GOVERNMENT SHOULD INJECT THE $24 MILLION FORFEITED BY MILINGO LUNGU BACK INTO KCM TO SAVE JOBS:

By the Vedanta Must Return Community Campaign Movement (Chingola/Chililabombwe)

Since KCM was placed under liquidation in 2019, the towns of Chingola and Chililabombwe have experienced unprecedented levels of unemployment resulting from thousands of people being placed on forced leave or experiencing termination of their contracts.This unfortunate situation has led to an alarming rise in poverty levels, crime rates, and numerous other illicit activities, directly attributable to the lack of financial capital for KCM's operations.

Given the prevailing circumstances, the forfeiture of substantial funds by Mr. Milingo Lungu, which were misappropriated from KCM, presents an opportunity for government to alleviate this crisis and safeguard the livelihoods of the people by reinvesting the money back into KCM.

The injection of these funds into KCM holds the promise of averting the economic deterioration that has been prevailing within our communities.

Even as we anticipate the complete handover of KCM to Vedanta Resources, it is prudent to ensure that available liquidity is strategically reinvested into the asset. This will serve as a comprehensive strategy aimed at revitalizing the mining sector and fostering sustainable economic growth.

These funds, if allocated towards KCM's operational needs, has the potential to yield substantial benefits for the affected communities, offering a lifeline to those facing economic uncertainty.

We, therefore, implore the government, particularly the Finance Minister, Honourable Situmbeko Musokotwane, to allocate these funds towards the revitalization of KCM.

This concerted effort, coupled with Vedanta's significant investment commitments of $1.3 billion investment, $250 million for contractors and suppliers, and $20 million for Corporate Social Responsibility (CSR) activities, represents a holistic approach to addressing the multifaceted challenges confronting our communities.

The availability of these funds stand as a pivotal opportunity to mitigate the escalating socioeconomic challenges being faced by the communities of Chingola and Chililabombwe.

THE NEW DAWN GOVERNMENT IS MAKING SIGNIFICANT STRIDES IN THE MINING SECTOR.

Under the leadership of Honourable Paul Kabuswe with guidance from President Hakainde Hichilema, the mining sector has experienced significant progress, this includes but not limited to:

✅ Establishment of the Minerals Regulation Commission, dedicated to regulating mining activities for the benefit of the Zambian people. The commission is on track for full establishment within this quarter.

✅ Development of a legal framework designed to expedite investments in geological mapping and mine development.

✅ Implementation of a legal provision ensuring that contracts below K25 million are exclusively awarded to Zambian entities.

✅ Exemption of small-scale mining operations from the 30% corporate tax, replaced by a revised 4% presumptive tax.

✅ Resolution of issues concerning KCM and Mopani Copper Mines.

✅ Successful solicitation of investment for the reactivation of shaft 28 in Luanshya, inactive for over two decades.

✅ Completion of geological mapping, expanding coverage from 55.56% to 56.36%.

✅ Allocation of a historic K198 million for geological surveys nationwide in 2024.

✅ Formalization of the artisanal and small-scale mining sub-sectors, with secured mining equipment.

✅ Identification of sites for gold mining centers in seven districts, marking an unprecedented development in Zambian history.

These accomplishments represent only a fraction of the massive progressive initiatives underway in the mining sector.

Upon full realization, we shall witness unprecedented economic growth in our nation.

History is unfolding before our eyes.

Lately, Dr. Fred M'membe, Harry Kalaba and President Edgar Lungu among others, have championed the political rhetoric that there is a shrinking democratic space in Zambia 🇿🇲.

The most prevalent of the claims being that;

"HH is to blame for the fall of the Patriotic Front Party":

Realistically speaking, whenever opposition political parties are getting weak in any given democracy, the situation inherently works to the benefit of the ruling party.

This is because when the opposition is feeble, it creates room for the ruling party to advance its socio-economic agenda by implementing policies without hindrance.

That is why, during the Chiluba era, the MMD worked tirelessly and deliberately to weaken UNIP to an extent of changing the Constitution in order to prevent Dr. Kaunda from running for office again.

UNIP's demise was exacerbated when it boycotted the 1996 elections, focusing solely on KK being on the ticket instead of nurturing young leaders like Kebby Musokotwane. This scenario confirms how party rebranding with the same old folks almost always seems to backfire.

In 2003, President Mwanawasa poached MPs from both the UPND and FDD by giving them ministerial positions and other enticing appointments. This caused confusion in the said parties which led to them becoming too weak to effectively provide checks and balances.

