"The local government of Dumaguete city announced a proposal to build a 174 ha artificial island covering 85% of the city's coastline.

The project will cause irreversible damage to the marine ecosystem including 4 marine protected areas. Despite the residents' clamour for a public consultation, the local officials insisted that this will be done at a later stage.

Atty. Golda Benjamin requested to appear in the city council session, as an ordinary citizen, to discuss this matter of public interest. She focused on the legal deficiencies and implications of this project."
