කොළඹ බලකොටුව සහ නගරය දැක්වෙන මෙම සිතියම Johannes Vingboons නමැති ලන්දේසි සිතියම් නිර්මාණකරුවා විසින් 1665 දී නිර්මාණය කරන ලද්දක්. සීතාවක හමුදාවන්ගේ ප්‍රහාරය හමුවේ 1565 දී පෘතුගීසීන් සහ දොන් ජුවන් ධර්මපාල රජතුමා කෝට්ටේ රාජධානිය අත්හැර කොළඹට පැමිණි පසු, එහි පෙර තිබූ කුඩා බලකොටුව වෙනුවට වඩා විශාල සහ ආරක්‍ෂිත ලෙස මෙම බලකොටුව ඉදිකරනු ලබනවා. ඉන් වසර 91කට පසු 1656 දී ලන්දේසි හමුදාවන් විසින් යටත් කරගන්නා තුරුම මුහුදුබඩ පෘතුගීසි පාලන ප්‍රදේශයේ ප්‍රධාන පරිපාලන මධ්‍යස්ථානය වන්නේ මෙම බලකොටුව සහ නගරයයි.