Among those lost from the UPND and FDD at the time included: Benny Tetamashimba, Austin Lilato, Dipak Patel and Geoffrey Samukonga.

Moreover, in 2013, concerns of a looming de facto one party state under the PF arose after 31 by-elections were called by the ECZ due to defections caused by the ruling PF poaching opposition MPs and some seat nullifications by the courts of law following some petitions.*

This led to the eventual divide and fall of the MMD hugely due to the lack of proper self-organization.

It is therefore very evident from history that, it is not in the nature of any ruling party to prevent opposition political parties from either self or externally funded destruction.

Does it then translate into shrinking democratic space for a given nation? CERTAINLY NOT.

It is rather the duty of any given political party, whether ruling or opposition to create systems that guarantee its continued existence regardless of various inevitable challenges it may meet along the way.

Dr. Kenneth Kaunda, Dr. Frederick Chiluba, President Levy Patrick Mwanawasa, President Rupiah Banda, President Sata and President Lungu made it known that they meant business against the opposition through their political maneuvers.

President Hichilema however, has not made any such public maneuvers as to warrant us a similar conclusion for him so far.

What is clear in the case of the PF, is the lack of proper planning, the lack of transparency and honesty to its members who were preparing for a convention that Lungu and his friends were clearly never going to call for, and a terrible selfishness of the folks that caused the fall of PF to let go of the party and let a more fresh generation rebrand the party for the sake of Democracy.

If the confusion in the PF is being funded by the UPND, it still doesn't make Zambia undemocratic. It is simply a political challenge that the opposition is expected to anticipate and fortify itself in advance.

Let the Zambian opposition political parties put their houses in order, fortify their walls and then enter the ring prepared instead of being perpetual crybabies.

NOTE: without internal resilience, the PF could not have formed government in 2011, nor UPND in 2021.

Therefore, if Dr M'membe, Kalaba and other upcoming opposition leaders won't build internal political resilience within their organizations, then they should forget about forming government some day.

INVESTIGATION DOES NOT MEAN PROSECUTION:

If the authorities receive information of suspected proceeds of crime, it is not wrong to carry out investigations. If a citizen has done nothing wrong then they will cooperate and assist the authorities with investigations until they are proven innocent. Not all investigations lead to prosecution.

Let us detach emotions from this issue and let the authorities do their job. They are not fools to act blindly. If he's truly innocent, investigations will tell us.

Imagine he is involved in some shady, life threatening illegal businesses, would those complaining still complain?

PRESIDENT HH DECLARED LIFE:

“We here to save and retrieve life”. We are not here to mourn. We remain hopeful that our relatives are alive”said the President.

Within 7hrs after that declaration , trapped in darkness under huge tons of Mad and Water, without food and drinking water for 6 days, a life is retrieved from Senseli mine.

PRESS STATEMENT:

WE SHALL CONDUCT PEACEFUL PROTESTS ON 25th AUGUST 2023 ACROSS THE COPPERBELT PROVINCE TO DEMAND FOR CABINET'S QUICK ACTION ON KCM AND MOPANI COPPER MINES.

Various cabinet ministers among them Hon. Dr. Situmbeko Musokotwane, Felix Chipota Mutati and Hon. Paul CC Kabuswe have promised the nation on several occasions that the issues surrounding KCM/MOPANI would be resolved soon, but the matter keeps on being delayed further.

This delay has become too hard to ignore for hundreds of community members who have come together through different organizations to make our plea through peaceful public protests.

Our demand for cabinet Ministers to speed up the negotiation process with Vedanta Resources and hasten the process for identifying an investor for Mopani Copper Mines is inspired by the increased poverty levels and heightened unemployment levels arising from the non-operationalisation of these mines in our communities.

Crime rate and illicit activities are at levels never seen before in our communities because young people have little or no opportunities to exploit.

This is a cabinet decision that does not require the Minister of mines alone to handle, we know the decision hinges on the entire cabinet whom we believe are being reluctant on this matter.

Protests/Marching will be conducted in Ndola at Cabinet office, Mufulira, Chingola, and Chililabombwe.

Participating organizations include: Copperbelt Civil Society Forum, Chililabombwe Youth Graduates Club, Miners for Diversification, Konkola youths for positive change among others. We have come together under one consortium organizations movement.

MR KABUSWE'S FAILURE TO SETTLE MOPANI AND KCM IS A MAJOR BLOW TO THE PEOPLE OF THE COPPERBELT.

