25,000. And the total income a mid career procurement officer gets is a+b+c= Nu. 46,000 a month. This is the malady, brutal truth of civil service and yes the third richest civil servant.

2. A Geog Adm.
Geog Adms. are more of a business consultant in a Geog than a civil servant. When His Majesty's sole purpose of decentralization and reaching the grass root level by granting such a huge amount GDG, this fellow acts smart and lutes the Government. Lets talk how much this person gets. Starting from salary a mid career Adm. will get a. Nu. 25,000 a month, it's business consultant works with the local tycoons will pay this fellow b. 5,000 a month at least, next comes the wholesale store where the materials from the Government such as CGI sheet, Iron rods, computers, stationary, boulders, cement you name it, these store will help the Adm. live it's lavish life. Issue less record more, and sell the rest philosophy earns him say c. 5,000 minimum a month, now comes the largest share this person gets. Closely tied with a pig (Gup) like that of George Orwell's animal farm, the rat and the pig share and swallow what we call the precious grant GDG without even fixing a proper water system in the locality. Say the person's share is Nu. 200,000 from the total, and it's monthly income from this is d. 25,000. In total a+b+c+d is Nu. 60,000 a month wow nearly equaling a Director General and Director's monthly salary, this makes a Geog Adm. second richest official in the civil service fraternity.

1. A Civil Engineer
Given the level of hard work and intelligence an engineer deserves to be paid Nu. 50,000-60,000 a month. To become an engineer and pass such a highly technical and practical course itself is a wild goose chase. But you know what a mid career engineer earns in lakhs a month. Let us keep it simple. a. Salary 30,000 b. TADA 30,000 c. Gifts from Contractors 40,000. Hence, a+b+c= Nu. 100,000 making an engineer the richest civil servant in Bhutan. Not to forget to highlight as per the past audit report highest TADA claim was made by a Junior Engineer, excess payment and poor quality roads are due to fake billing and budget sharing among contractor, engineer and material dealers. More on this you know better, comment and or share.

Overall Observation
As per my observation, more than half of the government budget is embezzled! Most civil servants are corrupt! here it was embezzlement! there are cases of favoritism, nepotism, you name it!
This act all over is hampering the quality and durability of civil service works and services. My opinion is not on pointing finger to the above officials rather to the system, the system of "ADJUSTMENT", no one was born corrupt but the system made it. Leaving this forum with heap of regrets and shame on the system and systemers. System asks the officials produce bills/memos (no matter if it is fake), and this particular regulation pulls the officials try his/her luck. And the aftermath you know it!
