FORMER senator Panfilo Lacson said Friday that the failure in the implementation of the Philippine Identification System Act (RA 11055) is unacceptable.

Lacson's statement came after the Bangko Sentral ng Pilipinas (BSP) terminated its contract with AllCard Inc., the Philippine Identification System (PhilSys) supplier, due to failure to meet its obligations, resulting in production delays and consequently in the delivery of national ID cards. | Manila Times

"The Commission on Audit (COA) has flagged the Department of Education (DepEd) over lapses in its P5.69 billion School-Based Feeding Program (SBFP) in 2023, with reports of delays and non-delivery of nutritious food products (NFPs) and pasteurized milk in several regions.

Worse, some Schools Division Office (SDOs) even complained that there were insects found inside the nutribuns they received, while other food items were either "rotten, unripe, or crushed," the COA said."

Japan said that its concern regarding developments in the South China Sea is a valid concern after the Chinese Embassy in Manila hit the Japanese ambassador in Manila for defending the Philippines against China's aggression in the waters.

The Japanese Embassy in Manila said that the issue with regard to the South China Sea is directly related to the peace and stability of the region and is a legitimate concern of the international community.

BSP terminates contract with national ID cards supplier ACI

The Monetary Board (MB) of Bangko Sentral ng Pilipinas (BSP) has terminated the contract between BSP and All Card Inc. (ACI), the supplier of Philippine Identification System (PhilSys) ID cards. Included in the resolution is a notice of decision which detailed the grounds for termination of the contract as follows:
- ACI failed to deliver enough raw materials within the specific period, even within the extension granted
- ACI failed to maintain the production machinery due to unavailable machine spare parts causing prolonged machine downtime

For Senate Deputy Minority Leader Risa Hontiveros, the discovery of having not just two Alice Guo, but also the existence of two Shiela Guo is alarming.

Hontiveros pointed this out on Wednesday, August 28 following the National Bureau of Investigation’s (NBI) discovery that Shiela Leal Guo and a Chinese national named Zhang Mier were indeed the same person.

The NBI earlier also confirmed that the former mayor has the same fingerprints of Guo Hua Ping, also a Chinese national. (MB)
