Sudan army chief Al Burhan freezes bank accounts of paramilitary RSF

The bank accounts of Sudan's paramilitary Rapid Support Forces were frozen on Sunday under the orders of military leader Gen Abdel Fattah Al Burhan, a month after fighting began in the North African country.
The accounts of paramilitary affiliates will also be frozen, Sudan's state news agency Suna reported.
Earlier on Sunday, Gen Al Burhan fired central bank governor Hussain Jankol and replaced him with one of his deputies, Borai El Siddiq.
He also retired four army generals. No reason was given for either decision.
Despite several ceasefires and talks in Saudi Arabia to broker peace between the Sudanese army and the RSF, air strikes continued in the capital, Khartoum.
There were heavy air strikes near us in Saliha that shook the doors of the house,” Salma Yassin, a teacher in Omdurman, told Reuters.
At least 676 people have been killed and 5,576 wounded since the fighting began, the Federal Ministry of Health said. Many believe the real death toll to be much higher.
The warring sides signed a Declaration of Commitment to protect civilians and guarantee safe passage of humanitarian aid in the country on May 11, but they have continued to fight.
Several UN centres have also been looted, with about 17,000 metric tonnes of food being taken, the World Food Programme said.
More than 939,000 people have been displaced, the UN said on Sunday, including at least 450,000 children forced to flee their homes.
Sudan was home to 3.7 million internally displaced people before the conflict began.

Sudan's SAF & RSF sign agreement intended to lay groundwork for humanitarian assistance

(CNN)The warring Sudanese parties have signed an agreement intended to lay the groundwork for humanitarian assistance to resume in Sudan, senior US State Department officials said Thursday.

The agreement signed in Jeddah by representatives from the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) is not a ceasefire, but rather "a declaration of commitment to protect the civilians of Sudan."

The purpose of the declaration "is to guide the conduct of the two forces so that we can get in humanitarian assistance, help begin the restoration of essential services like electricity and water, to arrange for the withdrawal of security forces from hospitals and clinics, and to perform the respectful burial of the dead," one of the officials explained.
The next step will be to negotiate a ceasefire which would allow those actions to take place, the official told reporters, and talks on that could begin as early as Friday.
"We will move as fast as we can with the parties to get to actual actions. We've already made specific recommendations to each side to take actions and some of that is happening," the official told reporters on a call.

Cereal production improves while food insecurity persists in the Sudan – new report finds

27 March 2023, Khartoum - A recently released special report by the Food and Agriculture Organization of the United Nations (FAO) 2022/23 Crops and Food Supply Assessment Mission (CFSAM) has revealed significant improvements in cereal production in the Sudan. The mission was conducted at the request of the Ministry of Agriculture and Forests and in close collaboration with key partners, including the World Food Programme, the Famine Early Warning Systems Network, and the United States Agency for International Development.
As the report indicates, most agricultural inputs, including seed, fertilizer, herbicides, fuel, and labour, were available in 2022 – but at a very high cost compared to the previous season. As a result, most farmers had to utilize the seeds they had saved from the previous year’s harvest due to high market prices.
“Although overall cereal production at national level is impressively better than the previous season, food insecurity at the household level remains a serious challenge,” said Adam Yao, FAO Representative a.i. in the Sudan. “Communities are facing differing scales of vulnerabilities driven by soaring prices of staple crops, and the combined effects of economic downturn, high inflation, climate-induced hazards and conflict.”
According to the report, the 2022 national cereal production, which includes sorghum, millet, and wheat crops (harvested in March 2023), is estimated at about 7.4 million tonnes – 45 percent above that obtained in 2021. Sorghum production alone is approximately 5.2 million tonnes, a 50 percent increase compared to the previous year. Millet output is estimated at 1.7 million tonnes, an 86 percent increase compared to 2021. However, the production of wheat to be harvested in March 2023 is forecasted at about 476 000 tonnes – a 30 percent decrease compared to 2021 due to a reduction in planted area in favor of legumes and spices.
This significant increase in total cereal production can be attributed to favorable weather conditions, in particular a good performance of the rainy season, supported by over 5 000 tonnes of quality seeds of improved varieties supplied by FAO to strengthen vulnerable households ‘own food production. With 95 percent of cultivated land under rain-fed agriculture, rainfall is an important driver of crop production.
Using the population projection of 47.6 million people for mid-2023, the cereal import requirements for the 2023 marketing year (January/December) are forecasted at 3.6 million tonnes, almost entirely of wheat, which will require an importation of 3.5 million tonnes to cover domestic consumption. This will have a major impact on the food security of millions of Sudanese people, as international prices of wheat continue to increase and the country’s national currency weakens.
By contrast, for sorghum and millet, surpluses of 484 000 tonnes and 679 000 tonnes are forecasted respectively.
“It is essential to continue enhancing domestic cereal production to strengthen the food security and resilience of the most vulnerable people in the Sudan”, emphasised Mr Yao.

