Enero 28, 2021 – Matapos ang sunod-sunod na konsultasyon sa ating regional directors at field offices, itinatanggi ng Kagawaran ng Edukasyon (DepEd) ang maling pahayag sa bilang ng dropouts sa basic education para sa Taong Panuruan 2020-2021.

Walang tiyak na indikasyon sa mataas na numero ng dropout kaugnay sa blended learning, base na rin sa pagsusuring isinagawa ng mga opisyal sa field. Sa aming lingguhang pagpupulong ng Executive-Management Committee, walang regional director ang nag-ulat ng nakababahalang detalye ukol sa dropout sa kanilang mga nasasakupan. Sinuportahan naman ito ng mga ulat at konsultasyon sa mga mag-aaral at kanilang mga magulang na isinagawa ng field offices.

Walang mag-aaral ang nag-drop-out sa kanilang mga paaralan, bagkus sila ay maaaring lumipat mula sa isang mode of learning patungo sa isa o mula sa isang lugar patungo sa iba. Na-obserbahan din na ang dahilan ng paglipat ng mga mag-aaral ay ang epektong ekonomikal dulot ng pandemya. Ipinakikita rin ng mga numero na ang mga mag-aaral ay maaaring lumipat mula sa paaralang nasa siyudad patungo sa mga paaralang nasa probinsiya o mula sa pribado patungo sa pampublikong paaralan. Nagdesisyon naman ang ibang mag-aaral na sila ay lilipat mula sa modular patungong blended learning, kung saan maaari silang mag-TV, onlayn at radyo na maaring ma-access sa kanilang paaaralan. Dagdag pa rito, na-obserbahan din na taon-taon ay natural na mabagal ang pagbalik ng mga mag-aaral matapos ang bakasyon ng paaralan at holiday season.

Patuloy rin naming ipinatutupad ang panuntunan ng academic ease upang tulungan ang mga pamilya, mag-aaral at g**o na mag-adjust sa distance learning set-up. Nagiging maluwag rin ang mga pampublikong paaralan sa pagpapasa ng mga activities ng mga mag-aaral. Pinalawak din nila ang suporta sa mga programa kaugnay ng mental health at socio-emotional well-being. Sa lebel naman ng pamamahala sa DepEd, nakikipagtulungan din kami sa iba’t ibang authorities at external partners upang palakasin ang inisiyatibo sa pagtugon sa pandemya. Dahil dito, pinaaalalahanan namin ang publiko na huwag bumuo ng konklusyon sa mga maling pahayag o sa isoldated cases.

Sa patuloy nating pagsasagawa ng mga paraan para sa edukasyon ng mga batang Pilipino, umaasa kaming tutulong ang publiko na hikayatin ang mga mag-aaral na ipagpatuloy ang kanilang edukasyon.

