BEING THE TEXT OF THE EASTER BROADCAST BY HIS EXCELLENCY, PASTOR UMO ENO, GOVERNOR, AKWA IBOM STATE, MARCH 31ST, 2024
“HE AROSE THAT WE MAY ARISE”

1.Fellow Akwaibomites

2.My wife, Her Excellency, Pastor (Mrs.) Patience Umo Eno, and I join you in celebrating the joy that Easter represents.

3.Easter is an important event in Christendom. It signifies the trial of our Lord and Saviour, Jesus Christ, the pain and suffering he experienced leading to His crucifixion, and His ultimate victory over death through resurrection, which has brought salvation and redemption to mankind.

4.It is also the ultimate display of sacrifice and of love as aptly captured in Ephesians 5:2 (KJV) “And walk in love, as Christ also hath loved us, and hath given himself for us as offering and a sacrifice to God.”

5.This is my first Easter broadcast to you my dear AkwaIbomites, since you massively elected me on March 18, 2023, to be your Governor. My gratitude to you for the love and faith you displayed on that day will forever, be deeply appreciated and ingrained in my heart. I will do all I can, to live up to the faith and trust you had reposed in me on that day.

6.We are living in a moment and time that mirrors what Christ went through over two thousand years ago, a period of trial and tribulation, of economic pains and anxieties but conditioned by hope that, just as Christ overcame death, we, too, will overcome this period and victory will be ours eventually.

7.We remain dedicated to turning the challenges and anxieties of today into opportunities for growth and expansion tomorrow. That, explains the intentional manner we have gone about tackling the harsh economic realities we are currently facing.

8.When nations or subnationals are confronted with dire economic circumstances, leaders devise means of addressing the needs of the people - short, medium and long term. That is precisely what we have done by showing compassion, love and attention to the most vulnerable and the neediest amongst us.

9.The headwinds of harsh economic atmosphere arising from the removal of fuel subsidy has affected us all, especially those on the lower rungs of the economic ladder. Thankfully, it was as if we knew this moment would come, as the key focal point of our governance blueprint, the ARISE Agenda, places huge premium on agricultural revolution, aimed at ensuring food security for our people.

10.This is not my score-card speech, I will reserve that for my First Anniversary Speech coming up on May 29. But it bears repeating that, in ten months, we have focused our attention on our most vulnerable population.

11.Since we came in, we have paid serious attention to social issues or providing palliatives to the most vulnerable. To date, we have released close to 15 billion for the payment of gratuities to our retired workers- primary school teachers, local government and civil service retirees. These compassionate interventions have made our elderly take care of their needs, especially medical. We will continue to release funds for this programme regularly.

12.Last week, we successfully launched our Arise food security programme, where vouchers were given to the vulnerable people to go and get free staple food items: Garri, rice and beans at designated redemption centres in designated markets across the 31 Local Government Areas. We had earlier flagged-off the programme at the state level on Tuesday 26th March, 2024. The remaining Local Government areas will follow suit on Tuesday 2nd April, 2024. This programme is currently ongoing. At the event, I also, had announced a 1.5 billion Naira interest- free loans (500 million Naira each to the three senatorial districts) to our traders. I was touched by the pain our market women and other traders go through to borrow money at high and unserviceable interest rates. This scheme, to be managed by Ibom Fadama and Micro finance Bank, is yet another intervention by us, because we care about our traders.

13.Let me thank our dear people for the love you have shown us for undertaking these compassionate and people-centric interventions. You elected us to serve you and as long as I remain your Governor, I will strive and endeavor to sacrifice my time and the resources God has blessed us with, to serve you, Remember, I came from your stock, so I feel your pain and anxieties.

14.We have undertaken free medical outreach programmes in Uyo, Oron and Ikot Ekpene, with Eket scheduled next. Over five thousand surgeries and various other critical medical interventions and procedures were performed free. Let me again thank you for the outpouring of love you have shown for this program. Permit me to also thank Hensek Integrated Services for partnering with us, as part of its corporate social responsibility. We hope other corporate organizations will follow the lead of Hensek. We will continue to undertake this exercise because as the saying goes, health is wealth.

15.The Arise Initiative for the Elderly where we give 50 thousand Naira monthly assistance to 600 elderly drawn from all the wards in the state has commenced. The first set of recipients were paid a little over three weeks ago.