A strong military key to maintaining world peace

Editor’s note: China has clearly dA strong military key to maintaining world peaceemonstrated its development blueprint for the next five years at the 20th National Congress of the Communist Party of China held in October, 2022. To further elucidate the plan to the world, CGTN has created the“China Blueprint: Opportunities for the World” series. This is the sixth piece focusing on China’s people’s armed forces.
Xi Jinping, general secretary of the CPC Central Committee, pointed out in his report to the 20th Communist Party of China (CPC) National Congress that “our people’s armed forces are a heroic fighting force that enjoys the full trust of the Party and the people. They have the confidence and the ability to safeguard China’s sovereignty, unity, and territorial integrity; the confidence and the ability to provide strategic support for the rejuvenation of the Chinese nation; and the confidence and the ability to make yet greater contributions to world peace and development.”
Since the 18th CPC National Congress held in 2012, China has entered a new era of development. The country’s historic achievements in economic and social development have attracted worldwide attention. Concurrently, China has also made historic achievements in strengthening national defense and modernizing its armed forces. Over the past decade, the people’s army in China has been pursuing the goal of building a strong military for the new era, and China has carried out bold reforms of its national defense and armed forces. With new systems, a new structure, a new configuration, and a new look, the people’s armed forces have become much more capable of defending national sovereignty and security. The People's Liberation Army (PLA) has taken efficient command over its emergency responses and is making overall plans to advance preparations for military struggles, to effectively safeguard national sovereignty, security and development interests; to resolutely defend territorial sovereignty; to effectively respond to infringements and provocations; and to resolutely safeguard national sovereignty and territorial integrity.
A strong positive energy in maintaining world peace
China is a great eastern civilization with a long peace-loving culture, and unswervingly follows a path of peaceful development. A strong Chinese military is a staunch force in maintaining world peace and development and an active contributor to addressing global challenges.
Since 1990, when China sent, for the first time, five military observers to the United Nations Truce Supervision Organization (UNTSO), the Chinese military has participated in 25 UN peacekeeping operations over those 32 years, sending nearly 50,000 peacekeepers. 16 of them sacrificed their precious lives in the process. Chinese peacekeepers have left their footprints in over 20 countries and regions including Cambodia, the Democratic Republic of the Congo (DRC), Liberia, Sudan, Lebanon, Cyprus, South Sudan, Mali, the Central African Republic, and so on. They have made important contributions in promoting the peaceful settlement of disputes, maintaining regional security and stability, and promoting the economic and social development of the countries where they are deployed.
In the past 10 years, China has dispatched 41 naval fleets to the Gulf of Aden and Somali waters to carry out es**rt and anti-piracy missions.
The Chinese military has also actively participated in international disaster relief and provided timely humanitarian assistance. It successively participated in the search and rescue of the missing Malaysian Airlines flight MH370, the rescue mission in the wake of Typhoon Haiyan in the Philippines, the fight against Ebola in Africa, the mission of tackling water shortages in the Maldives, the earthquake relief in Nepal, and the rescue operations in the flooded areas after a dam collapse in Laos, to name but a few. The Chinese military hospital ship “Peace Ark” has gone abroad nine times to 43 countries and regions in three oceans and six continents, sailing more than 240,000 nautical miles and providing medical services to more than 230,000 people.