FOR: SEVERE TROPICAL STORM " " (VAMCO)
TROPICAL CYCLONE: WARNING
ISSUED AT 8:00 AM, 11 November 2020

SEVERE TROPICAL STORM "ULYSSES" FURTHER INTENSIFIES AND IS NEARING TYPHOON CATEGORY.
Hazards affecting land areas:
• Strong winds: Throughout the passage of the severe tropical storm, the areas under Tropical Cyclone Wind Signal (TCWS) #2 will be experiencing damaging gale-force to storm-force winds, while those under TCWS #1 will have strong breeze to near gale conditions. Given the likelihood of intensification into a typhoon in the next 12 to 24 hours, TCWS #3 may be raised over several provinces in Bicol Region (and eventually over Metro Manila and portions of CALABARZON and Central Luzon) once “ULYSSES” is upgraded to typhoon category. In other areas, the rest of Northern Luzon will be experiencing strong breeze to gale-force winds due to the surge of the Northeast Monsoon.
• Heavy rainfall: Between this morning and late afternoon today, heavy to intense with at times torrential rains over Camarines Norte, Camarines Sur, and Catanduanes. Moderate to heavy with at times intense rains over Albay, Sorsogon, Quezon including Polillo Islands, and Burias and Ticao Islands. Light to moderate with at times heavy rains over Metro Manila and the rest of Luzon and Visayas. Between this late afternoon and tomorrow early morning, heavy to intense with at times torrential rains over Camarines Norte, Camarines Sur, Metro Manila, CALABARZON, Aurora, Bulacan, Pampanga, and Bataan. Moderate to heavy with at times intense rains over Cordillera Administrative Region, mainland Cagayan Valley, Catanduanes, Marinduque, the northern portion of Mindoro Provinces, and the rest of Central Luzon. Light to moderate with at times heavy rains over the rest of Luzon and Visayas.
• Flooding (including flashfloods), rain-induced landslides, and sediment-laden streamflows (i.e. lahar) may occur during heavy or prolonged rainfall especially in areas that are highly or very highly susceptible to these hazards and/or those that received significant antecedent rainfall. PAGASA Regional Services Divisions may issue local thunderstorm/rainfall advisories and heavy rainfall warnings while the Hydrometeorology Division and River Basin Flood Forecasting and Warning Centers may issue General Flood Advisories and Basin Flood Bulletins as appropriate.
• Storm surge: There is a high risk of storm surge with heights of up to 3.0 m over the coastal areas of Quezon including Polillo Islands, Camarines Norte, Catanduanes, and the northern and eastern coastal areas of Camarines Sur, and up to 2.0 m over the coastal areas of Aurora, Bataan, Pampanga, Bulacan, Metro Manila, Cavite, Batangas, northern portions of Mindoro Provinces including Lubang Island, Marinduque, Romblon, Masbate including Ticao and Burias Islands, Albay, and Sorsogon, and the remaining coastal areas of Camarines Sur. These storm surges, which may be accompanied by swells and/or breaking waves near the coast, can cause life-threatening and damaging coastal inundation. Moreover, there is also a moderate risk of seiche or storm surge over the coastal areas surrounding Laguna de Bay.
Hazards affecting coastal waters:
• In the next 24 hours, rough to very high seas (2.5 to 10.0 m) will be experienced over the seaboards of areas under TCWS and the eastern seaboard of Eastern Samar currently not under TCWS #1. The surge of the Northeast Monsoon will also bring rough to high seas (3.0 to 6.0 m) over the remaining seaboards of Northern Luzon and rough seas (2.5 to 3.5 m) over the seaboards of Kalayaan Islands. Sea travel is risky for all types of seacrafts over these waters.
• Moderate to rough seas (1.5 to 2.5 m) will be experienced over the western seaboards of Palawan including Calamian Islands, and the eastern seaboards of Mindanao. Mariners of small seacrafts are advised to take precautionary measures when venturing out to sea. Inexperienced mariners should avoid navigating in these conditions
Track and intensity outlook:
• Track: On the forecast track, Severe Tropical Storm “ULYSSES” will move generally westward throughout the forecast period and pass over the seas north of Catanduanes between this morning and afternoon and north of Camarines Provinces between this afternoon or evening. Due to the orientation of the track forecast, these provinces may fall within the inner rainbands or eyewall region of this storm during the passage. The center of “ULYSSES” is forecast to make landfall over Polillo Islands and mainland Quezon between tonight and tomorrow early morning. Afterwards, “ULYSSES” will cross mainland Luzon and emerge over the western seaboard of Central Luzon between tomorrow morning and afternoon.
• Intensity: “ULYSSES” is forecast to intensify into a typhoon within the next 6 to 12 hours and reach its peak intensity of 130-155 km/h prior to landfall. “ULYSSES” may slightly weaken as it crosses mainland Luzon due to frictional effects in the presence of the Sierra Madre and Zambales Mountain Ranges. However, it is likely to remain a typhoon throughout its traverse.
Location of eye/center At 7:00 AM today, the center of Severe Tropical Storm "ULYSSES" was estimated based on all available data including those from Daet Doppler Weather Radar at 135 km North Northeast of Virac, Catanduanes or 350 km East of Infanta, Quezon (14.6°N, 124.9°E).
Strength Maximum sustained winds of 110 km/h near the center and gustiness of up to 135 km/h.