16.The construction of the Arise Compassionate Homes for the most vulnerable has started in several local government areas of the state. My heart broke, when pictures of shanties and dilapidated structures that passed for the homes of some of most our vulnerable were shown to me. I thereafter, took the immediate action to help some of the neediest spread across all the wards in the state, build decent homes for them. By the end of our first term, in 2027, we hope to build homes for the poorest in each of the wards in the state.

17.We will continue to pay bursary to our students at tertiary institutions alongside the 100 million Naira grant to students living with disabilities. The first tranch of 250 thousand and 350 thousand Naira respectively, have already been paid to undergraduate and post graduate students respectively.

18.So my fellow Akwaibomites, as we celebrate Easter, let us remain hopeful that the future looks great, our collective dreams for prosperity across all layers of the society is realizable.

19.I am dedicated to serving you well, bringing governance closer to you, applying the resources we have been blessed with, to affect you positively and give our youths a reason to remain hopeful.

20.This is a season of trial and victory. Our nation and our state may be going through a period of trial and tribulation, but just as Christ overcame death with victory at His resurrection, we too, will overcome our economic challenges with growth and abundance. I ask for your continuous support, prayers, unity and love amongst our people.

21. He arose, that we may ARISE

22.Happy Easter to us all! God bless Akwa Ibom State, God bless the Federal Republic of Nigeria.

NSIT IBOM LG BOSS FLAGS OFF A WEEK OF SKILLS ACQUISITION AND EMPOWERMENT PROGRAMME

Surfing on the tide of ARISE AGENDA, Nsit Ibom Local Government chairman, Hon. Dcs. Otobong Aaron, today flagged off a one-week intensive skills acquisition and empowerment program for youths in the LG. The youths, selected from the 10 wards of the local government, will be trained in several life-enhancement skills, including soap-making, baking, shoe-making, cream-making, and many others.

In her opening remarks, the council boss thanked the Executive Governor of Akwa Ibom, Pst. Umoh Eno, for the ARISE Agenda's inspiration, which has birthed many empowerment agendas like this one. Noting that skills acquisition is one of the ways to checkmating poverty and lessen the burden occasioned by the current economic downturn.

"Without skills, you may die of hunger, and drawing from the legacies of my predecessor, Rt. Hon. Eric Akpan, I thought it expedient to impact my youth practically. When we talk about the dividends of democracy, it should begin with helping the people that voted for us, and one of the ways is to enable them to acquire a skill that will feed them and their families.
For me, I have started my empowerment scheme and will do more by the grace of God.

Another desire is to encourage my youths because when you have a skill and can take care of yourselves, you have confidence and engage with anyone." She said.
The chairman highlighted that the training will come in batches, followed by monetary empowerment to enable the beneficiaries to kick-start their businesses.

In their separate goodwill speech, the Nsit Ibom Legislative Council leader thanked the chairman for the foresight and urged the beneficiaries to take the free learning opportunity seriously, noting that many desire a chance like this.

The council secretary, Mr Eno Udonsek, also encouraged the participant on attentiveness to the training to enable them to replicate the same and begin a fruitful business life.
While Hon. Samuel Bob, the councillor for Mbiaso 5, advised them to be consistent with the training days to ensure they get all the parts. "There is a reward for diligence if you keep to it, and it will be ingratitude to our mother's gesture if you do otherwise," he noted.

Similarly, Hon. Engr. Amos Orok reeled out the past strides of women leaders/chairman of the LG. He noted that the council boss was committed to impacting the lives of Nsit Ibom people, and their consistency and commitment to the training is the needed gratitude.

The Head of Local Government Service, Mrs Jenny Inyang, appreciated the chairman for her intentional drive to impact the lives of Nsit Ibom people and urged the beneficiaries to be responsive and committed. "Without your commitment, you will not learn anything. The skills you will learn for free cost lots of money, and I doubt you can afford them. So, take wisely the opportunity before you make a living out of it at the end of the day," she said.

The director for works engr. Ime Essien also lent her voice in encouraging the youths of the numerous business opportunities awaiting them after the skills and advised them on responsible learning.