To date, the Chinese military has established stable joint training mechanisms with the armed forces of more than 10 countries, and has carried out more than 80 joint exercises and training sessions with the armed forces of more than 30 countries. From bilateral to multilateral cooperation, from taking exercises in the surrounding areas to carrying out training sessions in distant seas, from going abroad to join exercises to bringing foreign peers to exercises in China’s territory, the Chinese military has continuously expanded the depth and breadth of military exchanges and cooperation. For example, the Shanghai Cooperation Organization, established at China’s initiative, has deepened the cooperation among member states in the field of defense and security. The “Peace Mission” counter-terrorism military drills, organized under its auspices, play an important role in maintaining regional security and stability.
Fulfilling the responsibilities of a major country requires military capabilitiesthat complements economic strength
For any major country to achieve modernization, it must develop all aspects of its comprehensive national power including its military capabilities that complements its economic strength. That is necessary to effectively safeguard national security and development interests, and is an inevitable precondition for fulfilling the responsibilities of a major country in maintaining world peace and stability.
For a long time, China’s defense spending as a share of GDP has been much lower than the world average; and its share in national fiscal spending and China’s per capita defense spending have been far lower than the world average. But since 2010, China’s military expenditure as a share of GDP has been decreasing, and its defense spending has never exceeded 1.9 percent of GDP. Compared with military powers such as the U.S., China’s defense spending remains at a low level. In 2020, the U.S. spent 3.7 percent of its GDP on defense, while the world average was 2.6 percent. China’s total defense spending is only slightly more than a quarter of the annual defense spending of the U.S., and China’s per capita defense spending is much less compared to that of the U.S.

Building a strong country requires a strong military that is fundamental to national security. Development and security are two sides of the same coin, and a prosperous country and a strong army are a dialectical unity. In recent years, the Chinese government has maintained a reasonable and stable growth in defense spending, while maintaining a sustained and healthy economic and social development, with national defense capability and economic strength improving in tandem. The increase in China’s defense spending is necessary not only in meeting complex security challenges, but also in fulfilling its responsibilities as a major country.
Achieving the goals for PLA’s centenary in 2027 that entails the development of a world-class modern armed force are crucial tasks towards building a modern socialist country in all respects. In face of the changes unseen in a century, to realize the Chinese Dream of the great rejuvenation of the Chinese nation, it is imperative that China gives due priorities to comprehensive national development, with national security as a key component, as it charts out plans for strengthening national defense and armed forces. This is an inevitable requirement for China in building a modern socialist country in an all-round way, and it is also an important guarantee to effectively curb and deter hegemony and maintain world peace and stability.

Beautiful China shows new chapter of ecological conservation

Editor’s note: China has clearly demonstrated its development blueprint for the next five years at the 20th National Congress of Communist Party of China held in October, 2022. To further elucidate the plan to the world, CGTN has created the “China Blueprint: Opportunities for the World” series. This is the fourth piece focusing on Chinese path to modernization.
In his report to the 20th Communist Party of China (CPC) National Congress, Xi Jinping, general secretary of the CPC Central Committee, highlighted the task of “advancing the rejuvenation of the Chinese nation on all fronts through a Chinese path to modernization.” Ecological conservation plays a fundamental and strategic role in this. The modernization of “harmony between humanity and nature” is one of the basic features of the Chinese path to modernization and is also reflected in its essential requirements and goals.

At the heart of ecological conservation in China lies the tenet of avoiding the old path of “economic development comes before controlling environmental pollution” and pushing for mutually reinforcing relations between the environment and development by changing the philosophy and model of development, so as to ultimately achieve the harmonious coexistence between man and nature.