Vedanta Must Return Community Campaign Movement.

Listening to the Minister of mines press briefing today has been both sad and disappointing.

This is because he assured the Zambian people that all matters pertaining to KCM and MOPANI would be resolved within the month of July.

Unfortunately, the new dawn government is taking advantage of the patience accorded them by the good people of Zambia, giving promises that they cannot fulfill, using the same excuses that are now looking less authentic by the day.

The current state of affairs on the Copperbelt is worrying, KCM in Chingola is under care and maintenance, and a lot of people have lost their jobs. The same is true for Chililabombwe as contractors are sending their workers on "forced leave".

As a movement, we question the New Dawn's credibility in their promises, as they have been failing to deliver on their promises for so long a time.

Initially, they promised that issues would be resolved before the end of the first quarter of 2023, which they failed. Second quarter finished without any proper way forward. Again they came with their promises, for July, which they have failed?

We implore President Hakainde Hichilema to check his team and ensure that they move together because their credibility is now highly questionable here on the COPPERBELT.

All other sectors are doing fine except for the mining sector, what is really going on because now we cannot understand this anymore.

We suggest government let's Vedanta take control of KCM as they conclude discussions on the one remaining issue.

Vedanta is well positioned, ready, and capable with necessary financial commitments that will save the mine and the people within the foreseeable future, why not take advantage of that and bring this issue to rest once and for all.

Otherwise we are tired and fed up with the sweet promises of a better future when we are dying today due to hunger and lack of opportunities.

Nchanga MP Derricky Chilundika has had his Ministerial position for Luapula Province Minister terminated by the President.

Police in Lusaka have since arrested Derricky Chilundika, former Luapula Province Minister for carrying out mining activities without a Licence contrary to Section 12(1)(3) of the Mines and Minerals Act Number 11 of 2015.

It is alleged that the suspect, while acting together with others, between 4th and 13th January, 2023, did mine 23 tonnes of Sugilite Mineral Ore in Chembe District without a Licence.

He detained in Police custody waiting to be formally charged.

TWENTY FOUR PEOPLE DIE IN ROAD ACCIDENT

Twenty-four people believed to be members of the New Apostolic Church in Chongwe District have died while 12 survived with serious injuries after a Mitsubishi Rosa Bus they were traveling in hit into the Freightliner Truck at Kapiringozi area along Chirundu - Kafue road.

The deceased have only been identified as 23 female adults and one male adult while those injured are eight females and four males. The driver of the bus is among the injured victims.

Police preliminary investigations indicate that the Rosa Bus bearing registration number BAL 9480 with 35 passengers on board hit behind the Freightliner Truck and Trailer bearing registration numbers AGB 1988 and AEG 2942 respectively. The driver lost control of the bus and overturned failing on the left side of the road into a ditch.

Both vehicles were moving in the same direction towards Chirundu District.

Investigations revealed that the Church members were traveling from Manyika area in Chongwe District going for Church Service in Siavonga District.

The Mitsubishi Rosa Bus is extensively damaged while the Freightliner Truck had its rear bumper damaged.

Following governments continued delay to announce an investor to take over the running of Konkola Copper Mine -KCM, Life Giving Word Ministries overseer Bishop Ellison Bwalya has charged that the delay is likely to cause anxiety among many citizens in the mining town.

Speaking in an interview with iwave FM news, Bishop Bwalya said that the delay is a huge potential for unrest, which government must be aware of.

He noted that the majority agrees that Vedanta is the only option, given the unique situation at hand, adding that Vedanta has shown changes by its impactful and sustainable CSR programs.

Bishop Bwalya has however challenged the finance Minister Dr. Situmbeko Musokotwane to visit the Copperbelt Province so as to appreciate how dire the situation is.

He said the minister should make even a single visit because this is a very important and serious national matter.

Bishop Bwalya said many people have continued wallowing in poverty due to lack of economic activity.

Police in Ndola have arrested three men of Mushili and Kabushi townships for gang ra**ng a grade 10 girl of Twikatane Secondary School.

The three suspects are LENTON KAMBALAKATA 23 of Mushili Township, MUKUKA MWABA 21 and JOSEPH MWAMBWA both of Kabushi Township.

Copperbelt Province Police Commissioner PEACEWELL MWEEMBA says the three are alleged to have r**ed the girl after her friend she just met took her to the house they were in around 14:00 hours on Thursday.