The event had in attendance the vice Chairman Mr. Dizman Mbosowo, Deputy House leader Hon. Aniedi Abel, Hon. Mbetnse Akpan, Hon. Christopher Utuk, Rt. Hon. Christiana Ekong, Hon Mfon Okon, Hon. CHAIRMAN CSC UMOH, ORS, BEMOANS WOES OF CASHLESS ECONOMY
--Thanks Nigerians For Tolerance Patience And Resilience

As Nigerians continue to cry over the pains of the Cashless policy of the Godwin Emefiele-led Central Bank of Nigeria, CBN, the Chairman of Akwa Ibom State,Civil Service Commission, Mrs Ekerebong Umoh, has bemoaned the untold hardship suffered by the people in the face of the policy.

Mrs. Ekerebong Umoh who bared her mind at the funeral ceremony of Late Elder (Mrs) Maginah Elkanah Akpabio, Friday 24th March, at Edem Idim Ishiet in Onna, said, the poor network often experienced while using bank apps in mobile phones or through the POS system during transactions as well as the long queues under the harsh sunlight and even in the rain for hours unend in banks are unimaginable pains inflicted by the CBN on the people.

She lamented that, sometimes people return home after the long waits without cash to dispense to them, leaving them hopeless and in very desperate situation, and therefore expressed deep thanks to Nigerian masses for their deep show of tolerance, patience and resilience demonstrated in the face of these unwarranted hardship by the Emefiele-run CBN.

"Ordinarily, a cashless economy as practised in developed countries, is a very easy-going seamlessly run financial policy but in Nigeria, the terrible sufferings placed on the people by the Emefiele's-led Central Bank of Nigeria, CBN is turning the policy into a tale of woe", she said.

"People can no longer buy fruits not even "udara', due to lack of money in our handbags and those who have money now use it as an escape route not to assist the poor and needy around them. The common palance now is - 'you know we are now cashless", the CSC Chairman stressed.

"Emefiele, seams to have forgotten all about the sufferings of the poor masses of Nigeria, under his poorly managed cashless economy, little wonder that, here he has been nicknamed-"Emefre", indicating that he has completely forgotten about us,", Mrs. Umoh disclosed.

The Chairman said, she was in sympathy with members of the bereaved family because she can only imagine the torture they went through in organising the funeral ceremony under the terrible poor cash situation in the land and expressed with joy that, the celebration has turned out so well with so many high profile attendees and congratulated them on the successful burial of their late mother, Elder (Mrs) Maginah Elkanah Akpabio, who she said was her mother's childhood friend.

Also joining in the discussion, a rtd Permanent Secretary from the State Civil Service, Mrs. Ikemesit Ekpro, expressed her dismay over the poorly executed cashless policy in the country, stating that, in other climes, the people would have vehemently resisted or revolted by now, because of the inhuman treated meted on them but thanked Nigerians for stunning the world by remaining calmed and focused in the face of the monetary hardship.

"In other climes, the elections wouldn't have held with so much pains and uncertainty, but we calmly went through the election processes successfully." Mrs. Ekpro stated.

"It was said that, everything will be normalised after the elections, but there is no change in the monetary transactions even with the re-injection of old currencies into the system" she bemoaned.

Mrs. Ikemesit Ekpro congratulated the bereaved family for sailing through the harsh monetary condition to host a very commendable burial for their late mother who she described as a "no-nonsense woman", in her hay days, then at White House in Calabar, where she held sway her business in "Bata shoes " and other enterprising ventures in the then Cross River State.

Speaking too on the pains of the cashless economy, the representative of the Honourable Commissioner for Information and Strategy and Director, Public Relations, Mrs Grace Akpan, expressed with optimism that, the sufferings will soon be over and urged Nigerians to maintain the patience, tolerance and resilience so far exhibited as every problem has a terminal date.

In her appreciation to all the attendees, a daughter of the departed and a Principal Information officer at the Akwa Ibom State Liaison Office, Lagos, Mrs. Grace Edem thanked the Honourable Commissioner for Information and Strategy, Comrade Ini Ememobong, the Permanent Secretary, Akparawa James Edet, the management and indeed the entire staff of the Ministry for turning out en masse to accord their late mother the last respect.

Present at the event were: the former Vice Chancellor of the University of Uyo and wife, Prof and Dr (Mrs) Enefiok Essien, the Director of Information, Mrs Blessing Urua, the Director of Archives, Revd (Mrs) Eunice Egharevba and the Chairman of the State Information Chapel of the Nigeria Union of Journalists, NUJ, Comrade Effiong Edet, among others.

