ISLAMABAD: The civil society of Gilgit-Baltistan, child rights organizations, human rights commission of Pakistan, legal fraternity, journalist community and representatives of political parties gathered outside the National Press Club in Islamabad to demand immediate recovery of the 13-year-old girl child gone missing from Sultanabad village of district Gilgit.
Protestors called for transparent investigation of the matter to ensure such cases never occur again.
The child protection workers questioned the role of Khyber Pakhtunkhwa Child Rights Commission in this situation as the unlawful act of child marriage was solemnized in Mansehra District of the KP province. Moreover, the accused had also applied for a transit bail at Peshawar High Court which makes it mandatory for the KP Child Rights Commission to investigate, respond and rescue the child.
A videos posted on social media by the abductors of the 13year old girl child reveal that she is married to a 17-year-old minor, who has still not obtained legal age of marriage as set in the Child Marriage Restraint Amendment Act 1929.
Furthermore, in the video the abductors are noticed forging age of the child contrary to what her original NADRA issued birth registration certificate reveals.
The Civil Society Organizations demand for the swift recovery of both children as behind these unlawful acts both of them are vulnerable to even more extreme forms of violence and exploitation.
The key demands by the speakers at the press club are:

01-Recover the child immediately and present her in front of a court of law

02-Use authentic medical and legal methods to determine the age of the child

03⁠-Investigate the conduct of the Nikah Reader and Registrar

⁠04-Investigate the doctor to ascertain how she was able to determine the child’s age and issue a certificate

⁠05-Transparent investigation of the serious allegations leveled by the child’s parents against certain police officials to ensure accountability

⁠06-Review legal and administrative arrangements in place to identify preventative measures to ensure that such incidents do not occur again in the future

07-⁠Investigate why police was unable to take any credible action despite registering the FIR.

08-A judicial inquiry should be initiated by high court peshawar against the magistrate who has taken the statement of victim under section 164 CrPc.

The speakers talking to media termed it as a case of child abduction, internal child trafficking, Child early forced marriage and child sexual abuse.
The protesters expressed deep concerns over the inability of Gilgit-Baltistan Police to recover the child even after 54 days of the incident.
The child’s father has said that his 13-year-old daughter was ‘abducted and married off’ without his consent, in violation of his religious, social, and legal norms. He replied that he kept visiting the police station but it took longer than the expected time to register the FIR.

Although a First Information Report of the incident was registered on 20th January 2024 in the limits of Danyore Police Station, Gilgit, the Police have failed to recover and produce the child in a court of law. The protesters said that Sakhi Ahmad Jan, the complainant, has levelled serious allegations against some police officials, which need to be investigated properly to ensure accountability of law enforcement agencies in the region.
Protestors also stated that if relevant departments will not intervene to resolve the situation the issue could lead to unrest among the masses.
The protesters have assured them to continue their struggle until justice is not dispensed to the victim's family.

اسلام آباد: ضلع گلگت کے گاوں سلطان آباد کی (نادرا ریکارڈ کے مطابق) 13 سالہ کمسن بچی کی بازیابی کے لیے اسلام آباد گلگت بلتستان جرنلسٹ فورم, گلگت بلتستان لائرز فورم, چائلڈ رائٹس تنظیموں, ایچ آر سی پی اور سول سوسائٹی کی کال پر اسلام آباد پریس کے باہر احتجاجی مظاہرہ ہوا۔
احتجاجی مظاہرین نے کمسن بچی کا 20 جنوری 2024 کو مبینہ اغوا کے بعد غیرقانونی شادی کے معاملے کی شفاف تحقیقات کا مطالبہ کیا تاکہ اس طرح کے واقعات دوبارہ رونما نہ ہوں۔ چائلڈ پروٹیکشن ورکرز نے حالیہ دنوں ہونے والے مبینہ اغوا اور غیر قانونی شادی، جو کہ صوبہ خیبر پختونخواکے ضلع مانسہرہ میں ہوئی' کے حوالے سے خیبرپختونخوا چائلڈ رائٹس کمیشن کے کردار پر سوال اٹھایا۔ انہوں نے مندرجہ ذیل مطالبات سامنے رکھے ہیں:
* بچی کو فوری طور پر بازیاب کروائیں اور اسے عدالت کے سامنے پیش کریں۔
* بچی کی عمر کا تعین کرنے کے لیے مستند طبی اور قانونی طریقے استعمال کریں۔
* نکاح خواں اور رجسٹرار کے طرز عمل کی چھان بین کی جائے اور قانون کے مطابق سزائیں دی جائیں۔
* ڈاکٹر سے یہ معلوم کرنے کے لیے تحقیقات کی جائے کہ اس نے کس طرح بچی کی عمر کا تعین کیا اور سرٹیفکیٹ جاری کردی، نیز پیشہ وارانہ مس کنڈکٹ پر ڈاکٹر کے خلاف بھی کاروائی عمل میں لائی جائے۔
* احتساب کے عمل کو یقینی بنانے کے لیے ان پولیس اہلکاروں کے خلاف تحقیقات کرائی جائیں جن پر بچی کے والدین کی جانب سے سنگین الزامات لگائے گئے ہیں۔
* اس ضمن میں احتیاطی تدابیر کی نشاندہی کرنے کے لیے قانونی اور انتظامی انتظامات کا جائزہ لیں تاکہ یہ یقینی بنایا جا سکے کہ مستقبل میں ایسے واقعات دوبارہ رونما نہ ہوں۔
* اس بابت تحقیقات کی جائیں کہ ایف آئی آر درج کرنے کے باوجود پولیس دو ماہ تک کوئی قابل اعتبار کارروائی کیوں نہ کر سکی۔
* مظاہرین نے پشاور ہائی کورٹ سےمطالبہ کیا ہے کہ 164 کا بیان ریکارڈ کرنے والے مجسٹریٹ کے خلاف انکوائری کمیشن بنا کر تحقیقات کریں۔
مظاہرین نے متاثرہ خاندان کو انصاف ملنے تک احتجاج جاری رکھنے کے عزم کا اظہار کیا ہے۔