STATEMENT OF THE DILG

The Department of the Interior and Local Government (DILG) advises the public and all local government units (LGUs), especially the ones in the Bicol Region and nearby areas, to immediately implement Oplan Listo protocols, prepare, and be ready for Tropical Storm “Ulysses”. The public is urged to abide by LGUs’ preemptive evacuation procedures especially in low-lying areas as Ulysses is expected to make landfall soon.
The DILG, together with the rest of the National Disaster Risk Reduction and Management Council, expect the citizens’ participation, cooperation and discipline as we prepare for the advert effects “Ulysses” may bring.
LGUs are directed to establish critical preparedness actions and carry out Operation L!STO Protocols and implement DILG Memorandum Circular No. 2020-125 - LISTO SA TAG-ULAN AT COVID-19: Preparedness Measures of LGUs for the Rainy Season CY 2020 , and prioritize the prepositioning of supplies, equipment and personnel for immediate response.
LGUs must also activate their Barangay DRRMCs for early warning measures and vigilant monitoring of areas susceptible to flood and storm surges. Persistent information dissemination using all media platforms are also encouraged to ensure that the public is updated. These, among others, are the immediate actions that LGUs should carry out as we again reiterate that local chief executives who will be reported to be missing in action during a typhoon will be made accountable.

FOR: TROPICAL STORM " " (ATSANI)
TROPICAL CYCLONE: WARNING
ISSUED AT 5:00 AM, 04 November 2020

“SIONY” CONTINUES TO MOVE SLOWLY OVER THE PHILIPPINE SEA EAST OF EXTREME NORTHERN LUZON.
Track and intensity outlook:
• Track: “SIONY” is forecast to move slowly or remain almost stationary in the next 12 hours. Afterwards, the tropical storm will move generally westward or west-northwestward towards the Luzon Strait and Extreme Northern Luzon. This will bring the center of “SIONY” over or very close to the Batanes and Babuyan Islands between tomorrow evening and Friday morning. As such, a landfall scenario over these localities remains likely. On the forecast track, “SIONY” will leave the Philippine Area of Responsibility on Friday afternoon or evening.
• Intensity: “SIONY” is forecast to intensify into severe tropical storm in the next 24 hours and reach its peak intensity of 100-110 km/h tomorrow prior to its landfall or close approach over Extreme Northern Luzon. However, intensification into typhoon category is not ruled out at this time.
Hazards affecting land areas:
• Strong winds: In the next 24 hours, the northeasterlies enhanced by Tropical Storms "ROLLY" and "SIONY" will bring strong breeze to gale-force winds with higher gusts over Batanes, Babuyan Islands, and the northern coastal areas of Cagayan and Ilocos Norte. In anticipation of strong breeze to near gale conditions associated with the tropical storm, Tropical Cyclone Wind Signal #1 is now in effect for several areas in Extreme Northern Luzon. Based on all available meteorological data, the highest wind signal to be raised will be TCWS #2. However, because intensification into typhoon category remains a potential scenario at this time, the possibility of hoisting TCWS #3 in areas near or along the projected track of the storm is not ruled out.
• Heavy rains: The combined effects of the northeasterlies and the trough of “SIONY” will bring light to moderate with at times heavy rains over Aurora, Quezon, Camarines Norte, Camarines Sur, Catanduanes, and the eastern portions of Cagayan and Isabela. Flooding (including flashfloods) and rain-induced landslides may occur during heavy or prolonged rainfall especially in areas that are highly or very highly susceptible to these hazards and/or those that received significant antecedent rainfall from tropical cyclones “PEPITO”, “QUINTA”, and “ROLLY”. PAGASA Regional Services Divisions may issue local thunderstorm/rainfall advisories and heavy rainfall warnings as appropriate.
Hazards affecting coastal waters:
• The combined effects of "ROLLY", "SIONY", and the enhanced northeasterlies will bring rough to very rough seas (2.8 to 5.0 m) over the entire seaboards of Northern Luzon, the northern seaboard of Camarines Sur, the northern and eastern seaboards of Catanduanes, and the seaboards of Aurora, Camarines Norte, Kalayaan Islands, and northern Quezon (including the northern and eastern coastal waters of Polillo Islands). Sea travel is risky over these waters, especially for those using small seacrafts.
• Moderate to rough seas (1.5 to 2.5 m) will be experienced over the western seaboard of Central Luzon, the eastern and western seaboards of Southern Luzon, and the eastern seaboards of Visayas and Mindanao. Mariners of small seacrafts are advised to take precautionary measures when venturing out to sea. Inexperienced mariners should avoid navigating in these conditions.
Location of eye/center At 4:00 AM today, the center of Tropical Storm "SIONY" was estimated based on all available data at 700 km East of Basco, Batanes (19.7°N, 128.6°E).
Strength: Maximum sustained winds of 85 km/h near the center and gustiness of up to 105 km/h.