BREAKING! INEC Postpones Governorship, State Assembly Elections To March 18

Barring any further extensions, the Independent National Electoral Commission (INEC) has reached a decision to postpone Saturday’s governorship and state assembly elections to March 18, 2023,

the postponement was due to the commission’s inability to promptly commence reconfiguration of the Bimodal Voter Accreditation System (BVAS) machines utilized during the February 25 presidential election to enable their use in the state elections.

INEC was earlier restrained from tampering with the information embedded in the BVAS machines until due inspection was conducted and Certified True Copies (CTC) issued to candidates who are challenging the outcome of the presidential election.

IVA COMMENDS AK-CARES AS IT CONCLUDES VERIFICATION EXERCISE

The Independent Verification Agent (IVA) team that arrived Akwa Ibom State on 28th December, 2022 to verify the implementation of Nigeria's COVID-19 Action Recovery and Economic Stimulus (NG-CARES) Programme, domesticated as AK-CARES, has rounded off its assignment in the State.

The Federal Government had expressed optimism that the engagement of an Independent Verification Agent for the assessment of the implementation of the NG-CARES Programme by States will yield positive results, and signed a contract with Steigler Services Limited to serve as the IVA for the NG-CARES programme.

On arrival, they held an entry meeting with the Hon. Commissioner for Economic Development and Chairman, State CARES Steering Committee (SCSC) Mr. Emem Bob and some members; the Head and staff of the State CARES Coordinating Unit (SCCU); the Heads of the Delivery Platforms (DPs) and other key Stakeholders of the AK-CARES programme.

Since then, the team had worked with the SCCU and DPs, gathering information, reviewing documents and conducting site visits.

At the end of the exercise in the State, it was expedient for the State CARES Steering Committee (SCSC) and other stakeholders to have an exit meeting with the team before they depart the State.

In a meeting which took place at the Conference Room of the Ministry of Economic Development, the IVA Team had an interactive wrap-up session with the Chairman, Mr. Emem Bob and members of the State CARES Steering Committee, staff of SCCU and Heads of Delivery Platform.

AKSG FLAGS-OFF GRADING OF FEEDER ROADS IN THE STATE

…as Commissioner for Economic Development, Mr. Emem Bob urged communities to embrace peace for more developmental projects

In fulfillment of her avowed commitment to provide access roads for the rural communities, the Akwa Ibom State Government has flagged-off the grading and opening of feeder roads in the State.

Performing the exercise at Market Road, Ikot Ndua Iman, ONNA Local Government Area, the Commissioner for Economic Development & Chairman, State CARES Steering Committee, Mr. Emem Bob, said the project would have commenced earlier, but was delayed by the heavy rainy season experienced in the State this year. The road serves as a link between Ikot Ndua Iman and Ikot Annang communities in ONNA LGA.

Mr. Bob revealed that the first phase of this project which is under Disbursement Linked Indicator 2.2 of the AK-CARES programme, will cover roads in Onna, Itu, Ikot Ekpene, Ibesikpo Asutan, Essien Udim, Okobo and Ini Local Government Areas, while other phases will accommodate other Local Government Areas not yet captured.

He appealed to the host communities (Ikot Ndua Iman and Ikot Annang) to embrace peace so the Government can embark on more developmental projects in the area, with an assurance of capturing another washed-out road in the community during the second phase of the project.

The Commissioner, who commended Governor Udom Emanuel for his commitment in the development of the State, advised the benefitting communities to support the State Government’s Completion Agenda.

The Economic boss who appreciated the Commissioner for Agriculture for the proper implementation of AK-CARES Result Area 2, urged beneficiaries of the AK-CARES inputs to properly nurture the birds, fingerlings, kids, piglets and other inputs and assets given, to maturity rather than sell them out to make quick gains. This, he said, will help them increase the size of their farms and bring about sustainable profits which will in turn lead to an improvement in their well-being.

Mr. Bob called on the members of the community to cooperate with the Social Community Workers whenever they visit the area to update the State Social Register, as beneficiaries of most development projects now, including AK-CARES, are selected from the State Social Register.

In her remarks, the Commissioner for Agriculture, Dr. (Mrs.) Offiong Offor appreciated Governor Udom Emmanuel for his efforts in developing Akwa Ibom State in the area of road construction, skill acquisition and farmers empowerment in order to provide food and wealth creation.