Transparency in governance
Islamabad: Today the Government of Gilgit-Baltistan and Education Testing Council (ETC) Higher Education Commission have formally signed the Document of Understanding (DoU) at Higher Education Commission, Islamabad. The Government of Gilgit-Baltistan has availed the standardized testing services for conducting the screening test for pre-selection of suitable candidates for recruitment against vacant posts of various categories. Mr. Ahmad Khan, Deputy Secretary Implementation and Coordination Department GB, Islamabad and Dr. Shaista Sohail, Executive Director HEC signed the DoU. The Chief Secretary Gilgit-Baltistan, Mr. Mohyuddin Ahmad Wani expressed his hope that ETC-HEC will be instrumental for upholding the merit and ensuring transparency through screening tests for recruitment against various posts to be filled in various departments of Gilgit-Baltistan including police ,revenue ,health ,education etc .

پاکستان کے 400 نوجوان سماجی رضاکاروں کی کاوشوں کی پزیرائی کی تقریب سے مقررین کا خطاب

اسلام آباد، 30 نومبر: نوجوان جو کہ کسی بھی قوم کا سب سے بڑا سرمایہ ہیں خاص طور پر پاکستان جیسے ملک میں جس کی 60 فیصد آبادی تیس سال سے کم عمر ہے ان کے لیے ایک مثبت اور صحیح سمت کا تعین کرنے کے مواقع فراہم کرنا وقت کی اہم ترین ضرورت ہے ان آراء کا اظہار حال ہی میں یوتھ امپیکٹ نامی ادارے کی تقریب میں مقررین نے کیا جس میں نوجوانوں کی طرف سے پاکستان بھر میں مکمل کیے گئے امن کے فروغ کے منصوبوں کی حوصلہ افزائی کے ساتھ ساتھ ان میں شامل نوجوان نسل کے نمائندوں کی کاوشوں کو بھی سراہا گیا تقریب سے دیگر مقررین کے علاوہ انسٹی ٹیوٹ آف پالیسی سٹڈیز کے چیئرمین خالدرحمان، الپائن کلب پاکستان کے سربراہ سعد صدیقی، معروف ٹی وی اینکر توثیق حیدر نے خطاب کیا۔
تقریب سے وزیر برائے امور نوجوانان و سیاحت گلگت بلتستان راجہ ناصر نے اپنے خطاب میں کہا کہ یوتھ امپیکٹ نے گزشتہ دس برسوں میں پاکستان کے طول و عرض سے تعلق رکھنے نوجوانوں کو ایک پلیٹ فارم پر اکٹھا کر کے جو تربیت کی ہے وہ قابل تقلید ہے۔ ان کا کہنا تھا کہ اس ضمن میں حکومت گلگت بلتستان یوتھ ایکسچینج پروگرام کے انعقاد کی دعوت دیتی ہے اور نوجوان کی ہر ممکن مدد کے لیے تیار ہے۔
پاکستان کے نوجوانوں کو اہم سماجی قیادت اور امن سازی کے کردار کے لیے رضاکارانہ طور پر تیار کرنے کے لئے یوتھ ان پیکٹ نے کیمپ ہمالیہ کے نام سے ایک مہم کا آغاز کیا تھا جس میں چار سو سے زائد نوجوان سماجی رہنماؤں نے اپنے مقامی علاقوں امن کے فروغ اور فلاح و بہبود کے مختلف منصوبوں پر کام کیا۔ مجموعی طور پر وادی کاغان اور مارگلہ کی پہاڑیوں میں 9 آؤٹ ڈور لیڈرشپ کیمپس کا انعقاد کیا گیا جس کے بعد ان نوجوان رضا کاروں نے اپنے اپنے علاقوں میں امن سازی کے 372 سیمیناروں کا انعقاد کیا اور 75 منصوبے مکمل کیے جن میں 23 ہزار سے زائد افراد کی شمولیت کے مواقع دستیاب ہوئے۔ یہ منصوبے بلوچستان، جنوبی پنجاب، خیبرپختونخوا، گلگت بلتستان کے دور دراز علاقوں کے ساتھ ساتھ کراچی کے کم آمدنی والے علاقوں میں بھی جاری کیے گئے۔ مقررین نے معاشرے میں امن و ترقی کے لیے ان کوششوں کو سراہا نے کے ساتھ ساتھ نوجوانوں میں رضاکارانہ صلاحیتوں کو اجاگر کرنے کی اہمیت پر بھی زور دیا۔ انہوں نے نوجوان افراد کی ان کاوشوں کو سراہا جن کے زریعے اتحاد، احترام، تنوع اور رواداری کی اقدار کے فروغ کا سبب بنیں۔ یوتھ امپیکٹ کے بانی اور سی ای او عبدالصمد خان نے اس موقع پر اگلے دس سالوں میں 1.2 ملین سے زیادہ نوجوانوں کو تربیت دینے کے عہد کا اعادہ کیا۔ اس تقریب میں "مارخور"، جو قدرتی ماحول میں منعقد ہونے والی پاکستان کی سب سے بڑی سالانہ یوتھ لیڈر شپ تربیت گاہ ہے، کے دسویں ایڈیشن کا بھی اجرا کیا گیا۔ جس میں نوجوان نسل کے نمائندے خان پور ڈیم سے متصل پہاڑی علاقے میں پانچ دن کی مدت میں عملی سماجی مہارتوں کے مراحل اور تربیت سے گزریں گے۔