The very idea of promoting ecological progress is the insight of the Communist Party of China in its long quest for sustainable modernization, and is rooted in China’s long-standing cultural traditions. Unlike the anthropocentrism of Western society that relied on powerful technology to conquer nature after the Industrial Revolution, China has been upholding the traditional wisdom of “harmony between man and nature” since ancient times, emphasizing the need to respect nature, follow its laws, and protect it. Traditional Chinese culture does not regard mere material wealth as the primary goal of a good life.

China has travelled an arduous road of discovery in its understanding of the relationship between environment and development. 10 years ago, China faced serious environmental pollution, with some of its major cities, including Beijing, often experiencing severe smog. Food safety issues caused by soil and water pollution were also a serious threat to people’s health.

Since the 18th CPC National Congress, China has made a major shift in its understanding of ecological conservation. The concept of lucid waters and lush mountains as invaluable assets was put forward, catapulting the task of ecological conservation to an unprecedented strategic height.

China has taken unprecedented special actions for environmental governance and ecological restoration, including the battle against pollution, water and soil governance, agricultural non-point source pollution control, Yangtze River protection strategy, ecological “red lines,” national parks, clean energy, energy conservation and emission reduction, etc. In September 2020, Xi announced at the United Nations General Assembly that “China will scale up its Intended Nationally Determined Contributions by adopting more vigorous policies and measures. China will strive to peak carbon dioxide emissions before 2030 and achieve carbon neutrality before 2060.” In September 2021, Xi stressed again at the same venue that “China will strive to peak carbon dioxide emissions before 2030 and achieve carbon neutrality before 2060.” This has greatly boosted global confidence in tackling climate change.

Major strides towards building a beautiful China
Over the past decade, China’s environmental protection endeavors have seen sweeping, historic and transformative changes, resulting in bluer skies, greener mountains and cleaner water in our homeland. A major step has been taken in building a beautiful China. According to the data from China’s Ministry of Ecology and Environment, the proportion of Grade I-III water sections in China has increased by 23.3 percentage points to 84.9 percent over the past decade. The proportion of Grade I-III water sections in state-monitored rivers entering the sea rose by 25 percentage points to 71.7 percent.

In 2021, the percentage of days with good air quality in China reached 87.5 percent. Soil pollution risks were effectively controlled, and the goal of “zero import” of solid waste was achieved. The area of nature reserves accounts for 18 percent of China’s land area. Over the past decade, two-thirds of China’s incremental energy consumption has come from clean energy. National carbon dioxide emissions per unit of GDP fell by 34.4 percent, and the share of coal in primary energy consumption dropped from 68.5 percent to 56 percent.

What is more exciting is that in terms of the green economy and green technology innovation, which represent future global competitiveness, China leads the world when it comes to the scale of renewable energy development and utilization, as well as the production and sales of new energy vehicles.

Therefore, over the past decade, China has essentially broken away from the traditional development philosophy and model of “economic development comes before controlling environmental pollution” as were established by Western countries after the Industrial Revolution, and explored a new development paradigm in which environment and development are mutually reinforcing, providing a strong support for building a beautiful China.


A new chapter in China’s ecological conservation endeavors
Xi Jinping’s report to the 20th CPC National Congress has made a new strategic plan for ecological conservation and opened a new chapter in China’s ecological conservation endeavors on all fronts. At the strategic level, ecological conservation, which is an important feature, an intrinsic requirement and an important goal of the Chinese path to modernization, will be fully integrated into the strategies and actions for promoting China’s economic and social development.

Xi’s report has taken a step further by setting out strategies on green transformation, pollution control, ecological protection and climate change. In particular, it says that “we will carry out coordinated industrial restructuring, pollution control, ecological conservation, and climate response, and we will promote concerted efforts to cut carbon emissions, reduce pollution, expand green development, and pursue economic growth.” In essence, this means that under the new development philosophy, a mutually reinforcing relationship between environment and development, as well as a coordinated relationship between cutting carbon emissions, reducing pollution, and expanding green development shall be built. This is a goal that even modernization in developed countries has failed to achieve in the past.