Dr. Offor commended Governor Emmanuel and partners of the project for assisting farmers who were affected by the COVID-19 pandemic in the State.

She noted that a good road network is a channel for the free flow of goods and services from the rural to urban areas, hence the State Government’s wise decision to open up roads via AK-CARES.

The Agriculture boss, advised the communities to put the inputs received and other facilities provided by Government to good use, so as to actualize the government's food sufficiency agenda for the growth of the State.

Setting the tone for the event, the State Project Coordinator, FADAMA, Mr. Richard Sam, said the gathering was made possible in line with the vision of Governor Emmanuel in developing the rural communities.

Mr. Sam disclosed that AK-CARES result area 2 has 4 Disbursement Linked Indicators which include: DLI 2.1- Provision of Agricultural Inputs to Farmers, DLI 2.2- Provision of Agricultural Infrastructure, such as grading of Feeder Roads, DLI 2.3 – Provision of Agricultural Assets and DLI 2.4- Provision of Sanitary Facilities in Wet Markets.

According to him, the State team had previously embarked on other DLIs, as today marked the commencement of DLI 2.2.

In their separate goodwill messages, the Village Head Ikot Ndua Iman, Eteidung Bennet Emmanson, Village Head, Ikot Annang, Eteidung Udo Akpan, Honourable Udo Smith, Rev. Etukudo Essien and others, applauded Governor Udom Emmanuel for the project and assured him of their total support for his completion agenda.

They appreciated the Hon. Commissioners for including their communities to benefit from this phase of the project, stating that the road had been in a very bad shape before now.

They also added that the feeder road will provide quick access to the Health Centre located in the area as well as forestall accidents on the major highway, thereby reducing the mortality rate. They appealed for the grading of other roads in the area.

The event had in attendance the Head, State CARES Coordinating Unit, Mrs. Enobong Okpongkpong, AK-CARES team, Communities, Women, Youths among others.

CHILD DEDICATION: GOV UDOM EMMANUEL SUES FOR DEVOTION IN CHILD UPBRINGING

Harrison Ndifreke- Uyo

The Governor of Akwa Ibom State, Mr. Udom Emmanuel has tasked parents to ensure they are devoted to child parenting.

Speaking on Sunday at the Apostolic Church- Nigeria, Awa District, Onna Local Government Area during the Dedication and Thanksgiving Service of the daughter of his Special Assistant on Protocol, Hon. Isaac Ben Paul, the Governor said collective responsibility is what is required in child upbringing to ensure a safe nation for all.

Represented by the Honourable Commissioner for Economic Development, Mr. Emem Bob, the Governor congratulated his aide and the wife on the arrival of the daughter into the family, and commended them for patiently waiting on the Lord.

Governor Emmanuel urged the church not to relent in preaching morality and Godly lifestyle, asserting that with collective efforts, the society can be made better.

"I appeal to the church, I appeal to all of us that we must be conscious and careful of the things we do because these children will become what we write on them. The church here and the church globally must go back to preaching. Every institution has a purpose for which it was established and the purpose must be fulfilled".

"As the family which is the first school that this child will attend, the Governor has asked that I encourage both of you as parents to pay attention to the training and upbringing of this child. No matter how successful you are, when you fail in family life, that problem is not just your family's but a problem to the entire society because the larger society would be adversely affected".

"We must come to a place of both personal and collective responsibility in raising children and making sure the world stays very safe"

The Governor's Aide, Hon. Isaac Paul who is also the immediate past Councillor who represented Awa Ward 1 and the former Leader of ONNA Legislative Council, and his Wife were full of praises to God. Hon Paul thanked God for seeing the wife through a safe delivery, saying it could only be God who showed them such favour.

In his homily, the Area Superintendent, Apostle Ime Harry Udoiwe officiated the dedication service. He admonished Christians not to lose hope whenever they are faced with challenges of life, assuring that God would always manifest at the due time to fulfil His promises to His children. He cited Genesis 5:23 and Isaiah 57:7.

In attendance were the Chairman Onna Local Government Council, Elder Iniabasi Ekanem, Permanent Secretary, Government House Dr. Nathaniel Adiakpan, Special Assistant to the Governor on Transportation- Obong Joe Ikpatt and others.
