Sajjad Shaheen Continuing my speech on the discussion on the Demands for Grants, moved by the Hon’ble Chief Minister Omar Abdullah Sb on March 18, 2025, I highlighted several key issues and concerns that require urgent attention. These include:
1. Return of Power Projects – I emphasized the need for the transfer of hydroelectric power projects back to Jammu & Kashmir and called for an increased share of the J&K in the profits generated from these projects.
2. Boosting Tourism in Chenab Valley – I underscored the immense untapped tourism potential in offbeat destinations, particularly in the Banihal-Gool constituency, and urged the government to formulate a comprehensive plan for its promotion and development.
3. Special Package for Banihal Town – I advocated for a dedicated beautification package for Banihal, which serves as the Gateway to Kashmir, to enhance its infrastructure, aesthetics, and overall urban appeal.
4. Establishment of Municipal Committees – I stressed the importance of setting up municipal committees in Khari, Gool, and Ramsoo to facilitate better infrastructural development, civic amenities, and governance in these growing towns.
5. Regularisation of Unauthorised Colonies in Jammu – I called for a policy framework to regularise unauthorised colonies in Jammu City, ensuring proper urban planning, legal ownership rights, and access to essential public services for the residents.
6. Creation of New Revenue Villages – I proposed the establishment of new revenue villages in the Banihal-Gool constituency to address long-standing administrative and land revenue concerns, facilitating better governance and development in these areas.
7. Regulation of Airfares and Special Travel Arrangements – I raised the issue of exorbitant airfares in the Delhi-Jammu and Delhi-Srinagar sectors, particularly during festivals like Eid, and urged the government to implement regulations to prevent price surges. Additionally, I advocated for the introduction of special trains during peak seasons to cater to students, migrant workers, and residents traveling to and from the region.
اپنی تقریر کو جاری رکھتے ہوئے، جو 18 مارچ 2025 کو معزز وزیر اعلیٰ عمر عبداللہ صاحب کی جانب سے پیش کی گئی گرانٹس کے مطالبات پر بحث کے دوران کی گئی، میں نے کئی اہم مسائل اور خدشات کو اجاگر کیا جو فوری توجہ کے متقاضی ہیں۔ ان میں شامل ہیں:
1. پن بجلی منصوبوں کی واپسی – میں نے جموں و کشمیر کو پن بجلی منصوبوں کی واپسی کی ضرورت پر زور دیا اور اس بات کا مطالبہ کیا کہ ان منصوبوں سے حاصل ہونے والے منافع میں مرکز کے زیر انتظام علاقے کا حصہ بڑھایا جائے۔
2. چناب ویلی میں سیاحت کا فروغ – میں نے خاص طور پر بنیہال-گول حلقے میں موجود بے پناہ مگر غیر دریافت شدہ سیاحتی صلاحیت کو اجاگر کیا اور حکومت سے درخواست کی کہ اس کے فروغ اور ترقی کے لیے ایک جامع منصوبہ ترتیب دیا جائے۔
3. بنیہال شہر کے لیے خصوصی پیکیج – میں نے بنیہال کے لیے ایک خصوصی خوبصورتی کے پیکیج کا مطالبہ کیا، جو کہ وادیٔ کشمیر کا گیٹ وے ہے، تاکہ اس کے بنیادی ڈھانچے، جمالیاتی حسن اور مجموعی شہری ترقی کو بہتر بنایا جا سکے۔
4. میونسپل کمیٹیوں کا قیام – میں نے کھڑی، گول، اور رامسو میں میونسپل کمیٹیوں کے قیام کی اہمیت پر زور دیا تاکہ ان بڑھتے ہوئے قصبوں میں بہتر بنیادی ڈھانچے کی ترقی، شہری سہولیات اور حکمرانی کو یقینی بنایا جا سکے۔
5. جموں میں غیر مجاز کالونیوں کی ریگولرائزیشن – میں نے جموں شہر میں غیر مجاز کالونیوں کو قانونی حیثیت دینے کے لیے ایک پالیسی فریم ورک کا مطالبہ کیا تاکہ شہری منصوبہ بندی کو بہتر بنایا جا سکے، رہائشیوں کو قانونی مالکانہ حقوق فراہم کیے جائیں، اور انہیں بنیادی عوامی سہولیات تک رسائی حاصل ہو۔
6. نئے ریونیو دیہات کا قیام – میں نے بنیہال-گول حلقے میں نئے ریونیو دیہات کے قیام کی تجویز دی تاکہ پرانے انتظامی اور زمینی مسائل کو حل کیا جا سکے اور علاقے میں بہتر حکمرانی اور ترقی کو فروغ دیا جا سکے۔
7. ہوائی کرایوں کا ضابطہ اور خصوصی سفری انتظامات – میں نے دہلی-جموں اور دہلی-سرینگر سیکٹرز میں ہوائی کرایوں کی آسمان کو چھوتی ہوئی قیمتوں کا معاملہ اٹھایا، خاص طور پر عید جیسے تہواروں کے دوران، اور حکومت سے مطالبہ کیا کہ قیمتوں کو قابو میں رکھنے کے لیے مناسب ضابطے نافذ کیے جائیں۔ اس کے علاوہ، میں نے طلبہ، مہاجر مزدوروں اور عام شہریوں کی سہولت کے لیے عروج کے موسموں میں خصوصی ٹرینیں چلانے کی بھی وکالت کی۔ J&K National Conference Omar Abdullah