If the Industrial Revolution is a major opportunity for developed and industrialized countries, then ecological conservation endeavors offer a new historical opportunity for China. China will surely go down its own path to modernization in a way that is in harmony with nature, thus achieving the great rejuvenation of the Chinese nation and contributing to the common prosperity of the world.

The Role of English Language and Technology in under -resourced Countries


Ahfad University for Women in collaboration with the Open University in London conducted a study on the role of English and Technology in Under-resourced Countries. Some of the academic staff at the School of Languages took part in the study. The committee was headed by Dr. Amna Mohamed Abdkarim Badri and her crew that consisted of: Dr. Mujtaba Said Arman, Dr. Abu ALgasim Abdel Rahman, Dr. Arif AL Adidaroos, and Uz. Fatima Ahmed, Us. Yassir AL Shafei, and Eng. Waleed Abdullah Mohammed.
The study included some suburban schools in the capital Khartoum, and the nomads’ schools in the White Nile and Kosti States. The research team adhered to the rigorous and ethical standards of research methodology. For instance, obtaining a written approval of the participants of the research i.e. teachers, pupils, parents, and also getting permissions of the concerned authorities.
Project Goals
The focal point of the project is investigate how far are the teachers, pupils, and parents aware of the importance of technology and English language in the world today; the children’s’ experiences on technological learning; then the strategies suggested by these groups to mitigate marginalization via technology utilization.
Means of collecting data
Data was collected through focus group discussions with pupils between 13-14 of age, and with parents, and also by attending classes with some teachers.
Marginalization can be defined as a refraining state of individuals or groups from full participation in the social, economic, and political life. It’s worth mentioning that there are a number of complex reasons for marginalization, or enjoying the privilege of the available resources in a community. These reasons can be summarized as follows: gender discrimination, geography, ethnicity, religion, displacement, handicapping, and poverty is, of course, another reason and a consequence at same time.
Access to technology
Access to technology and English language have various aspects like those related to gender, age, and ethnicity. The availability of technology in the countries that participated in the research, including Sudan, (Open University 2022).
When talking about technology in the research, we mean everything pertaining to information technology such as digital equipment that improves the educational process especially the equipment that makes it possible for the learner’s to get into the different information systems. This also applies to teachers as well.
In the realm of technology, it is quite obvious that the children who have an access to technology in private and international schools in Sudanese context, they get the advantage of having extra hours in learning English language as well as learning extra-curricular subjects connected to the course study. They also have access to the library. In the year 1999, the Ministry of Education, in Sudan, envisaged a conception of how the national strategy on information technology would look like. This strategy concentrated on these aspects: Technology, Human Resource Development, Programming Development, and Building of Human Capital.
Main Findings
Though accessing the internet was limited, there was an overwhelming interest among those interviewed to use computers and English language to acquire information, some of them were technology illiterate; only very few pupils had smartphones or computers in their homes or at schools. Exchange of smartphones technological devices was a general trend among pupils, friends, and neighbors. Teachers could not access the Internet at the schools due to the unavailability of this technology. Their use only their personal smartphones. All the schools at the investigated areas lacked this technology as a means of educational learning. Most of the participants focused on the importance of technology and English language to combat marginalization. There were no training programs for technology at the schools whatsoever. Lack of financing technology in the national educational strategy constitutes a major obstacle for its application.
Recommendations
This study highly recommends the essential application and usage of technology at schools especially suburban schools i.e. technology should not be a theoretical study in the curricula only. For the above mentioned purpose, Ahfad University for Women conducted a training program for 6o teachers of both sexes on the use of technology and student-based teaching. The same program was conducted in Kosti and Kassala States.
