“Lugaw, or any food item for that matter, is considered an essential good,” Presidential spokesperson Harry Roque clarified March 31, Wednesday after a viral video of a food delivery rider transporting lugaw to a customer was stopped by barangay officials in San Jose del Monte, Bulacan. The said barangay officials argued that lugaw is not an essential food, and that the food delivery rider, as well as the lugaw store owner were both violating the curfew restriction in accordance with the guidelines set by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF). They were then left with no other option than to comply with the barangay officials, for fear of further complications.
Malacañang, however, explained that food delivery services are allowed to operate even beyond curfew hours for areas included in the National Capital Region Plus bubble during the enhanced community quarantine.

Today is officially the first day of the enhanced community quarantine for NCR, Bulacan, Cavite, Laguna, and Rizal as the Philippines continues to see an exponential increase in its COVID-19 cases.
The following areas will remain in ECQ from Monday, March 29 to Easter Sunday, April 4.
